Article 386 paragraph 1 of Law Number 23 Year 2014 concerning Regional Government which made for increasing the regional government’s performance. The innovation that took place in the city of Manado in 2016 was a successful innovation in the region. After the issuance of Government Regulation Number 38 of 2017 concerning Regional Innovation, it’s stated that regional innovation is organized by the head of the Research and Development Agency (R & D). Applying a qualitative approach through literature studies. It aims to contribute ideas about various efforts that can be done by R & D of Manado City institutions in carrying out their functions in Government Regulation Number 38 of 2017 concerning Regional Innovation. Agencies must be the organization responsible for regional innovation by providing solutions for regional innovation, becoming the Independent Team Coordinator to deal with problems that occur in these countries. Agencies must carry out additional budgets to support tasks to improve the Regional Innovation System.Keyword :Regional innovation, agency and governments.

This paper provides the organizational structure of institu-tional investment in the city of Bandung.Dalam Undang-Undang Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dise-butkan mengenai urusan wajib dan urusan pilihan, dimana salah satu urusan wajib ini adalah pena-naman modal, kemudian dalam Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian urusan antara pemerintah pusat, pemerintah provinsi, dan pemerintah kabupaten/kota, salah satu kewenangan pemerintah daerah adalah dalam bidang penanaman modal, di pemerintahan Kota Bandung, penanaman modal yang merupakan urusan wajib dan salah satu kewenangan pemerintah daerah ditempatkan dalam struktur organisasi Bappeda Kota Bandung yaitu pada Bidang Pena-naman Modal, ini tentu saja berseberangan dengan UU No. 32 Tahun 2004/UU No. 23 Tahun 2014 dan Peraturan Pemerintah No. 38 Tahun 2007. Artikel ini berisi tentang struktur organisasi kelem-bagaan penanaman modal di Kota Bandung.

This research aims to find out the problems and solutions that can be done to overcome the problem of the protection of batik copyright law in the city of Cilegon based on law number 28 of 2014 concerning copyright.The formulation of the problem and the purpose of this paper is to see how the existence of batik in the city of Cilegon, businesses and any obstacles faced by the Cilegon city government in providing legal protection for the batik. in addition, the purpose of this study is to provide knowledge that the importance of other legal instruments that are technical. The intended legal device can be in the form of a Regional Government Regulation that regulates the protection of traditional batik art creations including folklore. The research method used is the empirical juridical approach method, where the procedure begins by examining secondary data first, then proceed with examining primary data in the field. The specifications of this study are analytical descriptive. Sources and types of data, consisting of primary data and secondary data. The issuance of the Law No. 23 of 2014 on Regional Government instead of Law No. 32 of 2004 carries implications for FMU development in the area. This study aims to (1) assess changes in the content of Law No. 23 of 2014 compared with the previous regulations in managing the affairs of the forestry sector; (2) assess the implications of these changes to the rules under which the current level is the reference FMU development; and (3) assess the implications of these changes to the processes of FMU development in Riau Province. The study was conducted in December 2014 -May 2015, with research sites in the city of Pekanbaru and the district of Kampar, Riau Province. The method used is the content analysis of the rules and interviews with some stakeholders. The substantial changes of the Law No. 32/2004 to Law No. 23/2014, in the new regulations authorizes the establishment of the organization KPHL / KPHP everything under the authority of the provincial government, no longer under the authority of district governments. The implications of the transfer of authority, the regulations that the legal basis and the establishment of institutions KPHL / KPHP i.e. the Government Regulation (PP) No. 38/2007 and Rule of th e Interior Minister (Permendagri) No. 61/2010 can not be a reference again. In addition it also affects the initiative and formation process KPHL / KPHP by Regency stagnated.

The Development Planning Agency, Regional Research and Development of the City of Manado is a body that assists the Mayor in supporting government affairs in the fields of planning, research and development. In each program and activity requires funds, to see good financial use, a good budgeting process is needed that is in accordance with the guidelines in legislation which can reduce the risk of ineffective use of the budget. The purpose of the study was the Bapelitbangda of Manado city to provide information on how the government adhered to every regulation and policy regarding budgeting to create an accountability public sector organization. In accordance with Minister of Home Affairs Regulation No. 33 of 2017 concerning budgeting guidelines where Bapelitbangda is quite effective in implementing every rule and policy of regional government in terms of budgeting.Keywords: public sector budgeting process, Bapelitbangda Manado City

The Manado City Planning, Development, Research and Development Agency (BAPELITBANGDA) is an agency or institution that assists the Mayor in supporting everything related to Planning, Development, Research, Development, and under the leadership of the head of the agency. The purpose of this study is that we can find out the process of managing financial statements from the Planning, Development, Research and Development Agency of the City of Manado. Because in each activity or program implemented requires funds to support the smooth running of the planned activities. Therefore, financial statements are very necessary for an institution because it is very useful in assessing a financial condition in all activities carried out. Street vendors are one of the informal sectors that often cause problems in urban areas, such as the street vendors in Mojokerto City Square. The presence of street vendors is considered to have disturbed the orderliness and cleanliness of the city environment. Therefore, based on the Local Government Regulation of Mojokerto City No. 5 of 2005 concerning the Arrangement and Development of Street Vendor Activities, the government implemented a policy of street vendor relocation. This paper aims to analyze the implementation of street vendor relocation policy in the area of ​​Mojokerto City square. This research uses a descriptive qualitative approach involving six key informants with interviews and documentation as the data collection method. This study indicates that implementing the street vendors relocation policy in the square area of ​​Mojokerto City is not entirely effective. Four factors influence the implementation of the policy, communication, resources, disposition, and bureaucratic structure.

In Government Regulation No. 38 of 2017 concerning Regional Innovation, regional innovation aims to improve the performance of local government administration. In order to achieve the objectives as intended, the target of regional innovation is directed at accelerating the realization of public welfare through improving public services, empowerment and community participation and increasing regional competitiveness. The purpose of this study is to describe and explain how innovation in rural areas is carried out and to analyze the factors and impacts of these innovations for each region with various phenomena. This research uses a qualitative approach. The data collection technique used by researchers is to conduct literature studies related to research in order to obtain relevant concepts.can create something better, more functional, easier and such. Where, the innovations carried out by the three districts have distinctive characteristics, are new ideas that have never been published before, carried out in a planned manner, and the various innovations carried out have a purpose, namely to improve quality in various phenomena in accordance with regional characteristics.

This paper is to examine the implementation of community participation in the process of forming regional regulations in Mataram City. This study uses a sociological (empirical) juridical legal research method with a statutory approach and a sociological approach. The results of the study show that the implementation of community participation in the process of forming regional regulations in Mataram City using information technology channels through an application called Partner (community participation in the formation of regional regulations) based on mobile phones, is considered to be able to overcome obstacles in the manual participation process. has not been fully implemented in accordance with the provisions of laws and regulations, especially in fulfilling the provisions for the involvement of the community in the process of forming regional regulations which refer to Article 354 Paragraph (1), (3), (4) and (5) Law Number 23 Year 2014 regarding Regional Government as amended several times, most recently by Law Number 9 of 2015 and Article 2, 3 and Article 4 of Government Regulation Number 45 of 2017 concerning Community Participation in the Implementation of Regional Government, because the application is not supported by the legality of its utilization and human resources who manage the application. So that the implementation of community participation in the process of forming regional regulations in the City of Mataram has not been maximal and the resulting regional regulations cannot be said to have a responsive legal character. Based on the Government Regulation No.  38/2017 Concerning Regional Innovation, the government of Indonesia has established an innovation policy for the regional government to improve public services. Therefore, it is the need a study to answer the question, how steps are needed by regional government agencies to carry out initiative and implementation of public service innovation? The purpose of this study, to find out about steps, problems, and solutions for regional government agencies in implementing public service innovation. The research method through the library research method uses a qualitative descriptive method. Data collection techniques using printed and electronic media instruments, websites to collect secondary data which is relevant for this study. Furthermore, a qualitative analysis technique was used to analyze data. The locus of this study was selected through a purposive sampling technique, so the regional government agencies with implemented public service innovation can be selected. This study was conducted in 2019. The results of this study shown, there are variations among regional government agencies in implementing public service innovation. On the one hand, some regional government agencies have implemented both initiative and implementation of public service innovation. While on the other hand, some regional government agencies have not yet implemented initiatives and implementation of public service innovation. Therefore, some regional government agencies need to be made as an innovation laboratory to encourage public service innovation.

Forest management in terms of its production function is directed towards management that is oriented towards all potential forestry resources and is based on community empowerment. The Wana Tekat Mandiri Farmer Group Association manages community forests, namely state forests whose main use is aimed at empowering the community. The rampant illegal logging is carried out by irresponsible parties outside of the farmer group association. So that community groups that carry out illegal logging do not support the Regional Government in providing guidance to the Association of Farmer groups in the Sendang Agung District area. The type of research used in this research is descriptive type with a qualitative approach, data collection techniques, observation, interviews, documentation. The results of this study indicate that the strategy of community development and empowerment in community forest utilization has been running well and the implementation of the strategy has been deemed successful in implementation. The coaching strategy has a main objective in the framework of developing a coaching plan in carrying out activities or programs of Gapoktan Wana Tekad Mandiri, namely by how to develop skills, develop knowledge and develop attitudes. The existence of this coaching strategy is expected to have a good empowering impact on the community.
