Agriculture, as one of the most important sectors of the economy, needs constant improvement at the legislative level. Its importance lies in providing the population with provisions and obtaining raw materials for industry. States are trying to create a mechanism for regulating agricultural relations that would be in line with international principles and efficient. One such mechanism is the introduction of the institution of public-private partnership. The experience of foreign countries allows to maintain the state of legislative support at a high level and, accordingly, the effective implementation of its norms at a high level for the implementation of state social policy. The work aims to analyze the international experience of public-private partnerships in agriculture. During the research, the authors used such methods as a method of analysis of normative documents, comparative legal method, and formal-legal method. As a result of the study, the international experience of public-private partnership (in general) and in the field of agriculture (in particular) was examined. The historical stages of formation and improvement of this institute are studied. The advantages and disadvantages of public-private partnership and possible ways to improve it are studied.

In the context of the active entry of Kazakhstan into the world economy, the growing shortage and decline in the quality of raw materials and the related rise in prices for grain and bakery products, the grain-product subcomplex of the domestic agro-industrial complex is of particular importance. The article notes that the development of production in various sectors and spheres of the economy of Kazakhstan requires the search and use of new, more efficient forms of implementation of production and economic activities. One of the key methods of solving this problem is the integration of commodity producers, which makes it possible to unite in a single complex all the links of the reproduction cycle in the technological chain “production of raw materials - output of finished products”. It is emphasized that domestic and foreign experience has proved that integrated education, formed on the basis of the principles of public-private partnership, achieves a high level of efficiency and competitiveness. For the successful implementation of public-private partnership projects in the grain product sub-complex, an in-depth study, generalization and systematization of the experience of using this mechanism by both national and foreign companies that have achieved high results in this area is required. Currently, public-private partnership continues to remain at the initial stage of development, which is largely due to the specific high-risk features of the functioning of the branches of the grain product sub-complex. These circumstances emphasize the importance of a detailed analysis of methods and tools for increasing the competitiveness of enterprises and organizations of the domestic grain products subcomplex, first of all, targeted investment in the development of production.

The aim is to justify proposals for improving public-private partnership for the development of grain product sub-complex. The implementation of effective forms of production and economic activity requires an increase in the volume of products in various sectors of economy of Kazakhstan. Research methods contribute to the integration of commodity producers, combining the links of reproduction cycle in technological chain into a single complex from the availability of raw materials to production of finished goods. Results – it was noted that integrated entities, formed on the basis of the principles of public-private partnership, achieve a high level of efficiency and competitiveness. It is shown that in modern economic conditions, the functioning mechanism of PPP in sectors of agriculture, industry, providing production, transportation, storage and processing of grain in the republic, does not allow to fully systematically carry out largescale innovation processes. The in-depth systematization and analysis of the experience of using the mechanism of public-private partnership in grain complex, both by domestic and foreign producers who have achieved high results in this area, are required for the successful implementation of such projects, since grain industry has its own specific features. Conclusions – during the functioning of economic entities at the stage of grain processing, inter-industry relations in technological interaction are improved from product output to sale with distribution of value added. At the same time, an important direction of economic policy for activating the innovative vector of development, creating a competitive business is to ensure an equivalent intersectoral exchange, the formation of a pricing policy. The public-private partnership model greatly contributes to the achievement of the strategic goals of the regions, creating positive trends in the economic development of the territories.

The article aimed to analyze the features of methodological approaches of the efficiency assessment of the public private partnerships implementation. For this reason we analyze international experience of assessment approaches of the PPP projects and determine its advantages and disadvantages. Also the possibilities of use in practice basic estimation methods are defined and proposed the way to improve assessment process of PPP.

The article provides an analysis of modern trends in building public-private partnership (PPP), gives an overview of key studies devoted to this subject in general and PPPs in the field of space activities in particular. The authors analyze the practice of public-private partnerships in the U. S. and Great Britain on the examples of specific mechanisms, their key features, advantages and disadvantages that determine the possibility of their application in different areas of government-business cooperation in the field of space exploration. In order to find possible ways for direct application or adaptation of this experience in Russia for organizing space exploration PPPs the researchers concluded that the level of high-tech production in this country is insufficient and significant administrative barriers for attracting private sector into the space industry are still present.

This study focuses on a wide range of issues related to the effects of integration process on the development of economic relations, in particular, in the road transport services market. Special emphasis is put on the critical role of integration in contributing to building circular technological supply chains, ensuring sales coordination and management, reducing unit costs and increasing labor productivity. It is argued that the outcome of integration translates into a cohesive economic mechanism which in addition to its integrated elements is characterized by the presence of a core coordination element. The article offers a definition to a public-private partnership phenomenon, identifies its advantages and disadvantages, explores the mechanisms of public-private partnership implementation as well as suggests a toolkit to optimize the partnership functioning for integrated structures. This is a pioneering study that provides a rationale for the need to use several public-private partnership patterns simultaneously together with developing a mechanism for carrying out public-private partnership which is proposed to be consolidated into the mechanism of integrated partnership viewed as the most preferable one to be implemented in the market of road transport services. It has been verified that the integrated partnership pattern provides an opportunity to develop competitive advantages of all its participants. The research findings have enabled to make the following generalizations: the existing partnerships differ in types of arrangements and institutional support; prior to making a decision to launch a specific integrated partnership project, the mechanism of its implementation should be envisaged; to enhance the efficiency of the integrated partnership project implementation, building relevant infrastructure facilities is paramount; the prospects for further integrated partnership project operation assume the utilization of a network mechanism of public-private partnership which best meets the needs and the specifics of the road transport services market.

Paper analyzes the prospects of biofuels second and third generation in the structure of the global energy balance, demonstrates a sharp decline in oil and gas revenues in the Russian budget, describes advantages and disadvantages of biodiesel and bioethanol production. The connection between the growth of Russia’s export potential in terms of hydrocarbon products processing with EU standards implementation has been proved. The problems of the realization of programs on the oxygenate technologies development in the Union State of Russia-Belarus were revealed. The capacity of the market of 3-4 generations fuel with using non-food raw materials and various types of biomass was estimated. Was proved that at a high level of growth in business value and profitability of production there are incentives to organize deep processing in Russia’s hydrocarbon production. It is proved that the oil and gas industry in a creative economy should increase its science intensity and depth of raw materials processing, including ones in related industries.

The high level of Foreign Direct Investment (FDI) is also supported by the availability of infrastructure to the remote area where the investment will be implemented. However, with limited funds from both APBN and APBD, infrastructure development can not be fully done by the government. Therefore, the government will cooperate with the investor (private) in the implementation of infrastructure development known as public private partnership. The main problem in implementing PPP is the allocation of risk to PPP projects. The different bargaining positions between the government and the private sector resulted in the fact that most of them impose risks on private parties (private). Implementation of PPP is closely related to the emergence of various risks including and not limited to regulatory risks, force majeure, etc. If there is no risk allocation arrangement proportionally based on governance principles, it weakens the pattern of PPP cooperation in Indonesia. PPP as one form of risk sharing in infrastructure investment should not release the role and government support to private parties / investors. Even in practice, PPP implementation in Indonesia only relies on BOT (Build Operate and Transfer) scheme which is expected to minimize government support in project implementation. This will ultimately lead to project failure.

This article provides systematic international experience of legal regulation of critical infrastructure protection in foreign jurisdictions. Some aspects of national critical infrastructure security systems of such as countries Germany, Spain, USA, and Denmark are described. The article determines that at national levels in different countries critical infrastructure protection is mainly regulated by national security strategies, defense strategies and other basic regulatory acts related to the functioning of critical infrastructure and its protection. The article considers aspects of legal regulation of relations in the sphere of public-private partnership and critical infrastructure protection in modern Ukraine. According to the results of the research, it has been established that in Ukraine there are documents of strategic character that regulate the implementation of public-private partnership, which should become a mutually beneficial factor that will facilitate mutual integration processes. Main directions for developing public-private partnership in the field of critical infrastructure protection in Ukraine have been suggested. International experience demonstrates both the effectiveness and difficulties of using the mechanism of a public–private partnership (PPP) in solving socially significant problems of investment development of an innovative economy. The lack of tools to make an informed choice of the best PPP model in terms of the risks diversification is one of the significant problems of the predictive and analytical support of the relationship between business and government structures. The purpose of the study is to create and empirically test a multi-criteria modeling toolkit for the choice of the public–private partnership mechanism in relation to managing territorial sustainable development projects. Such problems as a structural representation of PPP risk factors and development of principles for their diversification, development of the algorithm and criteria for multi-criteria evaluation, testing of a multi-criteria model needed to be solved to achieve the research goal. The innovativeness of the author’s approach consists in substantiating the algorithm of the multi-criteria modeling for the choice of the public–private partnership mechanism in relation to managing sustainable development projects of the territory. Criteria for alternative PPP models evaluating have been developed. Based on the results of testing, the advantages and disadvantages of applying the algorithm of the multi-criteria modeling in sustainable development management are identified, the directions for the model using in regional management are disclosed.

Public-private partnership (PPP) is a method for developing sustainable development that has been proven worldwide and endorsed in practice, and its ultimate aim is to increase the overall well-being of society. In a variety of ways, it brings together the interests of the public, private and civil sector in meeting specific needs for augmenting the quality and/or availability of services and products The European Union (UN) has not always supported the co-financing of projects devised as PPP. Recently, however, it has begun to encourage a wider application of this form of financing that demonstrates a huge potential in accomplishing public services, that is, projects intended for the public. Marketing and promotion, product development, education, financing and investment, and environmental protection are but some of the areas of public-private collaboration in tourism in a global setting. The purpose of this paper is to provide an outline of world experience and practice in PPP with emphasis on the EU, so that Croatia, by taking under consideration these experiences, advantages and disadvantages, may define an appropriate legal and business framework and identify the criteria for the successful implementation of PPP in its economy, and in particular, in tourism, one of its highest-growth industries.
