The subject of the research is the structure of the labor market of rural areas through the development of enterprises of rural green tourism. The purpose of the work is to identify problems and trends of employment of rural population and to substantiate the organization of alternative types of employment in rural areas through the development of rural green tourism enterprises. Methodological basis of the article became general scientific methods of cognition, generalization, method of comparative analysis, statistical and other methods of research. Results of work The labor market in the countryside is characterized by the curtailment of job offers through the holding of agrarian production, its modernization. There is an increase in labor productivity, the release of large masses of the rural population, a decrease in the levels of its income and life. This leads to the search for and justification of alternative types of employment in the countryside. One of them is the definition of rural green tourism and its enterprises. Moreover, the organization of small tourist enterprises and agro-villages in the village does not require significant investments and special professional training of workers. They are based on the use of material resources of farmers, personal peasant and households, as well as the traditions of hospitality and the rural way of life of Ukrainians. The field of application of results. The results of the study can be used by the state executive authorities in improving the structure of the labor market of rural areas. Conclusions With the purpose of developing the rural economy and expanding the labor market for rural residents, we proposed the development of rural green tourism enterprises. The organization of new types of economic activity in rural areas is intended to increase the incomes of rural population. With the active development of unique and competitive destinations for rural green tourism, for which rural areas are used as an advantage, rather than treated as a disadvantage, it is possible to reach a sufficiently high level of profitability. This will give impetus to the further development of the countryside and the emergence of adjacent or serving businesses.

The article presents an analysis of the state of the inclusive labor market in agriculture, reveals potential opportunities for expanding the labor participation of disabled people in the rural economy, and substantiates proposals for creating organizational and economic mechanisms to increase their employment, which is consistent with The State Program for integrated development of rural territories for the period up to 2025. Based on the analysis of the state of the inclusive labor market in the rural economy, the potential opportunities for expanding the labor participation of disabled people in rural areas in order to increase employment and maintain the population in rural areas are revealed. Proposals to improve the efficiency of the inclusive labor market in agriculture and increase the income of the rural population are proposed and justified.

Purpose. The aim of the article is to carry out a study of the current state of social and labour relations on the basis of scientifically-grounded analysis of the most general indicators such as employment and unemployment, remuneration and living standards of rural population, and further modernization of social and labour relations in the context of regulating rural population incomes. Methodology of research. General scientific methods are used in the research, in particular: statistical, economic analysis – to determine the status and dynamics of such indicators as employment and unemployment, remuneration and living standards of the rural population; tabular – to organize the statistics. Findings. The problems of formation of the level of economic activity, employment and unemployment of the rural population of Ukraine and the Carpathian region are generalized, and the factors that significantly influence the formation of social and labour relations of the rural population are characterized. The following statements are established in the article, in particular: intensive processes of workforce dismissal by agricultural enterprises, narrowing the scope of work in rural areas cause a high level of informal employment of rural population, intensifying its migration behaviour, which, ultimately, leads to changes in the sphere of income generation. The analysis of modern and perspective directions of modernization of social and labour relations is carried out. Originality. A systematic approach is used to outline the problems and features of modernization of social and labour relations in the context of rural population income. Practical value. The obtained results will provide a scientific substantiation for the social and economic performance of the state measures taken to increase social standards, income and living standards of the rural population, and further develop social and labour relations. At the present stage in the domestic scientific environment, the problems of ensuring sustainable development of rural areas are insufficiently studied and require further study. The goal of sustainable development of rural areas is a balanced development of the economic, social and environmental spheres, aimed at ensuring a favorable life of the population. The article considers the economic aspects of the functioning of rural territories of Pavlodar region and provides a comprehensive assessment to solve the problems of socio-economic development of these territories in the current and long-term perspective. As a base of analysis and assessment used statistical data of the official website of the Committee on statistics of MNE of RK, and also empirical observation and informational resources of local Executive bodies region. Based on the results, which identified systemic problems of the rural economy that have a negative impact on the level and quality of life of the rural population. These include, first and foremost, the dominant raw material orientation of the rural economy, low labour productivity, due to the significant moral and physical deterioration of the production-technical base, including the excess of the lifespan of the majority of equipment, as well as the rate of fleet renewal machines relevant regulatory requirements, using a separate are subject obsolete resource-intensive technologies. It is shown positive dynamics of key indicators of agriculture, which developed in the first place, due to government regulation of agriculture and the creation of an enabling environment through the extension of the relevant package of measures of state support aimed at the development of this sector of the national economy. Recommendations aimed at activating the processes of rural economy diversification have been developed. Analysis of the state of domestic beekeeping shows that this market niche in the national economy is not sufficiently developed and this industry has a significant unrealized potential. Significant benefits of the development of the beekeeping industry are shown, which will have a positive impact on strengthening the export positions of non-resource orientation, increasing employment of the rural population, crop yields, solving the problems of degraded agricultural land, etc. The economic feasibility and effectiveness of investment projects in the field of beekeeping development, which simultaneously provide a significant social effect, are justified. For the transition of rural territories to a qualitatively new level of development, based on the conclusions made about the priorities of rural development, the authors justify strategic prospects for further development using the internal mechanism of their functioning, reserves of economic growth and taking into account the specifics and features of administrative-territorial units.

The article raises the issue of the dynamics of human capital of rural Russia of the Central Federal District with the example of the Yaroslavl area in conditions of depopulation and growth of return migration. On the basis of the results of the empirical research, using the methods of in-depth interviews and the search survey according to the structured questionnaire, the author examines the way of life and living conditions of the rural population from the perspective of the past, present and future. The article identifies key problems that are acutely felt and reflected by the inhabitants of the village: lack of jobs, opportunities for decent work in the countryside, poor roads and medical services, a low level of amenities and recreational activities. Also, based on the reasoning of the respondents, the author points out some positive aspects of life in rural areas: good ecology, availability and operation of kindergartens and schools, a relatively high level of development of digital technologies, a moderate, peaceful life. In conclusion, the author highlights the key factors influencing the lifestyle and quality of life of rural residents and concludes that, in the light of this situation, without State policy intervention in the development and preservation of human capital, Depopulation and atrophy of rural areas will continue.

 The subject of the research is the theoretical and practical aspects of defining and implementing innovation, investment and marketing strategies to increase the competitiveness of rural green tourism enterprises and the reproduction of rural areas. The purpose of the work is to substantiate the main components and directions of implementation of innovation, investment and marketing strategies to ensure the effective development of rural green tourism enterprises, taking into account others, including problematic factors of their locations. Methodological basis of the article were the main theoretical and methodological provisions of economics, regulations of Ukraine, the works of leading foreign and domestic scientists in economics, marketing and management of tourism enterprises. Results of work. The importance of using innovation-investment and marketing strategies for the effective development of rural green tourism enterprises is substantiated in the work. Their main components and directions are determined. The main problems were identified and the forecast of the expected results of involvement was made. The field of application of results. The results can be used by rural green tourism enterprises, united territorial communities, regional and state authorities. Conclusions. Innovations are of paramount importance in increasing the efficiency of rural green tourism enterprises in the knowledge economy. Therefore, it is important to group them by areas of implementation. Investing in the development of rural green tourism enterprises is recognized as one of the main problems hindering their spread due to the low incomes of the vast majority of the rural population on the one hand and housing and other conditions that need improvement on the other. Therefore, determining their sources and reserves is of paramount importance. Marketing strategies are of paramount importance for the development of rural green tourism enterprises. Their main tools are brands and trademarks; virtual sales; advertising and PR-technologies, detailed by enterprises and agro-villages; tourist goods, unique and inherent in certain rural areas (food, cosmetics, crafts); attractions and services.

The subject of this research is theoretical, methodological and practical aspects of the functioning of rural green tourism enterprises in European countries and in Ukraine. The purpose of the work to analyze the European experience in supporting and identifying the features of the functioning of rural green tourism enterprises in the context of leading European countries to optimize their activities and increase the number in Ukraine. The methodological basis of the article was the methods of scientific knowledge: monographic – for theoretical generalization and identification of the features of the formation of rural green tourism in European countries; system-structural analysis and synthesis, groupings – for the interpretation of the results; problem-target – for the practical implementation of the European experience in the operation of rural green tourism enterprises. Results of the article. The article reveals the features of the implementation of rural green tourism in European countries and grouping of countries by the identity of tools and support mechanisms. The possibilities of their implementation in Ukraine in terms of practice, institutions of support, local support not only as a type of activity, but as a resource for the storage and reproduction of rural areas are substantiated. The field of application of results.The materials, results and conclusions of the article can be used in the activities of rural territorial communities, local governments, enterprises and agro-estates, higher educational institutions of the corresponding specialization and faculties of economics and management of tourism and hotel and restaurant business. Conclusions. It has been determined that the most significant feature of the theory and practice of the operation of rural green tourism enterprises in European countries is the expansion of their functions from purely business to more socially necessary and significant ones – as tools for the preservation and reproduction of rural areas, incl. depressive. This ensures their great support at the level of local communities, state authorities, it is advisable to use them in every possible way. It is also advisable to use proven mechanisms and forms of tourism in the countryside.

Many scientists work on the research of various aspects of the rural tourism functioning, but despite this, in the scientific field still remains the problem of uncertainty and ambiguous interpretation of the definitions in rural tourism, which is primarily due to the multidimensional nature of this type of activity and the lack of understanding of its essence. Therefore, the objective of this article is to study and generalize the terms and concepts that occur in the conceptual field of rural tourism. Different approaches are applied to determining the essence of rural tourism not only in Ukraine but also abroad. The most common of them is the definition of rural tourism as one being implemented within rural areas. But, in our opinion, this approach is controversial and cannot claim to be the most objective, as in the practices of dif ferent countries there is diversity not only in the types and forms of rural tourism, but also in relation to the territorial size of rural administrative units, their definition by population etc. And the peculiarity of rural tourism is not only in its implementation in the countryside, but also in the specifics of tourist services that are provided. The article analyzes the definition of the “rural tourism” concept proposed by different authors, specifies the use of the terms “rural tourism” and “rural green tourism” in the scientific field, describes the foreign approaches to the definition of rural tourism. The relationship between the concepts of “rural tourism”, “agro-tourism” and “ecotourism”, which is often debatable, is also defined. It can be argued that rural, agro- and ecotourism have different contents and imply different goals of activity. But in the field of science there is a commonplace approach to understand rural tourism as a kind of synthesis of three varieties - eco-tourism (green), agro-tourism (farmer) and rural tourism. At the same time, the concept of “rural tourism” in its contents is much broader than the concept of “agro-tourism”, which acts as one of its most common organizational forms, and to a certain level correlates with the notion of “ecological tourism”, although they are not identical. The article proposes a generalization of the essence, specific features and functions of rural tourism, based on modern research in this direction and the asser tion that the main service of rural tourism is not just providing tourists with temporary residence in the country farmstead, but provision of a comprehensive service for tourists, as well as taking into account its role as an instrument for ensuring sustainable socio-economic development of rural areas

Migrant workers, college students, urban workers, entrepreneurs and technical personnel who love agriculture and are willing to return to countryside are the main body of rural economic innovation. They are a new driving force for promoting the development of agricultural and rural economy and solving the problems of agriculture, rural areas and peasants. The government has issued several policies to encourage these people to start businesses in countryside. However, whether the policy measures have achieved the expected policy objectives and whether they can effectively promote rural economic innovation are a question worth discussing. Taking the case Han chuan City of Hubei Province as an example, this paper uses field study to show the characteristics of the main body of rural economic innovation and explore the practical effects and existing problems of policies for promoting rural economic innovation. The results show that the multiplier effect of the main body of rural economic innovation has not really been played out. The main reasons include the limitation of policy making, inadequacy implementation of policy and insufficient incentives. Finally, it is concluded that the government should strengthen the training of entrepreneurial farmers, create a favourable industrial and policy environment and encourage high level and highly skilled personnel to come to countryside.

The article considers the concepts of rural, green, ecological, natural, ecological tourism, gives different approaches of scientists to the definition of these categories. The essence of rural green tourism is revealed, as well as its significance for Ukrainian villages. As they are original, have an interesting history, national traditions, architectural heritage, medical and recreational resources, opportunities to obtain organic food, these benefits should be used for their development and promotion. It is concluded that the active introduction of rural green tourism can solve the problems that exist in rural areas: insufficient jobs, which causes the outflow of population to cities or abroad, underdeveloped infrastructure and transport links. There is also an analysis of regulations governing the implementation of such activities and its shortcomings that should be addressed. Attention is drawn to the expediency of adopting the draft Law of Ukraine on Amendments to the Law of Ukraine "On Personal Peasant Economy" on the development of rural green tourism. Because its absence complicates and slows down the development of rural green tourism, which is part of their social and economic development . Attention is paid to the procedure and conditions of carrying out activities for the provision of tourist services as part of a personal farm. The possibility of its implementation is indicated both with the state registration of a natural person entrepreneur and without such, as well as the absence of a requirement in the legislation to obtain permits for its conduct.

Human resources are the most important factor in the socio-economic development of the econo-my, including the economy of the agricultural sphere (meaning the organic unity of agricultural production and rural areas). In this regard, the authors of the study pay special attention to the analysis of the situation of its staffing, primarily in terms of studying the processes occurring in the human resources potential of mass professions, specialists and managers of agricultural organ-izations in Russia. The analysis was carried out according to the departmental reports of the Min-istry of Agriculture of the Russian Federation. The article shows the dependence of the agricultur-al labor market, characterized by a shortage of personnel, both mass professions and specialists, on the internal factor (training of personnel) and external (attraction of migrants), examines the modern agricultural labor market, describes the multidirectional trends in the supply of labor both at the expense of migrants and at the expense of the domestic system of professionalization of personnel. It is determined that the outfl ow of rural population within and between the regions of Russia is more extensive than the inflow due to migration exchange with foreign countries, this disparity increases during the pandemic caused by COVID-19 and related social distancing measures. At the same time, despite the constantly observed decline in the number of workers in mass professions in the agro-industrial complex, the availability of jobs is almost at the same lev-el of 93–95 %. It is shown that the income of migrants and the transfer of part of the funds to the countries of emigration have a positive effect on GDP growth and poverty reduction in these countries, and the quality of exported labor also improves. The relationship between rural migration and agricultural production is revealed. As a result of the study, the authors come to the conclu-sion that the state migration policy should stimulate the consolidation of the rural population and the return migration of the urban population to the rural area, and increase the attractiveness of rural areas for resettlement through the formation of unified rural-urban labor markets and agglomerations.
