The possibility of using non-standard forms of employment to reduce poverty in families with children

One of the trends in the modern labor market is the increase of its flexibility, which is manifested in the development of forms of employment that do not require a permanent presence at the employer’s workplace. If properly regulated, such forms can be used to solve one of the most important problems of Russian society — reducing poverty among families with children. The question of the extent to which poverty affects birth rates is still an open one, as there is contradictory evidence. Nevertheless, it can be argued that the development of non-standard forms of employment is an important tool of socio-demographic policy, which is aimed not only at improving the living standards of families with children but also at regulating demographic processes. The article looks at the dynamics of poverty in families with children and attempts to determine to what extent the development of such forms of employment will affect the demographic situation. It is concluded that poverty reduction in families with children will be positively affected. However, the demographic results will be more controversial.

The article uses statistical data and all-Russian sociological surveys conducted in 2003–2013 to analyze changes in poverty in Russian society.1 It is shown that, on the one hand, the scope of poverty in Russia decreased before the ongoing economic crisis started in 2014; on the other hand, those who remained poor have become the base for the formation of a “new periphery” which is significantly different from the rest of the population. The “new periphery” formation zone in 2013 covered about 30% of the population, and this group consisted of the poor identified using both absolute and relative approaches to poverty that complement rather than duplicate each other in conditions of Russian social reality. Factors that account for becoming part of the “new periphery” are analyzed, the key one being the position on the labor market; its qualitative features are demonstrated, including living standards of its representatives, and the population’s perceptions of the causes of poverty are described.

The article examines the current demographic situation in Russia and assesses its impact on the long-term formation of the labor market. The relevance of the chosen topic is explained by the fact that in recent decades the state of the demographic situation in Russia is unsatisfactory. There are a number of features that slow down the development of the state. Firstly, it is a decrease in the population, secondly, the aging of the economically active population, and thirdly, the high mortality rate of men in working age.

This article examines the problem of relationship between demography and economy and presents statistical data that characterize the demographic processes in Russia since 1997. The population is considered as the labor, the number and structure of which largely determines the economic development of the country. Authors explore the reasons for the low birth rate of the population and the outflow of people from sparsely populated areas and show the dynamics of international migration. It is shown that financial support is needed not only for families with children, but also for those young people who are planning the birth of their first child. It is specified that only state investments, correct and consistent policy can change the current demographic situation.

Demographic policy of Russia is currently one of the key tasks of the state. Demographic policy is closely related to the economic and immigration policies of the state, the development of health care, education, tax policy, as well as state regulation. The article analyzes the demographic processes in the country for 10 years (2008–2018).A number of problems affecting the reduction of the demographic situation in Russia are highlighted, as well as measures that, in the author’s opinion, will help to improve the demographic situation in the country.

The subject of the research is demographic processes reflected in the population dynamics and fertility and mortality indices as well as the state of migration that might compensate for the natural population decline. The purposes of the research were to reveal the main threats to the economic security of the country due to ill-timed resolution of demographic problems and propose measures to overcome the negative trends. The research was based on studying the demographic processes in Russia and a number of other countries to make sure the country is in the mainstream of the changes taking place in developed economies. However, there are certain deviations in a number of indices demonstrating a demographic crisis that has not been overcome and tends to aggravate. The research makes it clear that the demographic situation in Russia has been gradually deteriorating alternating with short periods of improvement of demographic indicators. It has been established that the state demographic policy is the most important mechanism to combat the demographic crisis, providing other relevant conditions are observed. In furtherance of the above-mentioned, the Concept of the Demographic Policy developed under the Presidential Decree of May 2018 was examined. It is noted that based on political decisions, tools are being developed to mitigate the emerging threats to the national economic security. It is concluded that the importance of numerous measures taken periodically by the government including substantial financial injections to support fertility and overcome high mortality rates cannot be overestimated. Along with that, current demographic problems cannot be solved only by financial support of low-income families, hence a well-thoughtout system approach is required. Fragmentary measures to improve the demographic situation in the country can yield a temporary positive effect but are unable to change the situation totally.

The purpose of this article is to find ways to improve the demographic situation in Mongolia. The paper analyzed the population size, the dynamics of the birth rate for 2019–2020, the socio-economic development of the state, determined the cause-and-effect relationships between changes in demographic processes and the search for ways to improve the well-being of the population of Mongolia.The main attention in the study was paid to socio-economic, general scientific and historical approaches to the study of the demographic situation, methods of comparative and statistical analysis were used.The article presents studies of transformation processes in the demographic situation, the search for solutions to the identified problems of demographic policy in Mongolia. the direct relationship between the growth rates of the country’s economic development and its demographic state is revealed, the trends of changing the demographic situation are determined.

At the present stage, the development of scientific tools that allow for a qualitative and independent assessment of the current demographic situation and the socio-political measures taken to strengthen, stabilize and develop it is particularly relevant. The efforts of Federal, regional and local authorities aimed at increasing population reproduction, increasing the birth rate, reducing mortality, increasing life expectancy, and supporting young families and families with children should be publicized, developed as public initiatives, and resonated with the population. The content analysis method as a method of qualitative and quantitative study of information sources, which implies search, registration, numerical processing of semantic units of analysis, interpretation of the obtained data, and has successfully proven itself in the sociopolitical sphere, can be used for demographic research, including identifying the level of loyalty of public institutions (including the media) to the demographic policy. In the context of media policy, it is important that information related to the demographic situation, especially in Federal and regional media, be objective, reliable, and consistent. This article presents a method of content analysis developed for the purpose of analyzing Federal and regional media in Russia on the issues of reflecting the demographic situation and taking measures of demographic policy. The article provides an overview of the research tools: sample, indicators and keywords, instructions for research and analysis, units of analysis (revealing demographic problems in the Russian Federation, measures to support families at the birth of children, assistance to the older generation and other demographic problems in the mass media).

Income is an important indicator for assessing the level of economy development as well as identifying and assessing living standards. The population in Northeast border is poor, facilities are outdated, people’s life is difficult, but it hold great potentials for economic development. However, the region’s biggest challenge today is low living standards and high poverty rate. Differences in income and living standards across regions and strata tend to increase the gap. The sustainability of the trend of income increase and improvement of living standards of the population is not stable. As a result, the development of mountainous areas is dependent on poverty reduction solutions for ethnic minorities through the increase of incomes and improvement of market connectivity for ethnic minorities in mountainous areas.
