There is an urgent need for a comprehensive study and analysis of negative processes of deepening the level of second relations in the economy. The ghost economy is the result of the functioning and increasing signs of a systemic crisis in the economy, which arises due to the discrepancy and inadequacy of the methods used to implement market transformations. The spread of the gray economy occurred on the basis of the destruction of existing distribution relations and the construction of new ones, which significantly violated the established balance of economic entities interests, the parity of its separate spheres development, and the motivation for effective management. Another meaningful aspect is that the gray sector of the economy in any country really exists; it quickly reacts to changes in the implementation of the state economic life. That is why it is extremely important when studying the problem of increasing the scale of the gray economy is the prompt and rapid accumulation of information dealing with changes in its basic indicators. Hiding of tax revenues is a crime, and tax minimization, that is, an attempt to reduce their amount, is completely legal and provides the work of a large number of specialists in the field of tax law and accounting. But on the other hand, for economic entities operating in Ukraine, the critical threat is not the fiscal capability, but the uncertainty in the legislation and the political and economic life of the country.

The level of economic security of an individual municipality determines the level of regional and national economic security. To be sufficient it should have an effective management system for the municipality as a whole and its economic security in particular. Assessment of the level of economic security and measures to improve it are appointed as mandatory elements, includes. The need to research the approaches to assessing the level of economic security of a municipality, approbation of individual methods on the example of specific municipalities and using the results obtained to develop solutions for the management of the corresponding territory have been stated. There have been analyzed the practical approaches to defining the essence of the economic security of a municipality and assessing its level. A grate disadvantage of Yu.V. Fartygina and A.V. Ivanov’s methods is their focus on the region’s economy. There was applied the methodology of Zh.A. Mingaleva, which revealed the greatest number of advantages: the availability of the information base, taking into account the peculiarities of the economy of the municipality, the use of differentiated threshold values that allow to draw the conclusions. There was evaluated the Spassky municipal district of Primorsky Kray. The assessment was carried out over the period of 2018-2020, which revealed a low level of economic security of the studied municipality and a negative trend of its change. In order to correlate the results of the assessment of the economic security of the Spassky municipal district with the level of Primorsky Kray, a corresponding comparison was made according to the data over 2020, which proved lagging from the regional average values. The threats to the economic security of the Spassky municipal district were formulated and a system of measures was proposed to increase the level of economic security. The studied system takes into account the factors of the competitiveness of the municipality and modern approaches to the management of the municipality in the Russian Federation.

Situation and value of the African continent on the economic and social cardmap of the world dynamically changes and will continue to change throughout all the 21st century with strengthening of the Africa positions in the world. In Russia all the complex of threats and problems which arise owing to political and economic transformation of Africa is not adequately estimated. The scientific literature on economic security issues presents an expanded set of internal and external threats to the national economy that goes beyond the traditional areas of the shadow economy, corruption, economic crime and related segments, including the internal economic stability of the national economy and inter-country competition, the quality of state strategic management, studies of the specifics of ensuring economic security in the conditions of the sixth technological order, intercultural communication and their impact on the economic relations between countries, etc. Incomplete use of such approach to strategy for the countries of Africa creates additional threats and risks for Russia. An analysis of security problems in Africa revealed that studies of economic security in the context of African development trends in Russia are conducted in an unsatisfactory volume, not always taking into account the results of new developments in the field of ensuring economic security. Even the large shifts happening on the African continent, forecasts of this dynamics sometimes are poorly known to experts of a profile of economic security, and many experts of an economic profile including working in the African subject often do not accurately distinguish problems of “economic cooperation” and “the Russian – African relations”, on the one hand, and “economic security of Russia” – with another. In this regard the new scientific problem is proved: need for deeper analysis of trends of economic and social development in Africa as an important component of a system of ensuring national economic security of Russia in the current period and in the future into account the new developments in the sphere of economic security. The main directions of activating scientific research and concentration of practical efforts to increase national economic security, neutralize threats and reduce risk for Russia in the designated context are formulated.

There are some 700,000 Latin Americans of Palestinian origin, living in fourteen countries of South America. In particular, Palestinian diaspora communities have a considerable presence in Chile, Honduras, and El Salvador. Many members of these communities belong to the professional middle classes, a situation which enables them to play a prominent role in the political and economic life of their countries. The article explores the evolving attitudes of Latin American Palestinians towards the issue of Palestinian statehood. It shows the growing involvement of these communities in Palestinian affairs and their contribution in recent years towards the wide recognition of Palestinian rights — including the right to self-determination and statehood — in Latin America. But the political views of members of these communities also differ considerably about the form and substance of a Palestinian statehood and on the issue of a two-states versus one-state solution.

    As a constitution, the Indonesian Constitution of 1945 regulates how the national economic system should be arranged and developed. In the perspective of constitution, the implementation of sharia economy does not mean the state directs a particular economic ideology. Philosophically, the ideals of Indonesian economic law is to initiate and prepare the legal concept of economic life. Shariah economy has a strong foundation both formally shariah and formallyconstitution. Formally shariah means the existence of shariah economy has a strong foundation in Indonesian legal system. Formally constitution means, in the context of the state, Shariah economy has a constitutional basis. The existence of laws relating to shariah economy shows that the Indonesian economic system givesa place to the shariah economy.

Subject. The stable supply of food to people is a cornerstone for the national economic security, while a lack of food or its expensiveness may undermine the economy, principles of power, and cause panics and wars. Malnutrition and hunger are critical indicators of the insufficient foods supply. Objectives. The article indicates which countries have high risk of hunger, and predicts its further movement. I also evaluate factual trends in the availability of food across countries. Methods. The study refers to statistical data in public domain, including the FAOSTAT. I apply methods of ranking, abstraction, prediction. Results. I performed the cross-country analysis and discovered that 117 countries demonstrated signs of malnutrition. The article sets forth a technique for splitting countries into five groups by level of hunger risk. The article compares data on hunger in the countries and consequences of mortality and morbidity. I ranked countries by key types of agricultural products and explained their production growth rates for a span of 18 years. I predicted how countries would be ranked in terms of hunger from 2030 to 2050, and found the extent to which the hunger risk will escalate in more flourishing countries. Conclusions and Relevance. Hunger and shortage of food seem invincible in the countries where people are hungry or very hungry. Sometimes it appears almost impossible for respective governments to solve the issue. Triggering the systemic hunger, such factors and premises are beyond control of starving countries. Hence, the international community should provide their support and aid to them.

Subject. This article deals with the issues related to the national economic security of the State in today's conditions. Objectives. The article aims to develop a set of special measures for additional business support to reduce the impact of restrictions imposed against the background of quarantine and the pandemic spread, and which would help prevent collapse of business entities. Methods. For the study, I used the methods of theoretical, systems, logical, and comparative analyses, and tabular and graphical visualization techniques. Results. The article proposes possible measures to support business aimed at reducing the costs of business entities due to the restrictions caused by the pandemic, that complement and explain the activities proposed by the President and Government of the Russian Federation, taking into account the regional and municipal levels. Conclusions. The uncertain current situation requires constant adjustment and adaptation of public policy in accordance with specific circumstances. Ensuring the country's economic security and sustainability associates with creation of a business organization system that connects public administration tools and business support and development opportunities under the changed environment.

The purpose of writing this article is to highlight the features of organization of the regional policy in France on the basis of the theoretical understanding of the concepts of regional policy, model of regional policy and policy analogy. The research topic is the content of the French policy of organizing a regional political space. The object of the research is the power technologies of regional policy. The systemstructural method, which considers political relations as an integral system of interconnections of phenomena and events of the political process, makes it possible to determine the main essential content of this research topic. Institutional approach involves the study of political institutions and their content. An analysis of Russian and foreign sources suggests that the main issue posed in the article is relevant at the present stage of development. The study is made possible on the basis of existing research. A comprehensive study of the conceptual theoretical characteristics of the regional policy as such allowed the author to identify the model and features of the political toolkit for the organization of thecenterregions relations in modern French Republic.
