The authors examine the problem of counteracting corruption in the social sphere, specifically in the work of state and municipal institutions involved in education, research, healthcare, culture, sports. They study different approaches to fighting corruption and conclude that at present we have practically reached the limits of influencing the dynamics of corruption crimes through changes in the criminal law norms. Improvements in the effectiveness of counteracting crimes of corruption and corrupt actions are almost totally connected with regulatory measures manifested in the identification and elimination of the causes of corruption, as well as the prevention of corruption actions. The paper presents a classification of the spheres of anti-corruption work in state and municipal institutions, analyzes the concept of «corruption risk» in view of the approaches described in research publications, singles out key groups of corruption risks in state and municipal institutions, determines typical (general) and specific corruption risks. The authors present a model of anti-corruption actions in state and municipal institutions that includes the implementation of a complex of anti-corruption measures that should compose a logically built system where elements determine each other. The functioning of the model in educational institutions is demonstrated on the example of anti-corruption measures carried out by Saint Petersburg State University; their integral part is the implementation of the transparency policy and the online publication of materials regarding educational and research work, tenders for products, work and services on the University website.

The authors of the article investigated the problems of international cooperation in the field of training highly qualified economic personnel in a new stage of the country. The article emphasizes the role of a joint international educational program organized at the universities of Uzbekistan in order to train competitive specialists. The authors of the article made an attempt to reveal the essence, tasks of joint work of universities with foreign higher educational institutions for the training of qualified bachelors, the importance of specialists for the socio-economic structures of the country in conditions of deepening market economy. Researchers note the place and role of active participation of the teaching staff, the use of innovative pedagogical technologies in the training of modern competitive economic personnel. The article concludes that an important issue in organizing a joint international educational program is the need to further improve the educational process, conduct research work based on innovative technologies, exchange teachers and students between universities.

The continuity of learning programs during the COVID-19 pandemic found educational institutions, especially Madrasah Ibtidaiyyah (MI) temporarily closed the learning process in schools. To prevent the spread of COVID-19 that is currently engulfing Indonesia. Lack of preparation, readiness and learning strategies have a psychological impact on teachers and students. Declining quality of skills, lack of supporting facilities and infrastructure. Learning from home (online) is an effort by the government program to ensure the continuity of learning in the pandemic period. The research method uses participatory action research (PAR), which focuses on understanding social phenomena that occur in the community and mentoring efforts on the problems faced. The assistance effort is to help the children of MI Sulursewu, Ngawi in participating in online learning related to; 1). Preparation of activities, 2). Counselling participants offline method, 3). Offline activities method. Results of the study show that the mentoring activities following the target of achievement; first, the activity can be carried out following the schedule that has been set. Second, students are always on time for the online learning hours that have been set. Offline methods show that efforts can help ease the burden on parents, but can also make it easier for students to receive subject matter.

The present article is dedicated to the problems of the organization and planning of scientific and research work of students of the University in English classes, gives grounds for the purposes and tasks of such competence-forming activity as part of the “Oriental studies” speciality program, the Russian State University for the Humanities. The article analyzes these competences, as well as forms and methods of their formation and development. The author presents demarcation of scientific knowledge and gives its characteristics: using most general qualities of a subject, objective reasoning, argumentativeness, results verifiability and reproducibility, consistency, practicality, capability to change, anticipating the future, making forecasts, methodological reflection. The author tried to analyze the reflexive component of scientific and research work of students in more detail. The article presents possible reflexive positions in the interaction between the teacher and the student and shows the dynamics of this interaction, i.e. gives a hierarchy of positions which the student can occupy in the educational process depending on how independent they are in their activity. The article also highlights the content of scientific and research work of students of the University in English classes on the basis of work with foreign texts in the macro-discourse for the “Oriental studies” speciality. The given foundations of the organization and content of scientific and research work of students have been regularly used in English language classes, as well as in optional forms of scientific activity. The students have shown good results and passion for this kind of work, which confirms the correctness of this approach.

AbstrakPola Strategi pengembangan Pondok Pesantren di Malangke, strategi pengembangan pesantren adalah cara atau srategi yang digunakan oleh wadah atau tempat guna proses suatu perubahan berencana yang memerlukan dukungan semua pihak, anatara lain Kepala, staff, guru, dan siswa dengan perubahan-perubahan itu diharapkan dapat mengembangkan dan meningkatkan lembaga pendidikan, yang memerlukan usaha jangka pendek, menengah, dan panjang guna menghadapi perubahan yang akan terjadi pada masa mendatang. Peluang dan tangan pengembangan Pesantren di Luwu Utara,  terdapat Undang-undang Nomor 20 tahun 2003 tentang Sistem Pendidikan Nasional, yang beberapa pasalnya menekankan penyelenggaraan pendidikan keagamaan, seperti, pasal 30 ayat (1) dan Peraturan Pemerintah (PP) Nomor 55 Tahun 2007 tentang Pendidikan Agama dan Pendidikan Keagamaan pada pasal 1 ayat (2) tentang Pendidikan Agama dan Pendidikan Keagamaan yang didalamnya secara tegas dikemukakan bahwa pondok pesantren menyelenggarakan pendidikan diniyah pada tingkat dasar dan menengah, tergolong dalam sub sistem pendidikan Nasional di Indonesia yang bertujuan untuk mencerdaskan bangsa, menjadikan manusia yang beriman dan bertaqwa kepada Tuhan yang Maha Esa, berakhlak mulia, sehat, berilmu, cakap, kreatif, mandiri dan menajdi warga negara yang demokratis serta bertanggung jawab. Sedangkan tantangan ada beberapa hambatan 1)Sistem kurikulum yang lebih modern, sehingga pesantren ketinggalan jauh dari sekolah umum, 2) Kurangnya anggaran dan sumber pendanaan disebabkan oleh kurang siswa. 3) adanya sebagian orang tua tidak tertarik menyekolahkan anak di sekolah Pesantren.Kata kunci:      Pengembangan, Pondok Pesantren As’addiyah.  AbstractThe pattern of the development of Islamic boarding schools in Malangke, the strategy of developing pesantren is the method or strategy used by the place or place for the process of planning changes that require the support of all parties, among others, the Head, staff, teachers and students are expected to develop and improving educational institutions, which require short, medium and long-term efforts to deal with changes that will occur in the future. Opportunities and hands for the development of Islamic boarding schools in North Luwu, there is Law Number 20 of 2003 concerning the National Education System, some of which emphasize the implementation of religious education, such as article 30 paragraph (1) and Government Regulation (PP) Number 55 of 2007 concerning Education Religion and Religious Education in Article 1 paragraph (2) concerning Religious Education and Religious Education in which it is expressly stated that Islamic boarding schools conduct early childhood education at the elementary and secondary levels, belonging to the national education sub-system in Indonesia which aims to educate the nation, make humans who have faith and devotion to the Almighty God, are noble, healthy, knowledgeable, capable, creative, independent and become a democratic and responsible citizen. While the challenges are several obstacles 1) A more modern curriculum system, so that pesantren lag far behind public schools, 2) The lack of budgets and funding sources is caused by lack of students. 3) there are some parents who are not interested in sending their children to school in Islamic boarding schools.Keywords:        Development, As'addiyah Islamic Boarding School.

At present decreasing of costs and increasing of efficiency are the most priority directions in any industry. Developing in this way, JSC “Ural steel” together with FGUP “CNIIchermet after I.P. Barding” had mastered production of sheet metal product with increased resistivity against atmosphere corrosion made of steel 14ХГНДЦ for construction of bridges. Because of specific chemical composition of the steel, in the process of metal structures running in the open air, a solid strong oxide film is formed on the metal of the structures which prevents further corrosion without painting. For bridge builders elimination of costly operation of painting of span structures will enable to decrease considerably the costs of bridges construction and running. Having many advantages, steel 14ХГНДЦ has some restrictions in applications for steel structures without painting, as follows: - in sea zone according to domestic norms no close than 500 m from coastline; - in case of disorderly conditions of protective film formation and/or application of salt solutions for surface cleaning (as a rule the restrictions refer to traffic area of bridge span). In view of that for JSC “Ural Steel”, as the leading producer of bridge steel in Russia, an actual task erose: to elaborate and create a weatherproof steel, which could not only operate the whole period of a bridge running without additional protection at bridges con­struction through sea areas or close to coastline, but also withstand severe climate conditions of our country, including areas of High North with temperature lower -50°С. To solve the task together with OJSC “Institute Giprostroymost” and JSC BNIIZhT, a research work was accomplished to elaborate a system of alloying new steel 06ГН3МД with nickel content ~3.0 %, as well as production modes ensuring required corrosion resistance for operation in sea zone. Results of laboratory studies of the new weatherproof steel 06ГН3МД for application in bridge  structures for coastal conditions and sea areas presented. Results of mechanical, technological, corrosion as well as fatigue tests of rolling products of the elaborated steel presented. It was established by laboratory studies that the new steel is weatherproofed and ensures lower corrosion losses, higher impact toughness at negative temperatures and plasticity comparing with steels used at present. It was shown that the strength class, technology and modes of factory welding of steel 06ГН3МД meet the  requirements to steel span structures of bridges. Base on the results of the studies, the chemical composition of the steel 06ГН3МД was specified, as well as modes of heat treatment, ensuring the required characteristics with significant acceding. It was established that samples of the new steel 06ГН3МД showed considerably higher corrosion resistance - in average by 20% comparing with steel 14ХГНДЦ. At that corrosion resistance tests of welded joints of the new steel showed even higher resistance of the seam comparing with the basic metal, which speaks about quality selection of welding modes and welding materials.

The article tells about the life path and research work of the Don agricultural historian P.G. Chernopitsky. The stages of scientific creativity are determined, the main scientific works in the context of the era are considered, its position on the debatable problems of the Don and North Caucasus history, in particular, on the essence and stages of decossackization is determined. The contribution of P. G. Chernopitsky to the study of the socio -economic history of the Soviet pre -collective farm village, collectivization, the famine of 1932-1933 in the North Caucasus, the history of the Don Cossacks in the Soviet period is demonstrated. Relations with colleagues at Rostov State University are highlighted.
