This article presents the educational problems and challenges that the teachers of the Academic Unit of the North of the State of Nayarit (UAEN) have manifested during the current health crisis derived from the pandemic with COVID-19, with the aim of documenting the experience and propose recommendations that rethink teaching practice. For its preparation, a questionnaire adapted from the instrument applied by the National Autonomous University of Mexico (UNAM, 2020) was used, which was applied to active teachers in the Academic Unit through a google form. In which statistical data of the personnel and the opinions of the participants are collected, related to this issue, which will allow the design of a series of actions aimed at improving the processes faced by educational institutions not only in higher education but in all the types and levels of education, but especially from the Autonomous University of Nayarit.

The priority objective of the authorities in the context of the current health crisis is to maintain a balance between protecting the health of the population and the functioning of social systems as close as possible to normal. Regarding the educational system, the closure of educational institutions or the conduct of classes in an alternative or "hybrid" manner (some students will be physically present in classrooms and another will be online for certain periods of time) are measures by which it is protected. the health of students and teachers and which are part of the "normalization" of the functionality of the system. In this paper we intend to analyze some of the challenges that the education system must respond. The data we will use in this material from national and international research and INS and Eurostat data.

Under the influence of globalization and integration of economic processes in the domestic economy, the importance of intellectual resources is growing. Based on its use in economic activities, enterprises and organizations are able to realize their intellectual capital. The main condition for the formation of this special type of capital is the presence of intellectual potential that arises in the process of manifestation of intellectual abilities and professional competencies of the company's staff. The intellectual component is the fundamental basis of the system of relations between science, industry and society. Therefore, educational institutions play an important role in raising the intellectual level of the national economy. The theoretical approaches to determining the economic essence of the intellectual capital of higher education institutions have beem summarized in this article and the main aspects of realizing the intellectual potential of educational and research institutions in Ukraine have been explored. The availability of intellectual capital allows scientific organizations to formalize and implement in the market various forms and types of knowledge: research, skills, experience, competencies, professional skills. The purchase of knowledge allows commercial organizations to significantly increase the level of their technical and technological solutions, develop know-how, to acquire ownership of the right to use knowledge in the form of patents, licenses, franchises. On this basis, the production of new products can be carried out; use of new technologies, new management methods; creation of a trademark; development of new activities; entering new markets. The implementation of the socio-economic policy of the state should be based on the intensification of intellectual activity of higher education institutions, because in market conditions it is the state that should stimulate educational institutions to form intellectual capital. The important role of intellectual capital of higher education institutions is manifested in the fact that it allows them to become intellectual enterprises and significantly affect the national economy by increasing its competitiveness.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

Indonesia in May 2018 was again shocked by the act of terrorism in the form of an explosion that occurred in urban areas on three Surabaya churches carried out by one family, the next action was an explosion in the North Surabaya Police Resort City with a suicide bombing involving one family as well. This fact is an indicator that the nation must re-evaluate the country's defence, which is carried out by the people. The perpetrators have been living with the community all this time but have escaped our mutual attention. Terrorism and radicalism cases also continue to thrive among universities, both state and private, especially those in urban areas. Therefore, it is necessary to re-examine how the implementation of state defence which has been carried out in higher education. In this study the method used is descriptive phenomenological quality and the theory used is the theory of public policy implementation George Edward III. The results of the study show that communication between stake holders is still running independently and has not been integrated and coordinated optimally, the resources used are still carried out individually which results in ineffective and inefficient, disposition (authority) regarding state defence still has its own perceptions between agencies, the bureaucratic structure also has not shown the achievement of effective and efficient goals.

The paper addresses the issues of changing the structure and content of the system of higher education in response to requests coming from the state and society. As it is argued, one of the most effective management tools for universities is networking. In practice this means that educational institutions should cooperate in order to find solutions to common tasks and goals and draw on various resources (i.e. material, informational and technological, scientific etc.) making them available to all participants. The paper highlights the contradiction between the future specialists’ need for innovational technologies and the impossibility to fulfill it in the rapidly changing settings of the modern society.

The article reveals the problems and prospects of interaction between public and private structures in education, among which the main problems that hinder the effective development of public-private partnership in the educational sphere are highlighted. The effectiveness of the development of this form of partnership cooperation greatly expands the possibilities of educational institutions in training higher-level specialists, and for business structures opens up the possibility of personnel renewal of production in accordance with the needs of innovative economic development, in this connection, the article shows that the development of public-private partnership in Ukraine has great prospects. It is noted that the essence of interaction between the state and business in the framework of projects is the formation of partnerships, which are not a simple addition of resources, but the need to coordinate interests. It is determined that the effectiveness of the state in the implementation of projects mainly depends, on the one hand, on the need for business resources, and, on the other hand, on awareness of the need to involve non-state structures in the development of educational institutions. So, the interaction between the state and business is based on the conscious need for both the state and business to cooperate effectively in the educational sphere. It is proved that the main directions of stimulating this process should focus on direct state participation in educational projects that have a national priority in the implementation of state support for innovative activities of business structures through lending, preferential taxation and other preferences that facilitate the conditions of enterprises activities. Partnership in the field of higher education encourages the unification of the state, the business community and educational organizations for the implementation of socially oriented projects and the provision of public services.

The article considers the need of educational institutions of the Khanty-Mansi Autonomous Okrug – Yugra (on the example of the cities of Kogalym and Langepas) to teach ethnocultural subjects. This problem is also relevant for the region under consideration, where the indigenous small peoples of the North of Khanty, Mansi and Forest Nenets live. The purpose of this work is to study the state of studying the native language and ethnocultural subjects in general education institutions of the Khanty-Mansi Autonomous Okrug – Yugra, the request of parents of schoolchildren from among the indigenous small peoples of the North for ethnocultural subjects. The tasks of the work are to identify the state of study of the native language and ethnocultural subjects in general education institutions and to determine the need of parents of schoolchildren from among the indigenous small peoples of the North for ethnocultural subjects. The object of the study was the parents of schoolchildren from among the indigenous small peoples of the North living in the cities of the Autonomous Okrug. The main method of our research is questionnaire. Results: just over half of respondents (50.9%) believe that teaching their native language and subjects with ethnocultural content will to some extent help preserve the traditional culture of the indigenous minorities peoples of the North. Among the respondents in Langepas, pessimistic assessments prevail; in Kogalym (68.9%), the majority of respondents believe in the role of teaching ethnocultural subjects. Only 36.8% of respondents want their children to study ethnocultural subjects at school.

Mingzu University is a common name for educational institutions for ethnic minorities established in China in 1950. By establishing such kind of higher education institutions, PR China as a state pursued several goals. In one hand, they started the opportunity for minor ethnic groups` representatives enter a higher education institution and thereby enlist their support for the state government. In the other hand, China saves the originality and the identity of small nationalities` cultures at the state level by studying and promoting it. Today such educational institutions also serve to train leading cadres from ethnic minorities’ representatives, loyal to the state system and the political and social course of modern China as they are brought up in the spirit of modern Chinese social and pedagogical guidelines. The article aims to represent different social functions of Minzu Universities as a social phenomena common for China as well as cultural and social strategy of the PR China state in the field of ethnic minorities, an important part of which is implemented through them. Using the research methods typical for scientific studies of this kind (mainly empirical and theoretical ones) the article proves the idea that Mingzu Universities in China play a great not only the educational, but also social role in the country to form an ideologically homogeneous society and respect for human rights in the country.

The work of the institution of professional higher education in the conditions of competition between educational institutions is analyzed. In modern conditions in institutions of professional higher education in order to survive and function effectively, it is necessary to coordinate their goals with the goals of the labor market and education; heads of educational institutions to review the forms and methods of work with all participants in the educational process, to develop in them the skills of charity, civic activity, to expand their participation in the development, adoption and implementation of legal decisions in the field of education; be able to cooperate with patrons, deputies, organizations and public and public institutions. With the development of democracy and the expansion of the practice of co-management, institutions of professional higher education will increasingly rely on public organizations and communities. This will help complete the transition from a policy of patronage and domination of the state over the public to their constructive partnership and interaction. The task of democratization of management as a result of constructive dialogue of the institution of professional higher education, the public and the state is to unite all subjects for joint actions on the basis of their real interest in the development of education. The refore, the management system must be constantly developed and improved, respectively, the heads and managers of educational institutions, as managers of education, must constantly improve their skills.

Since the onset of the COVID-19 pandemic, the North Carolina Local Food Council has strengthened its role as a cohesive and effective organization during a public-health crisis to share challenges, devise solutions, and build resilience across local food systems in North Carolina. The Council includes representatives from 21 organizations working across the state, as well as three representatives from regional local food councils. The Council’s response to the pandemic addressed three key areas of action: (1) Coordinate responses across multiple sectors; (2) Enhance collaboration across the food supply chain; and (3) Facilitate data collection and public messaging. This paper describes the positive impacts the Council has had across North Carolina on consumers and producers of local food as a result of this collaborative network and long-established relationships across the state. Now, more than ever, the relationships and collaborative efforts of statewide organizations and partners are needed. The Council’s crisis response has been strong because of the long-standing relationships of its members and its ability to share resources quickly, allowing it to work toward coordinated responses. The work of the North Carolina Local Food Council can serve as a model for other states that have state-level local food coun¬cils or want to develop them. In addition, the Council’s work demonstrates how collaborations among statewide partners can foster resilience within local food systems, particularly during a public health crisis.
