Indonesia is now experiencing national disaster called covid-19 or corona outbreak. This case will be a kind of history in the future to become a lesson for central or regional government in making public policy in emergency state. By facing the covid-19 outbreak, public officials must quickly resolve the problem. Discretion gives the opportunity for public officials to do free action to solve the urgent case. Public officials are given alternatives to reach the aim of public service by using discretion even though there is no regulation upon it. Moreover, we know that the implementation of discretion still remains several problems. This research used the literature study method with a qualitative research approach. It was based on several references in order to give the description of the discretion role in handling covid-19 outbreak. Theoretical reference in discussing discretion role was based on the study of journals, books, dan others. Being deeply studied, the discretion implementation of social distancing in big scale belongs to regulatory policy that needs social planning discretion. This type creates more different interests and contains a relatively high complexity. The result of study shows that the implementation of discretion is important because the main function of government is to serve the citizens in emergency state. Therefore, discretion becomes the effective and efficient choice. The integrity of discretion makers becomes one of the variable indicators in creating successful discretion. The government accountability needs to be explained to the society. Moreover, it can be studied more fairly.

 Artikel ini mengulas Pemenuhan Elemen Necessary Conditions Kecamatan dalam penyelenggaraan pemerintahan umum baik secara nasional dan spesifik diperdalam dengan fakta empiris di Kabupaten Pandeglang, hal itu sebagai konsekuansi dari pelaksanaan Undang – Undang Nomor 23 Tahun 2014. Penelitian dilakukan dengan menggunakan pendekatan kualitatif. Hasil penelitian diketahui, penyelenggaraan pemerintahan umum Kecamatan baik fakta secara nasional serta pendalaman fakta empiris di Kabupaten Pandeglang menunjukan belum cukup tertopang oleh elemen necessary condition diantaranya kepastian atas kewenangan legalnya serta anggaran yang menyertainya. Oleh sebab itu dipandang perlu ada kemauan politik baik itu dari Presiden untuk segera mengundangkan Peraturan – Pemerintah sebagai landasan teknis bagi pemerintah daerah selaku kepala wilayah maupun dari Kepala Daerah Kabupaten/Kota untuk melakukan terobosan agar supaya di masa peralihan implementasi Undang – Undang Nomor 23 Tahun 2014 kewenangan – kewenangan pada bidang kesatuan bangsa, keamanan dan keteriban umum dapat dilimpahkan pada Kecamatan serta Elemen Necessary Conditions lain yang menyertainya diperkuat.     This article discusses the fulfillment of the elements of the sub-district's necessary conditions in the administration of general government both nationally and specifically and deepened by empirical facts in Pandeglang Regency, this is a consequence of the implementation of Law Number 23 of 2014. The research approach used is qualitative. The results showed that in the administration of district general government both the facts nationally and the deepening of empirical facts in Pandeglang district were not sufficiently supported by elements of necessary conditions, including certainty of legal authority and budget. Therefore, there needs to be political will, both from the president, to immediately ratify the Government Regulation as a technical basis for the regional government (Territory) as well as from the Head of Regency / City to make breakthroughs so that in the transitional period the implementation of Law Number 23 Year 2014 powers in the areas of national unity, security and public order can be transferred to the District and the accompanying elements of necessary conditions are strengthened.

This study examined the supervision of public services as stipulated in Law 25 of 2009, namely regarding public services and Law 23 of 2014 concerning regional government. Supervision carried out in the law is to give authority to each of the existing institutions or institutions, causing overlapping existing authority. Giving authority to officials will give birth to the rights and obligations to achieve the goals and intentions specified in the legislation. The rise of corruption cases occurs because of the weakness of existing supervision of government administration, especially in public services. In this case corruption will foster public distrust of public services. The form of maladministration carried out by public service providers is always associated with behavior in services performed by public officials and the norms of behavior of officials in public services. In addition, these problems are also caused by the opportunities and authority given to be abused and the low quality of public services in various service sectors. Supervision of public services can provide certainty about the public services provided by the government whether it has been running according to targets and objectives and is a way to find out as early as possible maladministration that might occur so that effective and accountable government can be realized.

Tsunami Aceh 2004 was one of the natural disasters whose status was designated as a national disaster in Indonesia. The event occurred compilation Indonesia does not yet have a special body and legislation governing natural disaster management. The Aceh tsunami has significant significance for the Indonesian community to the international level. The Aceh tsunami caused many complicated problems that had to be resolved by the Susilo Bambang Yudhoyono Government, among others, the regional government was unable to function properly, the disaster management law did not exist, supported international assistance in the military, and the National Budget was not available for the Aceh emergency response. The research objective in this study is about research conducted by the government of Susilo Bambang Yudhoyono in the 2004 tsunami in Aceh. The research method uses historical, heuristic, critical, interpretation, and historiographic methods. The results of this study are that the Government of Susilo Bambang Yudhoyono can resolve the problem by triggering regulations regarding the Law and the Special Body to handle problems that did not exist before.

Pemanfaatan TIK secara efektif dan efisien telah digunakan untuk meningkatkan pelayanan publik yang diselenggarakan oleh Pemerintah. Pemerintah Daerah DIY telah mengembangkan aplikasi aduan E-Lapor sejak 2018, akan tetapi pengelolaanya aduan yang masuk belum terespon tepat waktu sesuai dengan SOP E-Lapor DIY dimana aduan yang masuk harus direspon paling lambat 5 hari kerja. Sehingga untuk mengetahui hambatan dan kendala dalam pengelolaan E-Lapor DIY diperlukan pengukuran kesiapan faktor-faktor dalam pengelolaan E-Lapor DIY. Suksesnya pengelolaan E-lapor DIY bukan hanya dipengaruhi oleh faktor infrastruktur TIK saja, akan tetapi faktor yang turut mempengaruhi tingkat kesiapan. Telah dikembangkan pada tingkat negara tertentu beberapa model e-readiness yang mengidentifikasi dari faktor-faktor perspektif makro. Sebelum melakukan pengukuran e-readiness terdapat hal yang krusial yang perlu dilakukan yaitu dengan pemilihan model e-readiness yang tepat. Penelitian ini menggunakan pendekatan studi literatur dengan membandingkan beberapa model e-readiness yang telah popular dan sudah sering diadopsi dalam penelitian di Indonesi. Penelitian ini akan menghasilkan sebuah rekomendasi model e-readiness Mutula Brakel yang paling sesuai untuk pengukuran kesiapan dalam pengelolaan aduan melalui aplikasi E-lapor DIY.Kata Kunci— e-lapor, e-readiness, tik, mutula dan brakel Effective and efficient use of ICT has been used to improve public services provided by the Government. The Regional Government of DIY has developed the E-Lapor complaint application since 2018, but the management of complaints that come in yet responded on time in accordance with the E-Lapor DIY procedure where the incoming complaint must be responded to no later than 5 working days. Efforts to determine the obstacles in managing E-Lapor DIY are needed to measure the readiness of the factors in managing E-Lapor DIY. The success of E-Lapor DIY management is not only influenced by ICT infrastructure factors, but also factors that influence the level of readiness. There are several e-readiness models that have been developed by identifying factors from a macro perspective at a particular country level. The selection of the right e-readiness model is an important thing that needs to be done, before measuring e-readiness. This research will compare several popular e-readiness models and are often adopted in research in Indonesia with a literature study approach. This study produces recommendations for the Mutula Brakel e-readiness model that is suitable for measuring readiness in complaint management through the E-Lapor DIY application. Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. A child who commits a legal offence is a special concern from the state. Diversi is the application of versioning is an effort from the government to protect the child from negative stigmatization and based on the best needs and interests for children, by seeking a version through the approach of Restorative justice. This research aims to determine how the implementation is versioned as a child's human rights implementation and what constraints are faced by related parties in the running of versioning. This research uses a qualitative method of research approach with a literature study technique that is further analyzed qualitatively. Children are trusting and give that must be guarded because the child is the hope of the state as a nation's successor so that children should be protected. The results of this study show that versioning is one of the government's efforts to protect the child's rights from adverse influences and the stigmatization of the community and is done for the best interest of the child. Obstacles faced in the form of lack of the presence and the existence of a sectoral ego between the law enforcement officers so that the version has not run optimally and the need to socialize about the law of the Child criminal system Community.

Traditional villages have become the spearhead of community activities, especially in Bali. Regional Regulation (Perda) No.4 of 2019 concerning Traditional Villages is a breath of fresh air for indigenous people in Bali because it has legal legitimacy and recognition. Traditional villages played an important role during the covid-19 pandemic in Bali because they were at the forefront of protecting their territories, from securing the area to distributing social assistance. This study aims to analyze the strategies carried out by the government through customary villages to launch policies during the Covid-19 pandemic. The method used in this research is a literature study, where the data obtained will be compiled, analyzed, and concluded which will lead to conclusions about the literature study of Balinese traditional villages as a strategy in launching policies during the pandemic. This study found that customary villages are a team that embodies effectiveness in efforts to tackle Covid-19 starting from the context, composition, and process in it to solidarity with social groups derived from local wisdom values. The welfare of members of customary villages, especially those assigned to the task force for handling Covid-19, must be considered and the regional government should not use a generic strategy to archive low costs and broad differentiation in implementing policies

The government has prioritized the development of the halal industry sector in Indonesia through the launch of the Indonesian Sharia Economics Master Plan (MEKSI) in 2019. Currently, Indonesia is in the 5th position in the world halal industry ecosystem. This is the main focus to strengthen Indonesia as a world halal producer in 2024. This study aims to examine the challenges of developing halal industry in Indonesia and try to provide a strategy for developing human resources (HR). This study applies a qualitative research approach using three stages of data analysis, namely data reduction, data presentation, and data verification. Data analysis techniques are supported by the NVivo 12 plus program. Based on the results of the literature study, several challenges were found related to the halal industry in Indonesia, i.e. Regulation, Human Resources (HR), Government, Infrastructure and Organization. This study compiles a human resource development strategy to face HR challenges, as follows 1) Human Resource Transformation through people transformation, cultural transformation, organizational transformation and 2) Human Resource Digitalization.

This study aims to determine the form of dispute resolution between the Buleleng Regency Government and the private sector PT. Candra Dwipa regarding the construction of RTH Bung Karno Park, Singaraja city. The data collection technique used purposive sampling through interviews, observation, documentation and literature study. The subjects in this study were the Regional Government, especially the Commitment Making Official (PPK) of the Disperkimta, Buleleng Regency. Data processing and analysis techniques in this study will be carried out qualitatively. After the qualitative analysis process is carried out, then the data will be presented in a descriptive qualitative manner and systematically. The results showed that (1) a contract clause / agreement letter between the Buleleng Regency Government and PT. Chandra Dwipa is in accordance with the pacta sunt servanda principle and has implications for the rights and obligations of the parties, namely the DISPERKIMTA party can supervise the work of the provider and the provider must carry out the work according to the applicable contract; (2) the dispute settlement mechanism for the development of RTH Taman Bung Karno in which the provider (contractor) does not fulfill the work as planned, namely the realization is only 74,932% while the deviation is -25,068%, the government will stop work, impose fines, and put the provider into in the Black List.

Tourism activities in Nusa Penida have experienced a very rapid increase in recent years, mainly in Jungutbatu Village, which is the village where Nusa Penida tourism began around 1970. After the transition from the seaweed farming activities in recent years, now the community relies on the tourism sector. The rapid development of marine tourism and the importance of this to the economy of the community of Jungutbatu Village, requires its management be carried out properly and sustainably. The purposes of this study were to determine the management of marine tourism in Jungutbatu Village through the application of four management functions (Planning, Organizing, Actuating, and Controlling), and to analyze tourist perceptions on the application of sustainable tourism management in Jungutbatu Village. The research approach was descriptive qualitative and data collection methods were observation, interviews, questionnaires and literature study. The results of this study indicated that the management of marine tourism in the Jungutbatu Village was carried out by involving various parties such as the community, entrepreneurs, non-governmental organizations, and the government. The planning, organizing and actuating processes that involved and accommodated the interests of various parties built a sense of responsibility and awareness to participate in the controlling process. Good management led to a good perception of tourists who came to visit, which in turn affected satisfaction and then influenced loyalty to revisit or recommend the marine tourism area of Jungutbatu Village to others.
