Nowadays, in the North China Plain (NCP), most counties and suburban rural regions are promoting the "coal to gas" program under the situation of strong government support of large and medium-sized centralized biogas production (CBP) projects. This paper is aimed at the CBP projects, focuses on rural residents’ “willingness to use (WTU)”, “willingness to buy (WTB)” and the influencing factors for WTU/WTB. Through the analysis of rural residents from Hebei and Shandong provinces that belong to NCP in this survey, we find that 85% of respondents support the CBP program and the WTB is 63.15 CNY/year per capita, which is much lower than the cost of rural CBP in existing survey regions. The participation of rural residents is not only a manifestation of personal and family characteristics; understanding of environmental knowledge, attitudes, and household energy practices are more important. These non-economic factors seriously affect WTU/WTB. Hence, it is necessary to appropriately increase the government revenue to such projects, strengthen government guidance and publicity, improve the environmental knowledge and attitude of rural residents and guide residents’ practice. Based on a fully understanding of residents’ consumption decision mechanism, we establish a financial support mechanism due to the demand response, adopt a correct calculation for financial support, such as a reasonable subsidy rate, and seek the greatest commonality of cost, financial support, and demand.

Despite the government support for economic development in some coastal areas in Indonesia, the paradigm about women’s agency remains almost the same. This is because women are still marginalized. This paper focuses on looking at agency of women in managing their resources. This study proves that women are active agents in coastal areas of North Gorontalo. Specifically, in the seaweed production, empirical evidences show significantly that women's associations succeeded in gaining economic advantages, participatory leadership, and had adaptability towards changes in technology and seaweed market. Applying a qualitative research approach, this study illustrates a number of policy subjects, organizational patterns, regional opportunity, and actors that support the centrality of women’s organizational capabilities in the field of seaweed production in the north coast of Gorontalo. This study justifies the tendency in Gorontalo, and perhaps in other areas in Indonesia, that women groups have an economic reputation in the seaweed production because they are fully involved in all production processes.

Purpose In the presence of limited financial resources, developing countries such as Lebanon often allocate small budgets to the sports sector. Even more, the Lebanese Government lacks a strategic approach that is necessary for any nation to achieve elite sport success. This study aims to assess the motivations and barriers that impact Lebanese athletes’ achievements at the Olympics by addressing the factors that affect such participation. Two main aspects were put into the study: lack of governmental support and sponsorship. Design/methodology/approach This study examines the barriers that hinder achievement by Lebanese Olympians in their International participation with an emphasis on the factors that affect their performance whether positively or negatively. The methodology consisted of a set of survey questions filled by 50 Lebanese athletes and 4 interviews conducted with Lebanese Olympians to make use of their experience and insight regarding such barriers and how to best boost motivation among young and potential talent. Findings The findings shed light on the limited Lebanese Olympic participation; out of the 17 participation (226 Olympians in total), only 4 Olympians won medals for the country; the past victory was 38 years ago. The reasons as reached are mainly due to the lack of government support and the inability of athletes to secure-related sponsors. Specifically, a lack of governmental support has a negative correlation with athletes’ achievements in international contests. Moreover, the inability of athletes to secure the financial support, in the form of sponsorship, necessary for the training, preparation and all the way to participation. Research limitations/implications The study revealed a lack of active participation from the government in nurturing skill and elevating talented athletes’ chance to achieve in the Olympics. The main factor that this study was able to identify is the lack of an official body to manage the nurturing, training, financial support up to participation of the athletes in the international events. Practical implications The study highlighted the importance of training camps and consistent improvement to performance. While these two require extensive investment and devotion, athletes on their own cannot afford to fulfill the requirements without the support of the government; the latter being almost absent. Originality/value The insights provided through this study address the importance of sponsorship and government support in athletes’ achievements. It shed light on areas that are nonexistent for the Lebanese case and provided practical recommendations that if applied, would increase the chances of Lebanon in competing effectively in the international arena.

In this article, the author studies the current state of the system of direct financial support of the media in Luxembourg and further prospects for its development. Direct government support for the press has existed in the Grand Duchy since 1976. In accordance with the law for the promotion of the print media, newspapers receive subsidies, however, the press subsidy system is currently in the process of reforming. In 2017, grants for online media were first made available. In addition, discussions are underway to change the criteria for receiving financial assistance: if before the amount of the subsidy depended on the volume of publication (number of published pages), in the future it will depend on the number of journalists in the editorial office and, possibly, on the circulation or number of subscribers. Since 2021, the government plans, like press support, to allocate subsidies for RTL TV channels, but this decision is often criticized, because it is essentially a monopolization of RTL and threatens the disappearance of economically weaker broadcast stations, such as “L’essentiel Radio”, “Radio 100,7”. In this regard, many politicians are in favor of expanding the social and legal media sector, which is currently represented in the Grand Duchy only by the socio-cultural radio station “Radio 100,7”. In general, direct state support of the press (and from 2021 on television), which exists in Luxembourg, on the one hand, is one of the guarantees for the survival of economically weak media in a small market, on the other hand, it can be a danger to their political independence.

This paper empirically examines the spatial and intertemporal price relations of grains in Pakistan’s Punjab. The salient feature of the paper is that quantity variables such as market surplus and government release are incorporated in the price arbitrage model to quantify the effects of government interventions. Regression analysis using three-year crosssection data shows that the farm-gate prices of wheat after harvest are mostly explained by the government support price while those of Basmati paddy have more unexplained variation. This difference could be due to a difference in the price support mechanism. Investigation on intertemporal price relations shows that wholesale wheat prices regularly increase at the rate of storage costs in the first half of a food year, and that the price rise is repressed by the government release in the second half only in a normal year.

In recent year, the issues of sustainable development in general and enterprise's sustainable development have always been given special attention by government management agency, including small and medium-size industrial enterprises. The study conducted a survey of 316 industrial SMEs in three regions of the North, Central and South of Vietnam with the main survey subjects being managers in enterprises. The main purpose of the study is to assess the impact of the goverment support policies compared to other factors developed in the research model affecting the sustainable development of small and medium-sized industrial enterprises (SMEs) in Vietnam. In this research, the authors employed exploratory factor analysis to identify 4 factors affecting the sustainable development of SMEs. The research results show that the government support policies have an important role but not strongly influence human resource factors, financial factor and social responsibility (SR) policies of enterprises in their sustainable development for industrial SMEs in Vietnam.

The stability of Russian banking sector is threatened by three negative tendencies - overheating of the credit market, significant decrease of banks capital adequacy ratios, and growing problems associated with banks lending to affiliated non-financial corporations. The co-existence of these processes reflects the crisis of the model of private investments in Russian banking sector, which was observed during the last 20 years. This paper analyzes the measures of the Bank of Russia undertaken to maintain the stability of the banking sector using the methodology of credit risk stress-testing. Based on this methodology we conclude that the Bank of Russias actions can prevent the overheating of the credit market, but they can also lead to undesirable effects: further expansion of the government ownership in Russian banking sector and substitution of domestic credit supply by cross-border corporate borrowings. The later weakens the competitive positions of Russian banks. We propose a set of measures to harmonize the prudential regulation of banks. Our suggestions rely on design and further implementation of the programs aimed at developing new markets for financial services provided by Russian banks to their corporate and retail customers. The estimated effects of proposed policy measures are both the increase in profitability and capitalization of Russian banks and the decrease of banks demand for government support.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.

The present study reveals the trends and features of the current state of financing the foreign countries’ transition to a new «green» economic growth model. To summarize the contemporary experience of countries’ integration into public administration practice the approaches and standards in the field of «green» investments financing.The subject of the study is the set of measures implemented by countries to develop sources of finance for «green» economy projects.Tasks: 1) to consider the principal directions of the «green» investments state policy support, its purpose, and the tools used; 2) to identify the market’s role in the «green» economy financing; 3) to clarify the main issues constraining private investments in «green» projects. The countries’ approach to «green» economic growth financing is examined in the present paper by means of common methods of scientific knowledge.There reviewed the arguments justifying the government support for «green» investments. There revealed the problems constraining the market «green» financing development and speculations about their origins. The study concludes that the countries’ economic policies are aimed at improving the existing model’s efficiency, not at the transition to the new «green» economy model. Thus, through the state support tools, there being generated strong signals signifying the creation of favorable market conditions for the functioning of a new economy sector – the sector of «green» technologies.

Whilst King William I had clearly given to understand that he definitively rejected ministerial responsibility and that he considered any criticism of the regime as a criticism of the dynasty, the synergy of resistance increased between the clericalists, liberals and radical anti-authoritarian groups in the South. In the alienation between the North and the South and the ultimate revolutionary national-liberal opposition from the South the language issue played a less important role than the clericalist element and the liberal aversion against the royal absolutism of William I and the sense of exclusion of the Belgians from public office and particularly from the government of the state.
