The article analyzes the indicators of development of the agro-industrial complex of the regions, identifies the key problems and the main directions of improving the efficiency of the agro-industrial complex of the region. The agro-industrial complex is a system of management and development, has individual directions and features. Public administration is aimed at providing food to the population, ie the production of industrial products, their processing and transportation to the consumer market. The mechanism of influence on strategic principles, methods of management of the enterprises of agrarian and industrial complex forms integrity of regional economy for the purpose of increase of development of region. Agriculture consists of crop and livestock production and is seasonal, depending on natural conditions during the year. Increasing production is a financial lever of agriculture, which provides high profitability of agricultural enterprises. The growth in agricultural production will be largely ensured by an increase in production in animal husbandry and vegetation based on the creation of a new technological base, the use of modern technological equipment for the modernization of enterprises. The main trends and problems of the development of agricultural enterprises in highly urbanized regions of Ukraine, the economy of which is focused on the service sector, are determined. The difficulty of reforming the domestic agro-industrial complex is the lack of highly qualified personnel capable of generalizing and formulating the main directions of agrarian policy for the future at the country level. There is a need to develop an agrarian policy that would help ensure the country's food independence. However, agriculture is associated with all sectors of the economy, and therefore it is not possible to carry out any changes in the agro-industrial complex in isolation. Regularities in the development of reforms in various spheres of the economy are identical, but agriculture, due to the peculiarities of its reproduction process in comparison with other sectors and spheres, its applications, require a more thorough, comprehensive and deep study of reform issues.

Purpose. The aim of the article is substantiation of theoretical and methodological principles and development of practical recommendations for the formation and implementation of innovative technologies in the production of agricultural enterprises. Methodology of research. General-scientific and special research methods are used in the process of research, in particular methods: dialectics and scientific abstraction – in determining the essence of the innovative model of development of the agricultural sector of the economy; economic and statistical – when analysing the current state of implementation of innovative technologies in the agricultural sector of Ukraine; monographic – used in presenting the results of the study. Findings. Theoretical bases of formation of innovative mechanisms and their introduction in agrarian sector are covered. Theoretical and methodological approaches to the management of innovative technologies in the production of agricultural enterprises have been formed. Organizational and economic measures for the introduction of innovative technologies in the production of agricultural enterprises are substantiated. Originality. The mechanism of introduction of innovative technologies in agricultural production in the conditions of unfavourable investment environment in Ukraine is improved, which in contrast to the existing mechanisms provides integration of state instruments of support and regulation of the industry and implementation of state and regional programs at the expense of state and local budgets. In the paper it is offered to allocate production-technological, organizational-administrative, selection genetic, economic and social-ecological mechanisms of integration of innovation in various subsystems of agricultural sector. The production and technological mechanism is a priority in providing state support for the development of animal husbandry and processing of agricultural products. Practical value. Scientific developments will allow to form in Ukraine an effectively functioning agro-industrial complex with optimal financing based on the introduction of innovative technologies in the production of agricultural enterprises. This article notes that the main task of sustainable development of agricultural production in Kazakhstan is a special approach to its financial provision and financial regulation. Features of the circulation of funds in the organization of finance of agricultural enterprises which are a combination of relations with regard to the formation, distribution and use of funds, determine the search for the main sources of income of financial resources in the agricultural sector. The aim of the research is that one of the directions of sustainable development of agricultural production and adjustment of Kazakhstan's agrarian policy should be an investment development strategy based on the current situation in the agro-industrial complex of Kazakhstan. Transfer of agro industrial complex to the industrial-innovative way of development on the basis of strengthening of its material and technical base, growth of competitiveness of agricultural production assumes an increase in financing of the agro-industrial complex.


The development of the agricultural sector, like any other sector of the economy, depends significantly on funding. Insufficient funding is holding back a significant increase in the efficiency of agro-industrial enterprises. Information on the importance of agricultural enterprises in the development of Ukraine's economy is given. The article analyzes the results of the budget program PCECC 1201150 "Financial support of agricultural producers" in 2020, the current state and trends in lending to agricultural enterprises. Analyzing the attraction of soft loans by businesses in the agro-industrial complex in 2020, it was found that most agricultural enterprises need funds to replenish working capital, and long-term loans are in demand due to the need to upgrade fixed assets and construction and reconstruction of production facilities. Some programs confirm that the priority areas of state support for agricultural producers in 2021, as in previous years, are the development of animal husbandry, horticulture, farming, as well as cheaper loans and purchase of agricultural machinery. The results of the state program "Affordable loans 5-7-9%" are presented, according to which agricultural enterprises received almost half of the total amount of loans issued. The specific features of the agro-industrial complex presented in the article are the factors holding back their lending, so we believe that it would be appropriate to consider the creation of a specialized agricultural bank that would lend to small and medium-sized agricultural enterprises. The services of commercial banks that they offer for enterprises in the agricultural sector are analyzed. The variety of services and programs is due to the desire of banks to attract as large a range of enterprises in the agricultural sector to provide them with funds for further development.

The problem of increase in financial stability of the enterprises of agrarian business designated by the state priorities of stimulation of investment attractiveness of agriculture rises. It is shown that the applied measures of state support are directed only to creation of conditions on attraction to the agrarian sector of loan resources, but poorly influence increase in financial stability of producers and do not guarantee them approval of the credit application from bank. It is revealed that the main share of support of crediting is received by large agroholdings, a considerable part of farms is deprived of such means. Need of a different approach to realization of agrarian policy on increase in availability of the credit and corresponding to them budgetary resources on the basis of optimization of financial stability of agricultural enterprises is proved. On the example of the agricultural organizations of the Penza region with use of methods of financial management and the econometric analysis, diagnostics of a financial position is carried out, regularities are revealed, admissible parameters are determined and strategic solutions on optimization of financial stability of subjects of agrarian business are developed. The received results will allow to act as a methodological reference point for bodies of authority and management of agrarian and industrial complex on formation and implementation of policy of increase in financial stability and at the same time availability of means of banking capital.

The article is devoted to the study of the key factors of the internal environment of the formation of investment attractiveness of agricultural enterprises of the Sumy region. The current state of investments in agricultural enterprises of the Sumy region, their financial support, as well as the actual and predicted financial results of enterprises’ activities, reflecting the efficiency of using the resource potential of enterprises, have been investigated. Positive trends in the development of agricultural enterprises of the Sumy region are revealed, indicating an increase in the level of their investment attractiveness, both for domestic and foreign potential investors, respectively, on the activation of investment processes in the region based on the mobilization of internal and external sources of investment. In general, capital expenditures play a very important role for ensuring the reproduction process for each enterprise. Expansion of operations and economic development are impossible without investments. They are necessary for the development or acquisition of new technologies, equipment etc. The peculiarities of investing activities of agricultural enterprises are considered. They affect the investment attractiveness of agricultural enterprises and the choice of methods for assessing the investment attractiveness of an enterprise. The implementation of a long-term strategy for the economic development of the region’s agro-industrial complex requires an increase in the volume of investment resources, an improvement in the structure of investment sources and an increase in the efficiency of their use in accordance with the priorities of economic growth. In solving this problem, a regional policy for the formation and effective use of investment resources should play an important role. Despite the large amount of research devoted to investments, some of the related issues are the subject of further discussion. Increasing the investment attractiveness of the agricultural sector means creating a competitive environment, as well as an acceptable method for assessing the profitability of proposed investments.

Purpose. The aim of the article is to research budget support areas for logistical support of technological updating of production and modernization of activity of agricultural enterprises. Methodology of research. The methods of generalization, systematization, analysis, abstraction are used in the process of research to determine the directions of budget support for technological updating of production and modernization of activities of agricultural enterprises in the context of budget programs. The scientific base of scientific research was composed of scientific works of domestic scientists-economists and legislative and regulatory documents on budget support for the agricultural sector of the economy. Findings. The necessity of state support of technological updating of production and modernization of activity of agricultural enterprises is substantiated. Areas of budget support for material and technical support for technological upgrading of production and modernization of agricultural enterprises are identified and analyzed, in particular within budget programs for: partial reimbursement to the economic entities of the cost of construction and reconstruction of livestock farms and complexes and enterprises for the production of compound feed; budget livestock subsidies and state support for crop production; state support for animal husbandry; providing financial support to agribusiness entities through the mechanism of cheaper loans and offsetting of lease payments; financial support (development) of farms; partial compensation for the cost of sophisticated agricultural machinery of domestic production; partial reimbursement of the cost of construction of new greenhouse complexes; financial support for activities in the agro-industrial complex. Originality. The role of budgetary programs on technological updating of production and modernization of activity of agricultural enterprises are defined, analyzed and substantiated. Practical value. The obtained results of the study can be used to organize the process of technological updating of production and modernization of agricultural enterprises. The article highlights and analyzes the issues of the work of agricultural enterprises and personnel serving the country’s agriculture in modern conditions. The work traces the development factors and tasks necessary for the successful functioning of the agro-industrial complex, training (innovative and interactive technologies training) and retraining (exchange of professional experience, social adaptation, training sessions) of highly qualified personnel, as well as government leaders, managers and young successful employees in all agricultural fields. The prospects for achieving the goals of numerous agricultural enterprises in Russia depend on how the staff works. The purpose of this work is to identify dynamic trends in the development of psychological and pedagogical aspects of training for work in the agro-industrial complex of Russia and the implementation of the tasks to achieve high professionalism, social and professional adaptation of agricultural organizations personnel. Due to the eventful saturation of the socio-political and industrial sectors of society, a change in the perception of the pace of people’s lives, intensive information flows in various fields of scientific knowledge and in production over the past twenty years, the approach to training specialists with higher education has qualitatively changed. Despite modernization, digitalization, and informatization of human activity, economic systems continue to depend on natural factors. First of all, this applies to the agricultural sector, which depends on the dynamics of temperature, amount of precipitation, which affect the cultivation of crops, state of pastures, which is important for the development of animal husbandry. The purpose of this article is to analyze the situation in the Republic of Kalmykia in 2020 caused by natural and climatic disasters. For this purpose, the author used such methods as the analysis of documents, materials of the national and federal media, observation, interviewing during a scientific expedition to the regions of the republic. This approach allowed us to hear the opinions of rural residents whose livelihoods were affected by the unprecedented climatic drought and get a reliable picture of the consequences of the natural anomaly. The Republic of Kalmykia is the driest in the southern part of European Russia. Rural areas of the republic are regularly affected by drought, one successful year alternates with two or three unfavorable ones. The analyzed year of 2020 was the driest, which brought huge losses to the agricultural sector of the republic. About 54 agricultural organizations and 1,416 peasant farms were affected, the productivity of pastures in the republic fell by two or three times due to the drought, and even more in the most affected areas. Agricultural producers suffer huge losses, which will further affect the development of the region’s agro-industrial complex. The article analyzes how internal (agricultural enterprises, farms, authorities, the Ministry of Agriculture) and external resources (federal authorities) interacted in overcoming the emergencies. The lack of scientific analysis of the relationship between natural, climatic and economic factors hinders not only the adoption of the necessary measures to support the region, but also the prevention of negative consequences of various natural anomalies, and the timely and adequate response to them.

Agriculture is the most important area of economic activity for the production of products and services in order to provide the population with quality food, industry with raw materials and promote sustainable development of rural areas. In recent years, there has been a downward trend in the rate of agricultural development, which is lagging behind the growth rate of the Russian economy as a whole. Structural changes in the agro-industrial complex have not produced significant positive results, which is caused by a number of reasons. One of the directions of agricultural policy in Russia is the accelerated development of animal husbandry and increasing the competitiveness of domestic livestock products in the domestic market. The state program for the development of agriculture and regulation of markets for agricultural products, raw materials and food provides for a set of measures for the priority development of animal husbandry. Implementation of these measures requires improved management in order to increase the efficiency of livestock production. The article considers aspects of the formation of accounting and analytical support for management of the livestock industry, economic and statistical analysis of trends and structural changes in the livestock industry. The best practices of Russian scientists in the field of accounting and agricultural Economics are summarized
