The issue of legal regulation of information support on soils is considered. The characteristics of large-scale soil studies in Ukraine, which were conducted during 1957–1961, are given. The reasons for the inconsistency of the available information on the structure and condition of the soil cover are established. It is substantiated that the data of environmental impact assessments of ecological monitoring, soil survey, cadastral documentation, etc. can be sources of ecological information. Based on the legal analysis, it was concluded that the draft law of Ukraine «On Soil Conservation and Protection of Fertility» should establish that documented information on soil condition and ongoing soil protection measures should be open, publicly available, as it is public interest, except for information that is included in the category of information with limited access. An assessment of the suitability of the arable land in the Dobrich region for its effective agricultural use has been prepared using an eight rate classification where the land valuation strategy guarantees the conservation of natural resources, with particular attention to erosion as a limiting factor. Maps of the area with Land Capability evaluation classes for effective agricultural and erosion control land use and the actual risk of water erosion have been developed.This allows the use of an integrated approach to the definition of soil protection measures - taking into account both soil constraints (labeled with subclass land) and the need for prevention against erosion processes. A set of different soil protection practices is recommended, each determined according to the specific soil, topographical and climatic features of the studied area, determined by the class and subclass of the land and depending on the degree of erosion risk and the way of land use (defined by Physical Blocks, 2016). The agronomic assessments according to the soil and climate conditions of the main agricultural crops are lnked to the detailed large-scale database created in the GIS format and the most suitable places for their cultivation on the territory of the Dobrich region have been identified. The agronomic fitness of arable land for the cultivation of wheat, maize, peaches and vines is assessed. Maps for the degree of their agronomic fitness were prepared. It is clear that almost all of the entire territory has a very good and good land for cultivation of these crops.

Reliable information on soil condition – the basis for evaluation its current condition of rational use. In the leading countries of the world it is accepted periodically – once in 20–30 years to conduct a solid survey of soil cover. During such a period of time, changes in soil properties become noticeable, and at the same time, due to the progress in soil science, the idea of soil genesis, their diagnostics, evolution in use, the evaluation of agro-industrial qualities and the way of rational use are improved. The purpose of this study is to propose new approaches for the transfer of information on the condition of soil with the help of modern devices of information and communication and GIS technologies for the mapping and updating of large-scale soil maps. The main tasks of this research work: 1) Improvement of elements of the methodology of large-scale soil survey; 2) Working out the methodology of large-scale and detailed soil survey; 3) Search for the use of innovative technical tools for the soil mapping. Working out the methods of information and communication facilities in large-scale and detailed studies of soil cover. In particular, a modern mobile device (smartphone) is used in field work with the use of on-line mode for data transmission directly over the Internet. For the work is used mobile software Collector for ArcGIS, application for collecting field data. Mobile device with Android operating system equipped with GPS receiver. The work covers the all technological process, from the development of a database of geospatial data (DB) to map representation in ArcGIS Online and its use for gathering field data and matching the results. The following software and hardware are used to perform the work: ArcGIS Desktop 10 and later; ArcGIS Online with organizational account (account); ESRI Collector for ArcGIS. In the course of the work, the collection of data in the field conditions on soil profiles and their description with the help of the Collector for ArcGIS application is performed. The methodology of the process for collecting data using Collector is presented: 1) Determining the data to be collected. Development of data collection model, what type of point objects and their attributes should be; 2) Placing the data collection model as an object service on ArcGIS Online; 3) Arrival at the place designated for the field works (in particular, in places of location of soil profiles) and the opening of a web-map (map-version) used for data collection. During the research of soil cover in the field, a series of soil profiles and trenches are located on the specific elements of the relief (where there may be a soil changes). All information is shown on the map in Collector for ArcGIS on your mobile device (smartphone, tablet). When entering points in the device, all required fields are filled in. 4) Data collection by mobile device using Collector for ArcGIS (spatial coordinates, attributes and photos, etc.); 5) ArcGIS Online on-site data storage (provided Wi-Fi or Internet connection is available) and synchronization. Thus, the method of collecting data on soil cover using ICT and GIS technologies has been developed and tested to facilitate the processing of information for the needs of large-scale mapping. During testing, a number of advantages and disadvantages have been identified when applying ICT in the digital soil mapping.

The peer-reviewed collective monograph “Soils of the Lviv region” reflects longterm studies of the genetic nature, geographical distribution, composition andproperties of the main types and subtypes of soils in the Lviv region. The monograph contains: a preface, 10 chapters, a list of used literature, an application, information about the authors. The text is illustrated with tables, figures, modern photographs of soil profiles. The total volume of the monograph is 424 pages. This is the first theoretical and practical scientific work, which contains full information on the state of soils and soil cover in the Lviv region. Until now, the main source of information about the soils of the region were the materials of a large-scale soil survey carried out in 1957–1961 years and consecrated in the publications of Y. Olenchuk andA. Nikolin “The soils of Lviv region”, which was  published in 1969. The peerreviewed monograph is a fundamental scientific work in the field of soil  research, problems of modern lands use and protections.


The key aspects of the process of designing and developing an information and cartographic control tool with business analytics functions for the municipal level of urban management are considered. The review of functionality of the developed tool is given. Examples of its use for the analysis and monitoring of implementation of the program of complex development of territories are given. The importance of application of information support of management and coordination at all levels of management as an integral part of the basic model of management and coordination system of large-scale urban projects of dispersed construction is proved. Information and map-made tool with business intelligence functions was used and was highly appreciated in the preparation of information-analytical and presentation materials of the North-Eastern Administrative District of Moscow. Its use made it possible to significantly optimize the list of activities of the program of integrated development of territories, their priority and timing.

The contemporary condition of soil cover in Ukraine is characterized. The attention is focused onto widespread degradation processes in soils. The causes that determine the development of these negative processes are considered. The contemporary informational support for the condition of soil cover in Ukraine is estimated. In general, the current available information is of narrow-departmental nature, obtained by different methods and non-correlated monitoring programs. As a rule, it is stored in under-structured databases, incompatible with other information systems; mainly recorded on paper media unusable with modern technologies, whereby such information resources are diffi cult to be compiled together. These disadvantages are strong constraints against consistent usage of materials for evaluation, forecast and management of changes in the soil cover. The Soil Observation program should thereby be combined with Agrochemical Passportization and ecology-ameliora- tive monitoring; in other words, the application of innovative soil-agrochemical methodology is considered. Each individual type of surveys shall complement the others, and taken altogether, they shall constitute a con- sistent Information System, capable of solving the problems of assessing the condition, forecasting, manage- ment, usage and protection of soil resources. The monitoring procedures should be conducted on the basis of a new soil concept in line with unifi ed programs and methods, so as to meet European approaches to the maxi- mum extent. Such a technical composition enables getting information on present-day processes in soils, and is the only combination that actually helps us to “ecologize” our knowledge of soils, which is the leading trend in the scope of global soil-science. Thus obtained results will serve as a State-owned tool which would subse- quently facilitate the use and protection of soil resources all over the country, to be involved in a united global soil-information scope. The attention is focused onto social signifi cance of the information on soils and their fertility in terms of land resources optimization, as well as the formation of sustainable land use in Ukraine.

In this study, we explore the long-term trends of floodplain population dynamics at different spatial scales in the contiguous United States (U.S.). We exploit different types of datasets from 1790–2010—i.e., decadal spatial distribution for the population density in the US, global floodplains dataset, large-scale data of flood occurrence and damage, and structural and nonstructural flood protection measures for the US. At the national level, we found that the population initially settled down within the floodplains and then spread across its territory over time. At the state level, we observed that flood damages and national protection measures might have contributed to a learning effect, which in turn, shaped the floodplain population dynamics over time. Finally, at the county level, other socio-economic factors such as local flood insurances, economic activities, and socio-political context may predominantly influence the dynamics. Our study shows that different influencing factors affect floodplain population dynamics at different spatial scales. These facts are crucial for a reliable development and implementation of flood risk management planning.

The aim of this paper is to describe a relatively new legal form of the simple joint stock company introduced into Slovak company law in 2017 and evaluate whether it may indeed be a suitable corporate vehicle for new companies with highly innovative potential (startups), or alternatively assess whether the legal form is suitable for other legal and business use cases; and explore and identify potential issues.Moreover, this paper provides an overview and legal analysis of the legal regulation of the simple joint stock company form in comparison with other legal company forms. The attractiveness of some of the key elements of the simple joint stock company’s regulation is verified by an empirical statistical method from public databases. Additionally, the article also provides an assessment as to what extent the identified objectives of the policy maker in relation to the introduction of the new legal form were achieved.

The article is devoted to the study of the process of introducing digital technologies into the work of the People’s Courts of China and the issues of its legal regulation. The judicial system of the modern Chinese state is based on courts of three levels and two courts. Judicial bodies include the Supreme People’s Court, local people's courts, military courts and other special courts. For several years, various digital technologies have been used in all Chinese courts. In addition, since August 2017, special Internet courts have appeared in the PRC (three such courts have now been created in Hangzhou, Beijing and Guangzhou), which consider civil, administrative and criminal cases online without the personal presence of participants. The use of digital technologies in the judicial system of the PRC contributes to its transparency, reducing corruption, combating the spread of coronavirus, increasing the general level of legal literacy of the people. So, the creation of a unified platform for online broadcasting of court hearings online, the public disclosure of court sentences (decisions, rulings) in various categories of cases allows society to control the activities of the people's courts of the country. Considering the case online during the confrontation of the coronavirus epidemic prevents the spread of infection among participants in the process. The experience of China in the large-scale implementation of digital technologies in judicial activity is not only of scientific interest, but also important from a practical point of view for the Russian expert community. The Russian Federation has also embarked on the path of using digital technologies in litigation, but China is following it ahead of the schedule, which is important in terms of studying the results it has achieved and the mistakes made so that the Russian legislator can take them into account in their law-making activities. It is also important that China, in the process of digitalizing its national system, uses exclusively national platforms and databases. Access to information by foreign intelligence services is not possible. The main providers of digital services for the judicial system are also national corporations, which legally have the status of private companies, but in fact they are completely controlled by the СРС.

The monograph summarizes the information over the past 20 years on the currently widely used. The textbook is intended for students of higher educational institutions, studying in the specialty of soil science, as well as specializing in erosion and soil protection. The textbook describes the physical basis and mechanism of erosion processes, based on some sections of hydraulics, hydrology, hydro-and aeromechanics, knowledge of which is necessary to understand the mechanism of water, wind and irrigation soil erosion. The main mathematical models and principles of forecasting the values of soil losses as a result of erosion processes are considered. The textbook will be useful not only for students and postgraduates studying in the specialty of soil science, but also for geographers, ecologists and a wide range of specialists interested in the problems of soil cover conservation and environmental protection.
