The Bandung Regency Archives and Libraries Service is one of the regional public libraries of Bandung Regency which has service innovations during the COVID-19 pandemic. The Bandung Regency Archives and Library Service provides a mobile user interface service named i-Sabilulungan. The purpose of this study was to determine the usefulness of the i-Sabilulungan application as a service innovation during the COVID-19 pandemic at the Bandung Regency Archives and Library Service. The research method used in this research is descriptive qualitative research method with data collection techniques through observation and interviews. In this study, the informants were librarians managing the i-Sabilulungan mobile application. The results of this study reveal that i-Sabilulungan as a library service innovation for the Bandung Regency Archives and Libraries Service has fulfilled an important element in the application of the mobile user interface application. The i-Sabilulungan application has fulfilled 10 elements of the application of the mobile user interface application which consists of several elements including connectivity, simplicity, directional, informative, interactivity, user friendliness, comprehensiveness (completeness), continuity (sustainable), personalization (personalization) and internal elements (internal).

Abstract: The technical instruction number: 002/JUKNIS-300.UK.01.01/II/2019 dated on 1-02-2019 concerning Complete Systematic Land Registration Program Based on the Community Participation (Juknis PTSL-PM) enables the presence of community involvement as the manifestation of Article 42 paragraph (1) of the Regulation of the Ministry of Agrarian and Spatial Planning/Ka.BPN Number 6 of 2018. The practice can be found in Bojonegoro District which has started the PTSL–PM program before the issue of the technical instruction of PTSL-PM so that it causes issues related to the compatibility of the technical instruction of PTSL-PM implementation with the participative mechanism occurred in Bojonegoro District. The purpose of this research was to evaluate the implementation of the technical instruction of PTSL-PM. This research used qualitative research method through descriptive approach. The result of the research found that from 97 description of the activities as the comparison instrument, 48 activities were not appropriate, while 42 activities were appropriate (the activities type contains participation which is not regulated in the technical instruction of PTSL-PM) and 7 activities have not been studied so that those were not included in the research object. The components related to the working map, land data collection formation basic, and measurement method used were the components which affect the implementation of technical instruction of PTSL-PM the most. Land office of Bojonegoro District cannot perform the technical instruction of PTSL-PM fully since the participation method uniformity is not possible considering the community characteristic, human resource, and facilities-infrasturure which are different in each region.Keywords: PTSL, Community’s Participation, Technical Instruction Intisari: Petunjuk Teknis Nomor 002/JUKNIS-300.UK.01.01/II/2019 tentang Kegiatan PTSL Berbasis Partisipasi Masyarakat (Juknis PTSL-PM) memungkinkan adanya keterlibatan dari masyarakat sebagai perwujudan dari Pasal 42 ayat (1) Permen ATR/Ka.BPN Nomor 6 Tahun 2018. Praktiknya di Kabupaten Bojonegoro telah memulai program PTSL-PM sebelum diterbitkannya Juknis PTSL-PM sehingga menimbulkan persoalan terkait kesesuaian pelaksanaan Juknis PTSL-PM dengan mekanisme partisipatif yang telah terjadi di Kabupaten Bojonegoro. Tujuan penelitian ini adalah untuk mengevaluasi pelaksanaan Juknis PTSL-PM. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Hasil dari penelitian ini adalah dari 97 uraian kegiatan sebagai instrumen pembanding, 48 kegiatan tidak sesuai, 42 kegiatan sesuai atau dapat disesuaikan (jenis kegiatan bersifat partisipasi namun tidak diatur dalam Juknis PTSL-PM) dan 7 kegiatan belum diteliti sehingga bukan merupakan objek penelitian. Komponen yang berkaitan dengan peta kerja, dasar pembentukan pengumpul data pertanahan dan metode pengukuran yang digunakan merupakan komponen yang paling mempengaruhi pelaksanaan Juknis PTSL-PM. Kantor Pertanahan Kabupaten Bojonegoro tidak dapat melaksanakan secara penuh Juknis PTSL-PM karena keseragaman metode partisipasi tidak dimungkinkan mengingat karakteristik masyarakat, sumberdaya manusia dan sarana prasarana memiliki perbedaan di setiap daerah.Kata Kunci: PTSL, Partisipasi Masyarakat, Petunjuk Teknis

This Final Report is entitled "The Policy Implementation of the BANTAR (Clean, Safe, and Smart) Village  Program in Realizing Environmental Development in the Paal Merah District of Jambi City Jambi Province". The purpose of this observation is to find out how is the policy implementation of BANTAR Village and to find out the outcome of the policy program. The method used in this study is the Qualitative Research method. This research uses data collection techniques through interviews, observation, and documentation. From the results of the discussion showed that the policy implementation of the BANTAR Village program in Paal Merah District has not been running optimally. This is proven by the fact that not all RTs in Paal Merah sub-district participate in the BANTAR Village program. The obstacle experienced is the lack of funds which causes the program has not run optimally then the second obstacles is many agencies involved causes this program to be hampered, so far the team is only an assessment team, not as development team, so there is no sustanibility of this program because the development team has not carried out their duties optimally. To overcome these problems, the authors suggest the need to make a budget for RTs that follow the program, there needs for socialization related to the program, conduct training for accompanying scholars, the need for CSR from companies in the BANTAR village area and reduce the agencies involved in the program. This study describes the Javanese language used by the presenters when bringing a wedding ceremony in the Sidoarjo area. Organizers have many variations of the language used at weddings with Javanese customs. The research method uses a qualitative research method approach where this research is in the Tambak Kemerakan village area, Krian sub-district, Sidoarjo district. The time of the research was carried out from May to July 2021. The data collection techniques in the study were in the form of documents, interviews and observations. The research instrument used a mobile phone and a list of questions to the presenters. The results of the study show that the use of language includes language variations, language variations based on lecturing functions, language variations in terms of formality using official language. Code switching in this study is an analysis of the language used when hosting weddings. And the occurrence of language code mixing in the form of Javanese krama alus switching to Indonesian and language interference in its morphological and phonological use.

Latar belakang yang mendorong penelitian ini adalah banyak dijumpai di TK Santa Theresia Ungaran terdapat beberapa anak yang pada saat melakukan kegiatan tari, tampak berbagai reaksi anak yang berbeda-beda salahsatunya seperti kurangnya percaya diri pada anak.Fokus dalam penelitian ini adalah kemandirian dalam kegiatan seni tari pada usia 5-6 tahun di TK Santa Theresia Ungaran dengan tujuan untuk menganalisa kemandirian dalam kegiatan seni tari usia 5–6 tahun di TK Santa TheresiaUngaran. Penelitian ini menggunakan penelitian kualitatif. Penelitian kualitatif adalah metode penelitian yang digunakan untuk meneliti pada kondisi objek yang alamiah sesuai dengan kondisi di lapangan tanpa adanya manipulasi dari peneliti. Metode pengumpulan data pada penelitian ini adalah dengan metode observasi, wawancara dan dokumentasi. Penelitian ini menganalisa tentang Kemandirian dalam kegiatan seni tari di TK Santa Theresia Ungaran. Penelitian ini membahas mengenai aspek kemandirian dalam kegiatan seni tari yang meliputi aspek emosi, intelektual dan sosial.Hasil penelitian menunjukan bahwa kemandirian dapat diterapkan dalam kegiatan seni tari. Kemampuan kemandirian dapat dimunculkan dalam beberapa aspek yaitu aspek emosi, intelektual dan sosial dimana anak sudah mampu menunjukan rasa percaya dirinya, tidak tergantung kepada orang tua maupun kepada guru pada saat mengikuti kegiatan tari. Berdasarkan hasil penelitian ini saran yang disampaikan adalah kepada siswa dan guru bahwa kemandirian juga dapat di terapkan dalam kegiatan tari, yang diharapkan siswa mampu bersikap mandiri dalam segala aktifitasnya, khususnya dalam kegiatan seni tari.Kata kunci : Kemandirian. Tari ABSTRACTThe background that led to this research was that there were many children in Santa Theresia Ungaran kindergarten, there were several children who when doing dance activities, showed various reactions of different children, one of them was a lack of confidence in children.The focus of this research is the independence in dance activities at the age of 5-6 years in Santa Theresia Ungaran kindergarten with the aim of analyzing the independence in art activities from the age of 5-6 years in Santa Theresia Ungaran kindergarten.This study uses qualitative research. Qualitative research is a research method used to examine the condition of natural objects in accordance with the conditions in the field without manipulation by the researcher. Data collection methods in this study are by observation, interview, and documentation. This study analyzes the independence of dance activities at Santa Theresia Ungaran Kindergarten. This study discusses the aspects of independence in dance activities that cover emotional, intellectual and social aspects.Research results show that independence can be applied to dance activities. Independence skills can be raised in several aspects, namely emotional, intellectual and social aspects where the child is able to show his self-confidence, not dependent on parents or teachers when attending dance activities. Based on the results of this study the suggestions submitted are to students and teachers that independence can also be applied in dance activities, which students are expected to be able to be independent in all their activities, especially in dance activities.Keywords: Independence. This paper discussed the acculturation of Chinese and Sundanese culture in a ceremony at the Shia Djin Kong temple, Jonggol. On the right side of the temple there is a special room for the cult  of Jonggol's ancestors, namely Embah Jago, Embah Sabin, Embah Surkat, Embah Jagakarsa, and Embah Nagawulung. In that room there are also many heirloom objects, such as keris, spears, lafadz Allah, and swords. Acculturation between Sundanese culture and Chinese culture can be seen at the birthday ceremony of the god Shia Djin Kong, which is the similarity between local culture and Chinese culture, in ancestor worship. The research method used in this writing is a qualitative research method, data collection techniques in this writing are participant observation, observation, and interviews to the temple officer, and people who come to pray both during the god's birthday ceremony and on ordinary days.

The purpose of this research was to find a solution during the pandemic recovery covid-19 with the strengthening of alternative food entrepreneurship sorghum. The research method uses qualitative research methods in entrepreneurship, descriptive qualitative action research  with data collection techniques in the form of observation and documentation, after the data collected is then analyzed statistically descriptive. The results showed that sorghum can be used as a national food stock facing a crisis and pandemic covid-19, sorghum food stock in the form of grains, rice, flour, soft brand sorghum, and various processed sorghum. National sorghum food stock strategy includes strengthening clusters and production centers, silo utilization cooperation, socialization of various sorghum products, and strengthening Center of Sorghum Entrepreneur (CSE) and Sorghum Entrepreneurship Unit (SEU).

The purpose of the research that researchers do is to find out the extent of the Implementation of the Family Hope Program in Cisitu District of Sumedang Regency. The method used in this study is a qualitative research method which is used in research based on the philosophy of postpositivism, used to examine the natural conditions of objects, where researchers act as key instruments, data collection techniques are carried out by triangulation (combined), data analysis is inductive, and qualitative research results emphasize more meaning than generalization. The technique used in taking samples is to use purposive sampling, which is sampling based on needs, so the samples in this study were 4 people. As for what is determined to be the informant in this study are the executors who are considered to have authority, information, and are involved in implementation of the Family Hope Program in Cisitu District of Sumedang Regency. Based on the results of the study, the researchers can describe that the Implementation of the Family Hope Program in Cisitu District of Sumedang Regency can be side to be quite well run according to the success factor of the implementation. But on the other hand there are problems related to facilities, both facilities and infrastructure provided are not yet fully adequate, there are still many shortcomings, this is because the government and the organizers only provide basic facilities.

Meoli spell present as one performance package within custom ritual called meoli ritual. Meoli ritual is a politeness expression of the perpetrators in expressing the purpose of request permission or apology to the sangia as the ruler of nature when opening the land to grow crops. This study examines the value of politeness in the meoli spell with the ethnopoetic approach. The issues raised are how has the politeness value existed in the meoli spell. By applying qualitative research method, data collection is done by observation, interview, and literature study. From the analysis, it is known that the value of politeness in the meoli mantra embodies the priority scale in which the preferred is the custom observer, followed by an apology by mentioning the whole of the target, newly expressed by the expression of intent and hope as the core message of the meoli spell. The beautiful way of disclosure also supports the value of politeness in the meoli spell

The long-term goal of this research is the birth of the process of drawing women's involvement in the bureaucratic decision-making process, and the gender reinforcement model in bureaucratic decision making in Bone Bolango District. The target of the research will be done by stages: 1) identify the problem of constraints faced; and 2) to formulate a model of gender reinforcement in bureaucratic decision making. The research method used is qualitative research with data collection techniques through: interview, documentation, and FGD. Further data collected will be analyzed data triangulation. The result of the research is the birth of a model of gender reinforcement in decision making bureaucracy. The impact of the study will provide answers on women's partisifasi in decision making. During this time the existence of women is very much ruled out. The presence of female figures in the public dimension brings new trends in the context of government. Women want to be treated proportionally. This tendency has implications for the inclusion of women to compete with men to become leaders.

The purpose of this research is to find out how the Responsibility of Village Fund Allocation in Tambat, Tanah Miring District, Merauke Regency. Theoretical Benefits, as reference material for research in the field of future accountability. In discussing and reviewing the issue of implementation, the accountability of village fund allocation in Tambat Tanah Miring District Merauke Regency the author uses a qualitative research method, namely data collection can be from interviews, observation notes, photo taking, audio and video recording. This type of descriptive research is a research that is sought to observe problems systematically accurate funds regarding the facts and characteristics of certain objects, with the number of informants as many as 13 people.The results of this study indicate that the accountability of village fund allocation in the implementation of village funds in Tambat, Tanah Miring District, Merauke Regency, runs well but there are still a number of problems that occur, planning, realization of the program and not in accordance with the details and calculations in the RAB. Kampung, Implementation of Village Fund Allocation conducted by Kampung Tambat Officials has not gone well and has not been carried out in accordance with the procedure because the village head of Tambat was considered not transparent regarding Village Fund Allocation to the people of Tambat Village, Reporting indicators, Village Fund Allocation has not been implemented properly due to reports what has been made is not maximal with what is done in Tambat and indicators, the accountability of the village head regarding the Village Fund Allocation also does not work with planning, implementation and reporting, this is evidenced by the making of the first report and the answer to ADD ADK, PROSPECTS made by other parties not by village officials have not been implemented with the reality that happened at Tambat.
