Strategic management is the formulation of the comprehensive plan on how to promote tourism sector and to attract investors as done by the Department of Culture and Tourism of Mataram City to increase the number of tourist visits. One of the reasons to support this tourism sector is because it is very beneficial for the growth and the development of both central and local governments. Though it is understood that developing tourism is important, in practice there are a variety of fairly complex problems which require serious attention from the local government. Such problems as the promotion of tourism itself and the investments intended for tourism sector are common matters that often appear to the public. Based on this situation, the problems of the study are then formulated. They deal with the strategies of the Department of Culture and Tourism of Mataram City in the promotion and the investment on tourism sector and the ways to manage the promotion to attract the investments.This study aimed to: (1) know the strategies of the Department of Culture and Tourism of Mataram City, and (2) describe the promotion policies the tourism sector. The study used a qualitative approach in which the data were collected by library studies, observations and also interviews.The study concluded the followings. The strategies of the Department of Culture and Tourism of Mataram City to promote tourism and attract investment were varied. They included the promotion in national and international levels, the promotion through printed media and electronic media (internet), the promotion through exhibition and tourism events, art festivals and cultural performances on the tourism objects. The ways of doing the promotion were in the forms of improving the infrastructure on tourism objects, creating regulatory guidance and supervision of the business climate in tourism, and also developing cooperation with BPPD, IHRA, ASITA and other related institutions. The obstacles that the local government faced were related to the limited number of tourism objects that Mataram has especially when compared to the other regencies in the province of West Nusa Tenggara, the inadequate human resources on tourism, the limited number of tourism experts, the limited facility and infrastructure in the objects, the lack of public’s awareness on the importance of tourism, and lack of management of the street vendors in the tourism objects.The study provides some recommendations. Firstly, it is expected that the local government improves the promotion especially on the attractions or objects which are still unknown to many tourists and increase the awareness and the active participation of the community in the tourism activities as an effort to improve the quality of tourism attractions. Secondly, considering the poor quality and quantity of human resources in the tourism sector, the central and local governments are expected to seriously address the identified problems by professionally structuring the employees with consideration on the quality and quantity of the experts in the field of tourism.

ABSTRACT Objective – The study aims to formulate a policy direction (through a model) among Philippine level 3 local government hospitals based on the predictors of Quality Patient Care (QPC). The predictors are cost-effectiveness, utilization of materials, services by human resources, accessibility, leadership and management and ethical standards as independent variables in relation to the dependent variable which is QPC. Methodology/Technique – Survey questionnaires and interviews were conducted to patients, hospital directors, doctors, nurses, administrative and ancillary officers. The study used descriptive (mean and standard deviation) and inferential (ordinary least squares and multiple regression analysis) statistics. Findings – The study revealed that the utilization of materials has the most influence/effect on QPC wherein an increase in 1% of materials brought about an increase of 0.55 % in QPC. Likewise, accessibility brought about an increase in QPC by 0.42 %; and services rendered by human resources brought about an increase in QPC by 0.05 %. Novelty – This is the first study of Philippine Level 3 local government hospitals which aims to formulate a policy direction (through a model) based on the predictors of QPC. This can be used by the national and local governments in devising policies to improve healthcare, particularly in the hospital industry. This study aims to examine the features of the creation and operation of ecomuseums at wide-area and (metropolitan) local government levels and to analyze their improvements and limitations based on an analysis of a case study on the “Gyeonggi Bay Ecomuseum.” This study also reveals the necessity and direction for ecomuseums led by metropolitan local governments. It attempts to find ways to expand the Gyeonggi Bay Ecomuseum and apply lessons from this ecomuseum to other planned wide-area ecomuseums in South Korea. Overall, this study intends to derive the sustainability of wide-area ecomuseums, and their utility and potential as a means to revitalize the region.  The Gyeonggi Bay Ecomuseum is a meaningful case study as it was created in a wide area called the Gyeonggi Bay and was led by a metropolitan local government, along with the official claim as an ecomuseum; the museum creation project also progressed in a phased approach. However, there are issues such as organization problems of the ecomuseum and the absence of resident participation, integrated programs, and an archive center.  Therefore, this study presents measures to overcome these obstacles: the establishment of a core ecomuseum and an exhibition center, the development of joint programs, the continuous security of funds and human resources, and measures to generate economic benefits for residents. This study also suggests spatial/functional expansion from being the “Gyeonggi Bay Ecomuseum” to the “Gyeonggi Province Ecomuseum.”   Keywords: Ecomuseum, Wide-area unit, Lead of local governments, Gyeonggi Bay, Regional revitalization

Problem setting. More recently, the problem of the shortage of skilled personnel in Ukraine has become significantly aggravated, primarily due to emigratory mood of young people. To maximize the implementation of labor potential, it is necessary to identify and minimize the relevant human resource risks that may arise during the development of the organization, in particular of local authorities. After all, the functioning of many spheres of the state as a whole depends on the efficiency of local governments activities. Recent research and publication analysis. The concept and classification of human resource risks were considered and presented in the works of A. Alaverdov, O. Diomin, V. Zhukovska, L. Ischuk, V. Rodchenko, G. Rekun, O. Pakhlova, S. Lobazova, O. Smagulov. V. Fedoseev and M. Khromov investigated the causes of human resources risks. E. Bulanova developed methods for identifying the causes and factors of human resources risks, accounting for them, and minimizing the influence. N. Kazakova, Zh. Denisova, O. Kalmykova studied the minimization of human resource risks in the management of civil service personnel with the help of psychological influence. Highlighting previously unsettled parts of the general problem. Despite the elaboration of many aspects of this issue, the definition, specificity, and classification of human resource risks in local government bodies have been studied insufficiently and require a more thorough study and justification. The purpose of the paper is to identify and classify human resource risks in the personnel management system in local government bodies in Ukraine. Paper main body. Personnel management is a multifaceted and complex process, which is characterized by specific features and patterns. Human resource risks are an integral part of the HR management system. According to the majority of scientists, the activities of the organization are impossible without human resource risks. The main reason for human resource risks is the unpredictability of human behavior, which generates a significant range of possible solutions to problems and their consequences. Human resource risks in each area have their own characteristics. The wording of the concept of “human resource risks” in local government bodies is not officially fixed. Today, this term is also insufficiently developed in the scientific literature. Taking into account the specifics of these bodies, it can be taken as a basis that human resource risks in the personnel management system in local government bodies in Ukraine are a set of threats to personnel and the local government body as a whole, associated with factors of the personal factor, economic nature and the specifics of the social and professional environment of civil servants. The personnel hazard at each stage of work with the cadre potential can be generated by the following factors: technical, technological, motivational, psychological, and corruption. An important point in changing personnel hazards is circumstances that change over time. This includes the situation in the country, the team, the official's family, his/her character, needs, priorities. Today, during the quarantine period, technical and technological risks are especially relevant. They can simplify most procedures for obtaining services to protect workers from danger. However, there is another side to this situation – the psychological side. Not every official is capable of drastically changing his/her work schedule. These changes are especially difficult for aged employees. Conclusions of the research and prospects for further studies. Each personnel risk is constantly changing, crowding out stereotypes, and requires due attention from the management. It is extremely urgent today to increase the level of digitalization. It is the flexibility of the personnel management system that can become the basis for unlocking the long-term potential of local authorities, although the identification of human resource risks and their minimization is a long and difficult process.

Tourism governance will have an impact on the environment, which is controlled by local governments. The development of the tourism sector is essential to improve the welfare of the community and the regional economy. Strengthening the role of local government as a leading tourism sector in the region is considered to be able to encourage the creation of a collaboration between industries (actors) to manage sustainable local tourism. This paper was written to find out how far the role of local government is and how relations between sectors (actors) are in managing sustainable regional tourism. This study uses a literature study approach, with documentation data collection techniques derived from the study of several reputable journals, books, and other secondary sources that are relevant to this research. The data analysis technique is content analysis. In tourism management, the role is not only done by one party but all supporting aspects and involved in the framework of creating orchestration and ensuring the quality of activities, facilities, services, and to create experiences and value of tourism benefits to provide benefits to the community and the environment. These will be able to encourage the tourism system through the optimization of roles and collaboration between business, government, society, academics, and media.


The importance of some issues of legal and organizational support of local self-government is highlighted. In the research general and special methods were applied: systemic, comparative legal, formal-logical, etc., which allowed consider-ing the limited volume of the article to approach the stated research problems in the most complex way. On the basis of analysis of norms of the modern legislation, law-enforcement practice, and also the experience of work in local governments the author defines four problems of modern legal support of local government and its organization which are significantly hindering the development of this form of democracy. These are the unreasonable dynamism of the legislation on local government, establishment of excessive and unreasonable dispositive norms, poor quality of municipal law-making, imperfect system of selection of personnel for municipal service. The author proposes legislative and law enforcement ways to solve the mentioned problems. This, in turn, should contribute to improving the level of guarantee of local self-government and the implementation of the Article 12 of the Constitution of the Russian Federation.

The implementation of non-cash transactions in local governments is the government's step in the struggle for the public interest. This study discusses how to implement non-cash transactions in local government in an effort to realize good governance. With qualitative case studies obtained, the data in this study were collected by in-depth interviews. The results of this study prove that accountability, approval and administrative order have been successfully completed in the implementation of non-cash transactions. However, the efficiency of the use of the budget has not been able to optimize. Besides that, at the level of strategy, the system and structure are already running well. Factors of ability, human resources and leadership style that need to be considered in order to be successful in supporting good governance management strategies.

This study aims to determine the effect of the competence of human resources, communication and infrastructure on the readiness of local governments in implementing “PP No. 12 of 2019” in the local government of Rokan Hulu district. The population and sample in this study amounted to 45 OPD or 180 respondents. Sampling technique used in this study is saturated sampling, and the data analysis method used is multiple regression analysis using SPSS version 26. The results of this study indicate that the competence of human resources, communication and infrastructure has a significant effect on the readiness of local governments in implementing Government Regulation “No. 12 of 2019”.

Agro-tourism is one of the tourist attractions for regional and national tourists. Watu Lawang has potential tourism object to become an agro-tourism that has been determined by Local Tourism and Culture Departement of Cilegon City has not been implemented optimally. The tourism sector, which is designated as the leading sector in increasing the country's economic growth, is a challenge for local governments in optimizing tourism potential. The purpose of developing tourism and regional culture as a tourism destination is a form of increasing foreign exchange for the region in particular and the economy of the local community or region in general. The purpose of this study was to analyze policies, strategies and constraints in the development and development of tourism objects in Watu Lawang agro-tourism in the city of Cilegon. The research method used is descriptive qualitative research and normative juridical approach, data and document collection is done through interviews and observations. The results showed that the tourism policies have been formed from national policies to regional policies. Various strategies have been formulated by the ministry of tourism and the tourism office in the regions in order to develop the potential for tourism objects. The potential of the Watu Lawang agro-tourism object is not optimal due to several factors, including accessibility, facilities, human resources, geographic and sociological location.

ABSTRACTThe financial condition of the region that continues to experience of fluctuations and the allocation of development funds in the marine and fishery sub-sector which tend to decrease every year become problems that often arise. It requires local governments to be able to determine the right strategy in order to produce appropriate planning and budgeting development that are suitable with the potential of the marine and fisheries sub-sector. The pusrposes of this research are to analyze the consistency of planning and budgeting formulation, to analyze the implementation of planning and budgeting, and to formulate priority strategies that needed in an effort to strengthen planning and budgeting in marine and fisheries sub-sector in Anambas Achipelago Regency. The method used is using PBCM (Planning and Budgeting Consistency Matrix) analysis, perception analysis using Likert scale, SWOT analysis and QSPM method. The result of the research shows that there are inconsistencies in planning and budgeting as well as the level of implementation of planning and budgeting that are good but still need improvement on human resources competency component. Hal tersebut mengharuskan pemerintah daerah mampu menentukan strategi yang tepat agar dapat menghasilkan perencanaan dan penganggaran pembangunan yang tepat sesuai dengan potensi yang dimiliki. Penelitian ini bertujuan untuk menganalisis konsistensi perumusan perencanaan dan penganggaran, menganalisis implementasi perencanaan dan penganggaran serta merumuskan strategi yang perlu diprioritaskan dalam upaya menguatkan perencanaan dan penganggaran pada subsektor kelautan dan perikanan di Kabupaten Kepulauan Anambas. Metode yang digunakan adalah menggunakan analisis Matrik Konsistensi Perencanaan dan Penganggaran (MKPP), analisis kuesioner menggunakan skala likert, analisis SWOT dan metode QSPM. Hasil penelitian menunjukkan masih terdapat inkonsistensi pada perencanaan dan penganggaran serta tingkat implementasi perencanaan dan penganggaran tergolong baik namun masih perlu perbaikan pada komponen kompetensi SDM. Strategi prioritas utama yang dipilih adalah peningkatan kualitas aparatur perencanaan yang dimiliki oleh pemerintah daerah melalui koordinasi dan kerja sama antara Pemerintah (daerah dan pusat) dengan institusi perguruan tinggi.Kata Kunci : Analisis Persepsi, Implementasi Perencanaan dan Penganggaran, MKPP, Strategi penguatan

Local autonomy has long been implemented in Indonesia and has been experiencing a number of phases within governmental system. This writing is intended to fathom the dynamics of decentralization arrangement indeed. The discussion it-self shows that according to the substances in a number of decentralization policy which had/has been issued, the dynamics of local autonomy arrangements (as regulated in many decentralization policies) are inclining to be captured in a broad meaning, which is frequently known as a broadest local autonomy. Through local autonomy mechanism, local governments are given a flexibility in order to manage and administer their own domestic household. In order to maximize the implementation of widest local autonomy, local government has to be pushed to be well prepared in handling many local governmental tasks. Such preparations are related to human resources capacity, the competences in running the tasks, and financial management capacity.
