Our world with its high technologies has long been deeply dependent on the quality of electricity supply. In most countries of the world there are national power grids that combine the entire set of generating capacity and loads. This network provides the operation of household appliances, lighting, heating, refrigeration, air conditioning and transport, as well as the functioning of the state apparatus, industry, finance, trade, health services and utilities across the country. Without this utility, namely electricity, the modern world simply could not live at its current pace. Sophisticated technological improvements are firmly rooted in our lives and workplaces, and with the advent of e-commerce began the process of continuous transformation of the way individuals interact with the rest of the world. But with the achievement of intelligent technologies, an uninterrupted power supply is required, the parameters of which exactly meet the established standards. These standards maintain our energy security and create a reliable power system, that is maintaining the system in a trouble-free state. Overvoltage is the deviation of the rated voltage from the value of the corresponding quality standard (frequency, sinusoidal voltage and compliance of harmonics). Overvoltage in terms of fire hazard is one of the most dangerous emergency modes of electrical equipment, which causes conditions that in most cases are sufficient for the occurrence of fire hazards (exceeding the allowable voltage leads to disruption of normal operation or possible ignition). Against the background of deteriorating engineering systems, increased power consumption and poor maintenance, power supply of electrical installations, the main causes of overvoltage in electrical networks are thunderstorms (atmospheric overvoltage), switching switches, uneven phase load in electrical networks, etc. The physical picture of internal overvoltage is due to oscillatory transients from the initial to the established voltage distributions in the conductive sections due to the different situation in the electrical circuit. In the conditions of operation of electric networks planned, mode or emergency situations are possible. Therefore, the ranges of overvoltage are determined by the range from several hundred volts to tens and hundreds of kilovolts, and depend on the types of overvoltage. Atmospheric overvoltage is considered to be one of the most dangerous types of emergency modes of operation of the electrical network. This overvoltage occurs as a result of lightning discharge during precipitation by concentrating electricity on the surface of the object, the introduction of potential through engineering networks and

The world community and governments are constantly on the lookout for an effective benchmark for countries: the benchmark for their success or failure, security and vulnerability, quality of life, op enness, etc. All indices are inherently objective integrators of subjectively objective indicators. The confidence in the index is based on the equilibrium of these categories. The study tried to evaluate the degree of the sovereignty of the countries, and that of Ukraine in particular, with the help of the objectivity, which can be involved by the powerful econometric apparatus. Selection, normalization, estimation of stationarity and correlation analysis gave permission to accumulate the base of more than 40 statistical indicators for the countries of the world to a generalized index and forecast the development of its dynamics for the future. The country’s sovereignty index is considered to be integral and having a scale from 0 to 100. For a more visual presentation of the results, the scale of the sovereignty index is proposed for comparable countries, with the definition of a country conditionally relatively independent of the influence and recommendations of external international organizations or entities. It turned out that, in general, all the studied countries had a similar tendency for the development of the phenomenon, which confirms the effect of globalization and synergy in the external activity of these countries. This index may turn into a future measure of the success and failure of government policy and become an instrument for choosing the direction of the country’s development.

The world is experiencing an intricate period of changes and new dimensions in international relations. Other issues prevalent in international life are the problems of international terrorism together with other modem challenges and threats including weapons of mass destruction. There have been official visits at state levels between Russia and India, between China and India and between Russia and China. Intensive political contacts and trade collaboration between our countries on a bilateral level have been significant developments in the present. An important event has been the trilateral meeting of the foreign ministers of India, China and Russia in Vladivostok. In a Joint Communiqué, it was highlighted that strategic cooperation between the three countries is not directed against any other country. Russia, India and China continue to look for effective ways of developing a constructive partnership with the United States. The vital issue today remains the problem of strengthening the leading role of the United Nations (UN), justified reformation of this organisation by considering the interests of majority of members of the world community. Russia, as well as its Indian and Chinese friends, continues to proceed from the fact that the central role of uniting the efforts of the world community in deciding the key issues must belong to the UN.
