On the organization of the educational process in the conditions of emergency situations

The article discusses the issues of organizing the educational process in conditions of unforeseen freelance influences, such as accidents, terrorist acts, military or interethnic conflicts, fires, drought, epidemiological situation, etc. It is shown that in a market economy, educational institutions — both state and private ones — reoriented themselves from the planned training of specialists to the customer’s demand for educational services. A new demand-oriented approach to the organization of the educational process is proposed, in which the educational process is presented in the form of a chain “seller — product — consumer”. It is shown that from the point of view of the consumer, the safety and efficiency of educational services are among the important requirements in the face of unforeseen freelance influences. A new structural model of the educational system is proposed, which implies the interaction of two subsystems — the educational infrastructure and the educational process. It is shown that the structural reliability of the educational system is an important indicator for ensuring the psychological and physical safety of participants in the educational process. A new mathematical model based on graphs and hypernets is proposed, which takes into account the mapping of the educational process into the educational infrastructure. The concept of “survivability of the educational system” is introduced as the ability of continuous functioning of this system under the influence of various external destabilizing factors. The task of organizing the educational process in emergency situations from the point of view of the consumer is set as the task of building a hypernet of minimum cost and specified reliability.

Введение. Статья посвящена разработке теоретических положений и практических рекомендаций. В статье рассматриваются аспекты деятельности и развития региональных университетов с позиции уникальности учебных заведений. Представлен обзор научной литературы, содержащей исследование национальных программ цифровизации экономики в целом и ее отдельных направлений. Изучены работы, посвященные рассмотрению тенденций развития, цифровизации и безопасности экономики и ее субъектов, в том числе региональных. Дано видение региональных университетов в системе образования в целом, в инновационной среде, в условиях цифровизации системы, в структуре технологического предпринимательства. Отмечена актуальность исследования уникальности деятельности региональных университетов в условиях активизации дистанционного формата обучения при необходимости предотвращения распространения коронавируса. Данные и методы. Проведен анализ эмпирических данных, опросов и исследований, касающихся развития регионального университета в цифровой экономике. В основу структурного анализа особенностей развития положен принцип уникальности деятельности университетов с учетом их традиций и опыта, специфики региона. Представлены результаты изучения тенденций мирового развития системы высшего образования в региональном разрезе. Предложена классификация особенностей развития региональных университетов, основывающаяся на ряде признаков, определяющих уникальность подхода к подготовке высококвалифицированных специалистов в условиях цифровизации экономики. Полученные результаты. В соответствии с особенностями развития выделены и структурированы аспекты, определяющие сохранение уникальности или переход к стандартизации деятельности регионального университета. В числе особенностей - ориентация деятельности университета на внутреннюю или внешнюю сторону региональной образовательной системы; статус учебного заведения в системе образования с точки зрения масштабности реализации проектов различных уровней; традиционные и креативные подходы к организации образовательного процесса; репутация университета в академическом и бизнес-сообществе; степень включенности в систему цифровизации; широта специализации вуза; ориентация показателей успешности деятельности университета на процесс или результат. Заключение. Результаты исследования могут быть использованы в качестве теоретической базы для изучения ряда вопросов цифровизации экономики, науки и образования. С практической точки зрения, полученные результаты будут способствовать совершенствованию организации образовательного процесса в региональных университетах. Introduction. The review of the scientific literature containing the research of national programs of digitalization of the economy as a whole and its separate directions is presented. The works devoted to the consideration of trends in the development, digitalization and security of the economy and its subjects, including regional ones, are studied. The vision of regional universities in the education system as a whole, in the innovative environment, in the conditions of digitalization of the system, in the structure of technological entrepreneurship is given. The relevance of the study of the uniqueness of the activities of regional universities in the context of the activation of distance learning in the need to prevent the spread of coronavirus is noted. Data and methods. The analysis of empirical data, surveys and studies related to the development of a regional university in the digital economy is carried out. The structural analysis of the development features is based on the principle of the uniqueness of the universities ' activities, taking into account their traditions and experience, and the specifics of the region. The results of the study of trends in the global development of the higher education system in the regional context are presented. A classification of the features of the development of regional universities is proposed, based on a number of features that determine the uniqueness of the approach to training highly qualified specialists in the conditions of digitalization of the economy. The results obtained. In accordance with the peculiarities of development, the aspects that determine the preservation of uniqueness or the transition to standardization of the activities of a regional university are identified and structured. Among the features are the orientation of the university's activities to the internal or external side of the regional educational system; the status of the educational institution in the educational system in terms of the scale of implementation of projects at various levels; traditional and creative approaches to the organization of the educational process; the reputation of the university in the academic and business community; the degree of involvement in the digitalization system; the breadth of the university's specialization; the orientation of the university's success indicators to the process or result. Conclusion. The results of the research can be used as a theoretical basis for studying a number of issues of digitalization of the economy, science and education. From a practical point of view, the results obtained will contribute to improving the organization of the educational process in regional universities.

The subject of this research is the currently relevant question of the formation of rhetorical portfolio for the Bachelor of Law Education in the Dagestan State University (discipline 44.03.01). This portfolio is highly demanded due to the need for improving the quality of professional competencies of students during the spread of COVID-19 pandemic, which allows the student to share educational information with the group remotely. The term “Rhetorical Portfolio” suggests which course it should applied in. It may perform the function of a legal document. The scientific novelty of this research lies in detailed description of the topic; offer of a possible structure and approximate thematic content of the rhetorical portfolio; advise to include in the rhetorical portfolio student's achievements, various tasks and reference materials, legal documentation, flaws in the educational process, and recommendations that would allow the future pedagogue of law to succeed in their activity. Rhetorical portfolio is a new technology developed on the basis of extensive experience in teaching eloquence to the humanities students; what needs to be implemented in the educational process and effectively used in modern educational system. Therefore, the material is prepared using the method of observation over educational process, various surveys, and analysis of rhetorical classes. The author underlines the importance of considering local peculiarities in communication to ensure the success of any constructive rhetorical speech in multinational Dagestan. This would also contribute to the development of skills of peer review, critical re-evaluation of the content of the material, and reflection. This document, which consists of three parts, is one-off nature and has variations, should turn into a collective rhetorical portfolio in order to activate the educational process. This is the reflection of an alternative point of view to demonstrate a true picture of personal and collective academic performance.

In the article, the problem of patriotism is considered as a meaningfully changing social phenomenon from the point of view of its nature and essence, which are not invariable. Special attention is paid to the fact that patriotism locked onto itself the unfulfilled hopes of social groups and strata of society, whose expectations turned out to be higher than its political and cultural capabilities. The scientific novelty of the work lies in the fact that it speaks of the dependence of patriotism on a generational shift or generational change, since the emergence of a new capable subject of social action, possessing not only a post-material independent of the departed Soviet nature, but also a new idealized system of values, is capable of predetermining changes in patriotic sentiments in society. The paper argues that various interpretations of patriotism, despite its seeming naturalness and eternity, create the preconditions for the emergence of stereotyped chimerical constructions. It is noted that the traditionally form of patriotic fetishism is the institution of education, reduced to the logic of "service" – to the provision of educational services, built in accordance with a given vertical of values and priorities outlined by the state, within which patriotism is not brought up, but proclaimed. The Institute of Education, for which the frame of education of patriotism has ceased to be an organizing principle, is no longer stitched with strong temporary ties within the direct contact of generations, their semantic dialogue. As a result, patriotic education is poorly integrated into the educational process. Another consequence of this situation is the blindness of the institution of education in modern Russia in relation to generational shifts and their impact on social development. Today it is much more important for the Russian state (its political elite) to reproduce the form of patriotism at the level of official formulas, but not its literal meaning. The article is based on the principles of science, objectivity and creativity.

The article reveals the main lines of competitive rivalry between participants in the educational process in the field of business, this type of business is analyzed from the standpoint of the need to take into account the features of educational services.

The specific aspects of the education system of Ukraine and China are considered and analyzed. It is noted that the growing intellectualization of the economy is one of the important modern criteria, which is reflected in the requirements to increase the quality of education. From this point of view, the study of China’s experience in the educational sector is relevant as it promotes the search for improvement of the existing educational model in Ukraine. A comparative description of the age criterion of the stages of the educational process in Ukraine and China is presented. From this point of view, there are the following links in the education system in two countries: pre-school education, elementary education, secondary education, higher education, adult education. Mechanisms for obtaining each level of education in two countries are revealed. The forms of educational institutions ownership and fees for educational services, terms of education, types of educational institutions of each level, statistics on the coverage of pre-school education, the number of children, educators and assistant educators in groups of kindergartens, pupils and teachers in classes, school regimen, grading scale, the lesson duration, the only state examination for admission to higher education, the conditions for admitting university entrants to institutions of higher education are revealed. It is also noted that there is an acute problem with the provision of teaching staff with higher education in China preschool institutions and this issue is systematically and purposefully solved by the state. The article analyzes the three top rankings of the best institutions of higher education in the world educational market in the context of the quantitative component of Ukrainian and Chinese universities representatives. The indexes for which the universities were evaluated and the world top universities’ rating was created. The authors made a conclusion that only six institutions of higher education of Ukraine have world-class recognition, and two of them meet international standards of preparation of skilled workers. The authors based the position that China is one of the leaders in providing quality educational services, and therefore it is expedient to study the organization, content, forms and methods in the Chinese universities for the purpose of implantation of constructive experience in the educational system of Ukraine.

The article is devoted to certain aspects of diversification of the content of professional training of future specialists in the therms of university education. It is noted that the concept of “diversification” has found its application in interdisciplinary areas - linguistics, politics, education; It is shown that in education sphere the term “diversification” covers diversity, diverse development, expansion of educational services, mastery of new activities not previously inherent in this industry. The authors proved that the construction of a new educational system of vocational training is possible provided that the principles of diversification are integrated into the educational process, in particular: humanization of education as a process and result of individual inculturation; democratization of education as an opportunity to realize a free, creatively active personality; creative nature of education as a necessary condition of spiritual and moral and socially significant personality; availability of the educational system; continuity of education. It is emphasized that the main elements of the diversification system of higher education in the socio-cultural sphere are the goals and content of education, methods, technologies, organizational forms, content and structural links of educational levels and their interaction.

The purpose and tasks of the work are to analyze the contemporary Ukrainian mass culture in terms of its value and humanistic components, as well as the importance of cultural studies and Ukrainian studies in educational disciplines for the formation of a holistic worldview of modern youth.Analysis of research and publications. Scientists repeatedly turned to the problems of the role of spirituality in the formation of society and its culture. This problem is highlighted in the publications by O. Losev, V. Lytvyn, D. Likhachev, S. Avierintsev, M. Zakovych, I. Stepanenko and E. Kostyshyn.Experts see the main negative impact of mass culture on the quality approach, which determines mass culture through the market, because mass culture, from our point of view, is everything that is sold and used in mass demand.One of the most interesting studies on this issue was the work by the representatives of Frankfurt School M. Horkheimer and T. Adorno «Dialectics of Enlightenment» (1947), devoted to a detailed analysis of mass culture. Propaganda at all socio-cultural levels in the form is similar in both totalitarian and democratic countries. It is connected, according to the authors, with the direction of European enlightenment. The tendency to unify people is a manifestation of the influence of mass culture, from cinema to pop. Mass culture is a phenomenon whose existence is associated with commerce (accumulation in any form – this is the main feature of education), in general, the fact that it exists in this form is related to the direction of the history of civilization.Modern mass culture, with its externally attractive and easily assimilated ideas and symbols, appealing to the trends of modern fashion, becomes a standard of prestigious consumption, does not require intense reflection, allows you to relax, distract, not teach, but entertains, preaches hedonism as the main spiritual value. And as a consequence, there are socio-cultural risks: an active rejection of other people, which leads to the formation of indifference; cruelty as a character trait; increase of violent and mercenary crime; increase in the number of alcohol and drug addicts; anti-patriotism; indifference to the values of the family and as a result of social orphanhood and prostitution.Conclusions, perspectives of research. Thus, we can conclude that modern Ukrainian education is predominantly formed by the values of mass culture. Namely, according to the «Dialectic» by Horkheimer and Adorno, «semi-enlightenment becomes an objective spirit» of our modern society.It is concluded that only high-quality education can create the opposite of the onset of mass culture and the destruction of spirituality in our society. It is proved that only by realizing the importance of cultivating disciplines in the educational process and the spiritual upbringing of the nation, through educational reforms, humanitarian knowledge will gradually return to student audiences.Formation of youth occurs under the influence of social environment, culture, education and self-education. The optimal combination of these factors determines both the process of socialization itself and how successful it will be. In this context, one can see the leading role of education and upbringing. It turns out that the main task of modern education is to spread its influence on the development of spiritual culture of the individual, which eventually becomes a solid foundation for the formation of the individual. Such a subject requires both philosophical and humanitarian approaches in further integrated interdisciplinary research, since the availability of such research will provide the theoretical foundation for truly modern educational and personal development.

Basic biological laws that govern the life of the bee family, as well as considering it as a whole organism, are necessary instruments for implementing effective methods of beekeeping and increasing the productivity of the industry. The study of the exterior features of bees must be carried out from different points of view for the concept of the complex activity of the bee family and in order to recommend methods for improving the preparation of bees for winter. Study of the mass of working bees and their rectum began to be used as the main indicator that affects the nature of the preparation of bee individuals for wintering. From the point of view of both theory and practice, filling the rectum with excrement in the autumn period will be an important indicator of an effective wintering in terms of preserving and further developing bee colonies. Effect of two kinds of liquid top feeding acidified with apple cider vinegar on the rectum congestion with excrement in working bees in the autumn, and the safety of bee colonies after winter was discussed in the article. The results of the indicators of the mass of working bees and intestinal mass when feeding two types of top dressing in the form of sugar syrup and honey solution with the addition of apple cider vinegar for the purpose of acidification are presented. The dynamics of rectal congestion in this group of bees is less compared to the group of bees receiving food in the form of sugar syrup. After wintering, during the spring audit, it was found that the safety of bees fed the autumn top dressing in the form of a honey solution with the addition of apple cider vinegar was 95% compared to bee families that received sugar syrup, the safety was 80.5%, with the detection of liquid excrement on the walls of hives and honeycombs
