The development of community-based tourism has developed quite rapidly. Indonesia is one of the countries that have the potential to develop community based tourism by promoting local culture. Setanggor Village is a tourist village that uses the concept of community-based tourism. Thus, the author wants to know more about Community Based Tourism (CBT) management and the supporting and inhibiting factors of Community Based Tourism (CBT) management in the Setanggor tourist village. Using observation, interview, and documentation techniques, the authors found that the people of Setanggor Village are involved in controlling, managing, and developing tourism. In terms of supporting factors, the village government has quite a lot of development funding assistance. In addition, the village community is quite active in tourism development. However, the social status between communities and the bureaucracy of village organizations became the main problems found.

The purposes of this research are (1) to identify and evaluate internal and external factors, (2) to formulate strategy toward tourism village in Gempol village. Based on analysis result, Internal factor’s strength is the beauty  and  conservation  of nature are the most  significant  influence on  the development of tourism village. The most important weakness of Gempol village is not ready to receive the tourists, since the lack inadequate facilities..  External factor’s  opportunity  is the value of the people who always maintain and preserve traditional cultural. The most important threat is competition with others regions in the development of tourism village. The strategy taken is to maintain the harmony of nature and culture of the village. The need for a strong commitment from the entire village community. Promote village community training, including village government on tourism management, how to manage tourist attractions, guest or visitor management. Use all media to introduce and publicize tourism potential in the village both conventional and unconventional media, such as the internet media.

Desa Wisata Jambu berdiri sejak tahun 2018  berlokasi di Kecamatan Kayen Kidul Kabupaten Kediri yang meraih penghargaan  nominasi kategori desa wisata terbaik 2018 dan 2019 pada Penghargaan Anugerah Desa. Pada fase awal pembangunan desa wisata menggunakan modal anggaran yang berasal dari Alokasi Dana Desa (ADD) dengan tujuan untuk meningkatkan pemberdayaan masyarakat desa. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kualitatif, serta metode pengumpulan data dilakukan secara langsung turun ke lapangan dengan wawancara, observasi, dan dokumentasi. Focus penelitian ini adalah meneliti mengenai permasalahan yang diangkat yaitu sumber daya manusia yang kurang responsive terhadap pengelolaan desa wisata. Desa wisata jambu memiliki 17 spot wisata diantaranya yaitu  Kebun Bibit Kediri, Wisata Edukasi Wiwit Padi, Permainan Outbond, Wisata Tubing Niagara, Wisata Edukasi Menangkap Lele, Agrowisata Petik Kelengkeng, Agrowisata Petik Alpukat, Agrowisata Buah Lokal, Wisata Edukasi Menanam Padi, Agrowisata Okulasi dan Tabulampat, Wisata Edukasi Angon Kerbau, Edukasi Pengolakah Yogurt, Edukasi Perah Kambing Ettawa, Edukasi Pengolahan Limbah Kayu “Ask Craft”, Wisata Sungai Sejuta Ikan, Edukasi Karawitan, Pasar Papringan. Pemerintah Desa Jambu gencar mengupayakan tumbuhnya pemberdayaan masyarakat dengan mengelola desa wisata. Tujuan pemberdayaan masyarakat melalui pengelolaan desa wisata Jambu yaitu untuk meningkatkan perekonomian masyarakat desa serta mewujudkan masyarakat desa yang mampu berdaya saing dan mandiri. Dalam proses pengelolaan desa wisata terdapat kendala atau hambatan yang terjadi yaitu tanggapan masyarakat yang tidak responsive terhadap konsep spot wisata yang sudah disepakati. Selain itu kurangnya akses sarana dan prasarana spot wisata juga menjadikan kondisi desa wisata yang tidak kondusif sehingga akan menurunkan daya tarik wisatawan. Kata kunci : Desa Wisata, Alokasi Dana Desa,  Pemberdayaan Masyarakat   Jambu Tourism Village was founded in 2018, located in Kayen Kidul District, Kediri Regency, which won the nomination award for the best tourism village category 2018 and 2019 at the Village Award. In the early phase of tourism village development using budget capital from the Village Fund Allocation (ADD) with the aim of increasing the empowerment of village communities. This research is a descriptive study using a qualitative approach, and data collection methods are carried out directly in the field with interviews, observation, and documentation. The focus of this research is to examine the problems raised, namely human resources who are not responsive to the management of tourist villages. Guava tourism village has 18 tourist spots including Kediri Seed Garden, Wiwit Paddy Educational Tour, Outbound Games, Niagara Tubing Tour, Catfish Catching Educational Tour, Longan Picking Agro, Avocado Picking Agro, Local Fruit Agro Tourism, Paddy Planting Educational Tour, Grafting Agro tourism and Tabulampat, Education Tour for Buffalo Angon, Education for Yogurt Processing, Education for Ettawa Goat Milk, Education for Making Rengginang, Education for Wood Waste Processing “Ask Craft”, One Million Fish River Tour, Education for Karawitan, Papringan Market. The Jambu Village Government is aggressively seeking the growth of community empowerment by managing a tourist village. The purpose of community empowerment through the management of the Jambu tourism village is to improve the economy of the village community and create a village community that is able to be competitive and independent. In the process of managing a tourism village, there are obstacles or obstacles that occur, namely the response of the community that is not responsive to the agreed tourist spot concept. In addition, the lack of access to tourist spot facilities and infrastructure also makes the condition of the tourist village not conducive so that it will reduce the attractiveness of tourists. The people of Yogyakarta are known for their tolerance, where people of different religions can coexist peacefully especially with Javanese traditions. But in Mangir, a village in Bantul, Yogyakarta, in November 12, 2019, there was a case of local residents rejecting the procession of ancestral prayer rituals by the Paguyuban Padma Buana (PPB) who claims to be followers of Javanese Hinduism. This study aimed at disclosing the elements and roots of conflict from the Mangir community's rejection towards Paguyuban Padma Buana. As a case study, it used conflict analysis approach through timeline and factor analysis techniques. The results showed that the open conflict between the two groups has occurred since 2012 with the main issue of syncretic ritual practices of Hinduism, Buddhism, and Kejawen (Javanism) that involve people from various religions. In addition, the Maha Lingga Padma Buana Temple as a place of whorship and rituals has also the license problems. Reconciliation was carried out between residents with the Padma Buana followers in 2015. Unfortunately it was violated by the Paguyuban Padma Buana and became a trigger of conflict back in 2019. The cause of this conflict is multiple factors, all of which are interrelated. However, the root cause of the problem among Mangir people is mostly related to traditional revivalism and the distribution of cultural tourism management authorities. This conflict makes them polarized and vulnerable to interests that can create the village atmosphere worse

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

The village fund is expected village government and technical institutions can realize the vision of Jayapura city government that believes, independent, unified, modern, prosperous based local wisdom.  The city of Jayapura has established the Community Entrepreneurship Agency (BKM) in each village/village/Kelurahan in order to manage the funds of the village/village/Kelurahan more effectively, efficient, precisely targeted to support the governance activities Good and transparent. The purpose of this research is to describe the management of ADD in village community empowerment as well as driving and inhibiting factors. The results showed that optimizing village funds allocation in the development of community entrepreneurship at Village Tobati Jayapura City is already running but not maximally, hence the need for strategy.  STRATEGY (W-O) makes strategy that utilizes the opportunity to overcome weaknesses, namely consist of: Government policy that makes Village Tobati as a demonstration village for tourism, this is an opportunity to add Income or family's confidentiality. The help of Village fund, ADK, ADD the average routine each year.  The commitment of the city government to improve and develop fisheries sector, especially the cultivation of fish cages very smooth and good means of transportation, and the help of the Prospect fund from the years 2016 and 2017 for the business of kiosk, sales Pinang, vegetable sales + Seasoning Kitchen, selling cold beverages + juice jacket, selling yellow rice, handicraft business, business selling pulse, oil kerosene + gasoline, net business. The opportunities mentioned above show that weaknesses in Village Tobati can be overcome well because of the very dominant opportunities in the village. Therefore the need for awareness from the local community to take advantage of the opportunities that exist for the welfare of the family in doing some very promising efforts.

This study is about the changing role of traditional leaders called punyimbang in pepadun community. This research was conducted in the village of Terbanggi Besar, Terbanggi Besar District of Central Lampung regency. This research was motivated by the social and cultural changes taking place in society. The research is a qualitative research method of case study that compares difference conditions punyimbang role ago and today. The results of this study are firstly the social and cultural changes that occurred in the community so that the role punyimbang the first switch and always involved in every aspect of community life is starting at left, second, the factors that cause changes in this role is the modernization that began touching indigenous peoples pepadun village Terbanggi great so that people began to leave things that are traditional, third, these changes have an impact on the conflict in the community, due to the people lost figure punyimbang that exemplifies the good things that people are starting to do a lot of irregularities such as conflict between villages, spoliation, and the conflict between generations, fourth, related to the changing role of public response punyimbang happens is people still assume the existence punyimbang needed as long as there customary held by the public but does not bind as before.

Development and empowerment are things that are commonly discussed for the progress and change of the nation at this time. One of the efforts of the village government in overcoming the problem of poverty is the formation of Village-Owned Enterprises (BUMDES). This study aims: 1) to explain the social conditions of the people of Teluk Terate Village, 2) to explain how to empower the community's economy through BUMDES. 3) to explain how the results of community economic empowerment through BUMDES. In this study, I used descriptive qualitative research methods with field research. The results of this study indicate that the community feels helped by the existence of BUMDES Sabar Subur. 1) One of them is by sending a number of residents who are unemployed due to low education factors to the Manpower Services Unit, 2) Community economic empowerment through BUMDES runs well through the stages of awareness, training, mentoring and evaluation. And has several business units such as Sharia Microfinance Institution Business Unit (LKMS), Training and Employment Business Unit, Production and Trade Business Unit and Service and Rental Business Unit. 3) With the existence of this business unit, the people of Teluk Terate Village already have a business of cassava chips, catfish farms, and several quite large stalls. And seen from the inhibiting factors, it is hoped that the management of BUMDES can be even better with innovations and new BUMDES board members.

Community-Based Tourism (CBT) has become a new trend for local-based development. However, many villages have not developed this potentiality as a new commodity as a tourism-based community. For this reason, this article explains three important elements in the development of community-based tourism in the Sekapuk Village community, Gresik Regency, East Java, namely following the potential, participation, and development of Setigi tourism. This research highlights three critical issues concerning i) how the role of local communities in maximizing village potential, ii) how Community-Based Tourism practices work effectively in increasing community social awareness, and iii) how communities build new tourist destinations. The research method using observation in Setigi tourism, interviews with village leaders, managers of Tourism Awareness Group/Kelompok Sadar Wisata (Pokdarwis), local traders, and visitors. The indication of community has built Setigi tourist destinations by utilizing the potential of nature. Meanwhile, CBT is implemented in environmental conservation, tourism training, accessibility of transformation, and the development of communication systems. Setigi tourism is built based on social participation, which results in nature-based tourism destinations, the development of the Mbok Inggih kitchen, and the home industry. As a successful tourist village development, the village has achieved the icon of the Millionaire Village. Nevertheless, in the end, Setigi tourism still has limitations in optimizing the socio-cultural and socio-religious potential.

This study aims to understand the practice of government financial accountability in Kludan Village, Tanggulangin District, Sidoarjo Regency. Village finances are very interesting to study, because of the large amounts of funds released by the centre for the development and welfare of communities in the village. This study uses two forms of public accountability, namely vertical accountability and horizontal accountability. The use of these two forms of accountability is expected to be able to dig deep information for the village government. This study uses an interpretive paradigm with a case study method. The data used are primary data, obtained from interviews with informants and secondary data obtained from documentation owned by the village government. Village culture is also a tool used by researchers in making decisions when observing research carried out. This is because village culture also influences the way the community and village government think about making decisions. The results showed that the village financial accountability vertically and horizontally had been carried out in accordance with the rules of government on 113 of 2014. This was evidenced by the implementation which was carried out in a transparent, accountable, participatory as well as orderly and budgetary discipline. However, there is still a lack of mastery by village officials regarding the recording of accountability reports. The village government tends to have less accountability. This will have an impact on the level of trust of the village community and the welfare of the village environment.

Buleleng Regency is one of eight regencies in Bali that is known by foreign tourists as an attractive tourist destination, where the area has a variety of arts, culture and natural tour- ist attractions. Munduk Village has a variety of tourist attractions consisting of arts or culture and natural scenery, in the form of hills, rice fields, and waterfalls that are characteristic of the village. The concept of Tri Hita Karana is the basis for living the daily lives of local people in Munduk Village. Village tourism is a form of integration between attractions, accommodation and supporting facilities that are presented in a structure of community life that integrates with the prevailing procedures and traditions where tourists can stay in or close to the village to learn and enjoy life in the village.From the description of the background above, the formulation of the problem in this paper is: what is the role of tourism villages in the development of villages in Munduk Village, Banjar District, Buleleng Regency. The research method is done using interviews.Conclusions from the results of the study indicate that the role of the tourist village munduk in Munduk Village, Banjar Subdistrict, Buleleng Regency is as a source of income for the people in Munduk Village other than as farmers, considering the Munduk village area as a tourist vil- lage that is visited by many tourists which in turn can increase the income of the surrounding community. The suggestions that can be asked are: For the Munduk village government should be able to support tourism villages in Munduk by helping to provide funding facilities for devel- opment in order to develop. In addition, the community is given facilities for capital in order to build a business to support tourist villages in the village of Munduk, Banjar District, Buleleng Regency.
