ABSTRAKPengembangan agro desa wisata yang sedang dikembangkan di Desa Paledah, Padaherang kecamatan, Kabupaten Pangandaran, berusaha untuk memanfaatkan potensi sumber daya alam dan sumber daya manusia. Untuk itu diperlukan strategi komunikasi yang tepat dalam membangun sinergi dari pihak-pihak yang terkait untuk dapat direalisasikan dengan baik. Penelitian ini mengkaji Strategi Komunikasi dalam pengembangan agro desa wisata di Kabupaten Pangandaran bertujuan untuk mengetahui: 1) hak komunikator; 2) perencanaan pesan dan 3) media komunikasi yang digunakan; dan 4) analisis khalayak sasaran. Dilakukan dengan metode kualitatif (studi kasus) dan teknik pengumpulan data melalui wawancara, observasi lapangan, Diskusi Kelompok, dan studi literatur. Hasil dari penelitiannya adalah hak komunikator adalah seorang tokoh masyarakat yang didukung oleh aparatur pemerintah melalui pembangunan yang berkelanjutan sesuai dengan keahliannya masing-masing. Pesan perencanaan dilakukan melalui transfer ide-ide dalam kemasan informasi yang terintegrasi dengan nilai-nilai luhur yang ada di masyarakat, misalnya melalui pembacaan bahan-bahan, undangan untuk menanam tanaman yang memiliki nilai ekonomi di halaman. Sedangkan media komunikasi yang digunakan adalah proposal kegiatan, spanduk dan poster yang dipasang di tempat-tempat strategis dan dapat disampaikan kepada pihak-pihak yang memiliki visi dan misi yang sama. Selain itu, desa wisata agro pelaksana perlu memahami keinginan target audiens dan bekerja sama dengan semua kelompok yang ada di desa Paledah dan tidak mengabaikan peran mereka dalam kelangsungan agro-tourism pembangunan desaKata Kunci: Strategi Komunikasi, Agro Wisata Desa, Kabupaten Pangandaran ABSTRACTThe development of agro tourism village that is being developed in Paledah Village, Padaherang Sub-district, Pangandaran Regency, seeks to utilize the potential of natural resources and human resources. For that needed appropriate communication strategy in establishing synergy of related parties to be realized well. This study examines the Communication Strategy in the development of agro tourism village in Pangandaran Regency aims to know: 1) the right communicator; 2) message planning and 3) communication media used; and 4) analysis of target audiences. Conducted by qualitative methods (case study) and data collection techniques through interviews, field observation, Focus Group Discussion, and literature study. The result of his research is the right communicator is a community leader who is supported by the government apparatus through continuous development in accordance with their respective expertise. Message planning is done through the transfer of ideas in the packaging of information that is integrated with the noble values that exist in the community, for example through recitation materials, invitations to plant crops that have economic value in the yard. While the communication media used is a proposal of activities, banners and posters installed in strategic places and can be submitted to parties who have the same vision and mission. In addition, the agro-tourism village implementers need to understand the wishes of the target audience and cooperate with all the existing groups in Paledah village and do not neglect their roles in the continuity of agro-tourism village developmentKeywords: Communication Strategy, Agro Tourism Village, Pangandaran Regency

AbstractThe mouse grouper is variance of grouper that have high economic value because it have high sale value so that it will increase income of aquaculturist. The right management of grouper nursery would increase production to supplied the marketing demand. The aims of this case study were to know how nursery management of grouper and factors that influence in grouper nursery in BBPBAP Jepara, was held on 28 July until 28 August 2005. Method used were descriptive method with collection of primary data and secondary data. Data was taken by observation, interview, active participation and literature study. Nursery of grouper fish carried out by BBPBAP Jepara under Departement of Marine and Fisheries. Source of fry were obtain from hatchery division in BBPBAP. Marine water were obtain from the sea, while fresh water were obtain from well. Fish feeding were use trash fish which were cut to suitable with mouth gapes of fish as much 90 gram, twice a day were morning and afternoon. In the fish nursery were not find disease that attack. The marketing area of grouper were Semarang, Jakarta, Surabaya, and local consumer.

This research was motivated by the condition of the weaving craftsmen at the “Karya Mandiri” Weaving Center Sumbawa who had difficulty in marketing the woven fabric products they produced, Kre Sesek (traditional woven cloth typical of Sumbawa). This study aims to design the branding of Kre Sesek Sentra Weaving “Karya Mandiri” Sumbawa to be better known by the wider community through the use of visual communication media. The research method used is a qualitative research method with a case study approach. Methods of collecting data through observation, literature study, interviews, and documentation. The research data obtained, then analyzed in order to develop the right branding concept. The branding concept used is KRESAMAWA (Kre Sesek Samawa)

Melaka is known to have historical values, even the beginning of the birth of Malaysia began in this country. Melaka is also known as the main maritime trade center in this region precisely in the 16th century. Traders from various countries such as Arab, China, India and Europe also came to Malacca to trade silk, spices, gold and porcelain. Therefore on July 7, 2008 UNECSO recognized Melaka as a World Heritage City State together with Georgetown, the State of Penang. Now, Melaka is here to offer a variety of tourism products based on 13 Tourism Product Sub-Sectors, including History, Culture, Recreation, Sports, Shopping, Conventions, Health, Education, Agro Tourism, Culinary, Melaka My Second House, Youth Tourism and Ecotourism. With the theme "Touring Historical Melaka Means Visiting Malaysia" and "Melaka Bandaraya Melaka UNESCO World Heritage" Melaka offers a variety of cultural uniqueness such as Malay, Chinese, Indian, Portuguese, Peranakan, Chitti and others. To further enhance the Melaka tourism industry, the Melaka State Government took the initiative to launch Visit Melaka Year 2019 (VMY 2019) which aims to showcase the culture and uniqueness of Melaka through "Melaka A Gateway to Historic Malaysia". This research explores forms of tourism communication in the 2019 Melaka Visit Program launched by the government, Malaysia, with a case study on tourists. This research uses a qualitative approach with a case study method. Research data collection using interview methods, involved observation and literature study. The purpose of this study was to determine the effectiveness of the Melaka tourism communication strategy launched by the government, through a number of communication channels, one of them through social media. The results showed that social media has a significant role in creating emotional experiences about the tourist attractions they visit..

AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

Sea transportation is a major factor connecting the islands of Indonesia which has strategic and important value in supporting the sustainability of the national economy. Along with the government's policy on the sea highway program and the development of the domestic shipping industry, the growth of the commercial fleet, especially vessels, is currently experiencing rapid progress. In supporting the government program and the demand for reparation and procurement of new ships in domestic production, readiness is required from the shipyard. However, the current condition of the shipyard is only able to meet 83% of the demand for new shipbuilding so that the shipyard still needs to be developed in order to improve its capabilities, so that it can meet the needs and be able to carry out its functions in accordance with the progress of shipping technology. In this study discusses the strategy of developing shipbuilding using qualitative descriptive methods and quantitative SWOT analysis. In this case study shipyard development strategy by increasing the ability of shipyards to meet the demands of ship building by increasing supporting facilities and accompanied by increasing the ability of human resources in the mastery of science and technology. The development of religious extremism in Indonesia continues to increase every year so that serious attention is needed by the government to deal with religious extremism in Indonesia. Indonesia is an archipelagic country where there are various ethnic groups and religions that coexist. However, the development of religious extremism sometimes becomes a serious problem for the Indonesian people because it can have a negative impact and damage the unity between nations and religions. This research uses literature study. This research method is carried out by reviewing various literatures, both books, newspapers, survey reports, academic journals related to religious extremism in Indonesia. The results show that not all religious extremism has an impact on the emergence of terrorism, but the government still must make the right policies in handling religious extremism that can cause division and affect peoples welfare. The policies that have been made by the government are considered appropriate and based on the laws that have been set by the government so that they can have a positive impact in maintaining the unity and integrity of the Indonesian nation.

<p>Communication strategy is the way to help the speakers when facing difficulties in communication using English as a second language. This case study, at the first year students of English Department, aims to know the most frequent students’ strategies to communicate in speaking activity in speaking class. It is  found that thirteen communication strategies were used by the students in speaking English class, but not all of the communication strategies were used in every conversation, but only certain communication strategy was used. It depends on  the materials difficulties. Furhermore, the most frequent  communication strategies is stalling or time gaining strategy. As they need some time to think and then continue talking after they find the right words they need to communicate. This findings is in line with the propossed theory stated that communication strategy is defined as a systematic technique employed by a speaker to express his or her meaning when facing certain difficulties in communication.</p>

Papua Province is an area whose development is still lagging behind in Indonesia. The continually conflicts causes the development of the Province of Papua is very behind compared to other regions. To overcome this problem, the government provides special autonomy funds to make improvements in the fields of education, poverty, health, economic improvement and infrastructure. This study analyzes the differences in the fields of education, health and poverty before and after the granting of the Papua special autonomy fund. By analyzing these areas, we can see the effectiveness of the special autonomy fund after 18 years of funding by the central government. This study is a policy study (policy research) by collecting data and then analyzed into a conclusion and recommendation. The method used in this study is descriptive qualitative. Data collection techniques are done through literature study and Focus Group Discussion. The results of this study indicate that the conditions of education, health, and poverty alleviation before and after special autonomy did not change significantly. The change is very slow when compared to the large amount of special autonomy funds allocated each year. This is caused by the institutional system of government that has not worked effectively and efficiently as well as in the quality and quantity of existing human resources.

Teachers play an important role in a learning process. Thus they are the main factor in determining a quality of human resource in which through the qualified human resource, Indonesia has a competitive capability. he government implements a program of teachers certification and expect to be able to improve their performance thus their main role in the sequence of learning can be achieved. The problem statement of this research is how teachers’ performance after certification is. This research aims to give information on how teachers’ performance after certification is towards an improvement of their performance quality. It applies qualitative approach while its data are both secondary and primary data. The data are obtained through literature study, observation, interview and focus group discussion. The research is conducted at all levels of formal education in District of Gorontalo in three months during the research period. Research finding shows that teachers’ performance after certification is good compared to the performance before certification. Regarding improvement of teachers’ performance quality, the government is expected to provide the teachers with information and technology mastery through continuous training or workshop activity.

The Minimum Revenue Guarantee (MRG) was designed to mitigate the financial risk of private investors that participate in the transportation project as concessionaire under a public-private partnership (PPP) program. The MRG can pose a significant financial burden to governments especially when the contract revenue is set considerably higher than the actual revenue. This may encourage the concessionaire to inflate the traffic forecast to make the project look as if it will be profitable. In order to mitigate this problem, extra conditions for exercising the MRG can be considered. This study examines how these exercise conditions change the economic value of the MRG using the case study based on the urban railway project in the Republic of Korea. By utilizing the real options analysis, the study identified that the exercise conditions have worked to curtail the expected payment from the government, eventually leading to a reduction in the concessionaire’s expectation of revenue. The value of MRG was at a far lower level compared to the concessionaire’s investment because of the low probability of exercising the MRG when the exercise conditions apply. The findings are expected to contribute to the sustainability of the PPP program by recognizing and quantifying liabilities and risks embedded in the concession agreement in advance.
