This study is related to the analysis of the features of assessing the recreational potential of the territory within the framework of the concept of sustainable development and identifying factors that affect the recreational potential and investment attractiveness of land for the organization of recreational activities and tourism. The approaches to the assessment of the recreational potential of the territory are systematized, the factors influencing the investment attractiveness of land plots for the construction of recreational facilities are identified. Based on the current trends in the development of recreation and tourism in the Russian Federation, formed during the period of restrictions caused by the coronovirus pandemic in 2020-2021, recommendations are proposed for improving methodological approaches to assessing the recreational potential and its use for territorial planning of municipalities. When conducting the assessment, it is important to take into account not only the natural prerequisites for the development of recreational activities, such as the climate and natural resource potential, but also the needs of the local population for recreation and recreation. The assessment of the recreational potential, conducted in accordance with the principles of sustainable development, expands the possibilities of using the natural resources of local territories for various types of tourism and recreational activities, which in turn can positively affect the sectoral structure of the economy, the level of socio-economic development of the region, meeting the needs of the local population in tourist and recreational services, reducing social tension in society and reducing morbidity among the population, increasing life expectancy.

The article identifies the organizational and economic features of management of tourist and recreational potential of the region. It is noted that the implementation of the functions and principles of organizational and economic management of tourist and recreational potential of the region is carried out by management system. It characterizes management as a system function of interaction of subsystems and elements of the region, which is the process of purposeful influence of the subject of management on the object of management to achieve certain results. That is, the effective management of tourist and recreational potential of the region depends on the form of ownership, the form of government, the level of development of a market economy. In a broader sense, the object of management is the tourist and recreational potential – a set of enterprises, institutions and organizations that carry out the production, sale of recreational services, ie actions aimed at meeting the needs of the population to restore vitality and energy. It is noted that management of tourist and recreational potential is a process of spatial organization, forecasting, planning, control, which are carried out in order to manage tourism in the region. According to the author, management of tourist and recreational potential of the region should be considered as the activity of public authorities to create conditions for the rational and effective use of recreational potential of the region; organizational and legal support and practical implementation of the strategy / program for development of recreational activities in tourist subregions; regulation of subject-object and subject-subject relations arising in the process of using recreational resources at the regional level, in order to ensure coordination of internal and external interests of various stakeholders of recreational activities, as well as their coordination with the local population interests in tourist subregions (recreational areas) and opportunities of the region. It is concluded that management of tourist and recreational potential of the region is formed under the influence of specific organizational and economic features of management and business conditions; organizational and economic components of management of tourist and recreational potential are designed to organize, implement and maintain economic activity, achieve the goals of the region. It is noted that in essence, the organizational and economic components of management of tourist and recreational potential of the region provide a synergy of organizational and economic ways to influence the managed object. On the basis of studied theoretical provisions it is offered to consider organizational and economic features of management of tourist and recreational potential on structural elements of organizational and economic block.

Analysis of demand for recreational services carried out on the basis of the literature data and the results of a questionnaire survey. Motivations, expectations and interests of unorganized tourists on the coast of the S. Donets River in the summer of 2013-2014 was studied. Territorial preferences, the structure and the length of recreational activities have been identified. The characteristics of desirable indicators of natural-resource potential of the territory and economic infrastructure has been received.

The article generalizes methodological approaches to creating a mechanism for selecting strategic priorities of development of regional spatial and sectoral structure. The author studies the tendencies of choosing priorities of development in accordance with the basic principles of sustainable development, “consensuses” of various types, “inclusive economics”, “stakeholder economics”, “donut economics”, “sharing economics”. The conclusion is that methodological approaches under consideration are a kind of reflection of sustainable development principles. They serve as a transitional stage to noospheric approach that reflects balancing of “interests of a human”, “interests of the nature” and “interests of technology”. The author applies to this conception to suggest a mechanism for selecting strategic priorities of development of regional spatial and sectoral structure. Such a mechanism for selecting strategic priorities of development is supposed to be a “bridge” for the transition to “noonomics” as a new stage of development.

The paper discusses the problems of legal regulation of development of resorts and medical and recreational areas in the Russian Federation and suggests ways to further improve legislation in this sphere. The relevance of the topic is due to the prevailing unsystematic development of the territories of most resorts in Russia, which leads to an increase in anthropogenic pressure on resort ecosystems, degradation of natural medicinal resources, deterioration of the ecological and sanitary-epidemiological condition of the territories of resorts and health-improving areas. The author shows the importance and features of the organization of development of resorts and medical and recreational areas to ensure their sustainable development, analyzes the existing urban planning legislation in the part relating to the construction of resorts, reveals problems of regulation and implementation of urban planning activities in the resorts. The priority role of territorial planning in the regulation of reasonable development of resorts is justified taking into account the peculiarities of their functioning and further development.

The article discusses current issues of Arctic governance. The main motives of the growing interest of the world community to this region are revealed. Comparative analysis of the conceptual framework and key priorities of the Arctic policy of the Russian Federation and other circumpolar powers based on a study of their national Arctic strategies. It was determined that the main difference between the Russian model of managing the Arctic zone lies in the priority of exploitation of natural resources on the basis of creating an optimal configuration of the main factors of industrial production, while the policy of foreign northern countries is aimed primarily on the sustainable development of the Arctic territories and at achieving their social sustainability through the comprehensive development of Arctic local communities. In our opinion, it is advisable for the Russian Federation to apply such a model where the state vector of Arctic policy is oriented, first of all, to the social component of territorial development as for the basis for a comprehensive balanced development of the Arctic zone and for ensuring the country’s national security. Namely, – the implementation of the model of sustainable development of the Arctic territories, the main elements of which are rational and careful nature resource use in the Arctic zone, limitation of negative environmental impact and conservation of the biodiversity of the Arctic territories, orientation on the national policy not only on the indigenous peoples of the North, but also on the local population living here, improving the quality, conditions and standard of living, as well as close mutually beneficial international cooperation on municipal, regional and global levels.

Subject. The article focuses on the current trends in the development of non-financial reporting in the Russian Federation and worldwide. Objectives. We analyze international non-financial reporting standards on sustainable development, and provide our recommendations on the improvement of integrated reporting of the company operating in the Russian aviation industry – Aeroflot Russian Airlines. Methods. The study draws upon general methods, such as the analysis, synthesis, analogy, deduction and induction. Results. Having examined development trends in non-financial reporting and reporting standards, sustainable development reports of foreign aviation leaders, and drawbacks, we suggested how the integrated report of Aeroflot should be improved. Conclusions. In the current circumstances, businesses try to disclose predominantly positive aspects of their sustainable development activities in order to create the positive publicity. As the analysis of the Russian aviation giant’s reports show, the company provides incomplete information and misses the external approval procedure. Sourced from the analyzable standards and foreign companies’ practices, the proposed indicators will help make reporting more unbiased.

Иран и Дагестан издавна связывали активно развивающиеся взаимовыгодные торгово-экономические связи, исследование которых актуализировано современными тенденциями развития регионального сотрудничества субъектов РФ с Ираном. Настоящее исследование посвящено изучению исторического опыта взаимодействия, в ходе которого выявляются торгово-экономические, политические и культурные контакты народов Дагестана и Ирана, сложившиеся со времен существования Мидийского государства, державы Ахеменидов и Кавказской Албании. О наличии довольно тесных взаимовыгодных связей между народами России, Приморского Дагестана и Ирана свидетельствуют археологические и нумизматические материалы, обнаруженные на территории Дагестана, письменные источники, которые подтверждают существование таких контактов на протяжении длительного периода. В статье предпринимается попытка исследования торгово-экономических и военно-политических взаимоотношений и культурных связей народов Дагестана и Ирана, начиная с эпохи правления Сасанидов, когда последние привлекали местную дагестанскую знать со своими вооруженными подразделениями в качестве союзников к охране северных границ Дербентского прохода. После завершения строительства оборонительных сооружений Дербентской крепости на территорию южного Дагестана были переселены представители ряда иранских этносов, которые вместе с воинами- стражниками стали надежной военно-служилой и гражданской прослойкой на границах империи. В результате тесного взаимодействия иранцев с местным населением произошло распространение на территории южного Дагестана персидского языка, литературы и элементов зороастризма. Исследованы важнейшие торговые пути, проходившие через Дербент и Приморский Дагестан Великий шелковый путь, на котором Дербент выполнял важную контрольную миссию, создание выгодных условий налогообложения караванов, приносивших большие доходы народам Ирана и Приморского Дагестана. Выявлена значимость Волжско-Каспийского торгового пути как фактора интенсивных торгово-экономических контактов народов России и Ирана. Iran and Dagestan have long been linked by dynamically developing and mutually beneficial trade and economic ties, the study of which is updated by current trends in the development of regional cooperation between the subjects of the Russian Federation and Iran. The present research is devoted to the study of the historical experience of interaction, during which the trade, economic, political and cultural contacts of the peoples of Dagestan and Iran were established since the existence of the Median state, the Achaemenid state and Caucasian Albania. The existence of rather close mutually beneficial relations between the peoples of Russia, Seaside Dagestan and Iran is evidenced by archaeological and numismatic materials discovered in Dagestan, written sources that confirm the existence of such contacts over a long period. The article attempts to study the trade, economic and military-political relations and cultural ties of the peoples of Dagestan and Iran, starting from the era of the Sassanids, when the latter attracted the local Dagestan nobility with their armed units as allies to protect the northern borders the Derbent Pass. After the construction of the defensive structures of the Derbent Fortress had been completed, representatives of a number of Iranian ethnic groups were resettled on the territory of southern Dagestan, which, together with the guards formed a reliable military and civilian stratum on the borders of the empire. As a result of the close interaction of the Iranians with the local population, the Persian language, literature, and elements of Zoroastrianism spread in Southern Dagestan. The article highlights the most important trade routes passing through Derbent and Seaside Dagestan the Great Silk Road, where Derbent performed an important control mission, creating favorable conditions for the taxation of caravans that brought great incomes to the peoples of Iran and Seaside Dagestan. The significance of the Volga-Caspian trade route as a factor in intensive trade and economic contacts between the peoples of Russia and Iran is revealed.

The article considers the experience of classification documents of the territorial planning and management of urban agglomerations in the Russian Federation. We have analyzed the documents of the federal level the main aim of which is regulating the processes of formation and development of agglomerations in the country. The documents developed in the regions over the past ten years, which regulate the functioning of all Russian urban agglomerations including laws, concepts, strategies, territorial planning schemes, inter-municipal agreements, and regulations on the activities of coordination councils are considered in detail. A comparative analysis of the documents allowed us to group agglomerations according to the degree of representation of the regulatory and documentary basis. There are five groups of agglomerations that differ in the number of documents and the degree of elaboration of agglomeration issues. The results revealed a significant gap between the selected groups. For agglomerations of the first and second groups we have prepared the complete sets of documentation, which reflect sufficiently the main parameters of agglomerations as integral system formations. For agglomerations included in the fourth group, there are no special documents, there are also some relevant materials in the regional documents of strategic and territorial planning which are characterized by poor elaboration. Agglomerations of the fifth group are not provided with regulatory documents at all, they are not considered as special formations. The analysis can contribute to improving the methodology of agglomeration development, understanding the need to expand and improve approaches to the management of urban agglomerations as integral objects. It is obvious that the urgent problem of sustainable development and functioning of urban agglomerations is the need to develop an innovative management model, its coordination with the regulatory framework of regional management structures, and a clear definition of conceptual and terminological and spatial-structural parameters.

The purpose of the article is to propose methodological assistance to the selfgovernment system in developing strategies for sustainable development of territorialcommunities. Methodology. The research used the works of foreign and domesticspecialists involved in the development of sustainable development strategies.Authors applied methods of scientific comparative analysis, general scientificmethods of theoretical, empirical research and a method of expert evaluation. Scientificnovelty includes clear well-structured approach to identification of what is neededto develop a strategy of territorial communities’ development, important tasks fora working group, SWOT analysis methods, what should be analysed to achievestrategic goals and consistency of organizational details. Conclusions. Complianceto the proposed scientific methodological approaches to the development of thestrategies of territorial communities’ sustainable development enables the communityto obtain a strategic algorithm for its sustainable development.
