scholarly journals PRICING IN THE STRUCTURE OF THE MECHANISM OF FUNCTIONING OF THE MARKET FOR ORGANIC AGRICULTURAL PRODUCTS

Introduction. Despite the obvious expansion of production of organic agricultural products, the main regulatory elements of this market do not bring the expected effect from the functioning of its entities, which leads to an extremely slow pace in the formation of the domestic market for organic agricultural products. In this regard, a fairly significant regulatory market tool is the pricing system, which, under appropriate conditions, will develop an effective market for organic agricultural products, which ultimately will lead to the optimal solution of the social and environmental problems of the agricultural sector of our state. Methods. A number of general theoretical methods of scientific cognition have been applied, in particular, monographic, system and structural, abstract and logical, factor and correlation analysis, economic and mathematical modelling and others. Results. A number of factors of influence on this process were identified on the basis of the study and substantiation of a number of features of market pricing in the structure of the functioning mechanism of the market for organic agricultural products, highlighting those characteristic exclusively for the studied area. It is proved that the combined influence of certain factors contributes to its multi-level reflection in the process of pricing in the market of organic agricultural products. Some restrictions on the establishment of an equilibrium price on the market of organic agricultural products are determined in connection with the specificity of its model, which indicate the possibility of forming theoretical structures for achieving an equilibrium state mainly in the short term. At the same time, the given situation does not provide full self-regulation of the market under study due to the influence of various kinds of bifurcation manifestations, making it necessary to implement state support based on the consideration of institutional instrumental content. Discussion. The study of the features of market pricing in the structure of the functioning mechanism of the market for organic agricultural products will allow, taking into account the system of basic moral and ethical norms and rules that determine the principles of economic interaction of business entities and the formation of legal support, timely identify and optimally solve the environmental, social and economic problems of agricultural sectors of our country, thereby ensuring rational environmental management, the balanced development of the agricultural sphere and improving people's health. It can be reasonably argued that the process of pricing in the organic agricultural market is ensured, in the main, with significant changes in the system of state regulation of this process, which further shapes the direction of scientific research in this regard. Insufficient efficiency of agriculture, its place and role in the system of the national economy predetermine the need to develop scientific provisions for the fair prices formation within the framework of relations between participants in the agri-food market. Purpose of article. Determine the fair price concept specifics for agricultural products, substantiate the functions and factors of its formation, identify the shortcomings of the current pricing policy in the agricultural sector of Belarus, formulate directions for improving the mechanism of state regulation of the industry development. The object of research is the mechanism of pricing for agricultural products in the Republic of Belarus. Methods used in research. The theoretical and methodological basis for the study was the domestic and foreign scientists works on pricing and the formation of the food cost. During the research, the following methods were used: monographic, abstract-logical, normative, synthesis and system analysis, etc.  The hypothesis of the study. Achieving fair prices for rural products requires improving the practice of determining them. Presentation of the main material. The article presents the author's position in relation to the development of scientific and methodological approaches to fair pricing of agricultural products, which are based on the analysis of the agri-food products multi-link value chain. Originality and practical value. The scientific novelty of the research lies in the substantiation of theoretical approaches, principles and directions for the formation of fair prices for agricultural products, taking into account the specifics of the industry and the emerging intersectoral relations. Conclusions. Achieving a fair price is possible only through the implementation of the principles, laws and regularities of "justice" within the framework of the formation of effective relationships between business entities and the observance of national interests.

Having  based on the study of development trends of agroindustrial complex in the Republic of Kazakhstan and its state regulation, we assessed effectiveness of implementing target programs, identified causes and constraints, which include imperfect legislative, theoretical and methodological elaboration of mechanisms for their implementation, inconsistency between organizational-level program developments and processes of their implementation. The article examines the historical and legal preconditions for the formation of self-regulation in Ukraine and other countries. On the basis of the conducted research, the peculiarities of the development of self-regulation in the territory of Ukraine in different historical periods are determined. The preconditions for the formation of the institution of self-regulation in the field of management and professional activity are described. It is determined that self-regulation has been inherent in society since the beginning of the primary forms of the common cause. The primary forms of SROs developed rules of professional activity, performed the functions of control and supervision due to the vacuum of state regulation in such areas. The peculiarity of such organizations was certain legalization by the state. Such SROs regulated their own activities at the level of development and adoption of local acts. A feature of national self-regulation was the transition from voluntary to compulsory regulation. to distinguish three periods of development of legislative support in the field of self-regulation. Declarative (from 1991 to 1996): this period is characterized by the formal consolidation at the legislative level of the right of participants in public relations to create an SRO. However, the status of SROs was practically not regulated at the legislative level. At the state level, there was no strategy for the development of self-regulation in the field of management and professional activities. Institutional (from 1996 to 2016): during this period the system of delegation of powers from public authorities of the SRO, the system of legalization of the SRO is introduced. However, the rules on SROs are still chaotic, there is no clear mechanism for control and supervision of SRO activities by public authorities, the concept of participation in SROs as business entities and persons of certain professions is not defined. In a number of areas, despite the consolidation of the right to create SROs at the level of laws, SROs have not worked. Reformation (from 2016 to the present): characterized by the development at the legislative level of the Concept of reforming the institution of self-regulation, which outlines the problematic issues of the institution of self-regulation in Ukraine, identifies areas for improvement. Currently, the system of cooperative and integration ties between agricultural producers creates conditions for the appropriate agro-industrial production, expanding the sphere of competition, contributes to the sustainable and balanced development of industries and ensuring food security. The purpose of this study is to study the current state of agricultural cooperation, to identify its problems and prospects. Objectives – to achieve this goal, scientific views have been generalized, topical issues of functioning of small businesses have been identified, recommendations to improve their efficiency have been developed. Results – based on data showing a slight decrease in the share of agriculture in GDP compared to the 1990s, an increase in the number of privately owned enterprises over the past 20 years, a reduction of public enterprises, the need to enlarge agricultural entities and unite small farms into agricultural cooperatives for joint cooperation in production, processing and marketing activities is shown. The analysis also indicates that access to financial resources for production and processing of agricultural products is limited from the WTO permissible level. The prevailing forms of cooperation in agricultural sector and factors hindering its development are considered. The positive and negative directions of cooperation of small business entities at present stage have been identified. The foreign experience of creating agricultural cooperatives is presented on the example of France, Germany, and the USA. Conclusions: on the basis of the study, it was proposed to make changes in the activities of agr icultural cooperatives: to improve the system of their financial and loan support, to improve information and consulting services and scientific support, to strengthen the system of training personnel for agricultural cooperation.

In the contemporary world, the agricultural industry faces a system call, which priority is to resolve the problem of a new high-quality model of development with the use of state financial support, which main tool is tax incentives based on a differentiated approach depending on the specific amounts of direct state financial support that is received by each business entity. The contemporary nature of development mechanism for incentive taxation of economic entities in agricultural sector of the economy is under constant review of both theorists and practitioners who study the taxation problems of farmers. However, solution to this issue for national farmers in current situation has not yet been completely researched; they require further study, using both foreign and native experience in order to implement it in national tax system. To justify the theoretical aspects of the development prospects of tax incentive mechanisms, best practices have been used, developed by both international and native practice of the tax system and scientific progress of foreign and native scientists who researched the development of tax incentive mechanisms for business entities in agricultural sector of the economy. It was proved that in order to improve taxation and tax incentives for farmers, it becomes necessary to clarify the criteria for classifying business entities in the industry as agricultural manufacturers. Unreasonably, economic entities that process agricultural products are not included in the Tax Code. Considering this, within years, the number of imported agricultural products, including livestock products, has been increasing. The result was a new author’s approach to dealing with the development prospects of tax incentives mechanism for business entities in the agricultural sector of the economy. So, at the legislative level, it is necessary to make amendments to the Tax Code of Ukraine on taxation of agrarians with a single tax (fourth group), depending on their specialization, by providing preferences to agricultural producers for the production of livestock products and their processing.

The article is devoted to the theory and practice of state regulation in the sphere of tourism. The article considers the concept of state regulation, main tasks, functions, and objectives; the main elements of the system of state regulation. Confirmed are the need to change the forms and methods of state regulation in a market economy while maintaining the significant role of the state. The classification of measures of state regulation is proposed. The authors describe characteristic instruments of state regulation applied in accordance with Russian law, in relation to the tourism industry, the peculiarities of application of measures of state regulation of tourism at the regional level and the possibility of transferring some of them to the federal level, and the fixing of these legislative measures. Such measures may include the creation of material safety of organizations of the tourism industry, the classification by security category. It is proposed to form a national system for the protection of tourists aimed at increasing the responsibility of all executive authorities involved in this process. Special attention is paid to interaction of executive authorities and business on the basis of state-private partnership and regulation, in order to reduce administrative burden on tourism and hotel activities. Proposals are made on the transfer of authority to carry out the classification of the objects of the tourism industry bodies self-regulation of business in order to reduce public costs for the implementation of this activity and accountability of hotel organizations for the quality of services provided. Identified are measures to improve the quality of regulation: assessment of alternative ways of achieving this goal (to overcome the flaw of the market) at the stage of development of the draft of regulatory solutions; procedural restrictions on the adoption of measures required for implementation by business entities; providing public procedures of regulatory decision-making.

The article provides a scientific and theoretical justification of the priority areas for the use of opportunities for digitalization of investment and innovation development of agricultural enterprises. It is determined that business entities in the agricultural sector need to carry out investment and innovation activities to increase and maintain a high level of competitiveness. It is noted that at this stage of development of socio-economic systems there is a need to find modern information solutions to improve the innovation process and develop new concepts and technologies for managing investment and innovation development of enterprises. Digitization of the economy allows agricultural enterprises to carry out investment and innovation development in the direction of: creating a structured model of information flows and platforms that increase the efficiency of management decisions in agricultural production, storage, transportation and processing, including arrays of structured databases for storage, variety, the use of both the information itself (including in real time) and the results of its processing; development of analytical systems with closed algorithms for the formation of electronic databases, including information support for decision-making based on the biological productivity of the climate and the landscape of agricultural lands; development of precision farming systems and intelligent livestock management systems; formation of unified electronic databases of multi-stage accounting of agricultural products for further labeling and identification in food markets; development of elements of digital development of the agricultural sector (information system of resource management, electronic field system, electronic energy, electronic payment systems and settlement systems in the agricultural sector, electronic veterinary safety system, electronic agromarketing system, waste management system in agriculture and processing industry); use of electronic agrologistics, including a system of road maps and vehicle movements, electronic trading platforms for all types of agricultural products and more.

The purpose of the article is to identify and assess the main trends and scientifically substantiate the need to improve state policy in matters of foreign economic activity of the agricultural sector of the Ukrainian economy. Research methods. In the course of the study, a set of methods for analyzing statistical data that characterize the dynamics and corresponding trends were used. The dialectical and logical methods of scientific knowledge, a systematic approach to the study of processes are applied. Research results. Considered and analyzed the current state and proved the presence of the main negative trends in the development of foreign economic activity of the agrarian sector of the Ukrainian economy at the present stage, suggested ways to improve state regulation. Scientific novelty. The study of the processes of foreign economic activity of the agrarian sector of the Ukrainian economy received further development, an assessment of the existing mechanisms of state regulation was carried out, the necessity was proved and the ways of their improvement were identified. Practical significance. The results and conclusions of the study can be used by government bodies to improve the state agrarian policy, in the educational process and by business entities. Tabl.: 6. The article contains proposals for the development of state regulation of the functioning of small and medium-sized businesses in the most problematic and risky sector of the economy – the agricultural one. The necessity of developing a system of concession agreements with the aim of leveling the specific problems of small and medium-sized agricultural businesses has been substantiated. The directions of public-private partnership (logistics centers for storage and processing of agricultural products, etc.) are proposed. The authors present a methodology for calculating the cost of a tax patent for the potential basic yield of 1 hectare of agricultural land used by households in order to generate regular income, contributing to the transformation of such households into the category of small businesses. Three strategic scenarios for the development of small and medium-sized businesses in the Lipetsk region have been developed: baseline – maintaining the existing measures of state regulation and the amount of financial support provided for by the Strategy for the Development of the Region until 2024; optimistic, providing for the development of small and medium-sized agricultural businesses with the activation of public-private partnership in the form of concession agreements; target, based on the parameters of an optimistic scenario with the introduction of a tax patenting system on the territory of the region of the potential basic profitability of 1 hectare of land. When determining the strategic parameters for the development of small and medium-sized businesses in the agricultural sector in the Lipetsk region until 2024, the negative trends in the country's economy due to the coronavirus pandemic were taken into account. We have proved that the implementation of the proposed measures to improve the system of state regulation of the functioning of small and medium-sized businesses in the agricultural sector will have a positive effect on the dynamics of the development of this sector of the economy in the region.
