Social work sanctions is an alternative in handling traffic violations without going through a litigation process, this research aims; First, to find out the right strategies related to social work sanctions. Second, to find out the factors that influence the implementation of social work sanctions and finally to find out the impact of the application of social work sanctions. The research method used is a socio-normative research method. Data collection techniques for library research and interviews. The results of this study indicate that the strategies is used in implementing social work sanctions are; Field survey, socialization Collaborate with the police to conduct sweeping on the object of research, carry out social / social work sanctions and install stickers to control and there needs to be a conscious area or traffic order. namely the existence of the concept of ultimum Remedium. It’s mean that criminal is the last step and the Discretion is a power or authority that is carried out based on the law for consideration and belief and emphasizes moral considerations rather than legal considerations. The inhibiting factors are; Written rules or regulations / substances that do not yet exist, lack of socialization and legal culture or attitudes of both the community and the police are still low regarding legal issues. Finally, the impact of the implementation is the creation of rules or laws that specifically regulate the issue of social work sanctions. The next thing is the creation of the Community Police Concept

Abstrak: Dalam Undang-Undang Nomor 23 Tahun 2006 tentang Administrasi Kependudukan adanya Pasal yang mengatur tentang perkawinan beda agama, dalam Pasal 35 huruf (a) yang menyatakan bahwa perkawinan yang ditetapkan oleh pengadilan. Namun dalam Undang-Undang tersebut tidak diatur secara jelas, sehingga memberi peluang timbulnya dampak negatif. Namun yang diakui di Indonesia jika pasangan suami istri yang berbeda agama harus memeluk agama yang sama di salah satu pasangan dengan maksud mereka harus pindah agama baik memeluk agama istri maupun suami. Dengan adanya berbagai kemudharatan yang timbul, maka hal itu tidak sesuai dengan hukum Islam. Oleh karena itu, penulis ingin mengetahui dampak perkawinan beda agama yang diatur dalam Undang-Undang Nomor 23 Tahun 2006 tentang administrasi  kependudukan dan tinjuan hukum Islam terhadap perkawinan beda agama dalam Undang-Undang Nomor 23 tahun 2006. Dalam penelitian ini, metode penelitian yang digunakan adalah Kualitatif. Berdasarkan dari hasil penelitian, dampak dari perkawinan beda agama yaitu dampak terhadap rumah tangga yang tidak harmonis menimbulkan kegelisahan, dan sulitnya berkomunikasi. Dampak terhadap anak yang membuat hubungan antara keluarga yaitu anak dan orang tua menjadi kacau dan tidak utuh karena mengetahui kedua orang tuanya berbeda keyakinan. Dampak terhadap harta warisan yang mengakibatkan anak yang lahir dari perkawinan beda agama tidak mempunyai hak untuk mendapatkan harta warisan apabila tidak seagama dengan pewaris yang dalam hal ini pewaris beragama Islam. Adapun tinjauan hukum Islam menyatakan bahwa perkawinan beda agama itu tidak sah, karena menurut fatwa MUI Nomor:4/MUNASVII/MUI/8/2005 menetapkan bahwa nikah beda agama hukumnya haram yang diperkuat dengan firmannya dalam surat al-mumtahanah ayat 10 dan al-baqarah ayat 221.Abstract: in Law No. 23 of 2006 on the administration of the population of the article governing the marriage of different religions, in article 35 letter (a) stating that the marriage is established by the court. But the law is not regulated, so it allows causing negative impacts. But it is recognized in Indonesia if different couples of religion must embrace the same religion in one partner with the intention they have to move religion both embrace the religion of the wife and husband. With the various blessings that arise, it is not under Islamic law. Therefore, the author wants to know the impact of the marriage of different religions organized in law Number 23 the year 2006 about the administration of population and the Islamic law to the marriage of different religions in the law Number 23 the year 2006. In this study, the research method used was qualitative. Based on the results of the study, the impact of the marriage of different religions is the impact on the unharmonious households raises anxiety, and difficulty communicating. The impact on the child who makes the relationship between the family is the child and the parent becomes chaotic and not intact because knowing both parents are different beliefs. The impact on the inheritance that resulted in children born from the marriage of different religions does not have the right to obtain inheritance if not as religious as the heir, in this case, Muslim heirs. The review of Islamic law states that the marriage of different religions is not valid, because according to fatwa MUI number: 4/MUNASVII/MUI/8/2005 stipulates that the marriage of different religious religion is haram strengthened by his word in Sura al-Mumtahanah verse 10 and al-Baqarah verses 221.

The impact of social media use on behavior among Students of Higher Education institutions nowadays needs to be given serious attention. Many teenagers are influenced by the views shared on social media and cause the emergence of negative behavior problems at home or in educational institutions. The existence of these problems among teenagers is definitely a factor or cause that needs to be identified. Therefore, this study was conducted to identify the level of frequency of social media use and its relationship with the appearance of behavior among community college students in terms of socializing, communication, dressing, and entertainment. Social media and its impact on adolescents is a very broad issue and needs to be studied in depth all the time as its development and rapidity are always happening. The research only focused on three types of social media like Facebook, Youtube, and Instagram. This study was conducted qualitatively using the library research method by making research on books and journals. The findings that have been identified show that there are many advantages and disadvantages of social media for adolescents, especially in the aspects studied. This study is very important because it can make students aware that social media can influence negative morals and help all educators at all levels improve their teaching system by emphasizing the relevant elements to avoid negative social problems among male and female students.

This article aims to find out how the opinion of IbnKathîr and Rashîd Rid}a about naskh in the Qur’an? How did IbnKathîr and Rashîd Rid}a interpret the verses about religious freedom that were claimed to be annulled? And what are the implications for the interpretation of texts about religious freedom? The research method is a library research, with the object of religious freedom verses claimed to be annulled in the book of IbnKathîr and RashîdRid}â. Using the descriptive-analytical and comparative analysis with Hermeneutics Romansis Friedrich Daniel Ernst Schleiermacher approach, the article argues thatIbnKathîr acknowledges the existence of naskh in the Qur’an, but not everything said as annulled is received by him. While Rashîd Rid}a rejects the theory of naskh in the Qur’an. Related to interpretation, IbnKathîr and Rashîd Rid}a reject the opinion of naskh against the verses of religious freedom. Though Rashîd Rid}a seems more emphatically for his refusal. Being the most important implications are that the verses of religious freedom are fundamental and universal, so it is impossible for them to be annulled; the need for change in the paradigm of the law lapsed; and the creation of a peaceful religious life.

Religion and science cannot be separated from one to another. Both aspects rely on each other in order to develop. Constructively, the development of science and technology has led to the advance of the era in which has a positive impact to the human lives. Modern infrastructure like those on industrial facility, communication, and transportation simplify the mobility of the society.  This study explains about the integration of science in shaping the charters of the students in the perspective of Islam by using library research method. The library research method is also known as a the method of literature study.  The Islamic education in shaping the students' character in the competition of global era due to the impact of science and technology is very essential and cannot be denied from the social lives. In Islamic education, in order to achieve the success in the world than it has to be based on the science and vice versa. The Islamic education is a system which tries to implement the noble values of the students which include the aspects of knowledge, self –awareness, and application. Any activities that the teachers do should be able to influence the character of the students as a trigger to shape their personality. The Islamic education, in fact, has set the things relating to how the teachers behave, for instance, how they delivering their learning materials, tolerance, and some related matters. The purpose of this behavior is to shape the students to be a good human either in their society or country.

The creation of the dance called "Gairah Diujung Syahadat" aims to create creative dance work by expressing ideas which originated from life problems of a young person who converted his belief because he wanted to marry a Minangkabau woman. This dance work entitled "Gairah Diujung Shahadat" belongs to dramatic dance. The presentation form in the dance work "Gairah Diujung Syahadat" is symbolic representational. The dance work "Gairah Diujung Syahadat" is inspired by the social phenomena of life where a young man met a woman in a night life and wanted to marry her. The young man struggleduntil he converted his belief andsaid the creed. After this young man got the women, he did not dothe obligations in his creed. Everyone judged him so that he realized that he could not joke the belief, and he had to return to the right path. The dance work "Gairah Diujung Syahadat" focuses on an incident or event. It is an interpretive expression of the struggle of a young man, but the young man does not consider the impact of his actions for goodness in terms of belief.  The work is manifested through movement, stage setting, make-up, costume, lighting, and is emphasized by music.Keywords: Gairah Diujung Syahadat

This study aims to determine the rational fiqh about zakat and grants in the Compilation of Sharia Economic Law (KHES). This research method uses a qualitative concept, with a normative juridical approach in concreto and legal synchronization, while the Risert library research type (literature) and data analysis techniques use the contents analysis method with the benefit of measuring instruments. The result is that zakat and grants have an important role in life berketuhanan, community and state, in the science of fiqh propulsion has maqashid hifzu al-Maal (memlihara treasure) for the sanctity of property, the soul also keep the despicable nature for the benefit of the afterlife, so that the sacred property of property other people. Zakat and grants are compulsory logging and circumcision, both of which are dimensions of good deeds, namely the dimensions of worship, social and economic. Awareness of the ummah in performing zakat, as well as the idolatry that is given to the authorized institution to manage and distribute it, while implementing regulations as a provision in accordance with KHES Article 684 that the State has the right to withdraw zakat and penalties for people who are reluctant to pay zakat, this can improve economic welfare the ummah and significantly reduce poverty.

This study aims at determining the impact of using smartphones on aspects of early childhood language development. This analytical descriptive study was conducted among early childhood children. Documentation was the technique for collecting the data whereas analysing the data was the library research method. Allowing children to use smartphones which are still at an early age with adequate time control, does not interfere with their language development. Children with these criteria can still develop normally. However, the undesirable effects of using smartphones outweigh the constructive effects. In conclusion, early childhood is already familiar with smartphones and is strongly dependent on them in their activities. With a high quantity of time, children’s language development is not optimal and tends to be hampered.

Indonesian Islamic Da’wa Institution or Lembaga Dakwah Islam Indonesia (LDII) tends to embrace exclusivity and takfiri ideology. This article attempts to reveal the fiqh manhaj (method) that LDII employs and its influences on the legal decisions LDII takes by employing the library research method in descriptive qualitative type. The content analysis in tandem with document triangulation and structured interviews were applied to investigate the textual references LDII uses. The findings indicate that LDII employs a fiqh manhaj called manqul. This influences the law istinbath of LDII. Mandatory to remain in the congregation (jamaah), taking the oath of allegiance to the leader of the jamaah, the claim by the jamaah leader of the right to construct sharia law, license to lie, and takfiri are some controversial products of the manqul. With takfiri as the most dangerous product of the manqul, it befalls the government of Indonesia to watch over this jamaah. اشتهرت مؤسسة الدعوة الإسلامية الإندونيسية أو ما يسمى بـــ LDII بتكفيرها على جميع المسلمين سوى جماعتهم. وتهدف هذه الدراسة لمعرفة أصل المنهج الفقهي عند هذه الجماعة وآثاره في استنباط الأحكام الشرعية عندهم. واعتمدت الدراسة على منهج البحث الوصفي التحليلي، بطريقة تحليل المحتوي أو ما يسمى بــ (content analysis). وقد توصلت الدراسة إلى القول بأن أصل المنهج الفقهي عند هذه الجماعة هو ما يسمى بـ"المنقول". وإن لهذا المنهج الفقهي أثار كبير في استنباط الأحكام الشرعية عند هذه الجماعة. ومن بينها: لزوم الناس لجماعتهم، وجوب البيعة لإمامهم، وجوب الإنفاق، ادعاء إمامهم أن لهم حقّ في تشريع الأحكام، إباحة التقية أو الكذب على الآخرين. ومن أخطر هذه المخالفات تكفيرهم لجميع المسلمين ممن ليسوا من جماعتهم. لأن هذا الاستنباط له أثر سيئ لوحدة الشعب، ولذا على حكومة إندونيسيا أن تتنبه دائما تجاه هذه الجماعة المنحرفة.

Nasr Hamid Abu Zayd is a Muslim intellectual whose ideas on the Qur’an was contradicting many Egyptian Muslims. He mentioned the Qur'an as a cultural product in the development of Arabic culture because it was revealed gradually according to the situation at that time. Through five contexts, he offered interpretation of the Qur’an that does not distort the text and are based on socio-cultural (hermeneutic). This paper focuses on studying the hermeneutic approach of Abu Zayd and its implications on the interpretation of QS. 4: 3 and 40: 57. The research method is library research by browsing data from books, books, journals and other kinds of literature related to the problem. The results of the study show that hermeneutics can be an alternative methodology for bridging dialogue between text and reality in producing contextual understanding without leaving the Qur’anic chronology and history while obtaining critical understanding. Instead of permitting polygamy, QS. 4: 3, according to him, actually accentuates the context of monogamy. This is in accordance with the context to protect society. Meanwhile, the interpretation QS. 40: 57 that the creation of heavens and earth through al-haq indicates the meaning (materials of creation) instead of creation activity (process).

Abstract. According to Yusuf Qardhawi theory justice does not always mean equality. This study aims to determine the theory of justice according to Yusuf Qardhawi, the implementation of the distribution of kerosene to LPG conversion programs for low-income people in the Limau Manis sub-village, and analyze the theory of justice according to Yusuf Qardhawi to the kerosene to LPG conversion program for low-income people in the Limau Manis sub-village .The research method used is qualitative research with data collection techniques using questionnaires, interviews, documentation and library research. A sample of 28 people representing each type of work.The results of the analysis of justice theory according to Yusuf Qardhawi can be concluded that justice is not equal, same sense but a balance between individuals and society as well as material and spiritual elements, both the balance between society and other communities. The distribution of the kerosene to LPG conversion program of the kelurahan has not been appropriate and does not comply with government regulations regarding the criteria for the right to get a 3 kg kerosene to LPG conversion program. In the process of implementing distribution to the community carried out by the RT / RW there was also an imbalance because the distribution of the package was not witnessed directly by the distribution officer from the village and this was contrary to the principle of justice Yusuf Qardhawi.Keywords: Theory of Justice Yusuf Qardhawi, Distribution, Conversion of Kerosene to LPG Gas 3 KgAbstrak. Menurut teori Yusuf Qardhawi keadilan tidak selalu berarti pemerataan. Penelitian ini bertujuan untuk mengetahui teori keadilan menurut Yusuf Qardhawi, pelaksanaan distribusi program konversi minyak tanah ke LPG bagi masyarakat berpenghasilan rendah di Dusun Limau Manis, dan menganalisis teori keadilan menurut Yusuf Qardhawi terhadap program konversi minyak tanah ke LPG bagi masyarakat berpenghasilan rendah di Dusun Limau Manis.Metode penelitian yang digunakan adalah penelitian kualitatif dengan teknik pengumpulan data menggunakan penyebaran kuisioner, wawancara, dokumentasi dan library research. Sampelnya sebanyak 28 orang yang mewakili setiap jenis pekerjaan.Hasil dari analisis teori keadilan menurut Yusuf Qardhawi dapat disimpulkan keadilan itu bukan sama rata, sama rasa tetapi keseimbangan antar individu dan masyarakat maupun secara unsur materi dan spiritual, baik keseimbangan antara masyarakat dan masyarakat yang lainnya. Pelaksanaan pendistribusian program konversi minyak tanah ke LPG pihak kelurahan belum tepat dan tidak sesuai dengan peraturan pemerintah tentang kriteria yang berhak mendapatkan program konversi minyak tanah ke LPG 3 kg. Dalam proses pelaksanaan pendistribusian kepada masyarakat yang dilakukan oleh RT/RW juga terjadi ketimpangan karena dalam pembagian paket tersebut tidak disaksikan langsung oleh petugas pendistribusian dari kelurahan dan ini bertentangan dengan prinsip keadilan Yusuf Qardhawi.Kata kunci: Teori Keadilan Yusuf Qardhawi, Pendistribusian, Konversi Minyak Tanah Ke Gas LPG 3 Kg
