Gender differences are unimportant as long as they do not result in gender inequality. However, it turns out that gender disparities have resulted in a variety of injustices, which affect both men and women. Gender inequality is a system and structure that affects both men and women equally. Because Islam is based on a relationship between Allah and individual women and men, the Qur'an's concept of Islam treats both women and men equally. According to Islamic normativity, a person's high and low quality is determined solely by his or her level of devotion to Allah. Humans are treated equally by God, who does not distinguish between them. God does not differentiate between men and women when it comes to the works he performs. Gender equity is a necessity for both men and women, according to Indonesian women researchers.

The academic problem in this study is that, there are differences basic paradigms behind the actions of each of these parties. This research is a literature study with a qualitative-descriptive method. The data are taken from previous research publications, online news as well as trusted online sites. Meanwhile, in the analysis process the method of Miles and Huberman is use maximally. The results of the analysis process concluded that the genealogy of the public policy formulation process was carried out starting from the agenda setting (2010), legitimacy and formalization (2010 – 2011), implementation (2011 – 2014), and, policy evaluation (2015-present). By using maqashid sharia hifzu al-bi'ah reasoning, it is concluded objectively and neutrally that policies tend to lead to claims of mafsadah (badness). A recommendation worth considering is the initiation of the ijtihad  jama'i forum by presenting expert sources in various relevant fields, far from political interests and subjectivity, so that alternative benefits are formulated for the phenomenon of policy and conflict in cement factories.

Methodologically, Fiqh Sosial encourages the resolution of people's problems by using the qauli and manhaji schools of thought. The qauli school of choice takes precedence. If the qauli school is unable to provide a solution to the problems at hand, then the manhaji school of thought is used. Basically, the qauli school of thought is sufficient if it is used in solving basic pluralism problems. However, if the issue of pluralism has entered a more complicated domain, and the qauli school of thought is no longer sufficient, then the manhaji school of thought can be used. The implementation of the methodology of Fiqh Sosial in the issue of pluralism can be seen from the consistency of Kiai Sahal in harmonizing his thoughts and his daily life. Kiai Sahal shows an open mind in building relationships and collaborating with many people from various ethnic, religious and professional backgrounds. This paper is the result of research on pluralism in the perspective of Fiqh Sosial. This study aims to determine the concept of Fiqh Sosial regarding pluralism and the application of Fiqh Sosial methodology in responding to pluralism issues. This research is a qualitative research. This research is a literature study using descriptive methods.

This study aims to reconstruct Muhammad 'Ali Ash-Shabuni's idea of pluralism in the tafsir of Rawa'i al-Bayan. Ash-Shabuni's idea of pluralism is interesting because it is based on the interpretation of the verses of war. The study of war verses has implications for shaping the ethics that must be enforced in the most extreme forms of interaction, war. The reconstruction of Ash-Shabuni 's pluralism idea was designed in qualitative research with an analytical descriptive type. While the approach used is semantic content-analysis, because the data is in the form of a tafsir book. As a sample, interpretations of surah al-Baqarah verses 190-195 were taken will which is discussed the provisions of war, and verses 216-218 with the theme of the law of war in the haram months. Based on semantic content analysis, it can be concluded that basically, Islamic teachings invite acceptance of non-Muslims. The warfare that is allowed in Islam is as a defense method against agreements that are violated by non-Muslims, defending the land of haram (as the land of birth), defense of the haram months as a form of respect for tradition, the war for defending Allah's religion, and war because it avoids slander in the form of coercing infidels so that Muslims apostatize.
