The purpose of this study is to examine and understand the forms, functions, values, moral change of the people of Kendari City after getting a character education provided by Wahdah Islamiyah. In this study, the data were obtained through structured observation and interviews of 12 administrator of Wahdah Islamiyah Kendari and 17 Kendari City resident who participated in character building in Wahdah Islamiyah of Kendari City, and conducted observations on matters relating to character building carried out by Wahdah Islamiyah towards the people of Kendari City. Furthermore, all research objects were analyzed qualitatively descriptive. The results showed that the character building carried out by Wahdah Islamiyah towards the people of Kendari City is a goal that was not contrary to the goal of character building launched by the Kendari City government towards its people. In order to increase the faith and piety of the people of Kendari City, the government has launched a program to liberate the illiteracy of the Qur'an and improve the morals of the people of Kendari City. In line with what was done by Wahdah Islamiyah who did the character building of the city of kendari by using several coaching approaches namely the mental and spiritual coaching approach, leadership, training, academic, competition, and amaliya. All of these approaches function to make the people of Kendari City have good character values and have strong in faith and devotion to Allah Subhanahu Wata’ala. The character values contained in the character building carried out by Wahdah Islamiyah towards the people of Kendari City are religious values, tolerance, discipline, hard work, honesty, respect for achievement, care for the environment, care for the social and responsibility. The values of the formation of these characters can be identified from the activities carried out by the people who participate in coaching in Wahdah Islamiyah as well as from their attitudes and behavior patterns after they get character development done by Wahdah Islamiyah in Kendari City.Keywords: Formation of character by Wahdah Islamiyah, form, function, and character values of the people of Kendari City.

The existence of vagrants and beggars as a sub-culture of poverty is a separate problem for the government and the people of Yogyakarta in general. This research was conducted to examine and analyze the effectiveness of the Yogyakarta City Government Regional Regulation No. 1 of 2014 concerning the handling of homeless and human rights beggars in the review of maqasid shariah and seeks to find the crucial factors that influence the effectiveness of the DIY city government regulation based on a human rights perspective. humans in the view of maqasid syariah. The facts in the field were collected using qualitative methods with a sociological normative juridical approach and technical analysis using analytical descriptions. The results of this study are the Role and Functions of the Social Service in tackling Homeless and Beggars in the Special Region of Yogyakarta which has been procedurally fulfilled based on the Yogyakarta Regional Regulation No. 1 of 2014, but conceptually has not been fully implemented in the DIY City Regional Regulation No. 1 of 2014. In the perspective of human rights, in terms of quantity, the regional regulation has guaranteed the fulfillment of the rights of the homeless and beggars, the implementation is in accordance with standard operational procedures in the field. According to the Maqasid syariah perspective, the government's program to overcome sprawl has realized the maqasid syariah, namely the maintenance of religion (hifz din), reason (hifz al-aql) maintenance of the soul (hifz al-nafs) maintenance of offspring (hifz al-nasl) maintenance of property ( hifz al-mal)

The existence of good relations through a close level of trust in the formation of social capital between the community and the government will increase the success of a program. The government's understanding of the real needs of the community, the community is also able to optimize program interventions which will result in work harmony between the government and the community. The fulfillment of basic needs which is the main polemic can be met with social security with the concept of a pendapatan dasar. The existence of this idea is expected to increase public confidence in the government. The income obtained through social assistance in the form of cash will provide unconditional life insurance which will later change the mindset and behavior of the community in applying other assistance programs. This meeting point will later answer the global challenge in mobilizing the community to continue to carry out production activities. This study uses a qualitative approach which is located in the tourism area of Dusun Sade, Lombok. In-depth interviews were conducted with representatives of indigenous peoples, traditional leaders and representatives from the government. Pemahaman pemerintah akan kebutuhan riil masyarakat dan sebaliknya masyarakat mampu mengoptimalkan intervensi program mampu menghasilkan keselarasan kerja antara pemerintah dengan masyarakat. Pemenuhan kebutuhan dasar yang menjadi polemik utama dapat dipenuhi dengan jaminan sosial yang berkonsep pada pendapatan dasar yang universal. Adanya gagasan ini diharapkan mampu meningkatkan kepercayaan masyarakat akan pemerintah. Pendapatan yang didapatkan melalui bantuan sosial berbentuk cash akan memberikan jaminan hidup tanpa syarat yang nantinya akan mengubah pola pikir dan perilaku masyarakat dalam mengaplikasikan program bantuan lainnya. Titik temu inilah yang nantinya menjawab tantangan global dalam memobilisasi masyarakat untuk terus melakukan aktivitas produksi. Studi ini menggunakan pendekatan kualitatif yang berlokasi di kawasan pariwisata Dusun Sade, Lombok. Wawancara mendalam dilakukan kepada perwakilan masyarakat adat, tokoh adat dan perwakilan dari pemerintah. Informasi yang ingin didapat berupa kepastian bantuan sosial yang mampu meningkatkan trust/kepercayaan masyarakat Dusun Sade dan pemerintah mengoptimalkan program bantuan sosial sebagai bentuk upaya pemerintah menggerakkan kembali perekonomian di Dusun Sade. Kata Kunci: Kapital Sosial, Pendapatan dasar, Masyarakat Adat, Dusun Sade

Today, the attitudes and behavior of Indonesian students are declining. Schools as a component of character building have an important task in inculcating morals, ethical values, noble character, and strong and tough characters. This study was conducted to analyze the implementation of character education in Indonesia. The qualitative research using an ethnographic approach was used in this study on the implementation of character education in elementary schools. A total of 115 participants were interviewed at the school, including principals, teachers, extracurricular coaches, parents, and students. Observation, interviews, and documentation were used as the research instrument. From the results of this study, it was found that character education was very much needed in learning. The character education that was implemented in the elementary school sample includes religion; discipline; responsibility; leadership; tolerance; cooperation; love cleanliness; neatness; courtesy; perseverance; bravery; self-confidence; economical; independence; honesty; acceptance diversity; nationalism; Justice; creativity; and reward achievement. This study also described the character education strategies applied in elementary schools, namely, exemplary; habituation; school climate conditioning; integration in learning across all subjects; and integration through extracurricular activities.   Received: 2 September 2021 / Accepted: 30 October 2021 / Published: 3 January 2022

The rise of corruption cases revealed lately shows that corruption crime in Indonesia is verymuch a scourge and the heavy duty of the government to eradicate it one by one. Initially corruptionwas still carried out in the form of petty bribes, but now corruption is carried out in the category ofbillions from all aspects, even the last case was revealed to the detention center. It is a tragicphenomenon because our nation is known to have a high cultural morality and a very religiouscommunity. Efforts to eradicate corruption cannot be cut off by what is seen. But must be with broadand deep social movements, leading to social and cultural change. The social movement to eradicatecorruption is a revival of society to jointly correct conditions and bring a better life. The ultimate goalis not only to change the attitudes and behavior of individuals within the community itself, but also tobring about a new social order that is free of corruption. The problem in this journal is how the role ofcommunity leaders becomes very important in the process of eradicating corruption in Indonesia. thecommunity and the encouragement of the community to be aware of corruption must be truly enhanced,including cooperation from the KPK by always providing counseling with community leaders, becausebecause these community leaders are the important spearhead for moving a corruption-awarecommunity system. As a suggestion, the KPK cooperates with community and adat leaders in theformation of rules in the community, for example awig-awig in the Balinese indigenous community.With the awig-awig regulating corruption, it will act as a foundation in the enforcement of anticorruptionitself, which was started at the level of indigenous groups.

To shape a change in one's attitude and behavior, of course, requires a new paradigm to answer competitive and innovative internal and global challenges in accordance with the times.One of the educational reforms carried out is character education through the implementation of the 2013 curriculum. Character education is education that emphasizes the essence and meaning of morals and morals so that it will be able to form a good student personality. This character education has been carried out by the government through the implementation of the 2013 curriculum. In this curriculum students are more required to be active, creative and innovative in every problem solving they face by not forgetting good character.

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The most serious global banking crisis in living memory has given rise to one of the most substantial changes in the regulatory regime of banks. While not all central banks have responsibility for regulation, because they are almost universally responsible for systemic stability, they have an interest in bank regulation. Two core objectives of regulation are discussed: lowering the probability of bank failures and minimizing the social costs of failures that do occur. The underlying culture of banking creates business standards and employee attitudes and behavior. There are limits to what regulation can achieve if the underlying cultures of regulated firms are hazardous. There are limits to what can be achieved through detailed, prescriptive, and complex rules, and when, because of what is termed the endogeneity problem, rules escalation raises issues of proportionality, a case is made for banking culture to become a supervisory issue.

<p>Civic technology is a fast-developing segment that holds huge potential for a new generation of startups. A recent survey report on civic technology noted that the sector saw $430 million in investment in just the last two years. It's not just a new market ripe with opportunity it's crucial to our democracy. Crowdsourcing has proven to be an effective supplementary mechanism for public engagement in city government in order to use mutual knowledge in online communities to address such issues as a means of engaging people in urban design. Government needs new alternatives -- alternatives of modern, superior tools and services that are offered at reasonable rates. An effective and easy-to-use civic technology platform enables wide participation. Response to, and a ‘conversation’ with, the users is very crucial for engagement, as is a feeling of being part of a society. These findings can contribute to the future design of civic technology platforms. In this research, we are trying to introduce a crowdsourcing platform, which will be helpful to people who are facing problems in their everyday practice because of the government services. This platform will gather the information from the trending twitter tweets for last month or so and try to identify which challenges public is confronting. Twitter for crowdsourcing as it is a simple social platform for questions and for the people who see the tweet to get an instant answer. These problems will be analyzed based on their significance which then will be made open to public for its solutions. The findings demonstrate how crowdsourcing tends to boost community engagement, enhances citizens ' views of their town and thus tends us find ways to enhance the city's competitiveness, which faces some serious problems. Using of topic modeling with Latent Dirichlet Allocation (LDA) algorithm helped get categorized civic technology topics which was then validated by simple classification algorithm. While working on this research, we encountered some issues regarding to the tools that were available which we have discussed in the ‘Counter arguments’ section. <br></p>

This study aims to describe the thoughts of K.H. Bisri Mustofa’s moral education in the books of Mitro Sejati and Ngudi Susilo and its relevance with the development of character building in Indonesia. To describe the concept of moral education in the aforementiod books, content analysis was used to grasp the main messages of the books. The finding showed that the thoughts of K.H. Bisri Mustofa’s moral education were relevant with the development of character building proclaimed by the government. The relevancyecould be found in the foundational thinking about moral education contended by K.H. Bisri Mustofa and character education in Indonesia, encompassing the importance of humanism in social interaction, moral degradation among adolescents, and the erosion of Eastern culture by Western culture.  Relevance was also found in the five main character values ​​that were prioritized in the implementation of the development of character building in which each value is relevant to KH. Bisri Mustofa. These values ​​include religious, integrity, nationalist, independent, and mutual cooperation.
