The main functions of a higher education institution in the society of the 21st century are the dissemination of knowledge, the production of scientific research activities, international cooperation, the development and implementation of innovations, the development of human capital, the enhancement of moral values, the harmonious formation of personality based on humanistic ideas, etc. Carrying out these functions, higher education has an accentuated effect on the human mind, changing its attitude to the world around it. Today, obtaining a higher education is important not only in the context of the prospect of successful employment, but also in the context of the development of personal thinking.

There are following prerequisites outlined in this article: worldwide democratization trend; complexity of structures of social systems; growing needs in human capital development; autonomy of national higher education institutions; civilizational problem of Ukraine in national elite. Conceptual problems on a road to real democracy in higher education institutions were actualized and analyzed. Determined and characterized three models of higher education institutions activities based on the level of democratization needs of their social environment as: negative, neutral and favorable.

The article describes the essence and content of academic culture as a significant component of national innovation security. The semantic and terminological analysis of the key concepts of the research like «national security», «human security», «human security of humanity», «human capital» were carried out. The concept of «innovative security» is described as a stable, effective provision of country’s innovations in the economy, creation of conditions for modernization of industries, development of priority areas of fundamental and applied scientific research, technical and technological developments that ensure the competitiveness of the country.It was proved that main features of academic culture are the culture of study at the university, ethical values, traditions, norms, rules for conducting scientific research; scientific linguistic culture, professional subculture of the scientific community; social, moral responsibility for the process and results of the research which is formed in the cultural and educational space of higher education institution. The cultural and educational space of the university is described as a component of the development of human capital and one of the factors of national innovation safety. It is noted that universities must clearly show the values of educational services, be centers of academic culture, act on the principles of academic freedom, public responsibility, respect for human dignity and support adherence to academic integrity in research activities. The formation of the researcher’s academic culture in the conditions of the university’s cultural and educational space is defined as a complex, multidimensional, phased process of qualitative changes in the psychological sphere of the individual, taking into account the main provisions of the theory of activity, intercultural communication; the ideas of a humanistic, acmeological paradigm; concept of continuous pedagogical education.

Diponegoro University is one reputable university belonging to Indonesia. This state university is located in Semarang, Central Java Province. Global dynamics have also colored its journey in implementing its traditionally assigned three missions: teaching, conducting research, and providing public services. These make this university highly confident heading to become a research university. A research university is a step to take that the university has its competitiveness to compete with the others in the world. There are some Higher Education-rankings institutions which evaluate all Higher Education Institutions in the world, such as Quacquarelli Symonds (QS) World University Rankings, Times Higher Education (THE) University Rankings, 4 International Colleges and Universities (4ICU), and Academic Ranking of World Universities (ARWU). Meanwhile, the ministry which has the function to make coordination with higher education institutions in Indonesia has also conducted higher education institutional ratings, primarily for Indonesian internal needs. The criteria of a research university refer to those evaluated by the higher education institutional ratings in the international level. A research university is a new paradigm which encourages a higher education institution in Indonesia to become highly confident to globally compete with the others in the whole world.

The main aim of this chapter is not only to examine and discuss Turkey's recent higher education potential, and its framework for human capital in the context of economic and geopolitical standpoints of Eurasia, but also to provide a clear picture and lasting impact on a significant scale of this potential in a systematic and holistic way at a glance. This main aim includes the following sub-goals, which outline the framework of the research, examine the internationalization process of higher education system of Turkey, provide a specific picture about the general situation of higher education not only in Turkey but also the world by using basic current higher education indicators in numbers, graphs, and tables, provide a basic information on the concept of internationalization of higher education as well as the reasons behind. Qualitative method is conducted so as to accomplish these goals. The data of certain official institutions were used, the charts created based on these numbers in order to visualize the concept of the study and to make it more comprehensible and concrete.

Internationalization is an emerging trend in the development of higher education institutions (HEIs). Around the world, several projects and university associations and collaborations are launched to enhance internationalization including in Indonesia. For Indonesia, internationalization is an inevitable process and considered as a strategic step that Indonesian government should take in the globalizing world, especially after the ratification of the General Agreement on Trade in Services (GATS) by the government in 1994. Since then, the Government of Indonesia revises and produces policy and statutory regulations to promote international education in Indonesia and guarantee a good practice of integration of international dimension. Although many studies have been conducted to analyze this trend, very few studies focus on the legislations support for internationalization. For this purpose, the authors analyze the regulation with a normative juridical approach.

According to the researcher, the special attention is deserved by the questions connected with forming of professionally important moral values in the sphere of mass communication, which are a consequence of educational process, and creation of necessary pedagogical conditions

Understanding and detecting diseases of amphibians has become vitally important in conservation and ecological studies and prevent and biosecurity a determinant priority in experimental farms, mainly when related with academic and research activities. Ranavirus belongs to the family Iridoviridae, and causes an emergent infectious disease that affects different species, especially fish, reptiles and amphibians, with a significant contribution to the decline of the population. In amphibian systems, Ranaviruses transmission can occur between vertebrate classes through direct contact, by scavenging or through virus particles persisting in the environment. Subclinical infected individuals may serve as reservoirs in the most susceptible anura species. Humans play a significant role in this emergent disease and biosecurity measures are determinant to prevent the introduction of these viruses, either in commercial or experimental farms. A Biosafety Plan is a fundamental tool in the Ranaviruses prevention and include educational and training programs, relevant to the mission of a Higher Education Institution.

Problem and goal. In the context of digitalization of school education and update of requirements of Federal State Education Standards to implementation of project and research activities of school children the relevance of development of professional training of bachelors of pedagogical education in higher education institutions is substantiated. Methodology. As a summary and systematization of the accumulated practical experience of project-based teaching as well as its scientific and methodological analysis, training of bachelors of pedagogical education for project and research activities based on cross-subject interaction is described. Results. The examples for training of future teachers in project and research activities by use of cross-subject interaction in higher education institution are provided. Conclusion. The need to develop bachelors of pedagogical education - future teachers - in fundamental, technological skills to solve subject and cross-subject tasks using means of digitalization and digital educational resources in the context of professional interaction between subject teachers and computer science teacher is proved.

The emergence of the global economy has changed the demands of citizenship and employment in the new millennium. The world is shifting from an industrial economy to knowledge based economy. Keeping in view these challenges, 21st century society and work sphere require individuals equipped with 21st century skills. Therefore the present study was designed to examine the implementation of 21st century skills in universities of Pakistan. The aim of the study was to examine the existing programs and practices at the universities and their relation with 21st century skills. Learning and innovation skills, also called 4Cs skills, were taken as 21st century skills in the present study. These skills consist of (i) critical thinking and problem solving, (ii) communication, (iii) collaboration, and (iv) creativity. Findings of the study revealed that these skills were not fully developed in majority of the students in universities.

Maybe by the end of the first decade of the 21st century management of higher education worldwide would have changed beyond recognition. Every administrator is required to behave like a shrewd politician.  The world has been changing very fast. The pace of liberalization, privatization and globalization (LPG) is remarkable and has tremendously influenced various dimensions of management of higher education. The long-term consideration in the educational sector requires a clear statement of the direction in which a society wishes to move. Thus it is necessary to visualize the type of society India would like to have in the 21st century and beyond
