Introduction. The most crucial factor in the development of a state is the status and performance of the education system. The social and economic stability of a state and its prestige in the international arena depend on how the education system meets the challenges of the modern world. The paper brief y outlines the development of universities in the Irkutsk region in the 21st century and analyzes the regional specifics of the implementation of state programs for enhancing higher education. Methods and materials. The accomplishment of the goal involved the investigation of sources represented by the normative legal acts regulating the education sector; statistical data yearbooks for recent years; and secondary analysis of sociological research data. Theoretical understanding of the topic relies on the studies presented in the monographs, dissertations, and scientific papers focusing on the development of federal and regional educational policy. Results of the research. The study has revealed some problems of the effective functioning of higher education in the region and outlined the proposals put forward to optimize this process. Conclusion. Higher education in the Irkutsk region has some structural problems that impede the development of regional higher education. Federal programs, being a tool designed to transform the education system, are unable to change this situation and do not have a significant impact on the quality of higher education at the present stage.

The article is devoted to the key subjects of educational policy, on which the quality of the educational sphere depends. One of these subjects is teachers of higher educational institutions as a special social group, which has a leading role in shaping the intellectual, professional and scientific potential of society. A lot of research is devoted to the problems of teachers, but the issues of their self-identification remain relevant and, at the same time, insufficiently studied. The capacity of narrow professionals to solve the complex tasks of social life is insufficient. Another key subject of educational policy is the state as a guarantor of quality higher education. In most European countries, the state, due to historical traditions and resources, remains the main guarantor of the national education system. In the article, on the basis of our own sociological studies conducted in one of Moscow universities among teachers and students, as well as a secondary analysis of sociological research data conducted in a number of regions and universities of the country, some problems were identified that prevent the creation of an effective management model in the field of education.

In the last two decades, Indonesian higher education system has expanded rapidly in regards to the number of new established institutions and the number of students enrolled in higher education. However, the participation rate within university level is stated as low. In 2016, it only reached 31 percent. It means, although massification has been implemented within higher education system, it is not in line in ensuring equal access to pupils from disadvantaged social groups such as women, lower socio-economic statuses, and students from outer or periphery areas. Rather, it has been evident as a daunting task. Widening participation is not the end of story, since Indonesia should be dealing with another problem which is non-continuation. By performing secondary analysis on several datasets released by World Bank, Indonesian Ministry of Research, Technology and Higher Education, and Indonesian Statistics Bureau, this paper explores several major findings on accessibility and retention problem of Indonesian higher education.

The paper put forward hypotheses that the conditions for the formation of human capital in the education system and the quality of education are decreasing, that the transition to a post-industrial economic system provides a priority demand and stimulation of the work of highly qualified specialists with higher education. To assess the hypotheses, an analysis carried out using Rosstat data on the structure of unemployment by education levels and on the level of wages of employed workers with different levels of education. The generalization of the results of the analysis made it possible to establish that the value of human capital formed in the education system, the quality of education is steadily decreasing. The human capital of workers, formed in the higher education system, is most in demand in modern conditions, but the quality of higher education, the value of the human capital formed in the process of obtaining it, is steadily decreasing. The reason for the decline in the quality of education is the administrative and control style of management used in the education system and the outdated form of strategic management based on the application of orders, standards and control, which, being inherited from the industrial economy and, as is known, is ineffective and ineffective. In article ways of maintenance of quality of higher education in Belarus are considered. It is shown that they are the result of interaction of two tendencies. The first is inheritance and development of traditions of the Soviet education system. Belarus system tries to conserve fundamentality and scientific character of the contents of education, to keep in basis the orientation on Five years' term of training. The second one is use the consequences of world processes, such as mass character of higher education, its practical orienta-tion, Influence of market relations on education, etc. All establishments of education of an education system of Belarus are subjected to the state control. Irrespective of subordination and patterns of ownership of establishments of education the state con-trol is carried out as: – Self-checking which is carried out by establishments as the procedure which is carried out for an internal estimation of quality of education under the program worked out by establishment education or as a necessary stage of the certification which are carried out in the order, developed by department of quality assurance of education; – Inspections of establishments spent by department of quality assurance of education and other competent bodies; – Inspections by department of quality assurance of education of committees, departments of educa-tion of local executive and administrative bodies. Monitoring of quality of education at a level of universities is carried out in the form of the current and final certification of students for the certain period of training (a semester, a rate, all period of training). Oral, written and practical forms are used. Forms of certification of students are determined by educational standards of specialities. For the first time standards of specialties of higher education in republic have been developed in 1998-1999. In 2008 standards of new generation (361 specialities) have been created. In standards results of modernization of system of the higher school are reflected: two-level preparation of the graduate (the special-ist, the master); the differentiated terms of preparation of the graduate at the first level (from 4 till 6 years of training on a speciality); competent approach to formation of model of the specialist; increasing of controlled independent work of students in total amount training hours; orientation to innovative techniques and tech-nologies of teaching. The problem which is necessary to solve is to update of the training courses content from scientific and practical point of view. It is difficult because this step may lead to including more information that stu-dent is able to get. In this case it is important to emphasize that methodology of education is opposite to methodology of development of knowledge in science. In a science, as it is known, speaking computer language, change of operational system occurs from time to time. It allows to state information of past periods simply and briefly. There is reconsideration and re-structuring of all volume of the scientific information from the point of view of a new scientific paradigm. Changes of scientific knowledge in the content of training courses also should be nonlinear both on time and on intensity of the response to changes occurring in a science. During normal (extensive) develop-ment of a science the new knowledge can quite take root into educational process in an additive mode. Intro-duction of the knowledge which has arisen during change of a scientific paradigm demands radical transfor-mation of forms and methods of training and even phase transition of all education system. Differently, the content and methodology of education, following by the changes in a science and practice, should vary peri-odically to provide quality of preparation of specialists according to modern social and culture realities. At the present stage, Kazakhstan is in new socio-political, economic and international conditions caused by growing globalization. This determines, on the one hand, a significant impact on the development of the education system of Kazakhstan of world educational trends, on the other hand, the market nature of the national economy determines the inevitability of the impact of education in general, and educational services, in particular, on the country's economy and its development through the capitalization of knowledge. Currently, Kazakhstan's universities are developing in accordance with the trends that have developed in the world and domestic economy, among which globalization stands out. The modern Kazakh higher education is characterized by the desire to integrate into the world educational space. The purpose of this article is to study the international experience in managing the quality of higher education on the example of some European countries and the United States of America. The modern two models of quality management of higher education in the global educational space are characterized and the model of assessing the quality of higher education in Kazakhstan is determined. The article analyzes the Kazakh legislation in the field of state control and assessment of the quality of higher education. The best approaches to assessing the quality of higher education for the Kazakh higher education system have been identified, following the example of the foreign countries under consideration. To write the article such methods of research as analysis of legal acts and documents, case study, deduction and generalization were used.

The article addresses the problem of higher education - improving the quality of graduates' professional training, provides a brief analysis of research results, Recommendations on how to use the results “Quality of education” is a complex characteristic of education, the task of which is to train specialists who are competitive in the world market. It is impossible to develop a single, scientifically based system of indicators for the quality of student training, since the education system is different in all countries of the World, moreover, a different system of training students, which is one of the influencing factors on the quality of Higher Education. It is necessary to take into account the specifics of the university.One of the elements of the quality assessment system is monitoring, which is considered to be a comprehensive system for diagnosing the quantitative and qualitative characteristics of the effectiveness of an educational system. The assessment of the quality of education should be formed as a cumulative indicator of all the qualities that influence the educational process. During the work we used the results of sociological research of the subjects of the educational process: students, teachers, monitoring of the educational process (academic performance of students).

<p><strong>Purpose</strong> – The purpose of this study to overview the trends of higher education globally, within Asia Pacific Region and specially in Pakistan. Most importantly, current study highlights the strengths and opportunities as well as weakness and threads of Pakistan’s higher education system by proposing a SWOT analysis of higher education internationalization.</p><p><strong>Design/methodology/approach</strong> – This review paper is meant to appear in conjunction with more discrete and in-depth previous literature regarding higher education internationalization. </p><p><strong>Findings</strong> – It is investigated that higher education institutions in Pakistan are in need to rethink and reshape internationalization strategies following global standard which would be useful for the smooth drive towards global knowledge society and quality of higher education can be enhanced by developing internationalized curriculum, recruiting international students and staff and establishing international research collaboration programs.</p><p><strong>Originality/value</strong> – In this study a SWOT analysis of internationalization has been proposed which illustrates the internal and external factors which are positively or negatively impacting the higher education system in Pakistan.</p>

In recent years, the system of higher education has undergone significant changes affecting the most important spheres of university activities: management of the educational process, its organization, which significantly changes the attitudes, incentives, motives and value system of the academic staff. In a number of cases, as a result of reforming the management system there are created special conditions that affect the quality of educational services. The task of investigating the consequences of the ongoing reforms is being actualized in order to identify the main factors that restrain the growth of quality. To solve this problem there has been made comparative analysis of the quality of higher education in Russia and abroad. Significant reserves of its growth in Russia have been revealed. There had been proposed a classification based on the scope of action: factors that operate within the educational system, but are external to the higher education; factors that are external to the educational system as a whole; factors acting within the system of higher education. The most significant external factor for the educational system is the low innovative potential of the economy, underestimation of the quality of education by business, which determines the aim of the majority of students not to build up human capital, but to obtain a diploma with minimal expenses. The factors intrinsic to the educational system, but external to the higher education system, include the lack of interest and unpreparedness of school teachers for working with gifted students, which is primarily due to the use of the results of the General State Examination and Unified State Examination for evaluating their work . The main negative factor operating within the higher education system is the distortion of teachers' incentives, the increase of their opportunistic behavior caused by the transition to a new management system for higher education organizations.

The modern world and Russia in particular is characterized by intensive migration processes. Ethnic, socio-cultural, religious conflicts and migrant-phobia are spreading in the countries that receive migrants. This requires a search for new means and mechanisms for the adaptation and integration of migrants, as well as the prevention of migrant phobia among the local population. The aim of the study is to give a sociological description of migrantophobia in Russia and substantiate the potential of the social values of the sports movement in its prevention. The content of the research is based on: 1) the analysis of bibliographic sources on the topic of the article; 2) a secondary analysis of sociological research on the perception of migrants and migrant phobia. Sociological studies demonstrate a downward trend in the level of migrantophobia in the Russian society, however, there is a need for new ways of preventing it. It has been concluded that sport as a social institution and such social values of sport as activity, self-realization, communication, respect, friendship, tolerance can play a significant role in the adaptation and integration of migrants, as well as in prevention of migrant phobia among the local population. Interpretations of the social functions of sports in relation to migrants have been given. The macro-, meso- and micro factors of the involvement of migrants in sports have been indicated.

The article analyzes the transformational shifts in the higher education system of Ukraine and presents proposals for their extension and support. A review of legislative, regulatory and policy documents governing and directing the processes of ensuring the quality of higher education has been carried out. The idea of the depth and effectiveness of reform measures and the processes of improving the quality of higher education is formulated. It was stated that the Ukrainian higher education system has come close to academic traditions and modern practice of organizing the functioning of higher education in the European university system. The steps to enhance and further ensure the quality of higher education in Ukraine are identified. The importance and urgent need for attracting to cooperation and specific participation of the Ministry of Education and Science of Ukraine, line ministries, the Ministry of Social Policy, employment organizations and trade unions of scientific and pedagogical workers of Ukraine in creating and supporting a training system and practical training of future specialists in the workplace, respectively chosen specialty and forecasting current and future long-term needs for training specialists, interest te business to finance higher education. It is emphasized that the quality assurance system of higher education can be achieved only if a motivational system of scientific and pedagogical workers is created to constantly and systematically improve the quality of education. The reasons that lead to insufficient attention to the innovation of the learning processes of students are identified. They include: the issue of continuing education of teachers, improving the standardization of their working time, solving the problem of free publication of the results of scientific research, deepening motivational factors and remuneration of teachers in higher education institutions and others. It is proved that the solution of these problems will create a dynamically updated quality management system of higher education in Ukraine at the level of European quality standards.
