In recent years, the restaurant business in Ukraine as well as around the world has developed quite rapidly. New cafes and restaurants opened one after another, and existing locations improved the quality of services provided, while new modern formats of restaurant businesses appeared. The coronavirus pandemic did not leave any market sector untouched in 2020; the restaurant industry was hit hardest as it was one of the first to be adversely affected by quarantine restrictions. At the same time, in 2021 the situation has not improved, the restaurant business has faced an unprecedented crisis and in such conditions, the issues of flexibility and speed of reaction of restaurant enterprises come to the fore, which involves reducing costs, reorganizing business processes, implementing new innovative approaches doing business. Many cafes and restaurants have been forced to close completely because they have not been able to cope with the catastrophic consequences of the pandemic and went bankrupt. The situation remains tense due to the fact that there is no clear understanding of when the pandemic will end, and therefore restaurant managers have already realized that to maintain their business, they must act quickly, develop radically new mechanisms for each unit and adapt business processes in such a way as to ensure the functioning of restaurants in modern realities. In the current situation of uncertainty, as well as insufficient protection by government regulation, it is advisable to quickly move to new technological forms of work organization. The article considers the key problems and changes in the development of restaurant businesses in the period of the coronavirus pandemic 2020-2021. The author analyzes the experience of Ukrainian cafes and restaurants in the transformation of institutions in the initial period of quarantine restrictions, as well as mechanisms of state regulation in the legal sphere, which are presented in a number of adopted regulations. The article develops practical recommendations for the reorganization of key business processes in the restaurant business in a pandemic.

Recently, the number of businesses using digital technologies has increased. The service sector is no exception. The article is devoted to the use of digital technologies in the service sector. The authors reviewed the advantages and threats of digitalization. As a result of the analysis, the concept of “digital economy” and “service sector” is clarified, and the need for digitalization is justified. The advantages obtained through the use of innovative technologies, both for the industry and for individual enterprises, are indicated. In relation to the industry, this will include: the use of new business models and forms of doing business; increasing the availability and promotion of services on the market up to the world; the emergence of new types of services; the use of control systems that replace humans. As a result of the analysis, the concept of “digital economy” and “service sector” has been clarified, and the need for digitalization is justified. For a single service enterprise, the benefits of implementing digital technologies can be expressed in: reaching the optimal consumer segment; determining the customer’s need for certain services; designing more flexible services; improving the quality of service by improving control of business processes; minimizing the time for services to enter the market; reducing costs by accelerating business processes; minimizing costs; increasing the availability of services through the dissemination of information in social networks; eliminating intermediaries in the delivery of services to the consumer and reducing costs, reducing the number of personnel performing routine operations. Digitalization provides not only the benefits but also pose a threat. These include various types of fraudulent schemes, an underdeveloped regulatory framework, a reduction in the number of employees, and changes in the labor market. As a result, there are increasing requirements for planning at the strategic, tactical and operational levels. Otherwise, the benefits of implementing digital technologies may be lost


Not much time has passed since the advent of the first Bitcoin cryptocurrency in 2009. It was the starting point for the development of blockchain technologies. In just one decade there occurred global rethinking of this significant technology for the economy. After a long stage of testing the mentioned technology reliability, it started to be tested in various fields of industry, logistics, e-commerce and business management. Cryptographic technology is a special case of using a decentralized data registry and a mechanism of decision making and coordination without human factor participation. Thanks to this range of properties, cryptographic technologies began to expand the field of their application, diversify functions and standards, and to improve their characteristics and qualities. Directly for business, it has truly become a technology of the future. Optimization and automation of business administration and management, logistics, expansion of methods of attracting investments – all this started to be subjected to cryptographic systems control. Cryptographic technologies cause more and more changes in the work of the financial sector that leads to finding new solutions in the field of state regulation of business processes. The article considers the use of such systems in business problems solving. Descriptions of the examples of the world experience in using cryptographic systems for optimization processes are given. The main types of tokens are compared, their operation and functions are described. The arguments for the most effective further expansion of the scope of using tokens are brought forward. The developed algorithm for the implementation of cryptographic technologies in business using the example of a blockchain platform is described.

The article analyzes the interactions between government regulation and the formation of business processes of the enterprise in the context of sustainable development. Sustainable development is one of the biggest problems in the modern world. The article considers the system of regulation of sustainable development, interaction at different levels of government in the context of sustainable development. It is determined that an important component is the institutional changes, the use of appropriate methods and tools of state influence, aimed at developing the entire system of state regulation of sustainable development. Particular importance is attached to the study of the implementation of the concept of sustainable development in organizations. The need for effective functioning of the state mechanism is revealed. Statistical indicators of Ukraine's development are presented. The influence of the concept of sustainable development on the business processes of the enterprise is investigated. It is proved that the implementation of the concept of sustainable development effectively affects the business processes of the enterprise.The results of the study of the structure of the mechanism of state regulation of sustainable development showed that it is based on the target, regulatory, organizational, economic and information components, which is carried out using an internal system of levers, methods and rules. The effective functioning of the state mechanism, the regulation of which is quite diverse, plays an extremely important role for enterprises and organizations that adhere to the principles of sustainable development in the system of business process formation. The article also analyzes statistical indicators such as profitability of operating activities of enterprises, GDP per capita, population, capital investment in environmental protection, current expenditures on environmental protection, emissions of pollutants into the atmosphere from stationary sources of pollution. In particular, the presence of coincidence of the dynamics of changes in these indicators was determined. This is the basis for determining the relationships and conducting more detailed research between business processes, government regulation and sustainable development.

The article is devoted to the topical issue of studying the foreign experience of legal regulation of the franchise agreement. The author emphasizes that there is no comprehensive full-fledged regulation of the franchise agreement either in the national legislation of individual EU member states or at the international level. The article focuses on the franchisor's obligation to enter into an agreement to provide future franchisees with information about doing business under the franchise system, including the basic conditions of the franchise, data on the number of franchisees in the network, its growth, financial performance, etc. The experience of legal regulation of a franchise agreement in such foreign countries as the USA, Great Britain, Italy, Germany, Spain, Estonia, Lithuania, Australia, etc. is considered. The duality of the legal regulation of franchising at the federal and local levels, as well as the prevalence of the most favorable rules for franchisors (USA) is demonstrated. The author focuses on the experience of the institute of self-regulation of franchising and the establishment of appropriate criteria for franchise companies in the absence of government regulation (Britain). The need to adopt a single institutional law in the field of franchising and to enshrine in it all the key terms used in franchising: the actual franchise agreement, know-how, entrance fee, royalties (periodic payments for the use of intellectual property), the franchisor's goods (Italy). It is expedient to establish a provision on mandatory pre-contractual disclosure of information, according to which the counterparty is provided with information on experience, company experience, prospects for the development of the relevant market, duration of the agreement, terms of renewal or termination of contractual relations (France).

This paper discusses the role that the ERP system has in the radical and continuous change of business processes. The radical change in business processes entails a radical modification, more precisely the termination of the existing method of doing business. Such a dramatic change is needed when the performance of the organization has decreased dramatically, and in order to gain a competitive advantage. However, due to frequent changes in the market and pressures to lower prices, better the quality, provide faster delivery, and the like, the once achieved competitiveness can be sustained long term only through continuous adjustments and improvements of business processes. What follows is the importance to constantly monitor and analyze the business processes in order to properly address the changes. Since there are a multitude of business processes within an organization that are connected to each other, and which intersect the functional and organizational boundaries, their monitoring is enabled only through the integrated information system such as ERP. Therefore the purpose of this paper is to examine what is the role of the mentioned system during the implementation of the changes in the business process. The paper concludes that the ERP system acts as an initiator of a radical redesign of business processes, but also as a facilitator of both a radical redesign and a continuous improvement of business processes. Given that any business change demands an adaptation of the information system, what follows is that it is necessary to change the business processes simultaneously with the introduction/modification of the ERP systems.

This study focuses on the development of a reference model of business processes within enterprises providing public services in the field of real estate. The study revealed key features of process approach in the system of state regulation of the real estate market, considered organizational foundations of activities and technological processes of public institutions, and modelled the main business processes of public regulation enterprise at the top detail level. Based on a detailed representation of the main, managing and supporting business processes, the reference model was developed.

It is precisely in the course of adjusting the activities of these subjects, the main task of state regulation of the bankruptcy institute is the formation of such conditions for the functioning of the national economy, which will reduce the risk of doing business for all its entities and promote the internal reorganization of its structure in accordance with the requirements of global transformations. The system of indicators describing the situation in a certain area of ​​the functioning of national economic entities allows us to determine, directly or indirectly, the effectiveness of the bankruptcy institute at the macro-level. To analyze the impact of each of the factors on GDP, a sensitivity analysis was conducted according to which input data X were recorded at the values ​​of 2018 and alternately changed by 10%. For each such change, GDP was calculated as compared to the model value for 2018. As a result of the calculations, the most sensitive factors were identified and features of the functioning of the bankruptcy institute in the Ukrainian economy were identified. The main provisions of a state policy aimed at increasing the functional effectiveness of the bankruptcy institute are formulated. First of all, it is necessary to promote the country's position in the Doing business rankings, as well as the Indexes of Economic Freedom and Corruption Perceptions. On the other hand, an annual growth of the inflation index of around 10% and the level of the fiscal tax burden will also have a positive effect on GDP dynamics.


The COVID-19 pandemic has had a profound effect on all spheres of economic activity, the most significant of which has been in the global and domestic hospitality industry. The subject of research in the article is the domestic hotel and restaurant industry in terms of COVID-19. The purpose of the article is to assess the development trends of the domestic hotel and restaurant industry in modern conditions and identify key trends in its development. Research methods: analysis, synthesis, systematization, comparison, abstract-logical method. The following results were obtained: the activity of domestic enterprises of the hospitality industry in quarantine conditions is analyzed$ low efficiency of financial results of activity and use of personnel for subjects of hotel and restaurant business is established; the main problems of development of hotel and restaurant business establishments in modern quarantine realities are revealed. Conclusions: studies of trends in the global and domestic hospitality industry have identified key trends and tendencies: increased attention to safety and hygiene measures, the need to optimize business processes, the development of virtual and augmented reality, the use of virtual tours, the increased role of healthy and organic food, optimization of organizational structure and costs (including departments of Food and Beverage, reception, etc.), expansion range of services and new formats of hospitality establishments, optimization of delivery, development of enterprises of the fast food segment, application of opportunities, franchising, use of local color, orientation to the eco-component, change of attitude to mobility, shift of accents from personal communication of guests with employees on communication by means of information technologies and digital communication system, incl. voice services, digital signs, chatbots, work with biometric data for contactless forms of interaction.

The article monitors and analyzes the main strategies for the development of hotel and restaurant enterprises and, accordingly, increase their efficiency and competitiveness; the process of organization and economic planning of hotel and restaurant enterprises has been improved. It is investigated that the enterprises of hotel and restaurant industry of Ukraine partially provide the necessary quality indicators for the provided services, and this is the reason for the insufficient level of competitiveness of services in the domestic market and in European countries. An urgent problem of planning and organizing the activities of hotel and restaurant enterprises is the use of innovative strategies and areas of long-term development to increase the level of competitiveness and quality of services provided. This will intensify innovation processes in Ukraine in the field of services. Innovative strategies and promising areas of development of hotel and restaurant enterprises are extremely important in the management of hotel and restaurant complexes. Innovative strategies in the hotel and restaurant industry are cost-effective and feasible provided a high level of profitability, improving the service process, expanding the range of services, reducing costs, increasing competitiveness, improve and optimize the work of all hotel or restaurant services. The application of innovative strategies in the process of hotel and restaurant enterprises allows them to compete in the field of service. In conditions of fierce competition and rapidly changing market conditions, it is very important not only to focus on the internal state of affairs of the enterprise, but also to develop a long-term strategy. Economic activity requires constant innovation. All services offered by hotel and restaurant enterprises must be introduced in modern innovative ways. This is the basis for successful business, maintaining a consistently high level of competitiveness and improving the quality of service. The selection of the optimal innovation strategy for a hotel or restaurant company is carried out by its management based on the analysis of key factors that characterize its condition and the state of the product portfolio.

Abstrak Mobilitas orang asing yang masuk ke wilayah Indonesia semakin meningkat, selain mempunyai tujuan wisata, ada pula yang berminat untuk berbisnis, melakukan investasi, dan mengemban tugas dari negaranya. Terkait kebutuhan hunian oleh orang asing, maka secara hierarki dan sistematis berdasarkan delegatif Undang-Undang Republik Indonesia Nomor 5 Tahun 1960 Pasal 42 huruf b membentuk Peraturan Pemerintah Republik Indonesia Nomor 103 Tahun 2015.  Subtantif peraturan pelaksana ini tidak akan efektif bila dilihat dari substansi validitas suatu norma keharusan (sollen) yang berarti daya mengikatnya masih pantas dan menjadi telah untuk dilanggar oleh orang asing dan secara skeptis norma tersebut menimbulkan kerancuan dalam hal pelaksanan secara praktis sehingga hukum tidak dapat memfungsikan hukum untuk menata perubahan. Kata Kunci : Pengaturan, Pembelian Hunian, Orang Asing.  Abatract The mobility of foreigners entering the territory of Indonesia is increasing, besides having tourist destinations, there are also those who are interested in doing business, making investments, and carrying out duties from their country Regarding residential needs by foreigners, it is hierarchi and systematic based on the delegation of The Act Number 5 Year 1960 Article 42 letter b establishes Government Regulation Number 103 of 2015.
