The article discusses the problem of specifics of professional activities of heads of state power in modern conditions and the role of subjective psychological factors in the success of its implementation. It is noted that along with the function of "normative control", the head of power must take independent management decisions in conditions of increased social responsibility. This can give rise to intrapersonal conflict, moral and intellectual overload of the politician, which affect the effectiveness of its activities. When the hierarchical status of the manager increases, its power, freedom to exercise power, and therefore personal responsibility for making managerial decisions increase too. In this regard, the importance of subjective factors when exercising power functions of the head is increasing. The concepts “power” and “management” are analysed in the article, the characterisation of the subject exercising power is given in comparison with the “manager”, the psychological concepts of power and the compensatory nature of the need for power are highlighted. The author draws attention to the variety of studies of power motivation, the presence of various approaches to the analysis of power motives, the possibility of highlighting the instrumental and value, personality-oriented and socio-oriented components of power motivation. The importance of the existence of socially-oriented motives in the structure of motivation of heads of government bodies is emphasised, as well as the need to form a system of prosocial value orientations, which can determine the qualitative specificity and effectiveness of heads' activities. The importance of improving the personnel selection system for positions of heads of state power, taking into account value-motivating factors, is discussed.

The article discusses issues related to the development of a model for the formation of professional responsibility of future officers of the Russian Aerospace Forces (Russian battle flyers). Topicality of the indicated direction is determined by the high social significance of the professional activities of military pilots, the specifics of its organisation and implementation by the officer of professional functions that require managerial decisions in various flight conditions and high personal responsibility for the results of professional choice and the professional actions taken. This objectively requires improving the quality of professional training of future military specialists in the aviation field and organising focused work to develop their professional responsibility in the process of organising and carrying out flight activities. A theoretical analysis of scientific approaches to the problem of pedagogic modelling is carried out, its key semantic postulates are determined, a characterization of the nature and content of the pedagogic model is given. Based on the analysis, methodological guidelines are identified for building a model for the formation of professional responsibility of future officers of the Russian Aerospace Forces, represented by conceptual ideas of a synergetic, system-structural, competence, axiological, personality-oriented and reflective approaches that make up the methodological basis for modeling the process under study. It has been established that the architecture of the model integrates the target, substantive, instrumental-functional, control and assessment blocks and stages (organisational (explicative), orientative-active (quasi-professional), developing), which ensure the formation of professional responsibility of future military pilots and determine the structure, content and the process dynamics of this process in the educational development environment of a military aviation university. According to the results of the study, it was found that carrying out systematic work to form professional responsibility among future officers of the Russian Air Force, organised within the framework of a methodologically sound model, is an important factor contributing to the intensification of professional training and personal and professional development of future military pilots.

Wight praised Meinecke’s Die Idee der Staatsräson, translated as Machiavellism: The Doctrine of Raison d’état and its Place in Modern History, as ‘by any odds the most important and enduring book on international relations published in the 1920s, and perhaps between the wars’. It is, Wight wrote, ‘an essay in the historiography of human thought, a study of how Machiavelli’s principles infiltrated into European statecraft, how thinkers and politicians who most strenuously repudiated him found it necessary to borrow from him, and how the idea of raison d’état developed to guide the greatest statesmen from Richelieu to Bismarck, until it was swamped by the ignorant popular passions of 1918’. Meinecke was preoccupied, Wight observed, with (in Meinecke’s words) ‘that tragic duality which came into historical life through the medium of Machiavellism—that indivisible and fateful combination of poison and curative power which it contained’. Moreover, Wight added, the tension between ‘necessity’ and ‘moral traditions’ has been recognized by some statesmen ‘as the central experience of international politics’. Wight noted that ‘Meinecke, despite his honourable retirement under the Nazis, was infected with the German heresy of idealizing State power and fatalistically abdicating personal responsibility. … Yet it was easier for a Burckhardt or an Acton, in the security of nineteenth-century Switzerland or Britain, to condemn power as evil without qualification.’

When carrying out professional activities, officers of the VNG of the Russian Federation are often in difficult, stressful, emotionally stressful situations associated with the use of weapons as a particularly dangerous means of destruction. The right to use a weapon by an officer makes him responsible for its use. And therefore requires the officer to make a balanced optimal decision, which is associated with the risk and transience of events, and in which no mistake can be made, since the price of it can be someone's life. It is at such a moment that it is important that the officer has stable skills in making a decision on the use of weapons, and this requires skills not only in managing subordinates or the situation,but in managing himself. The complication of the military-professional activity, manifested in the need to develop the ability to quickly and accurately make command decisions, exacerbating the problem of social responsibility of an officer who has the management of unit that leads to an understanding of his singular personal and professional responsibility, as the ability to govern themselves makes it possible to achieve a positive result of the Department for the DBA. This characterizes the need for a commander to have the ability to manage himself, as a "system" that manages others. Forming skills of self-control, patience, compassion, having mastered algorithms of making managerial decisions, the cycle of implementing managerial functions, etc., a person comes to the belief: "before effectively managing others, it is necessary to learn how to manage yourself." The required level of personal and professional maturity can be formed in a person as a result of purposeful self-management, which determines the special role of professional and personal self-management in the training of future officers.

The article presents the results of the study of the expression of the locus of control depending on the type of professional value orientations in case of cadets of a departmental university of the Federal Penitentiary Service of Russia. The analysis of types of professional value orientations showed the cognitive one is the most common in the sample of cadets, which demonstrates the attitude to the learning process and awareness of responsibility for the organization of the process of acquisition and subsequent application of professional knowledge in professional activities. The results of the study showed that representatives with a pronounced emotional type are more focused on interpersonal relationships. Cadets with a pronounced behavioral type of professional value orientations tend to strive to avoid failures and understand the importance of maintaining service relationships. The results obtained can be used by psychologists and employees of the personnel services of the criminal executive system to develop programs of psychological support for the professionalization of prison staff.

Introduction. The article analyzes the component composition of the preparation of future IT teachers to use educational WEB-resources in profession- al activities. Purpose. The article is to identify the components of the preparation of future IT teachers to use educational WEB-resources in professional activities. Methods. Analysis of scientific sources on the research problem. Results. We defined the functions of components: mo- tivation and value – activation of manifestation of other components, cognitive-semantic – providing measures of the use of resource possibilities concerning other compo- nents for achievement - definition of relations between components in the course of realization of resource poten- tial in space and time. We found out that the indicator of the motivational and value component is the awareness of the importance of informatization in education; cognitive interest in web technologies, ways of forming information culture of students; stability of beliefs and the need to use web-resources; interest and need to use information tools, management of the process of using WEB-resources in school; the presence of motives, interests, needs and value orientations (values-guidelines, values-goals, val- ues-relationships, values-quality, values-means) for the use of WEB-resources in professional activities; necessary qualities and personality traits; cognitive-semantic: the presence of the necessary volume and completeness of general cultural, general professional, professional, special knowledge of WEB-resources, methods of their use, the level of theoretical knowledge on the informatization in education and methods of their application; operational- practical: the presence of a set of skills necessary for the successful use of WEB-resources in professional activities (gnostic, design, constructive, operational, organizational, analytical, research, instrumental, technological, prognos- tic, communicative, reflective) arising from the functions of teachers on the introduction of WEB-resources in the educational process, the ability to adequately assess their activities, the formation of a reflective position, positive self-perception. Originality. The essence of each component of prepa- ration and their indicators are revealed. Conclusion. In the article we singled out the compo- nents of preparation of future IT teachers to use educa- tional WEB-resources in professional activity: motivation and value, cognitive-semantic, and operational-practical. We see the prospect of further research in the design of a methodological program for training future IT teachers to use WEB-resources.

The task of the preschool teachers is helping the child understand their internal value orientations. The content of the training of the teacher of English for children of preschool age is the system of knowledge, ability and skills necessary for carrying out professional activities. The sources of the contents of teacher training should be pedagogical theory, normative documents on education, theory and practice, didactic patterns and methods of teaching preschoolers of English. For the development of preschoolers of the educational course of the English language the game, communicative, cognitive-research, artistic, labor and physical activity is organized.

The article examines the importance of staff motivation to ensure the flexibility of the enterprise. The purpose of the company's development is to accelerate the processes of adaptation to market changes. A model of personnel motivation based on the implementation of the training system is proposed, which contains: research of market demand and consumer values; audit of human resources; formation of a system for teaching skills to the project evaluating the effectiveness of the training program. The necessary conditions for effective motivation are: a positive relationship between the manager and subordinates; education system; corporate culture. Value orientations (endowing people with positive qualities; treating employees as a constantly developing personality; recognizing and positively using individual differences; effectively expressing and using possible feelings; emphasizing real behavior; using status only for organizational purposes; trust in people; willingness to defend one's point vision and take risks; consideration of participation in this process as important for the effective execution of the task; emphasis on cooperation) are maximally taken into account in the proposed model of personnel motivation through training. Measures to minimize the risks of implementing the training system: teamwork; formation of a structural unit of trainers; signing of long-term agreements on certain training programs. Effective implementation of the personnel training system will create a basis for motivation and ensure business success by: improving the results of personnel planning; improvement of the personnel selection system; make the most of the potential of the personnel in achieving the goals of the organization; create a positive social and psychological climate in the team; improve the qualifications, sense of professional responsibility and initiative of the staff; awareness of the social significance of the results obtained and the prestige of this work. The prospect of further research in this direction is the improvement of training techniques for managers.

The purpose of this study is the identification of types of communication among physicians and parents of disabled children, who have congenital or acquired pathologies and who need treatment and rehabilitation. The focal point of the study is the assumption that the communication between the doctor and the child’s parents should be based on trust. It is one of the factors influencing the availability of medical care for children with disabilities. The study uses a structured in-depth interview (19). There is much evidence that doctors and parents prefer a paternalistic type of communication unlike partner, contractual or engineering. Our conclusion is that in a medical institution within the established bureaucratic type of organisational culture, recorded in our earlier study, the conditions for the professional activities of doctors and parents with disabled children receiving help are perceived by them as the most comfortable, since they correspond to their value orientations and expectations.   Keywords: Disabled children, access to medical care, doctor, parents, communication.
