The reasons for non- fulfilment of state social and economic programs are considered in the article. They have being estimated by the executive power as large-scale reforming modernization projects during 25 years of independence of Ukraine. The reasons of the low level of scientific validity of state programs, absence of system analysis as a mechanism of state management of social and economic programs, and the reluctance of the authorities to solve the problems of social and economic development on the basis of extrapolation have been identified. In order to contribute to the formation of critical thinking in the development of programs, the analysis of the "Program of Economic Reforms for 2010 – 2014" has been carried out. Its main ideas are as the following: the prosperous society, the competitive economy, the effective state. Considering the unsatisfactory state of implementation of state programs, the new mechanisms for their development and analysis, as well as the application of the recommendations of the UN experts have been introduced.

No Recôncavo Baiano cidades médias e pequenas, antigos centros da economia urbana e regional, após décadas de estagnação econômica e esvaziamento populacional recebem atenção do Estado através de programas e ações que visam resgatar o desenvolvimento econômico perdido para os novos nós da rede urbana desta região. Em Cachoeira (32.252 habitantes) programas e ações federais e estaduais, envolvendo uma grande quantidade de investimentos, estão sendo implementados na reestruturação urbana (requalificação e refuncionalização do casario histórico) e na geração de renda e emprego através do incentivo aos serviços e comércios ligados ao ensino superior e ao turismo, como o campus da recém criada Universidade Federal do Recôncavo da Bahia (Ministério da Educação), o Programa Monumenta (Ministério da Cultura) e o Projeto de Turismo Étnico (Ministério do Turismo). Os novos moradores de Cachoeira, bem como os estudantes universitários que passam o dia na cidade, geralmente possuem maior renda e acabam levando a um aumento expressivo dos valores cobrados para aquisição e aluguel de imóveis. Há modificação na estrutura do emprego e na construção de infraestruturas para atender as novas funções e serviços. Constatamos processos de exclusão social/econômica e segregação de parte da população, que fica, assim, à margem do desenvolvimento socioeconômico que se pretende, além de ocasionar modificações profundas no cotidiano dos moradores. Abstract THE ROLE OF THE INSTALLATION OF UFRB, THE ACTION OF MONUMENTA PROGRAM AND THE ETHNIC TOURISM IN THE URBAN RESTRUCTURING AND EVERYDAY LIFE OF CACHOEIRA-BA PRELIMINARY APPOINTMENTS OF RESEARCH In the region of the Reconcavo of Bahia, medium and small cities, older centers of the urban and regional economy, after decades of economic stagnation and population decline, receive attention from the Govern through programs and action which intend to rescue the lost economic development for the new knots of the urban system in this region. In Cachoeira (32,252 inhabitants) Federal and State programs and actions, as the campus of the Federal University of Reconcavo of Bahia(Ministry of Education), the Monumenta Program (Ministry of the Culture) and the Project of Ethnic Tourism (Ministry of Tourism), involving a great amount of investments, are implementing in order to promote the urban reorganization, requalification and refunctionalization of the historical buildings, generation of income and job, through the incentive of services and commerce linked to the offer of higher education and the tourism. The new inhabitants, as well as the new students, who pass just hours in the city and generally possess greater income than the local population, are stimulating the increase of the values of rent and acquisition of housing. We find an important modification in the job structure and in the infrastructure of the city, bringing new functions and services. Processes of economic and social exclusion, as well the segregation of part of the local population, are evidenced. The oldest inhabitants are in the border of the new urban, social and economic development.

The systemic determinacy of modern Russian society in time and space coordinates allows us to conclude that it is at the process stage of the life cycle of the large-scale social and economic systems functioning within the stage of the digital age that is characterized by the features of environmental systems. It means that the logic of the social and economic development of modern Russia is to ensure the harmonization of the performance and state of all economic systems through communication and coordination, as well as creating conditions for transactions. Following this logic, the article proves the possibility of considering it as a factor providing conditions for socio-economic development using the example of the transformation of the public administration institution. The article defines the subject-object and structural content of the public administration institution. By using the matrix approach, the authors characterize the evolutionary dynamics of the public administration institution. It makes it possible to draw a conclusion about the formation within the local civilizational matrix of modern Russia of a new type of the institutional core – the intellectual one, in which basic and compensatory institutions of the market and distribution types are integrated. The article presents a methodology that allows determining the degree of the formation of public administration, as well as assessing its impact on the social and economic development ofmodern Russia.

Generally speaking, current school science curricula have been constructed for the purpose of preparing students for university and college scientific degrees. Such education does not meet the needs of the majority of students who will not pursue tertiary studies in science or even science-related fields. These students require knowledge of the main ideas and methodologies of science. It seems that the didactics of scientific disciplines across Europe have failed to solve the “crisis” between scientific education and European social and economic development. This is generally recognized in the reports published concerning science education in Europe (Rocard report, etc.) which propose new strategies to be implemented in teaching through the identification and promotion of Inquiry based Science Education (IBSE) and other strategies. It is timely that there is a multi disciplinary dialogue exchanging new ideas and proposals between educational researchers, historians, philosophers and learning theorists.

In modern conditions, implementation of sustainable progressive movement of the country by carrying out large-scale structural changes can be realized only on the basis of a centralized identification of areas, goals, priorities of socio-economic development, as well as indicators of strategies, programs and plans interconnected at all levels of the country's national economy management. Methodologically the article is based on dialectical method of scientific knowledge, as well as systemic and institutional approaches. Scientific periodicals (monographs, scientific articles, etc.) and official documents of legislative and executive authorities of the Russian Federation on the issues of state strategic and long-term planning in Russia and the USSR were used as an information and analytical base. The article dwells on the following issues: 1) as a result of analysis of domestic and foreign literary sources, as well as regulatory and methodological guidelines in the field of state strategic planning, its main shortcomings were identified. According to the authors, these include: dissemination of program-targeted management methods not only into all spheres of socio-economic development, but also to the areas of budget allocations, the lack of sufficient information base of calculations; 2) methodological approach (stages, sequence of work, methods and procedures) to elaborating state programs for the economic development of the country, industries and regions is proposed; 3) application of the methods of hierarchies analysis (MHA) and network modeling (NPM) as the main methods for developing state programs is substantiated; 4) proposals on the composition and structure of the information base for calculating indicators of state programs are given.

Currently, it is not the export of energy resources or raw materials, but investments, modernization of production and the use of territorial development tools that arise in a number of factors of economic development and become key conditions for the development of the country. This mechanism allows to solve the problems of singleindustry towns, one of the problems of which is a narrow specialization and the mono-industrial type of city-forming enterprises. The author substantiates that the task of overcoming the narrow specialization of single-industry entities lies in economic diversification, including through the active use of the territorial development tools, such as federal economic zones, territories of priority social and economic development, industrial and investment sites. To encourage economy the only alternative is state investments and implementation of projects of territorial development. Only through changing (diversifying) the economic structure, it is possible to solve large scale tasks in the economic development of the country. It is important to solve such problems by creating an effective system of strategic management of social and economic development, the basic method of which is strategic planning. Institutional mechanisms will ensure the rational distribution of productive forces through the creation of special economic zones and territories of priority social and economic development. The article shows that in recent years, new institutes of the territorial development have been created at the federal and regional levels. The basic and well-proven instrument of strategic development is territories of priority social and economic development (TOSED). As a positive example, the author presents the analysis of the effectiveness of five single-industry towns that have received the status of TOSED (Naberezhnye Chelny, Nizhnekamsk, Zelenodolsk, Chistopol, Mendeleevsk) in the Republic of Tatarstan. Consequently it allows to draw the conclusion regarding the effectiveness of this tool from the standpoint of analyzing the dynamics of number of residents’ growth, number of workers, volume of capital investments made by residents.

The article examines the features of the implementation of the Strategy of Social and Economic Development of the Southern Federal District until 2020. It is established that the dynamics of the main segments of the economy and social sphere of the SFD in the 2010s proceeded according to the inertial scenario. The pace of their development slowed noticeably after 2014. This was due to the completion of large-scale financing of Olympic facilities. The deterioration of Russia’s international position and the imposition of a sanctions regime also had a negative impact on the dynamics of the district. But the failure to meet most of the targets was also due to the shortcomings of the Strategy itself. They include the orientation of all target indicators comparable to the Soviet Union on the linear growth, as well as the predominantly “declarative” nature of priorities in terms of the development of many clusters of the regional economy. The socio-economic development of the SFD in the 2010s is largely determined by the dynamics of the Azov-Black Sea region of advanced growth. The accelerated development of this zone was not so much the result of a deliberate policy of the federal center, but rather a consequence of the complex self-development of the local communities with the help of regional authorities successfully using the agroclimatic, transport, socio-demographic advantages of their territorial systems. The specificity of the implementation of the Strategy of the development of the Southern Federal district confirms that territorial social and economic systems with the dominating market mechanisms are partially subject to a planned impact of government authority when such an impact is supported by the regular large scale financing.

The problem of economic growth has always been central to the discussions not only of professional economists, but also of politicians and public figures. This issue is of particular urgency for Russia in the period of geopolitical turbulence, which is strengthened by the tendencies of protectionism in international trade. In addition, there is a different dynamics of economic growth, its quality, both in the sectoral and regional sections. In this regard, the analysis of the influence of the main factors contributing to economic growth, qualitative change in the structure of gross domestic product (GDP), gross regional product (GRP), has a significant applied value. Priorities of innovative quality of growth that require large-scale investments are stated in Strategy-2020 and in “Strategy of Social and Economic Development of the Republic of Tatarstan until 2030”.Without assessing the role of the investment resource, it is impossible to determine the strategies for the country's social and economic development, to develop and implement general state, sectoral and regional programs. One approach that makes it possible to quantify the degree of influence of such key factors of economic growth as investments and incomes of the population, including the average monthly wage, is based on the use of econometric models and economic interpretation of the coefficients of the models obtained

The article is devoted to the study of the problem of budget support for the implementation of state eco-nomic and social programs. The relevance of the development of budget financing is determined. The analysis of the volume, dynamics and structure of financial resources of the state in recent years is carried out. The course and results of implementation of the program method of public administration, budget planning and execution are considered. The process of financing state programs with Federal budget funds is studied. Based on the analysis carried out in the article, the problems of applying the program principle and method in the domestic practice of budget financing of state programs are determined.

One of the problems that have arisen in the past and have an inertial impact on the development of the Russian Federation is the problem of heterogeneity of the country’s socio-economic space. The large scale of the space of Russia predetermines the predominantly macroscopic nature of the regulatory impact, the object of which is large territorial formations: economic districts, federal districts, regions of the Russian Federation. Each separate region, each municipality is a complex system with a set of unique factors: geographic location, climatic conditions, resource potential, population, etc. The article presents the author’s methodology for assessing the differentiation of social and economic development of municipalities in the Voronezh region. In modern conditions, the formation of convenient and effective methods and tools for measuring sustainable social and economic development, which make it possible to give an unambiguous interpretation of the results, is of high value both from a research and management point of view. On the basis of the author’s methodology, an assessment of the differentiation of the social and economic development of municipalities in the Voronezh region has been carried out. The proposed method, having individual characteristics in limiting the number of basic indicators along with the existing approaches, contributes to obtaining more objective results and allows it to be used in the development of a regional social and economic Strategy. These indicators are among the most important areas of the region’s social and economic system.
