The article deals with the issues of professional adaptation of university students through the activities of an academic tutor as an important innovative component of the modernisation of the education system and vocational training in the Russian Federation. The study was based on the unique experience of academic tutors of the Higher School of Foreign Languages and Translation of the Institute of International Relations, Kazan Federal University. This experience allows identifying the key activities of the tutor in terms of professional adaptation of undergraduates majoring in Linguistics. The article defines the concept of "professional adaptation", determines its goals and importance in the professional culture of future linguists in the context of the modernisation of the global educational medium. The authors conclude that the increased requirements for the personality of a graduate give a priority toself-improvement and self-development within professional adaptation where the main role is played by the academic supervisor. The authors formulate pedagogic conditions that contribute to the successful work of the tutor on the professional adaptation of university students, as well as recommendations for improving the tutor’s activities, aimed at involving future specialists in the profession through the formation of their creative, interpersonal, and culturological competences.

В настоящее время внимание к проблемам формирования системы профессионально–важных качеств командного состава получило широкое распространение во всем мире, в том числе и в Российской Федерации. Формирование современного офицера – как самодостаточного педагога задача сложная и многогранная, и решение ее возможно путем моделирования педагогической культуры офицера, для формирования актуальных квалификационных требований к его подготовке. Эффективное формирование профессиональной культуры офицеров в условиях служебной деятельности дало возможность предложить комплекс методических рекомендаций, направленных на повышение качества профессиональной культуры офицеров–пограничников в современных условиях и на перспективу относительно культуры служебного общения, культуры телефонного разговора, руководителю занятия, который выступает в роли ведущего, проведение дискуссии. Их реализация предполагает характер тактических и стратегических мероприятий. Решение сложных задач интеграции отечественного образования в мировое образовательное пространство требует обоснования теоретико–методологических и организационных концепций, систем и технологий обучения, ведущее место среди которых в современных реалиях занимают педагогические технологии, которые должны обеспечивать личностное развитие и саморазвитие учителя, его профессиональную и социальную мобильность, конкурентоспособность на рынке труда, адаптационную гибкость. В статье приведен один из подходов к формированию модели педагогической культуры современного офицера. At present, attention to the problems of forming a system of professionally important qualities of the command staff has become widespread all over the world, including in the Russian Federation. The formation of a modern officer as a self-sufficient teacher is a complex and multifaceted task, and its solution is possible by modeling the pedagogical culture of an officer, for the formation of actual qualification requirements for his training. Effective formation of professional culture of officers in the conditions of official activity made it possible to offer a set of methodological recommendations aimed at improving the quality of professional culture of border guards officers in modern conditions and for the future regarding the culture of official communication, the culture of telephone conversation, to the head of the class, who acts as a moderator, holding a discussion. Their implementation assumes the nature of tactical and strategic measures. The solution of complex problems of integration of domestic education into the world educational space requires the substantiation of theoretical, methodological and organizational concepts, systems and technologies of training, the leading place among which in modern realities is occupied by pedagogical technologies that should ensure the personal development and self-development of the teacher, his professional and social mobility, competitiveness in the labor market, adaptive flexibility. The article presents one of the approaches to the formation of a model of pedagogical culture of a modern officer.

The article considers the problem of additional vocational training in the system of higher education of the Russian Federation. The author gives main characteristics of a modern refresher course or a course of vocational training, based on the experience of attending courses of additional vocational training by the teachers of the Department of foreign languages of the Irkutsk State Medical University (ISMU). In the end, there is an example of an innovative course of vocational training worked out by the specialists of the mentioned department that can answer the challenges of the modern system of higher education.

Subject. The article addresses problems and prospects for the banking supervision development in the Russian Federation under modern conditions. Objectives. We review the essence and methods of organization of the banking supervision, and identify the main problems and prospects for its development. Methods. To provide valid, reliable and reasoned recommendations, we apply normative and integrated approaches to the study of the banking supervision effectiveness in the current circumstances. Results. The paper investigates main problems and development prospects for the Russian banking supervision. The essential importance of supervision comes from the main role of the banking system in maintaining accounts of economic entities and making settlements. Even minor failures or delays in operations can lead to negative outcomes and disastrous consequences for the entire monetary system and the national economy. Therefore, we highlight issues that require attention, and make proposals for further development of the banking supervision. Conclusions. In the context of dynamically developing economy, the banking practice is becoming more complex. As a result, there is a need for new financial instruments that can reduce risks, increase the speed and efficiency of operations and document flow, and help achieve the world levels of introduced standards.

Современное состояние и развитие уголовно-исполнительной системы Российской Федерации диктует необходимость овладения будущими специалистами комплексом определенных знаний, умений и навыков, позволяющих им эффективно решать служебные задачи. Одним из путей повышения профессионального уровня специалистов является формирование и развитие профессиональной культуры. Проведенный в статье анализ понятия «профессиональная культура» позволяет констатировать сложность его содержания, что связано с особенностями профессиональной деятельности сотрудников УИС, многообразием решаемых задач. Автором подробно исследуется процесс формирования профессиональной культуры в вузах ФСИН России, рассматриваются особенности работы в данном направлении профессорско-преподавательского состава, командиров строевых подразделений, сотрудников отделов по работе с личным составом, приводятся возникающие при этом проблемы и предлагаются возможные пути решения. Отмечается, что успешность формирования профессиональной культуры курсантов зависит от их профессионализма, дисциплинированности, инициативности, настойчивости и личного примера сотрудников. В заключение подчеркивается, что высокий уровень профессиональной культуры сотрудника УИС является условием успешной служебной деятельности и целью дальнейшего профессионального самосовершенствования.The current state and development of the criminal Executive system of the Russian Federation dictates the need for future specialists to master a set of certain knowledge, skills and abilities that allow them to solve official tasks effectively. One of the ways to improve the professional level of specialists is the formation and development of professional culture. The analysis of the concept of «professional culture» in the article allows us to state the complexity of its content, which is associated with the peculiarities of professional activity of employees of the UIS, the variety of tasks to be solved. The author studies in detail the process of formation of professional culture in the universities of the Federal penitentiary service of Russia, examines the features of work in this direction of the teaching staff, commanders of combat units, employees of departments for work with personnel, presents the problems arising in this case and suggests possible solutions. It is noted that the success of the formation of professional culture of cadets depends on their professionalism, discipline, initiative, perseverance and personal example. In conclusion, it is emphasized that the high level of professional culture of the employee is a condition of successful performance and the purpose of further professional self-improvement.

The main aim of the present study is to adapt the academic motivation scale (AMS) for use within basic vocational training and university students. Another aim was to analyze the characteristics of the different dimensions of motivation, whilst also examining existing significant differences between the two studied educational stages. For this, we conducted exploratory and confirmatory factor analysis, alongside descriptive and inferential analysis of student responses. One of the main findings was that a reduced version of the AMS, made up of five dimensions and 21 items, demonstrated good internal consistency and fit. Further, we observed that intrinsic motivation is higher in university students, whilst extrinsic motivation is higher during the basic vocational training stage. In addition, we uncovered significant differences between both educational stages with regards to the pleasure felt by students when they better themselves, learn new things and attend the educational center. Differences also emerged in relation to the importance attributed by students to achieving a good and well-paid job. With regards to amotivation, significant differences only exist in relation to the motives students have for attending classes and decision making about whether to continue studying the course they are enrolled on. Finally, we have analyzed how the variables sex, age, prior work experience and volunteering experience, and average grade influence the motivation of students undertaking basic vocational training and university students.

In this article, based on the statistical data analysis, we consider the labour market in the contemporary Russia in face of global economic crises. In our opinion, two kinds of programs should be in Russia interest: coordination of unemployment benefits with vocational training, retraining or additional education; using the compelled holidays for additional education and retraining. The target programs directed on strengthening employees’ positions with a high educational level on the labour market are extremely necessary in the Russian conditions. In order to decide on specific problems special departments should be created in the Ministry of Work and Social Development of the Russian Federation.
