The article is devoted to the study of the problem of budget support for the implementation of state eco-nomic and social programs. The relevance of the development of budget financing is determined. The analysis of the volume, dynamics and structure of financial resources of the state in recent years is carried out. The course and results of implementation of the program method of public administration, budget planning and execution are considered. The process of financing state programs with Federal budget funds is studied. Based on the analysis carried out in the article, the problems of applying the program principle and method in the domestic practice of budget financing of state programs are determined.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.

This article systematizes the legal framework, forms, and volumes of support for agriculture from the federal budget of Russia and the regional budget (on the example of the Tyumen Region). The authors have performed a detailed analysis of the directions of such support for 2016-2019. The historical, economic and social features of the relationship between the state and agriculture are shown. State support for agriculture is objectively necessary, and competent budget planning makes it possible to develop. However, the dominance of direct forms of spending support does not stimulate cost-effective and innovative activities, which in the future can bring the industry to a competitive level. There is very little and irregular support for social forms, the development of farming and other forms of private farming in rural areas. The authors conclude that the policy of state support is sufficiently provided by legislative acts, resolutions and state programs. Many programs are updated, and new versions are adopted even before the previous ones expire. Such strong volatility hurts strategic projects and agricultural initiatives. Less expensive forms of activity-mediation and trade turn profitable. Living conditions in the villages significantly stay behind in quality and opportunities, which leads to the human capital leaving rural areas. The authors propose to pay more attention to the development of indirect forms of support, to stimulate economic activity and small businesses.

No Recôncavo Baiano cidades médias e pequenas, antigos centros da economia urbana e regional, após décadas de estagnação econômica e esvaziamento populacional recebem atenção do Estado através de programas e ações que visam resgatar o desenvolvimento econômico perdido para os novos nós da rede urbana desta região. Em Cachoeira (32.252 habitantes) programas e ações federais e estaduais, envolvendo uma grande quantidade de investimentos, estão sendo implementados na reestruturação urbana (requalificação e refuncionalização do casario histórico) e na geração de renda e emprego através do incentivo aos serviços e comércios ligados ao ensino superior e ao turismo, como o campus da recém criada Universidade Federal do Recôncavo da Bahia (Ministério da Educação), o Programa Monumenta (Ministério da Cultura) e o Projeto de Turismo Étnico (Ministério do Turismo). Os novos moradores de Cachoeira, bem como os estudantes universitários que passam o dia na cidade, geralmente possuem maior renda e acabam levando a um aumento expressivo dos valores cobrados para aquisição e aluguel de imóveis. Há modificação na estrutura do emprego e na construção de infraestruturas para atender as novas funções e serviços. Constatamos processos de exclusão social/econômica e segregação de parte da população, que fica, assim, à margem do desenvolvimento socioeconômico que se pretende, além de ocasionar modificações profundas no cotidiano dos moradores. Abstract THE ROLE OF THE INSTALLATION OF UFRB, THE ACTION OF MONUMENTA PROGRAM AND THE ETHNIC TOURISM IN THE URBAN RESTRUCTURING AND EVERYDAY LIFE OF CACHOEIRA-BA PRELIMINARY APPOINTMENTS OF RESEARCH In the region of the Reconcavo of Bahia, medium and small cities, older centers of the urban and regional economy, after decades of economic stagnation and population decline, receive attention from the Govern through programs and action which intend to rescue the lost economic development for the new knots of the urban system in this region. In Cachoeira (32,252 inhabitants) Federal and State programs and actions, as the campus of the Federal University of Reconcavo of Bahia(Ministry of Education), the Monumenta Program (Ministry of the Culture) and the Project of Ethnic Tourism (Ministry of Tourism), involving a great amount of investments, are implementing in order to promote the urban reorganization, requalification and refunctionalization of the historical buildings, generation of income and job, through the incentive of services and commerce linked to the offer of higher education and the tourism. The new inhabitants, as well as the new students, who pass just hours in the city and generally possess greater income than the local population, are stimulating the increase of the values of rent and acquisition of housing. We find an important modification in the job structure and in the infrastructure of the city, bringing new functions and services. Processes of economic and social exclusion, as well the segregation of part of the local population, are evidenced. The oldest inhabitants are in the border of the new urban, social and economic development.

The article deals with the analysis of State programs, which are of fundamental importance for building program-target management, and are the basis for a program approach to Federal budget planning. State financial control over the implementation of state programs, being an integral element of the management process, has a certain methodology, which is a set of ways to conduct control measures, during which their effectiveness is determined. The state’s ability to improve the mechanisms of state financial control is primarily determined by the General economic situation and the challenges facing the economy. Of course, building strategic priorities is possible only when there are appropriate resources to do so, allowing not just to solve short-term problems, but to conduct a deliberate long-term policy aimed at overcoming the country’s risks and development constraints.

The article shows the excessive role of offshores in Russia, which influence many sides of social and economic development of the country. Undertaken and outlined measures for solving problems of de-offshorization of the Russian economy taking into account new tendencies in anti-offshore policy of the international community in general and certain countries in particular in 2009—2013 are characterized. The necessity of system approach to de-offshorization problem is proved, specific actions in this area which can significantly increase federal budget revenues and strengthen national economic security are also offered.

If the order of drawing up the draft Federal budget is defined by the Budget code of the Russian Federation, the order of drawing up the draft budget of the subject of the Federation and the draft budget of the municipality, along with the bases of drawing up draft budgets defined by the Budget code of the Russian Federation, is also determined by the laws of the subjects of the Federation and municipal legal acts of the representative body of the municipality. In the legal literature, this approach is recognized as justified, as at each level of the budget system there is specificity in the development of budget indicators. In addition, it is impossible to apply a unified approach to the detailed organization of the drafting of regional and local budgets, since the timing and content of the procedures for drafting budgets in the constituent entities of the Federation and municipalities depend on a whole range of socio-economic and political factors. In view of the above, the development of regional and local budgets should be governed by the rules of budgetary procedure adopted at the appropriate levels of the budgetary system. Drafting of regional and local budgets and budget acts is traditionally the responsibility of the Executive bodies. Accordingly, the draft budget of the subject of the Federation shall be drawn up in accordance with the procedure established by the Supreme Executive body of the state power of the subject of the Russian Federation (article 169 of the BC) [1]. Budgeting at any level by virtue of part 2 of art. 172 the BC of the Russian Federation is based on: the Budget address of the President of the Russian Federation; the forecast of social and economic development of the relevant territory; the main directions of budget and tax policy; the budget forecast for the long term; state (municipal) programs.

In modern conditions, problems of social and economic development in Ukraine explains the need to pay attention to forecasting, programming, planning improvement in public administration. Scientific and theoretical bases of forecasting, programming, planning in public administration in Ukraine have been a point of many researches made by scientists. Over the recent years, the research of forecasting, programming, planning improvement in public administration in Ukraine is topical for the scholars in various domains, in particular, in the science of public administration. But lots of problems of forecasting, programming, planning in public administration in Ukraine are not fully researched. Forecasting, programming, planning in a public administration in Ukraine have been investigated. Heterogeneity of social and economic regional development and imperfection of governmental system in the field of regional development in Ukraine explain the need to pay attention to study and advancement of normative legal base of forecasting, programming, planning in Ukraine. The main components of normative legal base of forecasting, programming, planning in public administration in Ukraine are the Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine and acts of the Cabinet of Ministers of Ukraine etc. The conducted analysis of normative legal base of forecasting, programming, planning in Ukraine proves that there has not been created an interconnected normative legal base. In today’s conditions, the state of regional social and economic regional development require improvement of forecasting, programming, planning in public administration in Ukraine. The foreign experience of forecasting, programming, planning in public administration has been investigated. The further scientific research will be devoted to the improvement of normative legal base and organizational provision of forecasting, programming, planning in public administration. The reasons for non- fulfilment of state social and economic programs are considered in the article. They have being estimated by the executive power as large-scale reforming modernization projects during 25 years of independence of Ukraine. The reasons of the low level of scientific validity of state programs, absence of system analysis as a mechanism of state management of social and economic programs, and the reluctance of the authorities to solve the problems of social and economic development on the basis of extrapolation have been identified. In order to contribute to the formation of critical thinking in the development of programs, the analysis of the "Program of Economic Reforms for 2010 – 2014" has been carried out. Its main ideas are as the following: the prosperous society, the competitive economy, the effective state. Considering the unsatisfactory state of implementation of state programs, the new mechanisms for their development and analysis, as well as the application of the recommendations of the UN experts have been introduced.

The systemic determinacy of modern Russian society in time and space coordinates allows us to conclude that it is at the process stage of the life cycle of the large-scale social and economic systems functioning within the stage of the digital age that is characterized by the features of environmental systems. It means that the logic of the social and economic development of modern Russia is to ensure the harmonization of the performance and state of all economic systems through communication and coordination, as well as creating conditions for transactions. Following this logic, the article proves the possibility of considering it as a factor providing conditions for socio-economic development using the example of the transformation of the public administration institution. The article defines the subject-object and structural content of the public administration institution. By using the matrix approach, the authors characterize the evolutionary dynamics of the public administration institution. It makes it possible to draw a conclusion about the formation within the local civilizational matrix of modern Russia of a new type of the institutional core – the intellectual one, in which basic and compensatory institutions of the market and distribution types are integrated. The article presents a methodology that allows determining the degree of the formation of public administration, as well as assessing its impact on the social and economic development ofmodern Russia.

Russian education and state programs do not fully take into account the current and promising requirements of the modern labor market, taking into account its transformation in the conditions of increasing digitalization of processes. Setting priorities for education and public administration in the field of training and evaluation of highly qualified personnel for innovation economy based on the best world practices is an important task solved in this article.
