Digital transformation is increasingly determining the development of societies through ubiquitous deployment of modern information technologies. One of the main drivers that are still not paid sufficient attention are application programming interfaces (APIs). These are not essential just for new services development and adoption, but have further reach and may result even in creation of new industries. Their importance is therefore not to be overlooked for further development, especially by taking into account that the main focus is still on developers (i.e. bottom-up approach). However, higher level business views (i.e. top-down approach) are to be considered in de facto and de iure APIs development, deployment and standardization processes, which is currently not the case. Therefore this paper presents a framework for facilitating APIs (services) evolution by considering top-down business views and their proper addressing. The approach builds on lessons learnt with complex services architectures, and their higher-level derivatives. In line with these lessons it defines implementation strategies at technological and business levels. The whole contribution is conceptualized around e-government services, because governments are key players in each and every economy, and their impact in digital transformation is therefore vital.

This article explores impact and advantages of information technology on manufacturing industry. Information technology on the factory floor promises a revolution in productivity. The industrial hype machine is among the favorites because of its full-on mashup of manufacturing with modern information technologies. There is use of intelligent software and machines to interact with one another (and with people) autonomously, both in the factory and through the cloud. According to the experts, this new combination of brains and muscle will revolutionize manufacturing in ways that rival the introduction of steam, electricity, and automation. It is foreseen that factory machines and logistics equipment would communicate with one another autonomously to assign and route jobs through the factory – and reroute them when unexpected problems arise. Cloud-based artificial intelligence would constantly compare parts and processes to optimize performance. As software gets better at communicating, ubiquitous sensors are adding more data to the mix.

The functioning of modern information systems takes place in conditions of considerable uncertainty and heterogeneity of information flows, which makes it difficult to process such information: solutions are inaccurate, unstable, unfounded and not interpreted, which has been repeatedly noted in the scientific literature. This article suggests one of the methodological ways to eliminate these difficulties based on the application of the regularizing Bayesian approach (RBA) and Bayesian intelligent measurements (BIM). Information processing, both in the form of data and in the form of knowledge, is performed in BIM systems on special scales, scales with dynamic constraints that ensure the integration of numerical and linguistic information based on a modified Bayesian decision inference rule. Traceability of measurement solutions is ensured by introducing a parallel branch of metrological support for information processing. The semantic components of conjugate scales of the SDC type implement the interpretability (explainability) of measurements. The introduction of metrological justification of knowledge in technologies based on RBA provides a significant increase in the efficiency of information processing, both in artificial intelligence systems that traditionally work with knowledge, and in measurement systems for the intellectualization of measurements by ensuring the stability, interpretability and required quality of the resulting solutions. In addition, it is the metrological support of information technologies that will allow for the reliable integration of artificial intelligence and measurement technologies, which is an urgent need of modern information systems.
