The article substantiates the relevance of electronic forms of textbooks on the subjects “Native (Udmurt) language” (author - Yu.T. Bayteryakova) and “Native (Udmurt) literature” (author - L.V. Busygina) for primary and basic education as a means of intensifying the teaching of Udmurt language and literature. The functional capabilities of electronic textbooks created by the staff of Budget Scientific Institution of the Udmurt Republic "Scientific Research Institute of National Education" within the state task of the Ministry of education and science of the Udmurt Republic, their content and technologies are analyzed. The conclusions of the study are based on the results of testing of electronic textbooks conducted at the innovative sites of the Institute - in educational institutions of the Republic. Observation and analysis of the work of experimental classes, teachers-innovators showed that the use of electronic textbooks increases the activity of students, their motivation to study subjects, the formation of key competencies and creative abilities of students.

Budget policies for Islamic education in contemporary Indonesia, especially in the post-New Order era, are still within the authority of the management of the Ministry of Religious Affairs (MORA) of the Republic of Indonesia. In terms of quantity, the amount of budget obtained is still in the low category compared to the national education budget received by the Ministry of Education and Culture and the Ministry of Research, Technology, and Higher Education. Moreover, the budget received by the MORA is not all for the implementation of Islamic educational institutions but also for other non-Islamic educational institutions which are the responsibility of the ministry. Therefore, this paper discusses the policies of the Islamic education budget in Indonesia and the impacts of these policies on the implementation and sustainability of the quality of Indonesia’s Islamic education. This paper exposes that Islamic education policies are always placed at a crossroads. In this context, the Islamic education budget policy is face to face and even contrasted with other policies. The problems with the political policies of the education budget, including those in the Islamic education budget policy in contemporary Indonesia, still need to be continuously monitored, evaluated, and implemented in relation to existing policies to optimize while providing better solutions and contributions.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

<p>Abstract<br />Government has the legal responsibilities in the implementation of national education system to carry out the mandate set out in Section 31 of the Constitution of the Republic of Indonesia 1945 related to the intellectual life of the nation. This is confirmed and applied by The Indonesian Government Regulation 47/2008 regarding compulsory education and Indonesian Government Regulations 48/2008 related to the funding education of elementary school (SD) to high school (SMP) free made by the government through the School Operational Assistance (BOS) to make the education system based on the national human values and justice according to Pancasila ad realize the human rights set out in the Constitution Indonesian 1945 Article28 c paragraph(1) and Article 28d paragraph (3) stated that every citizen has the right to obtain equal opportunities in government. The free primary education can not be realized in a fair and equitable for the presence of education autonomy, every area is not the same policies and management education in many schools that are not transparent even still many schools to collect funds for the reason given by the government budget for operational costs is not enough.In addition, the9-year basic education which should be free up to secondary education (high school) born by either the state of infrastructure, teachers’ salaries, electricity, telephone, computer, books, stationery without distinguishing between public and private schools.<br /><em>Keywords: national education, justice, humanity,Indonesian contitution 1945</em></p><p>Abstrak<br />Pemerintah memiliki tanggung jawab hukum dalam implementasi sistem pendidikan nasional sebagai amanah (mandat) dari Pasal 31 Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 yakni hak mendapatkan pendidikan yang layak. Mandat tersebut diturunkan dalam Peraturan Pemerintah Nomor 47 Tahun 2008 tentang wajib belajar dan Peraturan Pemerintah Nomor 48/2008 tentang Pendanaan Pendidikan dari Sekolah Dasar ( SD ) hingga Sekolah Menengah ( SMP ) yang gratis ditanggung oleh pemerintah melalui Bantuan Operasional Sekolah ( BOS ) dalam rangka untuk menciptakan sistem pendidikan berdasarkan pada nilai-nilai kemanusiaan nasional dan keadilan dalam Pancasila, serta dalam rangka penegakan Hak Asasi Manusia berdasar Pasal 28C ayat (1) dan Pasal 28D ayat (3) dimana setiap warga negara memiliki kesempatan yang sama dalam pemerintahan. Pendidikan dasar gratis tidak dapat dicapai secara adil dan merata karena setiap daerah miliki kebijakan dan manajemen pendidikan yang berbeda, adanya ketidaktransparanan sekolah dalam mengelola dana, dan faktor alasan ketidakcukupan dana yang diberikan oleh pemerintah kepada sekolah. Pendidikan Dasar 9 (sembilan tahun) seharusnya gratis sampai pada Pendidikan Menengah Pertama (SMP) baik dalam hal infrastruktur pendidikan, honor guru, biaya listrik, telepon, pengadaan komputer, buku-buku tanpa ada pembedaan sekolah publik dan sekolah swasta.<br /><em>Kata kunci: Pendidikan Nasional, Keadilan, Kemanusiaan, UUD 1945</em></p>

With the development of the era in the era of the industrial revolution 4.0, the world of education continues to develop and improve 21st century competencies. Based on the program initiated by the Minister of Education and Culture of the Republic of Indonesia, the Ministry of Education and Culture has set 4 main policies in the field of national education through the "Independent Learning" program. One of the main points of the policy is related to the Learning Implementation Plan (RPP). Based on this, the writer aims to describe how the policy of the independent learning program is in the preparation of the Thematic Learning Implementation Plan (RPP). The method used in this paper is a descriptive qualitative content analysis method. The writing shows the results that, First, based on the drafting concept in making RPP with the existing format, it is considered more rigid. Thus, the policy of the independent learning program is in trimming the RPP from the original 13 components to only 3 components. It is considered more efficient and effective, which will allow the teacher to have a lot of time to prepare and evaluate the learning process that will be implemented. Second, the preparation of the Learning Implementation Plan (RPP) must have and pay attention to the main principles, namely: (1) efficient, writing RPP is done correctly and does not spend much time and energy; (2) effective, writing lesson plans is done to achieve learning objectives; and (3) student-oriented, RPP writing is carried out by considering the readiness, ability, and learning needs of students in class, so that later it can increase students' interest in learning. Third, simplifying the Learning Implementation Plan (RPP) for thematic learning.

Ethnocentric concepts, theories and practices in education, predominantly embedded in western philosophy and values, tend to ignore the growing multicultural nature of educational institutions. In contrast, Islamic education and learning is an important aspect to develop of quality human capital and human resources development. Malaysia as a country in Southeast Asia that is developing as one of the strategic determinant in the economic, social, cultural international politics and applying the "Asian Cultural Strategy Based on Islam”. However, in recent years, the study found that the moral values of young people today is significantly reduced, allowing the question to what extent education or tarbiyah aspect emphasized in learning today. Through an examination of the higher education sistems, the authors explore the problems and effectiveness of the education sistem that are practiced in the country to examine the appropriateness of the practice of Islamic education as the basic education. Secondly, to correct view of nature (worldview) on the Islamic Education inMalaysia and thirdly, propose a resolution to act in the direction to reform an Islamic education sistem based on the Risale An-Nur, the works of a mujaddid figure namedBediuzzaman Said Nursi. The authors conclude with (a) a discussion that Islamic education must cultivate a sense of identity within culture and community, while working with ancestral cultural knowledge retentions. This calls for a previsioning of the educational sistem in public schools so as to introduce a more effective method of teaching diverse youth, (b) create the need and importance of the Quran in the national Education and (c) help learners to build self-confidence in the collective defense of cultural identity in an increasingly challenging social environment on this day.

Since 2018, competence-based learning content is being introduced in educational institutions of Latvia focusing on interdependent development of knowledge, skills, attitudes and values. If values are actualized in the educational process, the child gradually develops understanding of values from an early age. Thus, value-oriented pre-school education creates preconditions for the continuous development of a responsible and tolerant society and contributes to the common values that determine its direction.The aim of the study is to explore, based on the normative regulation of values in education, the actualization of values in the context of the implementation of competence-based learning content in educational institutions implementing pre-school education curricula. The study is based on the data analysis of the monitoring survey of the Ministry of Education and Science of the Republic of Latvia on the implementation of competence-based learning content during the 2019-2020 school year. The study combines quantitative and qualitative research methods. Data were analyzed using descriptive and inferential statistics as well as qualitative content analysis.The analysis of the survey data shows that in the educational institutions that implement pre-school education curricula, all values defined in the normative regulation, i.e., life, human dignity, freedom, family, marriage, work, nature, culture, the Latvian language and the State of Latvia, as well as other values set by educational institutions are actualized.

The article is devoted to the anniversary of Irina Murtazovna Nurieva, the prominent ethnomusicologist, Honored scientist, Doctor of Art. The author focuses on her scientific and creative activity and analyzes her contribution to the study of the Udmurt musical and song tradition. During her period of work in the Udmurt Institute of History, Language and Literature UdmFRC UB RAS I. M. Nurieva published five monographs and more than a hundred articles. Her works are in demand not only among the academic community and teachers of higher education, but also of all those who are interested in folk culture. It was established that a high popularity rating of her research was achieved due to the involvement of the rich material from field practices in which she was directly involved During her activities she conducted a large number of expeditions (folklore-dialectological, folklore-ethnographic, folklore-choreographic), the geography of which, in addition to the Udmurt Republic, covers the Republic of Tatarstan, the Republic of Mari El, the Kirov region. The name of the Udmurt ethnomusicologist is known not only on a Russian scale, but also outside of it. I. M. Nurieva is a returning participant in international conferences, congresses.

The article discusses the situation of preschool ethnocultural education in the Udmurt Republic. The theoretical aspects of the use of models in education are presented. To solve problems in the system of ethnocultural education, the Institute of National Education of the Republic of Udmurtia organized innovative activities in the preschool educational organizations. In order to improve the development of the native Udmurt language and culture in kindergardens, models of ethnocultural education created for the use of the “Zarni Bugor” educational complex in kindergardens of the Udmurt Republic are proposed. The analysis of educational models for the use of this educational and methodical complex in innovative kindergardens of the Institute of National Education of the Udmurt Republic is carried out. The prospects of ethnocultural education models for children in various individual educational situations are revealed. It is assumed that the proposed models of preschool ethnocultural education can be used by kindergardens of the Udmurt Republic and other regions interested in the preservation and development of native languages and cultures.

In research writing as a scientific basis in education, some mistakes related to choosing appropriate term or definition take place. This research discusses the solving such problem by using word embedding in the Research Writing discipline. This is a word representation form, where one word has a vector and its coordinates. The words with close meaning have similar direction, showing lexical compatibility. To calculate lexical relations, the cosine of the angle between two words’ vectors are considered. Value of highly compatible word combinations is equal to 1. On the other hand, lexically incompatible words should approximately have value -1. To test the system the text of the Constitution of the Republic of Kazakhstan was used. Particularly, words which are not related to meaning of article of the Constitution were inserted, and the system had to identify that inserted words. The system for some words showed high accuracy, however some words showed low accuracy. It is suggested that such factor was because even inserted words were not related in meaning, they could be lexically compatible with their neigh bors. This research is carried out within the framework of the Ministry of Education and Science of Republic of Kazakhstan grant project “Developing and implementing the innovative competency-based model of multilingual IT specialist in the course of national education system modernization”.

The political conditions in Indonesia which underwent a reformation in 1998 had an influence on position and the existence of Islamic education in Indonesia post-New order. In this era, the position of Islamic education is as a subsystem of national education. It cannot be separated from the changes in the education system regulation in this country, namely the National Education System regulation No. 2 1989 changed to Law of Sisdiknas No. 20 / 2003. These changes have a major impact on the progress and existence of Islamic education in Indonesia. This can be seen from the aspect of the authority of Islamic education which can actually be said to be the same as the policies in the previous legislation, namely in the education system, at least, there are still two ministries that manage educational institutions, namely the Ministry of Education and Culture (Kemdikbud) and the Ministry of Religious Affairs (Kemenag). Both institutions also organize education to tertiary level. In addition, there are basic, secondary, and tertiary education in the Ministry of Education and Culture, as well as the primary, intermediate, and tertiary education institutions administered by the Kemenag. This research intends to discuss the implications of political reform on the position of Islamic education in Indonesia.
