In the article there considered the issues of theoretical underlying reasons of public administration as an element of management system of society, the issues of combination of self-management and public management, in dependence of forms of participation of the state in economy from head institutions. The purpose of the research is the mapping of the main directions of public management and administration, in order to find ways to improve its efficiency and effec-tiveness. The object of research – the process of public administration in the country of state-owned objects, as well as ways to improve its efficiency. The methods used in the research – logical, comparative, analytical, scientific and methodological. The hypothesis of the research is the ways to improve the efficiency of public administration depend on the qualifications of management personnel and feedback from the local population. The statement of basic materials. The economic conversions which carried out in Uzbekistan have beck directed to dismantling of the institutes resisting to the market, and active formation of the new institutional struc-tures inherent in preferentially market public systems. Gradualness and sequence of the re-formatory steps excluding shock components for economy and population and providing a necessary social insurance of transformational risks are the feature of transformational model of Uzbekistan. The originality and practical significance of the research. The choice of model of public admin-istration in economy is inevitably connected by geopolitical priorities and ideas of the place of the country in the modern world. It means that exert impact on institutes of management and an assessment of management efficiency and political factors which are in turn subdivided on internal political are, first of all, support by the population of the idea of the state independence. Conclusions of the research. Further improvement of public admin-istration assumes improvement of legal base of administrative activity (from a position of in-terests of public servants), necessary guaran-tees and incentives, standardization of their activity as most complex, responsible and skilled work, and maximum informatization of administrative decisions. Such approach as-sumes formation of special legislation on pub-lic service, development of the quality stand-ards of state services, electronic forms of low-cost and transparent forms of interaction with economic entities and citizens.

Formulation of the problem. The article considers the quality issues of an important component of government spending – annual procurement. They are implemented for material and financial support of state infrastructure. The acquisition of goods, works and services in world development practice is important and is a continuous process aimed at the rational development of cash funds. State Management and Public Administration Teaching is an actual matter of all civilized countries. Educated state officials who have profound knowledge in these subjects are more effective than public servants who have received the general education. Performance at work and decisions made by the effective public servants are directly reflected on country’s success. Thus, different countries more or less successfully considered that the money spent by the state is much less than the impact received from learning. In this work we are trying to briefly overview the international experience and based on this reveal the effective teaching tools. Also, we present the possible ways to measure the efficiency of training. The work is focusing on the approaches and challenges of new public management, which require constant improvement in management. Therefore, it is necessary to update the teaching approaches to the State Management and Public Administration periodically. In addition, the work is analyzing the current condition of state management and public administration teaching in Georgia. Based on the public sector reform progress and produced analysis the tasks for improving the teaching approaches is introducing.

Diversity is an important facet of public administration, thus it is important to take stock and examine how the discipline has evolved in response to questions of representative democracy, social equity, and diversity. This article assesses the state-of-the-field by addressing the following question: How has research on diversity in the field of public administration progressed over time? Specifically, we seek to examine how the focus of diversity has transformed over time and the way the field has responded to half a century of legislation and policies aimed at both promoting equality and embracing difference. We utilize a conceptual content analysis approach to examine articles published on diversity in seven key public administration journals since 1940. The implications of this study are of great importance given that diversity in the workplace is a central issue for modern public management.

In 2018, the United Nations Volunteers organization recognized that the governmental support for volunteering is a superior public management practice, offering the much-needed fuel for the integration of volunteering in politics, law-making, and social planning at the government level. The present article analyzes the current situation of governmental support for volunteering at federal, regional, and local levels of public administration in the Russian Federation as a precondition for making coproduction of public services possible. The analysis is based on the scrutiny of documents, a questionnaire survey of Russian volunteers, and an expert poll of public servants and nonprofit organizations (NPO) leaders. The analysis of the state policy of support for volunteering is carried out with respect to the following parameters: the awareness and evaluation of national measures of the governmental support for volunteering, as well as the evaluation of informational, financial, consulting, and organizational measures to support volunteer organizations by regional and municipal civil servants. In a country such as the Russian Federation, where volunteering is a relatively young social phenomenon, public administration needs not only to provide support, but also to administer transformation processes toward sustainable development, relying on the partnership and resources volunteers bring for effectively managing public life.

Public servants are confronted with the need to reflect the reality of the changing world. In past decades, managerial methods have begun to penetrate into public administration, which has gained the name of New Public Management . This approach has been criticized by part of both scholars and practitioners, because of the fact that it brings too many economic and managerial principles from the private sector. We think that New Public Management is still open to new challenges, but with emphasizing the values that are typical for public administration. The use of Corporate Performance Management using Sustainable Value methodology can be such challenge. The aim of paper is to introduce, modify and use Sustainable Value as a tool for Corporate Performance Management within New Public Management, for its use at regional level to measure the performance.

The article deals with the managing process of the formation, development and reproduction of national intellectual resources of public administration (IRPA), which includes their use and reproduction; their structure and their function characteristics are revealed; the author's definition of the concept of "national intellectual resource of public administration" is proposed; the importance of managing national intellectual resources of public administration for modern public-management practice is characterized. It is argued that the peculiarity of national IRPAs lies in their flexibility, in that the process of their formation takes place in a separate national- cultural space, which is influenced by historical, political, educational, information and other factors. It is proved that the management of the national IRPA is a process of purposeful influence on the components of the national IRPA, their interaction in order to secure the state's advantages in the modern world or to achieve its development goals. The factors that determine the need for the formation, development, use and reproduction of national IRPA s are revealed.

The article focuses on the formulation of an urgent comprehensive scientific thought on the anti-corruption value of the administrative and legal restriction of the closely affiliated persons’ collaboration in the justice system of Ukraine. It is a justified restriction of the citizens’ rights to access professional public service in the justice system, provided by national administrative legislation, to continue public service and to exercise a career in this system, by preventing the conclusion of a service contract, blocking the promotion of persons, if this predetermines about direct subordination to a closely affiliated person; termination of official legal relations with persons who are in a relationship of direct subordination to a closely affiliated person. It is noted that the general anti-corruption essence of the restriction under consideration is manifested in the fact that this restriction appears as a «personnel barrier» for increasing corruption risks in the justice system due to the implementation of personnel policy, as well as a “personnel instrument” for correcting situations when a violation of the corresponding restrictions takes place. Considering the concept and essence of limiting the collaboration of closely affiliated persons in the justice system, the author proves that the anti-corruption value of such a limitation is that it: while restricting the joint work of closely affiliated persons in the justice system, makes it impossible for nepotism as a separate manifestation of corruption to arise in this system; is a real barrier that reduces the dynamics of the spread of corruption and limits its scale (primarily, in the form of nepotism) in the system of public administration subjects in Ukraine in general and in the justice system in particular; contributes to increasing the authority of judges, professional public service in general and the level of respect and trust of society in the judiciary, the state, as well as reducing legal nihilism in society; maximizes positive incentives for lawful behavior of citizens in general and professional public servants in the justice system, in particular; is the actual result of a public demand for a decrease in the level of tolerance to corruption in the public administration system in general and in justice system, in particular. In the conclusions to the article, it is noted that non-compliance with the administrative and legal restrictions on the collaboration of closely affiliated persons in the justice system creates a situation in which the public service bodies in this system are filled with close persons, who may enter into a corruption conspiracy to use the common good and public interest in their own (personal) interests, which is unacceptable because it distorts the purpose of the existence of the state in general and the judicial power, in particular. Societal management, although important for the development and democratization of the State, is not yet recognized as a theoretical model of public administration, and academic studies on this subject remain few in number. The principal aim of this study, bearing in mind its exploratory perspective, is to study societal apathy and its externalities in local development. To this end, it seeks to answer the following question: how is it possible to understand whether there is a symbiotic overlap between societal apathy and its externalities in local development? In methodological terms, this aspect is based on the purposes of exploratory and explanatory research and the means of bibliographic research. The results show that societal apathy has a direct impact on local/regional development due to the lack of inspection by society with regard to public management, generating negative externalities. Consequently, patrimonialist political interests prevail over collective interests.

The relevance of the study is that effective public administration constitutes one of the most important factors in the progressive development of the modern state. An important condition for the productive functioning of public authorities is public administration, which acts as a holistic scientific system of organisation of activities. Assessing the effectiveness of public administration decisions is necessary for both public authorities and society. It helps civil servants to control and improve the management process, and helps the society to assess the quality of public institutions. The lack of objective generally accepted indicators for assessing socio-economic processes, the work of bodies and institutions is one of the main problems that hinder the efficiency of the state mechanism. At present, there are no well-established approaches to assessing the effectiveness of public administration decisions. The solution to this problem is a more detailed study of scientific knowledge regarding the system and mechanisms of evaluation. The purpose of the study is to analyse the main modern approaches and mechanisms for evaluating the effectiveness of public administration decisions. The concept of performance evaluation as a complex process is currently the most prevalent and used by modern scientists. Ensuring efficiency is a difficult task for public administration. The diversity of the system requires the use of rational approaches and the creation of differentiated evaluation criteria. The components of the evaluation system in the context of globalisation affect the effectiveness and efficiency and require continuous improvement. The use of special tools and technologies provide flexibility of government decisions and internal integrity, leading to rapid change in the state. mainstreaming of the efficiency improvement and quality of evaluation of public administration decisions directly affects the socio-economic development of the state and improvement of the welfare of the population. The use of evaluation results allows to identify existing problems in a timely manner, to find ways to solve them, improving management by improving the efficiency of public administration at all stages. The practical significance lies in the use of research results in the activities of individual public administration bodies, which will allow to modernise the effectiveness of evaluation of public administration decisions and the management system in general

Purpose. The aim of the article is description of the interdependencies of the development of informatization of society and the improvement of public administration in overcoming the economic threats to the existence of the state of Ukraine. Methodology of research. Achieving this goal is based on the use of the research methodology of the innovative and informational type of economic development and public (state) management. The following specific methods are used: systematic – to disclose the directions of the influence of information transformation on all spheres of the functioning of society; ecumenical (interdisciplinary) – to disclose institutional changes in public administration due to new threats to territorial integrity and economic security; analysis – to characterize the trends in the application of information technology in economics and management; statistical methods – to assess the magnitude of economic threats to the functioning of society and the substantiation of anti-crisis measures by the state. Findings. It is established that the study of the interaction between informatization of society and new public administration for the purpose of localization of economic threats to statehood necessarily implies the use of systematic analysis, ecumenical (interdisciplinary) approach, theories of institutional changes and systemic crisis of civilization. The principles of the mechanism of interaction “informatization of society – new public administration – guarantees of national economic security” are substantiated, based on the following logic: the fundamental instinct of self-preservation of the person leads them to unification in the state as the highest and long-lasting social, legal, political and economic forms of joint activity of people; and the state, first and foremost protecting the interests of the people who shape the public interest as a whole, is obliged to protect them as national in the international arena, including national economic security. It is proved that the rapid development of information transformation and new innovative products in the economy undermines the hierarchy of relationships, contributes to the active expansion of network structures that radically change human values, the format of interaction of citizens (consumers) with business and the state, puts new requirements for the game from the state. It is revealed that the new public administration is characterized by productivity, marketing approach to studying the needs of citizens and threats to their lives; decentralization; reporting on the results that is possible under the conditions of introduction of electronic governance and changes in the legislative field. It is substantiated that strategic goals of implementation of electronic government are overcoming information inequality, restructuring of relations with citizens, improvement of technology of public management and administration in order to ensure transparency, accessibility and convenience of receiving public services by citizens, which opens the possibility of their real participation in making public management decisions in order to localize corruption, shadowing, raiding as factors of economic threats to statehood. Originality. The scientific novelty of the study is to substantiate the author’s approach to the dialectics of the interaction of “informatization of society – the new public administration – national economic security” in the context of continuous information transformation, institutional changes and global challenges. Practical value. The theoretical approaches developed by the authors to the analysis of the influence of informatization of society, new public administration and national economic security can become the fundamental basis for the development of anti-crisis policies in Ukraine with the aim of ensuring territorial integrity, the safety of citizens and their well-being.
