This paper is to examine the implementation of community participation in the process of forming regional regulations in Mataram City. This study uses a sociological (empirical) juridical legal research method with a statutory approach and a sociological approach. The results of the study show that the implementation of community participation in the process of forming regional regulations in Mataram City using information technology channels through an application called Partner (community participation in the formation of regional regulations) based on mobile phones, is considered to be able to overcome obstacles in the manual participation process. has not been fully implemented in accordance with the provisions of laws and regulations, especially in fulfilling the provisions for the involvement of the community in the process of forming regional regulations which refer to Article 354 Paragraph (1), (3), (4) and (5) Law Number 23 Year 2014 regarding Regional Government as amended several times, most recently by Law Number 9 of 2015 and Article 2, 3 and Article 4 of Government Regulation Number 45 of 2017 concerning Community Participation in the Implementation of Regional Government, because the application is not supported by the legality of its utilization and human resources who manage the application. So that the implementation of community participation in the process of forming regional regulations in the City of Mataram has not been maximal and the resulting regional regulations cannot be said to have a responsive legal character. Tujuan penelitian ini adalah: 1) Untuk mengetahui dan menganalisis efektivitas Peraturan Pemerintah Nomor 12 Tahun 2018 terhadap penyusunan tata tertib DPRD Kota Parepare; dan 2) Untuk mengetahui dan menganalisis faktor-faktor yang mempengaruhi efektivitas Peraturan Pemerintah Nomor 12 Tahun 2018 terhadap penyusunan tata tertib DPRD Kota Parepare. Penelitian ini adalah penelitian hukum normatif empiris. Penelitian hukum normatif empiris. Hasil penelitian menunjukkan bahwa: (1) Pelaksanaan Peraturan Pemerintah Nomor 12 Tahun 2018 terhadap penyusunan Tata Tertib DPRD Kota Parepare terlaksana kurang efektif. Adanya aturan yang diperintahkan oleh Undang-Undanga Nomor 23 Tahun 2014 yang tidak dimuat dalam ruang lingkup Peraturan Pemerintah Nomor 12 Tahun 2018, bahkan beberapa regulasi yang dianggap penting tetapi tidak termuat dalam Peraturan Pemerintah tersebut menimbulkan multi tafsir dari Anggota DPRD. Dalam menjalankan tugas, fungsi dan wewenang DPRD Kota Parepare yaitu fungsi pembentukan Perda, fungsi anggaran, dan fungsi pengawasan juga masih kurang efektif. The objectives of this study are: 1) To determine and analyze the effectiveness of Government Regulation Number 12 of 2018 on the formulation of the rules of the DPRD of the City of Parepare; and 2) To identify and analyze the factors that affect the effectiveness of Government Regulation Number 12 of 2018 on the formulation of regulations for the DPRD of the City of Parepare. This research is empirical normative legal research. Empirical normative legal research. The results show that: (1) The implementation of Government Regulation No. 12/2018 on the formulation of the Parepare City DPRD Rules of Conduct was less effective. The existence of rules ordered by Law Number 23 of 2014 which are not included in the scope of Government Regulation Number 12 of 2018, even some regulations that are deemed important but not contained in the Government Regulation cause multiple interpretations from DPRD Members. In carrying out the duties, functions and powers of the Parepare City DPRD, namely the function of forming local regulations, the budget function and the supervisory function are also still ineffective.

This paper provides the organizational structure of institu-tional investment in the city of Bandung.Dalam Undang-Undang Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dise-butkan mengenai urusan wajib dan urusan pilihan, dimana salah satu urusan wajib ini adalah pena-naman modal, kemudian dalam Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian urusan antara pemerintah pusat, pemerintah provinsi, dan pemerintah kabupaten/kota, salah satu kewenangan pemerintah daerah adalah dalam bidang penanaman modal, di pemerintahan Kota Bandung, penanaman modal yang merupakan urusan wajib dan salah satu kewenangan pemerintah daerah ditempatkan dalam struktur organisasi Bappeda Kota Bandung yaitu pada Bidang Pena-naman Modal, ini tentu saja berseberangan dengan UU No. 32 Tahun 2004/UU No. 23 Tahun 2014 dan Peraturan Pemerintah No. 38 Tahun 2007. Artikel ini berisi tentang struktur organisasi kelem-bagaan penanaman modal di Kota Bandung.

This research aims to find out the problems and solutions that can be done to overcome the problem of the protection of batik copyright law in the city of Cilegon based on law number 28 of 2014 concerning copyright.The formulation of the problem and the purpose of this paper is to see how the existence of batik in the city of Cilegon, businesses and any obstacles faced by the Cilegon city government in providing legal protection for the batik. in addition, the purpose of this study is to provide knowledge that the importance of other legal instruments that are technical. The intended legal device can be in the form of a Regional Government Regulation that regulates the protection of traditional batik art creations including folklore. The research method used is the empirical juridical approach method, where the procedure begins by examining secondary data first, then proceed with examining primary data in the field. The specifications of this study are analytical descriptive. Sources and types of data, consisting of primary data and secondary data. The problems in this research are: First, how is legal protection, legal compliance and overcoming problems regarding the management of ports in the regions according to Law Number 23 of 2014 concerning Regional Government and its relation to Law Number 17 of 2008 concerning Shipping. The method used in this research is normative legal research, namely research that refers to legal norms and principles contained in statutory regulations and government regulations. The result of the research is that Law Number 17 of 2008 concerning Shipping contains articles that regulate ports which require further regulation in the form of a Government Regulation. The law establishes a system of port authority that will carry out a regulatory role, end state-owned monopoly control over port services, and require the development of national and regional port master plans. Legal protection in implementing regional autonomy is in accordance with the enactment of Law Number 23 of 2014 concerning Regional Government, legal protection for the implementation of various government affairs in the framework of serving the community and managing natural resources. The problems that have arisen in the management of ports in the regions so far are conflicts of use and power. It is hoped that the efforts to deal with these problems can be carried out reactively, meaning that local governments can carry out conflict resolution, mediation or deliberation in dealing with these problems.

Tujuan Penelitian untuk menganalisa implementasi Peran serta masyarakat dalam Pembentukan Peraturan daerah di Kota Makassar. Metode penelitian adalah Penulisan ini menggunakan metode penelitian empiric. Hasil Penelitian, implementasi peran serta masyarakat dalam Pembentukan Peraturan daerah di Kota Makassar belum terimplementasi dengan baik. Hal ini didasarkan bahwa dalam kurun waktu 5 tahun terakhir terhitung sejak 2010 sampai dengan 2015 sebanyak 46 peraturan daerah telah dibentuk dan hanya 3 peraturan daerah yang melibatkan masyarakat dalam pembentukan peraturan daerah tersebut. Faktor-faktor yang mempengaruhi implementasi Peran serta masyarakat dalam Pembentukan Peraturan daerah di Kota Makassar adalah faktor pendidikan, faktor pekerjaan, faktor substansi hukum, faktor struktur hukum dan faktor pengetahuan masyarakat. Faktor tersebut menjadi hal utama dalam teralisasinya suatu peraturan daerah dengan baik khususnya peraturan daerah kota Makassar. Research Objectives to analyze the implementation of the community in the formation of regional regulation in the city of Makassar The approach is writing it uses research methodology empirical. The result of the research, research methodology is writtend for implementation the role of the community in the formation of regulation areas in the city makassar not allowed well. The results of the study, the implementation of community participation in the formation of local regulations in Makassar City has not been implemented well. This is based on that in the past 5 years from 2010 to 2015 46 regional regulations have been formed and only 3 regional regulations have involved the community in the formation of these regional regulations. Factors that influence the implementation of community participation in the formation of local regulations in Makassar City are education, employment, legal substance, legal structure and community knowledge. These factors become the main thing in the realization of a local regulation properly, especially the Makassar city regional regulation

The issuance of the Law No. 23 of 2014 on Regional Government instead of Law No. 32 of 2004 carries implications for FMU development in the area. This study aims to (1) assess changes in the content of Law No. 23 of 2014 compared with the previous regulations in managing the affairs of the forestry sector; (2) assess the implications of these changes to the rules under which the current level is the reference FMU development; and (3) assess the implications of these changes to the processes of FMU development in Riau Province. The study was conducted in December 2014 -May 2015, with research sites in the city of Pekanbaru and the district of Kampar, Riau Province. The method used is the content analysis of the rules and interviews with some stakeholders. The substantial changes of the Law No. 32/2004 to Law No. 23/2014, in the new regulations authorizes the establishment of the organization KPHL / KPHP everything under the authority of the provincial government, no longer under the authority of district governments. The implications of the transfer of authority, the regulations that the legal basis and the establishment of institutions KPHL / KPHP i.e. the Government Regulation (PP) No. 38/2007 and Rule of th e Interior Minister (Permendagri) No. 61/2010 can not be a reference again. In addition it also affects the initiative and formation process KPHL / KPHP by Regency stagnated.

Various efforts were made by the regional government and law enforcement officials to tackle brawls between students in the city of Padnag, but there was no formulation of countermeasures that could eradicate fights between students in the city of Padang. This research is a legal research with analytical descriptive specifications with a normative juridical approach supported by an empirical juridical approach. The results showed that the causes of brawls among adolescents who have the potential for criminal acts in the city of Padang include internal factors, which are quite low self-control, lack of religious values ​​in themselves and want to see their existence. Furthermore External Factors include egoistic community, because of friend's invitation, because of a sense of solidarity, because of school selfishness and because of pressure and invitation from school alumni. Efforts made to combat the occurrence of fights between adolescents who have the potential for criminal acts in the city of Padang include preventive efforts, including through family channels such as supervision and family attention to other family members, school paths in the form of lightning pesantren, character and other education etc. and routine supervision. Repersive measures such as School actions to provide disciplinary penalties, legal processes by the police and conduct acts of arrest and coaching by the Civil Service Police Unit.

Solid waste management is a system involving all subsystems of management such as institutional, law, financing, operational, and community participation. Waste law which shelters the solid waste management is the umbrella of all local regulation (Perda). But in fact, its implementation and aplication have not run well as expected. Using a simple analisys method from personal experience as an Adipura award appraiser, thewriter tried to reveal the strengths and weaknesses in waste management all this time. The result shows that local governments, in general, haven’t considered the wastemanagement subsystems integratedly in handling the municipal garbage. They usually see the problem partially, not as an integrated system which includes all the subsystems. Municipal waste management should not become a proses which is independent fromthe other subsystems. It is recommended that the head of regional government see the waste management.

This research goals found out the regulation of the private port or terminal as own interests (TUKS) in Palu and described the cause of the owner of the private port un-comply to the port laws/regulation. This research is a normative legal research that trying to describe in general terms the facts which are found including the provisions of law in an abstract. Such observation and interviews conducted to support qualitative analysis. Regulation of the ports have been arranged by the government in the scope of national, however, in the scope of regional and local are still limited. Law number 7 of 2008 about shipping, government regulation number 61 of 2009 concerning port, decision of the minister of communication number 54 the year 2002 concerning special port meanwhile, in the scope regional and local regulation such as urban land use plan as well as coastal management of Palu. Violations of private or specific ports in their operations do they have not get permission from the directorate general of the transportation authorities. The causes occurrence or violations are such as complicated bureaucracy, regulations un-synchronize, omitted by authorities, and the illegal status of the port that was forced to operate. The recommendation that is ought to be fixed the regulation and/or controlling against port laws such special port as well special terminal.

Article 386 paragraph 1 of Law Number 23 Year 2014 concerning Regional Government which made for increasing the regional government’s performance. The innovation that took place in the city of Manado in 2016 was a successful innovation in the region. After the issuance of Government Regulation Number 38 of 2017 concerning Regional Innovation, it’s stated that regional innovation is organized by the head of the Research and Development Agency (R & D). Applying a qualitative approach through literature studies. It aims to contribute ideas about various efforts that can be done by R & D of Manado City institutions in carrying out their functions in Government Regulation Number 38 of 2017 concerning Regional Innovation. Agencies must be the organization responsible for regional innovation by providing solutions for regional innovation, becoming the Independent Team Coordinator to deal with problems that occur in these countries. Agencies must carry out additional budgets to support tasks to improve the Regional Innovation System.Keyword :Regional innovation, agency and governments.
