The article presents reflections on the problems and prospects of humanities and humanitarian education in Russia, taking into account the basic program documents of the Russian state in the field of science and education. The author believes that in these documents the so-called social and humanitarian aspects characterizing functioning of science and innovations are insufficiently thought out. Meanwhile, these aspects reveal a powerful conglomerate of problems and opportunities – from the use of social and cultural knowledge as one of the sources of creativity and innovation, to the the implementation of forecasts and foresight, expert perception of development scenarios and managerial decisions, identifying risks and consequences in the process of increasing influence of science on nature, society and man, formation of value orientations and educational prospects. It is noted that in this situation it is very important to move away from a predominantly technocratic and economic understanding of the priorities and results of the scientific and technological development of Russia for a historical perspective, to avoid reducing information about the progress of a person, society, and the state to technological and economic criteria; to recognize a special status of Humanities, social sciences, and education as the most important resource confronting the technologically accelerated destruction of nature and society, to view them as a factor of cognition, dialogue and management.

Introduction. In the context of global competition between intellectual industries and building transnational structures that ensure socio-economic development, joining the world’s top 5 most innovative economies is possible only in case of increasing the science intensity of the business sector of the economy. Based on the results of the study conducted, the article gives an analysis of the industry average values of the costs of enterprises for research and development (R&D) in economically developed countries and outlines proposals for achieving a similar level of costs for such work in Russia. Materials and Methods. The study used data from the Organisation for Economic Co-operation and Development international statistical database, those from Rosstat, and reports from companies implementing innovative development programs. The results of the implementation of the programs for innovative development of Russian state corporations were evaluated. The study employed the methods of economic analysis, comparison, generalization, induction, and deduction. Results. On the basis of the study conducted, the authors have proposed recommendations for bringing the R&D costs to the level of the industry average values in economically developed countries. The authors have also proposed to secure the coefficients of the R&D costs corresponding to those in countries leading in innovative development in the programs of innovative development of organizations, taking into account the industry specifics. The authors have recommended introduction of such tools that ensure the achievement of the level of investment expenditures in R&D of economically developed countries, as the “qualified customer” model and the innovation voucher. Discussion and Conclusion. Based on the results of the analysis performed, a conclusion has been drawn that not all state corporations fully implement the assigned tasks. In order to ensure the technological development of the country, a number of federal executive bodies have been implementing a set of measures which lack synchronization. The results of this study can be used by public authorities when making managerial decisions in research and development.

The article assesses the level of competitiveness of enterprises over time using the local taxonomic indicators of the development of production, financial, marketing and social sustainability and total integrated indicator of the state of sustainable competitiveness. The methodical approach to the assessment of the level of sustainable enterprise competitiveness and the impact of organizational and managerial potential on the sustainable enterprise competitiveness is improved. Conceptual bases of creation of organizational and managerial potential of sustainable enterprise competitiveness are developed. The authors propose a scientific and practical approach to modelling the influence of organizational and managerial potential on the overall integrated indicator of sustainable enterprise competitiveness, which centers on the identification of possible development scenarios shaped by organizational and managerial factors determining the efficiency of ensuring sustainable competitiveness of machine-building enterprises. Substantiation is provided for the creation of a mechanism ensuring the sustainable enterprise competitiveness that takes into account available organisational and managerial potential as the basis for making quality managerial decisions on improving the adaptability of enterprises to difficult and changing external conditions.

This chapter analyzes the present situation of telecollaboration processes in synchronous online learning environments. The Web RTC protocol is presented as a new tool for online videoconferencing and telecollaboration that may potentially change the already in use applications for such purposes. In this vein, its characteristics such as P2P connectivity, open source protocol, no plugins installation, scalability, and accessibility guarantee that this technological development will help enhance the learning process at different levels. Higher institutions and practitioners will particularly benefit from the use of this technology as its use will increase cross-cultural knowledge as well as expand students' opportunities for out-of-class tuition.

The unfolding fourth industrial revolution sets global goals for the world community, requiring the implementation of systemic transformations in all spheres of human activity. Preparations for securing Russia's technological leadership began a long time ago. However, the measures being taken are not enough to build an integral innovation ecosystem, which would make it possible to organize at a high level the building up of innovative potential, its effective use and increase the country's competitiveness in a dynamically changing environment. The key problems of the shortage of expected effects include the lack of formation of the competitive market, the low potential of domestic research in the field of improving strategic planning and methodological tools for making managerial decisions, poor management at all levels of the production hierarchy, the low degree of interest of economic entities in innovative transformation and investment in changing organizational and managerial structures. The paper analyzes the scenario conditions that determine the formation of an innovative economy and the improvement of the country's rating at the global level. The main factors that maximally affect the resulting indicators of innovative activity are investigated. Predictive models of innovative development have been constructed depending on the intensity of changes in factors sensitive to variations in world trends. The need for a systemic restructuring of the traditional economic order is argued. Scientific and practical recommendations on increasing innovative activity and improving the digital culture of the subjects of the Russian economy, taking into account the existing opportunities and potential of world leadership, are proposed.

The interview reveals modern art history’s main trends identified within the framework of the conference “Art History in the Context of Other Sciences in the Modern World. Parallels and Interactions”. The Russian State Library and the scienti­fic journal “Observatory of Culture” were partners in organizing the conference in 2019. The method of aca­demic interviewing used in this publication provides an opportunity to reveal the personal vision of the conference project’s author and co-chairman of the Organizing Committee, chairman of the Program Committee, head of the Department of Humanities and Social Sciences of the Institute of Contemporary Art, chief researcher of the GITR Film & Television School, expert of the Times Higher Education World University Rankings, member of the Russian Expert Council (ASEP/Scopus), D.Sc. (Art History), professor Grigoriy R. Konson. In fact, the interview is a quintessence of the author’s policy document on the development of culture, science and education in modern society.The academic forum was a socially significant event of international scale, characterized by the latest scientific and educational trends in Russia and fo­reign countries, as well as by art studies integration into the context of interdisciplinary research loca­ted at the intersection of art history, philology, linguistics, philosophy, cultural studies and psychology. As a result, there are prospects for reaching the level of cross-sectoral conceptualization of research ge­neralizations. The interview reveals the topical issues of science functioning in the modern internatio­nal society. There is concluded that the scientific integration characteri­zing the conference “Art History in the Context of Other Sciences in the Modern World. Parallels and Interactions” is a progressive method in understanding the essence of art, permeated by multi-vector trends in the global humanita­rian process. Therefore, the joint efforts of scientists here contribute to the development of an antidote to destructive trends in the socio-cultu­ral life of mo­dern society.

The institution of criminal punishment is a part of the statelegal mechanism of coercive influence on the population to stimulate lawabiding behavior and prevent law violation. The history of Russian criminal law contains more than a thousand years of experience in consolidating this institution of criminal law. At different stages of state development, the system of punishments and other measures of a criminal law nature had significant differences due to various socio-economic, political, historical and other factors. Structural analysis of punishment system of Russian state at different stages of its existence indicates that socio-economic factors affecting the state structure and state policy have a huge impact, both on the construction of punishment system and on its direct implementation. In particular, technological development of society, development of transport system, the need for cheap labor during construction, the general level of development of social relations led to the inclusion of new types of punishments in the legislation or changes in those acting under specific socio-economic conditions (reference to remote settlements, use of forced labor prisoners during construction, etc.).

The article discusses the problem of specifics of professional activities of heads of state power in modern conditions and the role of subjective psychological factors in the success of its implementation. It is noted that along with the function of "normative control", the head of power must take independent management decisions in conditions of increased social responsibility. This can give rise to intrapersonal conflict, moral and intellectual overload of the politician, which affect the effectiveness of its activities. When the hierarchical status of the manager increases, its power, freedom to exercise power, and therefore personal responsibility for making managerial decisions increase too. In this regard, the importance of subjective factors when exercising power functions of the head is increasing. The concepts “power” and “management” are analysed in the article, the characterisation of the subject exercising power is given in comparison with the “manager”, the psychological concepts of power and the compensatory nature of the need for power are highlighted. The author draws attention to the variety of studies of power motivation, the presence of various approaches to the analysis of power motives, the possibility of highlighting the instrumental and value, personality-oriented and socio-oriented components of power motivation. The importance of the existence of socially-oriented motives in the structure of motivation of heads of government bodies is emphasised, as well as the need to form a system of prosocial value orientations, which can determine the qualitative specificity and effectiveness of heads' activities. The importance of improving the personnel selection system for positions of heads of state power, taking into account value-motivating factors, is discussed.

The article deals with scientific and methodological substantiation and description of the competency model of a modern leader and manager in scientific and technological sphere. This model has been developed by the authors on the initiative of the Coordinating Council for Youth Affairs in Scientific and Educational Spheres of the Presidential Council for Science and Education in the framework of the managers’ contest “Leaders of Russia” (specialization “Science”, season 2019– 2020). The competency model is aimed at improving the efficiency of solving the problems of scientific and technological development of Russia by overcoming the lack of personnel which is ready not only to conduct research at the world level, but also to take responsibility for the formation of priorities for scientific and technological development that meet the interests of Russia, as well as for their implementation. The proposed model is the first of its kind developed and tested system of competencies for improving leadership and management potential of Russian science.

Digitalization affects all spheres and processes including socialization of personality, which were out of influence of digital technologies decades ago. At the same time, the science community analyses primarily the impact of digitalization on economy and IT sphere. There are less investigations of the new technologies’ influence on social and cultural sphere. Moreover, the scientists that research the spiritual life of our society leave it by the wayside. The prevailing opinion is that the digital technologies will be an impulse to the cultural Renaissance of Humankind.The article reports that the development of the social and cultural sphere is a critical part of the further technological development of the society. The wave development of the economy including the digital economy, depends on not only technologies, but on the cultural values. The success of the forth industrial revolution and its impact on the development of humankind are totally determined by the development of the culture, science and education.

This article studies the correspondence of the 17th century on the creation of the Tobolsk diocese in Siberia. The documentary complex has been preserved in the book of the Siberian Prikaz, published in 1994. It consists of two types of documents (letters by tsar, patriarch and archbishop, as well as the replies of the voivodes), which allow determining the mechanism for making managerial decisions and the circumstances of their implementation. Based on the historical and anthropological approach, the author considers the process of creating diocese from the perspective of its participants, focuses on interpersonal interaction, a behavioral culture that has been consolidated in documents. The embodiment of the tsarist plan into reality is a challenge that each of the participants overcomes independently, setting priorities between state interests and personal ones. The dating of the letters allows identifying three stages of documenting the tsar’s decisions on the creation of the Tobolsk bishopric, which allowed revealing the specifics of the communication channels of the center and periphery in the Russian state in the 17th century. Based on the sources, the author tries to answer question: what could be the reason that prompted the first archbishop of Cyprian to agree with the tsar’s decision and to head the new diocese created (according to the documents) in September 1620? Analyzing the correspondence, the author draws attention to the difficulties that the head of the new diocese faced on his way to Siberia and upon arriving in Tobolsk, as well as the details of the ceremonial that the Tobolsk voivodes had to observe during the construction of the bishop’s house and the organization of the meeting of the Siberian archbishop.
