The issue of protecting critical infrastructure as one of the components of national security is analyzed. The following methods were used in the study: bibliographic, dialectical, empirical, and theoretical, comparative, and legal. The essence of the term "critical infrastructure” is explained both according to the opinions of scientists and from the very position of the authors of the article. The importance of proper protection and proper functioning of infrastructure in Ukraine is well founded. It emphasizes the fact that for many years the issue of the importance of protecting critical infrastructure has been almost forgotten and is not relevant to the governing bodies of the state. In addition, this situation applies to many other countries in the world. The current situation shows that there are countries that, despite being among the most prosperous and innovative, did not pay attention to their situation with their own security infrastructure. It is concluded that, based on a comparative analysis of international experience, in addition to exploring the peculiarities of national realities, the article proposed measures to improve the internal state of protection of critical infrastructure.

The maintenance of civil peace and harmony in the Russian state from time immemorial has been defined as a priority that allows maintaining the integrity of both state and territorial. Global processes taking place in the world, epidemic waves of viruses, incessant local wars, diligent attempts to separate people and peoples bring to the fore the need to consolidate society in order to ensure the national security of the country. In this context, the importance of statistics increases, which significantly affects the perception of the dominant values by society, forms the attitude of people to the state policy being pursued. At the same time, the understanding of statistical information (figures, data) in a number of cases does not correspond to reality, making it difficult to adequately assess the existing situation, which is associated with an insufficient level of statistical literacy of the population, officials and specialists in various fields of activity.

Civil protection is an essential part of the national security system. One of the main conditions for successful functioning of any system is a properly organized regulatory framework - laws, Cabinet of Minister’s regulations that clearly define the civil protection structure and the responsibilities and rights of legal and natural persons involved in the processes. This study identifies the current situation and concludes that the norms of the Civil Defence and Disaster Management Law adopted by the Saeima in 2016 eliminate the discrepancies of the Civil Protection Law of 2006 and administrative-territorial reform of 2009, and specifically determine the areas of responsibility and activities of the state and municipal institutions, but the changes in the regulations governing the training of students and employees ensure compulsory civil protection courses for higher education institutions.

Abstract The freedom of expression is vital to our ability to convey opinions, convictions, and beliefs, and to meaningfully participate in democracy. The state may, however, ‘limit’ the freedom of expression on certain grounds, such as national security, public order, public health, and public morals. Examples from around the world show that the freedom of individuals to express their opinions, convictions, and beliefs is often imperilled when states are not required to meet a substantial justificatory burden when limiting such freedom. This article critiques one of the common justificatory approaches employed in a number of jurisdictions to frame the state’s burden to justify limitations on the freedom of expression—the proportionality test. It presents a case for an alternative approach that builds on the merits and addresses some of the weaknesses of a typical proportionality test. This alternative may be called a ‘duty-based’ justificatory approach because it requires the state to demonstrate—through the presentation of publicly justifiable reasons—that the individual concerned owes others a duty of justice to refrain from the expressive conduct in question. The article explains how this approach is more normatively compelling than a typical proportionality test. It also illustrates how such an approach can better constrain the state’s ability to advance majoritarian interests or offload its positive obligations by limiting the freedom of expression of minorities and dissenting voices.

The narcotics problem has plagued humanity throughout all stages of its development. However, in conditions of 21th century, the threat of narcotism has become very urgent. Studying the world experience in the narcotism control measures implementation, we can identify several main mechanisms of counteraction. In this study, we present and analyze these mechanisms in detail. As for Russia, we can say that we are implementing a repressive social control model, but there are rudiments and predispositions to a restrictive model. In general, the narcotics problem has plagued our country throughout history. We show the relation and ways of fight against narcotics in the conditions of different historical stages. However, in the 21th century, narcotic addiction has reached unprecedented proportions and now represents a very dangerous threat to our state. The involvement of a large number of people in such a harmful social phenomenon was influenced by a number of certain factors characteristic of Russia. The very dangerous threat of narcotism to the Russia national security is also shown by the state counteraction dynamism against this phenomenon. This study shows the main mechanisms of narcotism implementation.

The article analyzes the international experience of functioning of bodies and institutions ensuring observance of discipline and law and order in law enforcement bodies, the corresponding data are compared with functioning of inspections on personnel of department of personnel of National police of Ukraine and, on the basis of the received information. In different countries of the world, control bodies are called differently, and in the system of the National Police of Ukraine, there are several such bodies, one of which is the inspection of personnel, but, in turn, the author proposes to investigate the functioning of disciplinary bodies and legality in law enforcement agencies in the world, as this positive experience can make it possible to optimize the functioning of the institution in the national space. International experience of the relevant processes is characterized by various features that set out the essence and importance of discipline and legality in the activities of law enforcement agencies. The issue of using international experience in improving the functioning of institutions that ensure discipline and legality in law enforcement is one of the most important. From the proper functioning of law enforcement agencies, first of all, depends on the level of human and civil rights and freedoms in each state where they exist. Based on a survey of the concept of discipline and legality, as well as determining its importance in the law enforcement system, analyzing the international experience of ensuring discipline and legality by relevant bodies in law enforcement agencies, namely the police and identifying, based on analysis, the main methods of achieving appropriate bodies set goals, the authors identified the relevant conclusions.

The aim of the article is to identify new trends, patterns of corruption in the system of government and develop approaches to improving mechanisms to prevent and combat corruption in Ukraine. In the context of reforming modern Ukrainian society, the study of the development of mechanisms to prevent corruption is very relevant. In addition, given the deepening socio-political and financial-economic crisis in Ukraine, corruption is a serious threat to national security. According to international experience, a mechanism should be clearly established for the selection of specialists to work in the public administration sector. An effective set of tools to combat corruption in the state are, first of all, prohibitions and restrictions. The focus on overcoming the factors of corruption that are inherent in the sphere of state structures is the improvement of mechanisms. One of the effective mechanisms for preventing corruption is preventive measures in public bodies with a number of restrictions and prohibitions.

Goal. The purpose of the research is to conduct a comparative study of the work of the Central Bank of the world with their governments in the context of forming a mechanism for synergistic interaction of its economic policy instruments to improve the level of economic development. Topicality. The actualization of this study is the need to establish effective formal and informal links between the central bank as a system-forming financial institution that shapes the monetary policy of the state and the government as a governing body that creates a virgin economic policy. There is a need for a systematic comparative analysis of the experience of developed and developing countries in order to form an effective tool for economic policy of the central bank with its government and make effective management decisions aimed at improving the level of economic development. Results. The system of relations between the central bank of developed and developing countries and their governments is described. Factors of positive and negative influence on the formation of economic policy tools of the central bank of the countries and their governments are revealed. Formal and informal links have been analyzed between the world country’s central bank and its government in the process of implementing the central bank’s economic policy. The mechanism of synergetic interaction of the tools of economic policy of the central bank of the countries with their governments is improved, which contains indicative indicators of the interactions of the central bank, ministries, government of the countries for the purpose of making effective management decisions. The necessity of systematic work of all stakeholders (central bank, government, other stakeholders) in the process of forming economic policy, the implementation of which can affect the level of economic development of the state, is substantiated. Conclusions. The comparative analysis with elements of benchmarking estimation is carried out The mechanism of relations of the central bank of the country with its government is improved. The role of this interaction of the country's central bank with its government and other stakeholders was assessed.

This article is devoted to an overview of the methods and measures by which the governments of economically developed countries of the world ensure, to one degree or another, the security of their budget systems. At the same time, the authors consider the vulnerable aspects of the functioning of their public finance systems, the reasons for the emergence and the ability of the country’s leaders to eliminate negative factors and threats. This aspect is extremely important for ensuring the economic security of the state, since it provides an increase in the level of both economic and national security of the country.
