Sasak language Merariq is a verb that is generally meant as a unity of action pre-wedding begins with the escape of girls (the prospective wife) from the supervision of the guardian and simultaneously serve as a procession of early marriage. There are various interpretations in interpret merariq, some interpret it as the process of escape (with the consent of both partners), there are also interpreted as an act of stealing, Sasak language called memaling a girl from the supervision of the person her parents. This research aims to examine and analyze information in depth about the custom merarik. Type a descriptive qualitative research. The results of this research are sasak community interpret merarik as the event of theft of the girl from the parental controls either with the consent or without the consent of a parent or guardian. Most sasak communities do merarik because it has become a tradition of the local community. In this case, Islam does not forbid the practice of merarik origin against corresponding to phases as well as the actual procedure. As for the impact caused is one of them raise the age of marriage of young age. If women get married at a young age a lot once a given impact due to unpreparedness both physical and psychic, in addition, merarik very vulnerable creates a conflict between the two sides if there is one party that is not a registered user agreement. It is hoped this research can contribute to the prevention of marriage due to the young age of merarik. As well as the necessity of granting of socialization to society Sasak about how the nature of the custom merarik is actually so no more self-contradictory the associated practice of merarik.

ABSTRAKPernikahan usia muda adalah bentuk ikatan pernikahan dimana usia yang seharusnya belum siap untuk melaksanakan suatu ikatan pernikahan. Alasan yang mencetuskan timbulnya pernikahan usia muda adalah bisa faktor ekonomi. Ikatan pernikahan dini bisa dari keadaan keluarga yang tergolong dalam garis ekonomi menengah ke bawah atau dalam lingkup kemiskinan. Penelitian ini adalah penelitian kualitatif yang menggunakan pendekatan fenomenologi. Penelitian ini bertujuan untuk memahami fenomena tentang apa yang dialami oleh objek penelitian secara mendalam. Hasil penelitian menunjukkan alas an menikah di usia muda karena adanya factor kemauan diri sendiri, adat istiadat, kemauan orang tua dan juga terdapat dampak dari pernikahan usia dini adalah adanya perasaan posistif dan negative serta keguguran dikarenakan endometrium immature, pertumbuhan hasil konsepsi. Kesimpulan penelitian ini adalah kehamilan usia muda merupakan kehamilan dengan banyak resiko, baik dari segi psikologis dan kesehatan. Perlu dilakukan penelitian yang lebih spesifik tentang dampak pernikahan usia dini.Kata Kunci:Pernikahandini, Keguguran ABSTRACTMarriage a young age is a form bonds of marriage where age should not yet ready to perform a marriage. This study aims to understand the phenomenon of what is experienced by objects in-depth study. The results showed the reason to marry at a young age because of their willingness factors themselves, customs, parents' concern and there is also the impact of early marriage is their positive and negative feelings and kuguguran due to immature endometrium, the growth of the conceptus.It is concluded that young age pregnancy is a pregnancy with a lot of risk, both in terms of psychological and health. The amendment of Law Number 1 of 1974 to Law Number 16 of 2019 concerning Marriage, especially Article 7 paragraph (1) concerning the age of marriage for the prospective bride, is equal to the age of the prospective groom, which is 19 years. Meanwhile, young age is that the prospective brides are still under 19 years old. This has indeed been required by the legislators so that the prospective bride and groom have a mature mindset and do not easily marry and divorce in married life but in reality what happens in society can cause new problems, namely the prospective bride and groom together. The objectives of this study were to find out the consistency of the application of article 7 of Law Number 16 of 2019, amendments to Law Number 1 of 1974 regarding the incidence of marriage at a young age, and to determine the impact of marriage at a young age and some of the problems that accompany it. The method of this study was the Juridical Empirical method or sociological research. This research was carried out either through observation and interviews in the form of a Religious Court Decision Letter regarding marriage permits. This was done and demonstrated through data in the field, the point of an empirical approach as a social-cultural reality. The result of this research showed that the consistency of the application of article 7 paragraph 1 regarding the age limit in marriage as stipulated in Law Number 16 of 2019 as a result of the Amendment of Law Number 1 of 1974 concerning Marriage was still not fully implemented. It was proven that there were still many people who not yet aware of the consequences of young marriage. The impact of young marriage was very large from various points of view.

Art festivals have witnessed a boom in the past few years; with new festivals proliferating that cater to every taste and region, in what has become a vital source of revenue and publicity for cities and artists (Eventbrite, 2014; Relaxnews, 2015). The ideal arts festival represents a carefully crafted mixture of artists, a variety in its programming, being visually spectacular, and also meeting its social objectives (The Guardian, 2015). Art festivals in general are important for many reasons, some of which are to grow the regional and local economies, to promote the specific destination, to contribute to the livelihood of the artists and the local community, displaying different forms of art and to create specific images of the destinations. An art festival should therefore not only exist or take place; it should make some form of contribution to its stakeholders (Getz and Andersson 2010). When art festivals are, therefore, hosted in a specific area the lives of the local community become affected by it either in a positive or in a negative way. Art festivals have various impacts (socio-cultural, environmental, political and economic) on stakeholders, and on one of the most important stakeholders, that is, the local community. For years festival impact studies have mainly focused on the economic, environmental and socio-cultural impact of festivals on the local community, but a limited number of researchers have conducted studies to measure the impact of art festivals on the overall quality of life of the community members and the community as a whole. In order to do this, it is important to look at which socio-demographic variables influence the quality of life of the community and its members.

Early marriage or marriage at a young age is an inner and outer bond that is carried out by a young man or woman who has not yet reached the ideal level to make a marriage, in other words that the marriage is being done before adulthood age. Early marriage still often occurs in Badegan District, Ponorogo. Conducting a field reseach regarding the views of Ponorogo ulama (religious scholars) about early marriage, data collection is done through direct interviews. Then the data is re-examined (editing), systematically arranged in the form of exposure (organizing) and analyzed in accordance with the discussion by using rules, theory and proposition so that it finds valid results. From the data collection, discussion with descriptive analysis method was carried out, namely describing the problem of information that would be used as the object of discussion in order to get a view and legal settlement of the Ponorogo scholars as the end of the research. From this study it can be concluded that (1) Early marriage from the perspective of ulama in Ponorogo according to Fiqh perspective is legal, while in the eyes of positive law in Indonesia, it should be avoided; (2) The basis of the argumentation of scholars in Ponorogo Regency in judging early marriage is naqli and aqli. The naqli basis used in establishing the validity is the proposition of the text of a hadith which narrates that Rasulullāh married Aisha at the age of 9, and the basis of the aqli used is benefit to avoid greater harm. As contained in the Marriage Law (UU Pokok Perkawinan) No. 1 of 1974 that limits the age of marriage with the aim of avoiding harm.

Abstract. Islam does not discuss the age limit for conducting marriages clearly, in contrast to Law Number 1 of 1974 juncto Law Number 16 of 2019 concerning Marriage regulates the marriage age limit of 19 years for men and women, however early childhood marriage is still rife in the community, especially in Langensari Village, Tarogong Kidul District, Garut Subdistrict. Formulation of the problem namely: How is the legal review of early marriage according to Islamic Law and Law No. 1 of 1974 in conjunction with Law No. 16 of 2019 concerning marriage? What are the factors underlying the occurrence of early marriage in Langensari Village? What is the impact of early marriage for a married couple in Langensari Village?The purpose of this study are: To find out the legal review of early marriage according to Islamic Law and Law No. 1 of 1974 in conjunction with Law No. 16 of 2019 concerning Marriage, the factors underlying the occurrence of early marriage and the impact of early marriage for married couples in Langensari Village. The research method used was interview and literature study.The results of the study: Islamic law allows early marriage, with the condition that it has been agreed upon, Law No.1 Year 1974 juncto Law No. 16 of 2019 concerning marriage, limiting the age of marriage and dispensation for irregularities. Factors causing: internal factors, namely the emergence of love, love, affection, avoiding adultery, have been able to fulfill and be responsible, external factors are caused by geographical factors, social media abuse, MBA, doctrine of religious figures, excessive parental fear. Impacts of early marriage: positive effects, namely reducing cases of sexual harassment, guarding the environment of society and mutual respect, negative impacts of miscarriages, undernourished children, frequent quarreling and increasing the burden on parents.Keywords: Limitation of Marriage Age, Islamic Law, Impact of Early Marriage Abstrak. Agama Islam tidak membahas mengenai batasan usia untuk melaksanakan perkawinan secara jelas, berbeda dengan Undang-undang Nomor 1 Tahun 1974 juncto Undang-undang Nomor 16 Tahun 2019 Tentang Perkawinan mengatur batasan usia perkawinan yaitu 19 tahun untuk pria dan wanita, namun perkawinan usia dini masih marak terjadi di masyarakat, khususnya di Desa Langensari Kecamatan Tarogong Kidul Kabupaten Garut. Rumusan masalah yaitu: Bagaimana tinjauan hukum tentang perkawinan usia dini menurut Hukum Islam dan Undang-Undang No. 1 Tahun 1974 juncto Undang-undang No. 16 Tahun 2019 Tentang Perkawinan? Apa faktor-faktor yang melatarbelakangi terjadinya perkawinan usia dini di Desa Langensari? Bagaimana dampak dari perkawinan usia dini bagi pasangan suami istri di Desa Langensari?Tujuan penelitian ini yaitu: Untuk mengetahui tinjauan hukum tentang perkawinan usia dini menurut Hukum Islam dan Undang-Undang No. 1 Tahun 1974 juncto Undang-undang No. 16 Tahun 2019 Tentang Perkawinan, faktor-faktor yang melatarbelakangi terjadinya perkawinan usia dini dan dampak dari perkawinan usia dini bagi pasangan suami istri di Desa Langensari. Metode Penelitian yang digunakan adalah wawancara dan studi pustaka.Hasil penelitian: Hukum Islam membolehkan perkawinan usia dini, dengan syarat sudah baligh, Undang-undang No.1 Tahun 1974 juncto Undang-undang No. 16 Tahun 2019 Tentang Perkawinan, membatasi usia perkawinan dan diberlakukan dispensasi atas penyimpangan. Faktor penyebab: faktor internal yaitu timbulnya rasa suka, cinta, sayang, menghindari zina, sudah mampu mencukupi dan bertanggung jawab, faktor eksternal yaitu disebabkan oleh faktor geografis, penyalahgunaan sosial media, MBA, doktrin tokoh agama, ketakutan orang tua yang berlebihan. Dampak perkawinan usia dini: dampak positif yaitu mengurangi kasus pelecehan seksual, terjaganya lingkungan peguyuban dan saling menghormati, dampak negatif yaitu terjadinya kasus keguguran, anak berstatus gizi kurang, sering bertengkar dan menambah beban orang tua.Kata kunci: Batasan Usia Perkawinan, Hukum Islam, Dampak Perkawinan Usia Dini

Abstract[English]: The problems discussed in this research are what is the impact that occurs on parenting and the character of children born from early marriage? What factors support and inhibit early marriage?. The method used in this study is qualitative research, research location in the village of Lumbu Tarombo, South Banawa District, Donggala Regency. Data collection techniques used are field research. The results of the research was : (1) The impact that occurs on parenting and character of children born from early marriage. Early marriage has an impact on children's parenting that is not good, rough and hard and sometimes too spoils children so that children are born with whiny, temperamental, spoiled and stubborn characters. (2) Factors supporting the occurrence of early marriage in the research location include: economic factors, love, matchmaking and due to promiscuity and the factors that hinder the occurrence of early marriage in that location, namely: the application of Law No. 1 of 1974 concerning marriage and the number of local children who take formal education so that they can add insight into the early marriage that can be minimized Abstrak[Indonesia]: Permasalahan yang dibahas dalam penelitian ini adalah bagaimana dampak yang terjadi pada pola asuh dan karakter anak yang terlahir dari pernikahan usia dini? Faktor-faktor apa saja yang mendukung dan menghambat terjadinya pernikahan usia dini?. Metode yang digunakan dalam penelitian ini yaitu penelitian kualitatif. Lokasi penelitian di desa Lumbu Tarombo Kecamatan Banawa Selatan, Kabupaten Donggala. Teknik pengumpulan data yang digunakan adalah penelitian lapangan. Hasil penelitian yang diperoleh yaitu : (1) Dampak yang terjadi pada pola asuh dan karakter anak yang terlahir dari pernikahan usia dini. Pernikahan usia dini berdampak pada pola asuh anak yang kurang baik, kasar dan keras serta terkadang terlalu memanjakan anak sehingga terlahir anak-anak dengan karakter yang cengeng, tempramen, manja dan keras kepala. (2) Faktor-faktor pendukung terjadinya pernikahan usia dini di lokasi penelitian antara lain: faktor ekonomi, cinta, perjodohan dan akibat pergaulan bebas serta faktor-faktor yang menghambat terjadinya pernikahan usia dini di lokasi tersebut yaitu: penerapan UU No. 1 tahun 1974 tentang perkawinan dan banyaknya anak-anak daerah yang menempuh pendidikan formal sehingga menambah wawasan mereka pada akhirnya pernikahan usia dini dapat diminimalisirkan

Marriage is an inner and outer bond between a man and a woman as husband and wife to form a happy and eternal family (household) based on God Almighty. In the Law of the Republic of Indonesia, Number 1 of 1974 Article concerning Marriage, marriage itself has conditions, including that it must be approved by both prospective brides, and prospective brides who have not reached the age of 21 years must obtain permission from both parents. 1 Chapter II Article 7 Paragraph 1 of 1974 has explained that marriage is only permitted if the man reaches the age of 19 years and the woman has reached the age of 16 years. The type of research used is qualitative research with a qualitative descriptive study research design. The informants in this study were teenagers at SMA X South Tangerang. The informants who will be interviewed are 4 informants who are in high school. The results of this study indicate that there are undesirable events such as pregnancy out of wedlock because children have relationships that violate norms, forcing them to have early marriages, to clarify the status of the child they are carrying Economic difficulties are one of the factors causing early marriage, families who experience economic difficulties will tend to marry off their children at a young age to have early marriages. The impact of early marriage for women who are less educated and not ready to carry out their role as mothers will be less able to educate their children so that children will grow up poorly, which will be detrimental to the children's future. Then, under certain conditions, children who marry early tend not to pay attention to their education, especially when they get married immediately they get offspring, they will be busy taking care of their children and their families, so this can prevent them from continuing their studies to a higher level.

The presence of a motto is not just a word sweetener. But it must have meaning that can be implemented in a concrete form. The values of Islamic education contained in the prostration motto can be implemented in the form of policies by the government as the formulator of the motto. So, it becomes a necessity if the motto "prostrate" is applied by the community, it will be able to bring to the regional development goals. This study aims to describe the policy of Islamic education based on the prostration motto in Tanah Bumbu Regency, as well as the obstacles and carrying capacity of the government in implementing Islamic education policy based on the prostration area motto. The method used by researchers is descriptive qualitative research with a policy study approach. Collecting data with direct interview techniques to respondents, namely Dr. Zairullah Azhar Regent of Tanah Bumbu Regency for the first period (2003-2010), as well as people involved in the policy as participants and the local community as a crosscheck who felt directly the impact of the policy. The results of this study indicate that the policy of Islamic education based on the prostration area motto begins with the formulation of the concept of the prostration area motto by Dr. Zairullah Azhar, prostration is an abbreviation of the values of Islamic education that is clean, thankful, honest, and peaceful. The implementation of policies based on this prostrate values includes Divine management, the obligation to pray in congregation for the ASN (State Civil Apparatus), the midday prayer in congregation, the Al Qur'an program (before work), the Duha prayer in the morning. , grave pilgrimage as a strategy for not corruption, Islamic education in the non-formal form of recitation of the majelis ta ‟lim. However, this policy does not touch on formal institutions, and society at large. Some people's acceptance of these policies follows and some does not. Because the policy can only be felt directly by the ASN / PNS. The policy of Islamic education based on prostration motto has not been able to be implemented in general in all fields. So that finally led to a conclusion that the policy of Islamic education based on the prostrate motto has not been fully implemented properly.

The purpose of this study is to find out the background of the Marriage Worth certificate policy, the reality of early marriage and its impact in Jepara Regency and the Marriage Worth Certificate as an effort to reduce early marriage. The approach in this research is sociology juridical. Data collection methods in this study consisted of primary data obtained directly from the parties concerned. Secondary data consists of Primary legal materials and secondary legal materials namely materials that provide primary legal explanations. As an explanation, tertiary legal materials are given.From this study it can be concluded that the background to the emergence of a Marriage Certificate policy is that divorce rates are increasing, women's reproductive health is problematic, the number of stunting children is caused by teenage mothers and increased domestic violence. Reality the number of early marriages in Jepara Regency increased significantly in 2019 3.16% for men and 3.45% for women. From 9041 marital events dominated by the North Jepara region. The reason is also the local cultural factors that are influenced by the social system and the tradition of young marriage which is inherited in the family. While the impact of making children drop out of school, loss of reproductive rights of children due to having to get pregnant and give birth at a young age, the number of LBW that can lead to the stunting of the Marriage Right Certificate Policy as an effort to prevent early marriage, is very welcomed by various parties and religious leaders as marriage requirements for Catholicism and Hindu. In order to increase family fortune and become a sakinah, mawaddah and rahmah (mercy family).Keywords: Marriage Age Limit; Marriage Certificate; Early Marriage.

<p><em>The focus of this research was the phenomenon of early marriage which was domi- nated by cultural traditions. It was a qualitative research that used interview, obser- vation and document reviews to collect the data. The result of the study was expected to provide people enough information and materials on the picture of early marriage. The findings showed some determining factors in the phenomenon: culture, textual understanding of religion, and economic motives. Although the phenomenon of early marriage was like this, people actually perceive that the ideal marriage was a mar- riage which is conducted after reaching the age mature enough to be able to live inde- pendently. The practice of such marriage should get special attention because there are many social problems that are related direcly to the mature age of marriage, such as: mortality, poverty, and the low quality of education. Therefore, the implementa- tion of the marriage must be in accordance with the laws and regulations.</em></p>
