MODERN DEMOGRAPHIC PROCESSES IN MONGOLIA

The purpose of this article is to find ways to improve the demographic situation in Mongolia. The paper analyzed the population size, the dynamics of the birth rate for 2019–2020, the socio-economic development of the state, determined the cause-and-effect relationships between changes in demographic processes and the search for ways to improve the well-being of the population of Mongolia.The main attention in the study was paid to socio-economic, general scientific and historical approaches to the study of the demographic situation, methods of comparative and statistical analysis were used.The article presents studies of transformation processes in the demographic situation, the search for solutions to the identified problems of demographic policy in Mongolia. the direct relationship between the growth rates of the country’s economic development and its demographic state is revealed, the trends of changing the demographic situation are determined.

The research objective was to elaborate methodological approaches to group the Turkistan regions through a complex evaluation of their demographic situation, public health, healthcare system, and social-economic development. The regions were grouped by normalizing a set of indices with various dimensions and vectors. The indices used were budget expenses per capita, unemployment rate, birth rate, death rate, income per capita, availability of pharmacies, provision with medical and pharmaceutical personnel, etc. During the studied period, the Turkistan area regions showed varied normalized values. The differences amounted to 1.2 times by normalized values and up to 2.4 times by complex values, which is due to the various developmentlevels, multi-faceted character and complex spatial hierarchy of the Turkistan area regions. The research showed the normalizing method to be very effective for the regional and municipal statistical service as they have consolidated medical-statistical tables for the whole area and individual regions.

This article examines the problem of relationship between demography and economy and presents statistical data that characterize the demographic processes in Russia since 1997. The population is considered as the labor, the number and structure of which largely determines the economic development of the country. Authors explore the reasons for the low birth rate of the population and the outflow of people from sparsely populated areas and show the dynamics of international migration. It is shown that financial support is needed not only for families with children, but also for those young people who are planning the birth of their first child. It is specified that only state investments, correct and consistent policy can change the current demographic situation.

Introduction. The urgent issue of the challenges of the COVID-19 pandemic, which negatively affected the demographic development of the world’s countries, is the search for new effective mechanisms for the development of demographic potential, which is not possible without appropriate justification monitoring data. The aim of the study is to analyze trends in demographic processes and assess the reproductive behavior of the population of Russia and Iran, as well as develop recommendations in the field of monitoring demographic processes, taking into account the need to study their changes as a result of the spread of COVID-19, which seems significant for determining effective directions and measures of demographic policy in terms of increasing the birth rate in Russia and Iran in the post-pandemic period. Materials and methods. The article is based on the data of the official national statistics of the countries (the Federal State Statistics Service of the Russian Federation and the Statistical Center of the Islamic Republic of Iran), the international database of the UN Population Division, and sociological information. The general research period is determined by the boundaries from 2000 to 2019. To assess the determination of reproductive behaviour in Russia and Iran, general statistical methods of data analysis were used (for example, indicators of structure, dynamics, implementation of the plan), unique methods of demographic statistics (construction of age and sex pyramids of the population, total fertility rate, and others), methods of sociological research (results are presented as All-Russian sociological research “Demographic well-being of Russians”, conducted with the participation of the authors in 2019-2020 on the territory of 10 constituent entities of Russia). Results. An assessment of fertility trends in Russia and Iran is given, general and specific traits of the character and mechanisms of reproductive behaviour are identified. The substantiation of the improvement of directions and measures of demographic policy is given, taking into account the assessment of its effectiveness. In Russia, it was aimed at increasing the birth rate. In Iran, on the contrary, at decreasing it. In both countries, the policy was very effective - in Russia in 2007-2016. the birth rate for second and subsequent births increased significantly in Iran in the late 1980s-1990s. The decline in fertility was one of the largest in the world. If in Iran the birth rate is now close to the level of simple reproduction of the population (in 2017, the total fertility rate was 2.12), then in Russia, especially after the decline since 2017. In this case, it is far from this level. Conclusion. The article substantiates the need to improve scientific monitoring of the demographic consequences of the COVID-19 pandemic.

Due to the difficult socio-economic situation and worsening of demographic situation, including the consequences of hostilities and ongoing occupation of the part of Ukraine, today the importance of population study and the research on the factors influencing its changes is increasing. During the study of demographic processes on the basis of a thorough analysis, strategic decisions relevant to the use and reproduction of the country's labour potential, stimulation of the birth rate, reduction of mortality, increase of natural population growth, prevention of depopulation processes, providing effective employment and improvement of social protection of the people are made. The demographic factor is one of the determinants for ensuring sustainable and safe development of the country, and the issue of demographic development should be considered as a factor and at the same time as a result of the functioning of the state. The main purpose of the study is to identify trends in the changes of the main indicators characterizing demographic processes in the country. Methodologically and informationally, this paper is based on the scientific works, the materials from reccurent publications and Internet, the laws and regula-tions and the data of the State Statistics Service of Ukraine and Ptoukha Institute for Demography and Social Studies of the National Academy of Sciences of Ukraine. The methods used in the study are structural and dynamic analysis, comparison and generalization of the data collected by the State Statistics Service of Ukraine and Ptoukha Institute for Demography and Social Studies of the National Academy of Sciences of Ukraine. During a study of a phenomenon or a process, first of all, the categorical apparatus is determined. Based on the purpose of the study, the concept of reproduction and natural movement of the population is defined and their theoretical description is given. This paper considers the reproduction of the population as the historically and socio-economically conditioned process of constant and continuous renewal of hu-man generations. Since the natural movement of the population is a process analysis of the birth and death of people, this paper considers such types of population reproduction as archetype, traditional type, transitional type and modern type. For the analysis of the natural movement of the population as a component of demographic safety, the following indicators were evaluated: average life expectancy at birth; depopulation rate; the overall mortality rate of the country's population; in-fant mortality (child mortality up to the age of 1); total birth rate; net reproduction rate; marriage rate; divorce rate. The findings of the analysis show that the main rea-son of the worsening of demographic situation is decrease in the birth rate and in-crease in the mortality rate. Currently, the birth rate in Ukraine is largely limited by both economic factors (insufficient wages, shortage of jobs) and social factors (changes in reproductive habits and norms expressed in the popularity of single-parent families). The analysis revealed socio-economic factors influencing the demo-graphic situation in Ukraine.

Competent demographic policy implies an understanding by the state of the economic, social, and demographic processes taking place in society. In earlier Russian and foreign studies, the authors found a number of fertility factors, however, the direction of influence of such determinants could be opposite. Aware of the special influence of sociocultural attitudes and values of the population on the number of children in a family, the author made an attempt to identify the determinants of fertility based on an empirical study of the World Values Survey. Using statistical and econometric methods, models that reflect the determinants of fertility in modern Russia were constructed. This work revealed a positive effect on the birth rate of religiosity, traditional views and the importance of the family for the respondent. Inversely related to the number of children in a family such factors as the level of education of the population and the value of leisure.

This paper analyzes the contemporary demographic processes and trends in the case of the region Polimlje-Ibar. Population analyzed area is characterized by a steady decline in relation to the dynamics of the population Montenegro. Thus in 1948 the population of the region is seemed 26.8% of the population Montenegro and in 2003 19.0%. The age structure of the population the region Polimlje-Ibar, due to migration and reducing birth rate is changed and takes on unfavorable characteristics - reduces the proportion of younger, while increasing the share of the elderly population. In both cases deranged age structure has feedback influence on the movement of population (size reproductive contingent), but also to all other population structure (size of the working population, the active population, schools compulsory contingent relationship serving a), which are essential for the development of population and economic activity in the region. Despite significant changes in all demographic structure of the region Polimlje-Ibar, has the characteristics of ethnically very heterogeneous environment. The current demographic situation and future demographic processes that have determined the legality of long-term demographic inertia, has become a limiting factor in the overall economic and social development.

Существует взаимосвязь между здоровьем населения страны и экономическим, политическим ростом, демографической ситуацией в стране, что признается и медицинской и экономической науками. На сегодня, улучшение демографической ситуации в Российской Федерации является одной из приоритетных задач государства. С каждым годом рождаемость снижается, женщин фертильного возраста становится меньше, число заболеваний репродуктивной системы растет, происходят изменения в нравственных и семейно-брачных отношениях. Все это оказывает негативное влияние на демографическую ситуацию в целом. Для решения этой проблемы правительство Российской Федерации реализует национальные проекты «Здравоохранение» и «Демография», направленные на устранение демографических проблем. По словам заместителя Председателя Правительства Российской Федерации, куратора национального проекта «Демография» Татьяны Голиковой, «Демография» - важнейший национальный проект. Весь комплекс его мероприятий направлен на достижение главной государственной задачи - «Сохранение населения, здоровье и благополучие людей». Данное направление позволит обеспечить эффективное социально-демографическое развитие, и положительно повлияет на социально-экономическую ситуацию в стране. Результаты исследования, представленные в статье, позволяют определить мероприятия по улучшению демографической ситуации в стране, оценить уровень рождаемости, смертности, естественного прироста, младенческую смертность There is a relationship between the health of the country's population and the economic, political growth, demographic situation in the country, which is recognized by the medical and economic sciences. Today, improving the demographic situation in the Russian Federation is one of the priority tasks of the state. Every year the birth rate is decreasing, women of fertile age are decreasing, the number of diseases of the reproductive system is growing, and there are changes in moral and family-marriage relations. All this has a negative impact on the demographic situation as a whole. To solve this problem, the Government of the Russian Federation is implementing the national projects "Healthcare" and "Demography", aimed at eliminating demographic problems. According to the Deputy Prime Minister of the Russian Federation, the curator of the national project "Demography" Tatyana Golikova, "Demography" is the most important national project. The whole range of its activities is aimed at achieving the main state task - "Preservation of the population, health and well-being of people". This direction will ensure effective socio-demographic development, and will have a positive impact on the socio-economic situation in the country. The results of the study presented in the article allow us to determine measures to improve the demographic situation in the country, to assess the level of birth rate, mortality, natural growth, infant mortality

The demographic situation and the level of socio-economic development of the Russian Federation require new consolidated solutions that can ensure the dynamic socio-economic development of the country, ensure an increase in the quality of life of the population, its well-being, and, as a result, improve the demographic situation. One of the key decisions on budget consolidation is the national projects adopted by the decree of the President of the Russian Federation dated May 7, 2018 for the period up to 2024. National projects are developed in three areas: “Human capital”, “Comfortable living environment” and “Economic growth”. Achieving the targets and additional indicators that are defined in the passports of national projects is a key aspect of the implementation of national projects. The passports refer to improving the network of health facilities (FAP and outpatient clinics), educational facilities (schools), the network of educational institutions, projects for creating a comfortable urban environment, etc. To date, Russia does not have a monitoring system based on intellectual and innovative technologies that allows a comprehensive approach to the stages of implementation of national projects, to assess the effects (including changes in the socio-demographic situation) that the implementation of projects should provoke. Such technologies include geo-information systems and modern cartography. Based on international experience in creating various monitoring systems, as well as personal experience in organizing geo-information systems for monitoring ethno-demographic and migration processes, and territorial planning, the authors propose the concept of mapping and geo-information support for national projects, which is presented in the form of “GIS-national projects”. According to the idea, this GIS will improve the quality of management decision-making at all large-scale levels (country, subject, municipal district, locality), and will make it possible to understand the effects of the implementation of national projects.

Demographic policy of Russia is currently one of the key tasks of the state. Demographic policy is closely related to the economic and immigration policies of the state, the development of health care, education, tax policy, as well as state regulation. The article analyzes the demographic processes in the country for 10 years (2008–2018).A number of problems affecting the reduction of the demographic situation in Russia are highlighted, as well as measures that, in the author’s opinion, will help to improve the demographic situation in the country.

One of the trends in the modern labor market is the increase of its flexibility, which is manifested in the development of forms of employment that do not require a permanent presence at the employer’s workplace. If properly regulated, such forms can be used to solve one of the most important problems of Russian society — reducing poverty among families with children. The question of the extent to which poverty affects birth rates is still an open one, as there is contradictory evidence. Nevertheless, it can be argued that the development of non-standard forms of employment is an important tool of socio-demographic policy, which is aimed not only at improving the living standards of families with children but also at regulating demographic processes. The article looks at the dynamics of poverty in families with children and attempts to determine to what extent the development of such forms of employment will affect the demographic situation. It is concluded that poverty reduction in families with children will be positively affected. However, the demographic results will be more controversial.
