The problem of increase in financial stability of the enterprises of agrarian business designated by the state priorities of stimulation of investment attractiveness of agriculture rises. It is shown that the applied measures of state support are directed only to creation of conditions on attraction to the agrarian sector of loan resources, but poorly influence increase in financial stability of producers and do not guarantee them approval of the credit application from bank. It is revealed that the main share of support of crediting is received by large agroholdings, a considerable part of farms is deprived of such means. Need of a different approach to realization of agrarian policy on increase in availability of the credit and corresponding to them budgetary resources on the basis of optimization of financial stability of agricultural enterprises is proved. On the example of the agricultural organizations of the Penza region with use of methods of financial management and the econometric analysis, diagnostics of a financial position is carried out, regularities are revealed, admissible parameters are determined and strategic solutions on optimization of financial stability of subjects of agrarian business are developed. The received results will allow to act as a methodological reference point for bodies of authority and management of agrarian and industrial complex on formation and implementation of policy of increase in financial stability and at the same time availability of means of banking capital.

The methodology of scientific support for the management of the financial activity of agrarian enterprises is revealed. Sectorial features of agriculture determine a number of features of management of agricultural enterprises and the functioning of management subsystems, including financial. The article stipulates that the presence in agricultural enterprises of dependence on a significant number of environmental factors, the seasonal nature of profits, as well as a high propensity to risk implies the need for flexible management of financial activities. The article provides a list of elements that form the methodological basis of scientific research on the problem of managing the development of financial activities. On the basis of the theory of system, the principle of the system approach and the theory of financial management the complex program of research of a problem of management of development of financial activity is formed. This approach contributed to the consistent solution of a number of specific tasks, the definition of the main methodological issues - the object and subject of research. The structural-logical scheme of the research is offered, which includes six successive stages: complex analysis of the normative-legal base and literature sources; formation of the program, the purpose, tasks, substantiation of methods, volume of research and specification of separate terms of the category-conceptual device of the researched problem; monitoring statistical data on the financial performance of agricultural companies and identifying trends in its changes; assessment of financial management in the agro-industrial complex; study of the current state of scientific support for the management of financial development of agricultural enterprises; generalization and analysis of the obtained results and substantiation of recommendations on scientific support of management of development of financial activity of agrarian enterprises. The list of general scientific and economic research methods for its tasks is substantiated. Achieving the reliability and validity of the results of the study is ensured by the use of methods of analysis and synthesis, economic and mathematical modeling, statistical optimization, comparison, regression analysis.

This article notes that the main task of sustainable development of agricultural production in Kazakhstan is a special approach to its financial provision and financial regulation. Features of the circulation of funds in the organization of finance of agricultural enterprises which are a combination of relations with regard to the formation, distribution and use of funds, determine the search for the main sources of income of financial resources in the agricultural sector. The aim of the research is that one of the directions of sustainable development of agricultural production and adjustment of Kazakhstan's agrarian policy should be an investment development strategy based on the current situation in the agro-industrial complex of Kazakhstan. Transfer of agro industrial complex to the industrial-innovative way of development on the basis of strengthening of its material and technical base, growth of competitiveness of agricultural production assumes an increase in financing of the agro-industrial complex.

Globalization, in its current form, represents a new dynamic complex, especially when it comes to its implications for the economy and business of economic entities. It manifests its implications not only through competition, but also through economic growth and development. A modern company should provide adequate management that is able to create and develop comparative advantages that will enable it to be actively involved in global market flows. Global changes have conditioned a new way of doing business, and thus a significant turn in the approach to financial management. This has led to changes in the basic economic settings and criteria for successful management and business. The financial position of a company is one of the indicators of the company's success to function in a global and turbulent market environment. Starting from this fact, a practical treatment of this problem and analytical indicators of the financial position of the three dependent production companies operating within the MH Elektroprivreda Republike Srpske will be done. The aim of the research is to show the extent to which the management of these companies has accepted the requirements of global economic processes and adapted their business to them. That is, whether financial management provides a satisfactory level of liquidity and financial stability of these three companies.

Topicality. The agro-industrial complex is one of the budget-filling branches of the national economy, the share of which in the consolidated budget of Ukraine in recent years is an average of 12%, and in the export structure - more than a third. The agrarian sector is part of the country's overall economic system and is linked to other sectors of the economy through complex multilateral relations. Stimulation of integration activities in the agrarian sector has a positive effect on the development of the industry. In turn, Ukraine's integration into the institutions of the world community is to create a favorable precedent, a new form of economic relations for a higher level of development. An agricultural enterprise is characterized by a mismatch of interests of agricultural producers with processors and other suppliers. Integration is to create conditions for mutual assistance for enterprises on the basis of agreed principles of beneficial relations (pricing, technological assistance at home) and coherence of interests .Purpose and tasks. The purpose of the article is to determine the conceptual framework for regulating the economic development of the agricultural market infrastructure and stimulate agricultural production, for example, local producers, their possibilities for geographical certification / identification and establishing links with organizations that support the work of these producers locally. Certified local eco-products can have an impact on the development of local businesses and influence other products, namely: increase their value, strengthen integration in rural areas and increase the cost of local resources. The task is also to reflect the real state and identify the problems of the agrarian sector development, stimulate the agro-industrial production in Ukraine , the definition of the competitiveness of products, the functioning of the infrastructure of the agrarian market. The methods of scientific research are used: the dialectical method of knowledge of the effect of economic laws, statistical and comparative analysis .Results. The conceptual principles of regulation of the economic development of the infrastructure of the agrarian market and stimulation of agro-industrial production, on the example of local producers, their possibilities for geographical certification / identification and establishment of connections with the organizations supporting the work of these producers at the local level are considered. The author's interpretation of the agro-food market as the system of institutions and economic relations providing the processes of production in the agrarian sector, exchange, sale and consumption of food products is presented. The issues of agrarian production that are solving a complex of problems of social and ecological nature are studied, since the domination of only economic interests causes irreparable damage to the environment, affects the quality of life of citizens, indirectly reduces the level of food security of the country and, as a result, destroys the national security of the state. The theoretical and methodological principles of sustainable development concept are systematized taking into account the peculiarities of its branch implementation.Conclusions. In order to improve the development of the infrastructure and the functioning of the agrarian sector in the production of products, these surveys serve as a benchmark for the adoption of managerial decisions regarding the directions of increasing production and the competitiveness of agro-industrial products. The Institute for Certification of Local Eco-Products will influence the development of organic production, increase the value of such products, increase integration in rural areas and increase the cost of eco-products.

The insufficiency or lack of available diagnostic instruments to predict the probability of a company bankruptcy is associated with the absence of practices to capture downturn trends in financial and business performances which translates into a dangerous process of latent transition from the company temporary local inability into the total failure to meet its obligations, that is, to a loss of financial stability. The fundamental premises of this study is to identify the factors that ensure financial stability of an enterprise. To attain the research objectives, the method of statistical analysis and logical generalization has been employed to consider a pull of enterprises that are losing their solvency and are on the verge of bankruptcy; a substrate approach was implemented to justify and group a range of internal and external factors affecting the enterprise financial stability. This article argues that a critical indicator in evaluation of a company performance is assessing its financial position which affects its competitiveness, and guarantees to all parties and business participants (both the enterprise and partners) that the realization of common economic interests will be effective. The company financial and economic position when its solvency remains constant over time together with an optimal ratio of equity to debt capital is a certain indicator of a company financial stability. Most analytical studies on enterprise financial stability view the amount, allocation and use of working capital as the most significant indicators, their accounting provides further opportunities to evaluate financial stability and financial position of an enterprise, as well as to identify potential problems and concerns that will lay the basis for choosing a relevant crisis management strategy aimed at designing and implementing effective pathways to respond to crisis. Undoubtedly, it is advisable to obtain an aggregated index that takes into account all the enterprise activities. Such index should include the following indicators: working capital availability; return on capital; independence on external financing. Thus, the essential factors in enhancing the enterprise financial management in a market environment are continuous planned analysis and timely diagnosis of changes and trends in the enterprise external and internal environment, as well as timely and maximum effective response to such changes to ensure financial stability and solvency of the enterprise. In the current business realia, characterized by a high level of economic uncertainty, achieving strategic financial goals and ensuring long-term financial stability of an enterprise is impossible without building an effective strategic financial management framework, the integral elements of which are the mechanisms and systems of risk management to prevent a drop in financial stability and mitigate shocks from external and internal environment negative effects on enterprise activity, as well as creating favourable environment for efficient decision making and planned actions to promote enterprise development.

The article analyzes the effectiveness of the application of the main financial instruments of state regulation of the agrarian sector. The analysis showed that the system of state regulation, which is the main factor of sustainable development of agriculture in our country, has certain drawbacks. In this connection, the authors made suggestions on the improvement of such financial mechanisms of state regulation of the agrarian sector as a system for lending to agricultural producers, tax regulation, budget financing, state support for agricultural insurance, stimulation of innovative development of agricultural enterprises. The implementation of the proposed directions will contribute to improving the efficiency of agricultural production and the competitiveness of domestic products, as well as the investment attractiveness of Russia’s agriculture.

The article analyzes the indicators of development of the agro-industrial complex of the regions, identifies the key problems and the main directions of improving the efficiency of the agro-industrial complex of the region. The agro-industrial complex is a system of management and development, has individual directions and features. Public administration is aimed at providing food to the population, ie the production of industrial products, their processing and transportation to the consumer market. The mechanism of influence on strategic principles, methods of management of the enterprises of agrarian and industrial complex forms integrity of regional economy for the purpose of increase of development of region. Agriculture consists of crop and livestock production and is seasonal, depending on natural conditions during the year. Increasing production is a financial lever of agriculture, which provides high profitability of agricultural enterprises. The growth in agricultural production will be largely ensured by an increase in production in animal husbandry and vegetation based on the creation of a new technological base, the use of modern technological equipment for the modernization of enterprises. The main trends and problems of the development of agricultural enterprises in highly urbanized regions of Ukraine, the economy of which is focused on the service sector, are determined. The difficulty of reforming the domestic agro-industrial complex is the lack of highly qualified personnel capable of generalizing and formulating the main directions of agrarian policy for the future at the country level. There is a need to develop an agrarian policy that would help ensure the country's food independence. However, agriculture is associated with all sectors of the economy, and therefore it is not possible to carry out any changes in the agro-industrial complex in isolation. Regularities in the development of reforms in various spheres of the economy are identical, but agriculture, due to the peculiarities of its reproduction process in comparison with other sectors and spheres, its applications, require a more thorough, comprehensive and deep study of reform issues.

Importance of agriculture as a central link of agro-industrial complex for ensuring the food security of the Republic of Belarus cannot be overestimated. However, low profitability of greater part of agricultural producers along with a complicated financial situation require development of ways to improve the efficiency, competitiveness and stability of the industry focusing on improving price, credit and tax policies for agricultural companies. It is also vital to intensify investment activities aimed at a wider use of innovations. When improving the management system, considerable attention should be paid to integrated formations. Due to implementation of quality management systems, it is possible to increase the quality and safety of agricultural products. The paper dwells on the main factors and conditions having effect on raising the efficiency and competitiveness of agricultural sector and stability of its development. Despite significant achievements and positive results in the AIC of Belarus, a number of engineering, economic and social problems remain. Solutions are proposed to solve some of them. In particular, attention is paid to further improvement of economic mechanism of management, the most important components of which are pricing, crediting, taxation and state support and investment for agriculture. All these, combined with proposals to improve the management system of the agrarian sector in conditions of ongoing transformational changes and along with solving problems in activities of integrated formations, as well as implementation of proposals to improve foreign economic activity in the agro-industrial sector, can ensure stable and efficient functioning of agrarian sector. The proposed priority trends can be used for improving the state agrarian policy measures.

Transboundary cooperation between Ukraine and Poland in the agrarian sector is an objective process with the condition of integration of the economy into the world economy. Inter-regional relations and foreign economic activity are developing, joint ventures, holdings, unions are being created. This tendency is inherent to the countries which have common borders and are geographical neighbours, such as Ukraine and Poland in particular. We consider the perspective directions of cooperation between Ukraine and Poland in the agrarian sector in formation of a coherent agrarian policy, the Common Agricultural Market, creation of a free trade area in the border regions, establishment of joint investment programs; improvement of the investment climate through preferential taxation of agricultural production; development of mechanisms for joint support of innovative activity of agricultural enterprises, farms, individual farms by regional authorities and local self-government bodies, etc. As a result of this study, the main directions of Ukrainian and Polish cooperation and formation of relations between the two states in the field of agriculture in the border territories have been established. The problems of transboundary cooperation between Ukraine and Poland in the agrarian sector have been elucidated. They are presented in the form of barriers that hinder to active cooperation of the mentioned countries. The areas of transboundary cooperation between Ukraine and Poland in the agrarian sector have been proposed. The cooperation between Ukraine and Poland in the agrarian sector will contribute to the economic development of both countries.

The key trends of dynamics and structure of investment activity in the agroindustrial complex of Ukraine are determined. It is indicated that the most attractive type of agroindustrial complex for foreign investors is the production of food products. The tendency to decrease the level of direct state support of capital investments in the agro-industrial complex was revealed. It was established that in the types of economic activity of the agro-industrial complex in 2017, 233 investment projects were implemented accompanied by state authorities and management (national, departmental and regional levels). The proposals on improving the investment attractiveness of the agro-industrial complex are presented. Reasonable measures aimed at improving the organizational and economic mechanism of investment activity of the agro-industrial complex. The tools of stimulating investment lending in the agroindustrial complex by means of payment of budget compensations aimed at «cheapening» loans, as well as for expanding the practice of applying investment lending to the agro-industrial complex based on the use of market instruments are proposed. Promising market instruments for activating long-term (investment) lending to the agro-industrial complex have been identified, namely: support for the functioning of cooperative banks established with the participation of business entities in the agro-industrial complex; support for the creation and operation of specialized agrarian banks, which should be targeted at the priority servicing of borrowers of the agro-industrial complex; creation of the State Development Bank, which will carry out preferential investment crediting of agricultural enterprises; stimulation of introduction of the newest credit products for the agro-industrial complex.
