The process of forming the concept of “cluster” included a centuries-old history. Theoretical and methodological aspects of this definition were presented in the works of a big number of foreign scientists, such as M. Porter, M. Enright, R. Nelson, A. Lesh, W. Rostow, W. Isard, N. Rosenberg, A. Phillips, J. Tyunen, J. Van Dein, I. Fezer, S. Sweeney, M. Janikas, S. Ray, P. Stout, A. Weber et al. The formation of the modern understanding of clusters was influenced by the theories of agglomeration, industrial complex and industrial areas. Analyzing the history of economic thought, we can say that the approach to cluster economic development was formed gradually, but ideas about the advantages of economic clusters as forms of business organization arose quite a long time ago. In the middle of the XVII century, the «theory of pure agglomeration» was wrote by J. Tyunen, V. Launhardt and A. Marshall. The formation of localization theory is usually associated with the name of the German economist J. Tyunen. The beginning of the “industrial cluster” theory was laid by A. Marshall, who saw the following pattern: enterprises will be able to achieve savings due to internal resources and a system of interaction with suppliers of raw materials and in the presence of highly specialized specialists. A. Lesh studied the agglomeration effect and the scale effect, as a result of which production has properties relative to geographical concentration. In addition, he said that each industry has its own maximum level of production concentration. The theory of the information society was associated with the concept of social networks, which was formed at the end of the twentieth century in the works of certain scientists: S. Berkowitz, S. Wasserman, B. Wellman, D. Nook, P. Marsden, K. Faust, L. Freeman and others. The formation of the modern understanding of clusters was influenced by the theories of agglomeration, industrial complex and industrial areas. In addition, technological and innovative approaches were identified, which were based on the analysis of the competitiveness of the regions. The network approach to economic development has had a significant impact on the modern understanding of clusters. The above-mentioned aspects are formed on the basis of the approaches of a number of foreign scientists, whose main research results are presented in this article. The authors present the evolution of the formation and development of the cluster approach in Economics in Western Economic Thought, give the author’s definition of the concept of “cluster” and describe the common features characteristic of clusters, provide reasoned conclusions.

Neither the development of the world economy nor the availability of raw materials can guarantee the stability of economic development and a high level of social welfare. Now Kazakhstan faces the task of accelerated development of national economy sectors that give a multiplicative effect (the share of agricultural products in the country's GDP should grow 5 times by 2050), including the agro-industrial complex of Kazakhstan has a great potential to become a new driver of economic development. Therefore, the agro-industrial complex of Kazakhstan needs sustainable development of export-oriented agricultural production that is competitive on the world market. Despite the solution of many theoretical and applied problems reflected in the works of these authors, a General approach to the classification of organizational reserves for improving the efficiency of production of scientific-intensive products is not currently formed, and the issues of forming a mezzanine for identifying and using, and evaluating the level of production efficiency require further improvement. The purpose of the research is to develop theoretical, scientific, methodological and practical provisions for the formation of a production management system of innovative potential based on improving the competitiveness of the agricultural industry, aimed at ensuring food security in Kazakhstan. The article shows that the innovative type of economic development requires the development of a competitive innovative potential product, the implementation of the principles of continuous improvement, the search and use of the organization of production for its effective production. The necessity of forming mechanisms for identifying and using organizational reserves to increase the efficiency of production of innovative potential products is also determined. This opened up the possibility of creating and developing conditions conducive to the mobilization of domestic reserves.

A characteristic feature of modern economic development is the connection of agriculture with various industries and the sphere of product sales. The role of mutual cooperation increases in the process of integration, strengthening the relationship between industries and enterprises, the emergence of new types of economic relations, and changes in their content. The article considers specialization and cooperation of agricultural production as an important factor in establishing modern integration and economic relations between economic entities of the raw materials and processing units of the agro-industrial complex. The specifics of integration and cooperation processes in agriculture are defined. The main measures for the development of integration and cooperation processes in agriculture are analyzed.

The paper highlights the approaches of scientists, whose works are now considered classic, to the study of socio-economic processes in society, their functioning, and regulation. To solve modern problems of socio-economic development, bypass them, or form a mechanism for managing them, it is necessary to know the history of economic thought in this regard. It is necessary to refer to the experience preserved mainly in the research and conclusions of scientists, scientific schools, and their followers. Modern scientists analyze the effects of socio-economic processes and their role in society's development but ignore the directions and methods of their knowledge. The study made it possible to compare the methodology of studying socio-economic processes by representatives of many fields and schools, including the ancient Greek writer and historian Xenophon, the ancient Greek scientist-encyclopedist, philosopher and founder of classical logic Aristotle, mercantilists, economists, political scientists, and physiocrats. D. Ricardo, the representative of the neoclassical trend A. Marshall, the founder of institutionalism T. Veblen, American economist, representative of the old institutional and Keynesian currents J. K. Galbraith, American economist, representative of neo-institutionalism. O. Williamson, American economists D. North, M. Friedman, English economist J. M. Keynes, German economist-theorist L.V. Erhard, Italian economist F. Modigliani. The analysis provided more information on the scientific tools used to indicate that all areas and schools study the relationships of people and groups in the production, distribution, exchange, and consumption of goods with constantly limited resources. As a result, it can be concluded that economic processes are closely related to social at all stages of society. The level of economic development affects the social processes that take place in the state and vice versa. Modern models of research of socio-economic processes were formed under the influence of relevant factors of social development and take into account the historical systemic vision of socio-economic processes and phenomena.

Entrepreneurship in rural areas is one of the utmost important initiate towards economic development of county and its constituencies. Rural Entrepreneurship facilitates to uses the scarce resources in most effective manner thus increasing profits and rural livelihood. Due to lack of educational knowledge gap most of the rural entrepreneurs are unaware of the innovative development techniques and modern marketing methods etc. The main problem faced by rural entrepreneurs is raw materials and financial investments. Commonly rural entrepreneurs face the strange problems like, lack of training and development programs, fear of risk, and lack of experience in business, illiteracy, limited market scope and competition from the city entrepreneurs.

The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.

Increasingly, raw materials of natural origin are used as fillers in polymer composites. Such biocomposites have satisfactory properties. To ensure above-average functional properties, modifications of biofillers with other materials are also used. The presented research work aimed to produce and characterize elastomeric materials with a straw-based filler and four different types of montmorillonite. The main research goal was to obtain improved functional parameters of vulcanizates based on natural rubber. A series of composites filled with straw and certain types of modified and unmodified nano-clays in various ratios and amounts were prepared. Then, they were subjected to a series of tests to assess the impact of the hybrids used on the final product. It has been shown that the addition of optimal amounts of biofillers can, inter alia, increase the tensile strength of the composite, improve damping properties, extend the burning time of the material and affect the course of vulcanization or cross-linking density.

Agriculture is the most important area of economic activity for the production of products and services in order to provide the population with quality food, industry with raw materials and promote sustainable development of rural areas. In recent years, there has been a downward trend in the rate of agricultural development, which is lagging behind the growth rate of the Russian economy as a whole. Structural changes in the agro-industrial complex have not produced significant positive results, which is caused by a number of reasons. One of the directions of agricultural policy in Russia is the accelerated development of animal husbandry and increasing the competitiveness of domestic livestock products in the domestic market. The state program for the development of agriculture and regulation of markets for agricultural products, raw materials and food provides for a set of measures for the priority development of animal husbandry. Implementation of these measures requires improved management in order to increase the efficiency of livestock production. The article considers aspects of the formation of accounting and analytical support for management of the livestock industry, economic and statistical analysis of trends and structural changes in the livestock industry. In the age of technological and social transformation aimed at establishing basic principles of implementing state economic policy under the challenges of the 4th industrial revolution the role of modernization process in the Russian industry is increasing. The authors justify strategic landmarks for technological modernization of industrial enterprises of Russia. To this end they made comparative analysis of innovation and technological, economic development of a number of countries and Russian Federation as well as estimated the preparedness of certain world countries to transformations in economics caused by changes of technological patterns during the 4th industrial revolution. It has been stated that Russian Federation has structural disproportions slowing down economic development of the country. It also demonstrates the need for performing structural transformations to carry out disruptive development and achieve global leadership. At present there is no single methodology of controlling disruptive development in transformation conditions caused by the need for reindustrialization and digitalization of the country’s economy. Besides, there are not any projects on creating a set of theoretical and practical tools adapted to the Russian institutional specificity aimed at increasing strategic technological competitiveness of the industrial complex and achieving global technological leadership including justification of the practicability of technological modernization of industrial enterprises which would take into account the specificity of the modern stage of the Russian economics’ development. So, the authors have conducted research to reveal the essence of the technological modernization of industrial enterprises by means of grouping basic approaches to this definition. As a result they also suggested classification of the basic types of strategies for technological modernization at the national enterprises.

In the farms of the north-eastern slope of the Greater Caucasus wood raw material obtained from intermediate felling, is not fully utilized and is not effective, due to the organizational and technical difficulties of farms. In addressing these issues in 8 directions of the region with a length of 40-50 km 14 intermediate assembly points were organized, which are intended for the collection and temporary storage of wood raw material harvested within a radius of 15-20 km of the forest. Need to establish assembly points is due to the complexity of relief items and the possibility of year-round use of the main roads of regional importance. To ensure uninterrupted timber industry and in full at the assembly point accumulated wood raw material is partially sorted. Processing of harvested wood raw material is planned for timber industry, located near the central region of the main road in the territory of Cuba town. Establishment in the area of the complex is considered justified, since the resource base in the coming years for intermediate, and later for the main use will be more than 100 thousand hectares of forests in the region. In the proposed area for the industrial complex for processing of raw wood there are all the technical and economic prerequisites. Accumulated in the assembly points wood raw material to the point of processing is transported using self-loading lumber carriers of up to 8 meters length, which is associated with a complex terrain conditions and road network in the region. This complex is planned to organize the following process areas: sawmills, parquet and packaging, small-chip technology, processing of technical greenery. In organizing the production sites size and quality characteristics and volumes of each category of harvested wood raw materials are taking into account, as well as the need for forest products in the region and the country as a whole. In the processes it is envisaged to use the most advanced modular processing of wood with the release of standard lumber, wood workpieces of different products, pulp chips, wood greens and products of its processing.
