The global explosion of the COVID-19 pandemic has created worldwide unprecedented health and economic challenges which stimulated one of the biggest annual migrations globally. In the Indian context, even after proactive decisions taken by the Government, the continual growth of COVID-19 raises questions regarding its extent and severity. The present work utilizes the susceptible-infected-recovered-death (SIRD) compartment model for parameter estimation and fruitful prediction of COVID-19. Further, various optimization techniques such as particle swarm optimization (PSO), gradient (G), pattern search (PS) and their hybrid are employed to solve the considered model. The simulation study endorse the efficiency of PSO (with or without G) and G+PS+G over other techniques for ongoing pandemic assessment. The key parametric values including characteristic time of infection and death and reproduction number have been estimated as 60 days, 67 days and 4.78 respectively by utilizing the optimum results. The model assessed that India has passed its peak duration of COVID-19 with more than 81% recovery and only a 1.59% death rate. The short duration analysis (15 days) of obtained results against reported data validates the effectiveness of the developed models for ongoing pandemic assessment.

AbstractBackgroundThe first confirmed cases of COVID-19 in Iran were reported on February 19, 2020. This study aimed to analyze the epidemic curves and to investigate the correlation between epidemic parameters and furthermore to analyze the impact of control measures on the spread of COVID-19 in Iran during 365 days of the epidemic.MethodsWe used data from February 20, 2020, to February 18, 2021, on the number of COVID-19 cases reported by Iranian governments. Pearson correlation coefficient was applied to investigate the correlation between different epidemic parameters. The number of daily deaths per daily new cases was averaged to calculate daily death rate and the same method was used to investigate the rate of daily positive tests. Furthermore, we employed two different methods to calculate the effective reproduction number using reported data.ResultsThe results showed that there was a strong correlation between the number of daily deaths and the number of daily new cases (specially the admitted cases). The results also indicated that the mean of daily death rate of COVID-19 during 365 days was 4.9 percent, and averagely 13.9 percent of daily tests results were positive. Furthermore, epidemic curves showed that implementing strict social distancing measures effectively reduced the number of confirmed cases. The effective reproduction curve indicated that social distancing is still necessary to control the spread of COVID-19 in Iran.ConclusionsAnalyzing the prevention and control measures indicated that the strict social distancing implemented by the government effectively reduces the number of new cases and deaths. The curve of reproduction number also showed that effective reproduction number is still above one; hence, it is necessary to continue strict social distancing and control travelling to prevent causing another wave of outbreak especially in Persian New Year.

AbstractIn this paper, a preliminary data analytics study on the spread of COVID-19 in Italy and Lombardy Region is reported to understand how the COVID-19 spread from a geographical point-of-view. Understanding the rules followed by the virus in its spread in Italy and Lombardy Region is fundamental to act properly to reduce and isolate the contagious promptly. The paper investigates the possible correlation between the goods and transport routes and the citizen travels with the spread of the COVID-19 from a geographical perspective. Moreover, in the paper, an empirical discussion is reported on how the actions and decrees, which have been imposed by the Italian Government over time, impacted actually on the spread of COVID-19. This discussion can highlight important aspects that can be taken into account in future pandemic waves, to better balance the policies and actions imposed by the Government and by the Regions.

Qualitative and quantitative analysis of online public opinion of the H7N9 animal epidemic incident in 2013 were conducted based on social network analysis (SNA) theories, SNA method, and life cycle theories. Trend and features of evolution of online public opinion of animal epidemic emergency were explored and structural characteristics of key nodes in these public opinion spreading networks were identified. The stages of spreading of public opinion of animal epidemics were investigated. This study provides references for the government to cope with online public opinion of animal epidemic emergencies in the future.

While applications of big data have been extensively studied, discussion is mostly made from the perspectives of computer science, Internet services, and informatics. Alternatively, this article takes the big data approach as an institutional innovation and uses the problem of illegal subdivided units (ISUs) in Hong Kong as a case study. High transaction costs incurred in identification of suspected ISUs and associated enforcement actions lead to a proliferation of ISUs in the city. We posit that the deployment of big data analytics can lower these transaction costs, enabling the government to tackle the problem of illegal accommodations. We propose a framework for big data collection, analysis, and feedback. As the findings of a structured questionnaire survey reveal, building professionals believed that the proposed framework could reduce transaction costs of ISU identification. Yet, concerns associated with the big data approach like privacy and predictive policing were also raised by the professionals.

Rice is a staple food and daily routine for Malaysians. Currently, the increasing population in Malaysia has led to the need to increase rice production with more quality. Therefore,the government established a scheme with national organic standards, MS 1259: 2015 which is myOrganic certification to recognize organic farms. Koperasi ABSB is the first rice farm that obtained this certification. Thus, the aims of this study are to explore the implementation of myOrganic in Koperasi ABSB and the barriers faced by this cooperative to implementing myOrganic certification. Qualitative method is used in this case study through interviews and observation. The finding showed that the implementation of myOrganic is as follows, by register myGAP, register myOrganic, Department of Agricultural Malaysia (DOA) will send a supervisor, prepare nine files or records, perform internal and external audit, and renew myOrganic. This study is expected to increase awareness of organic farming practices and promote the implementation of myOrganic in agriculture industry especially for the new farmer who wants to register and obtain myOrganic certification.

AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.
