Purpose: The purpose of this research was to describe and analyse society participation in the Village Fund for Development Program in Kletek Village, Central Malaka District, Malaka Regency. Research Methodology: This research is qualitative in nature. The informants who were selected purposively were 21 people. Results: The findings in this study are that society does not participate because the village apparatus is less open in capturing society’s aspirations, and there is no publication to the society so that it appears that government officials tend to be closed off about the use of funds. Limitations: The limitation of this research is that the research only focuses on the Kletek Village society’s participation in the Village Fund Program. Palu City is the city that suffered the most damage and many casualties, effect from event Palu-Donggala earthquake on September 28, 2018. This earthquake triggered a tsunami, liquifaction and landslides which caused difficulties in determining a closest safe location for the temporary evacuation site in location affected disaster. The aftershocks that occurred after the main earthquake caused unrest for refugees and village government officials, because it was feared that the location to be used as a temporary evacuation site would run into the impact of an earthquake similar to other severe locations. To determine a safe location around the impact area destructive earthquake, information about the map of the minimum isoseismal distribution is very important. This study aims to map Minimum Isoseismal Distribution as the place that has the smallest disaster risk in areas affected by the earthquake, tsunami, liquefaction and landslides. The research methodology that be done are plotting and interpolate data from macroseismic surveys then were verified using satellite citra data and photo documentation of survey. The results showed that a minimum isoseismal distribution was found in 8 areas, located in the village: Kabonena, Lere, Kamonji, Siranindi, between Boyaoge and Nunu, Tawanjuka, Palupi and Tinggede.

Purpose: The purpose of this study is to measure and analyze the effectiveness of Sehati Village-Owned Enterprises (BUMDes) in Nekmese Village, South Amarasi District, Kupang Regency. Research Methodology: This study used descriptive research with a qualitative approach that used the effectiveness measurement criteria of Chambell J.P (1989). Results: The findings in this study are that BUMDes has been effective with several successes, namely program success, target success, satisfaction with the program and the achievement of. Limitations: This research only reviewed the effectiveness of BUMDes Sehati in Nekmese village, Kupang Regency. The process of planning and decision making in the development program for this is oftenly done by top-down. Most often society is not given a choice and an opportunity to provide input. Sometimes government assistance creates dependency, which in turn would create trouble than help. The purpose of this study was to illustrate the potential of tourism and economic potential in the village Cibuntu as well as to determine the model to improve the local economy based on tourism. Samples are some families in the village Cibuntu. The results of this study indicate that the tourism and economic potential are very diverse and can support tourism activities and for the community-based model of economic improvement which can be implemented is culinary-based, homestay based and craft-based.

This study examines the implementation of village funds related to the development of cross-cultural activities in Badung and Buleleng. Whether the pattern is instructive translation of sloganitic deconcentration tasks or participatory institutionalization that sets out the need for cross-cultural issues in the village. The Tamatea Study (2006), Parker (2017), and Gottowick (2010) discuss multiculturalism as the nature of local wisdom which is described as responding to people's daily problems. Another study, Kwon (2018) and Selenica (2018) looked at multiculturalism in the perspective of intercultural conflict. This research takes a different position from previous research by criticizing the construction of state control over multiculturalism that runs at the grassroots. Control construction is seen from the management of village funds for cross-cultural activities that are operationalized through guaranteed equality of ethnic and religious groups. The research paradigm is non-positive with case studies. Data collection methods utilize observation, interviews and documentation. The perspective used is interpretive with the theory of discourse. Research results show that state control is firmly embedded in the development of multiculturalism in villages. The nature of control is meaningfully driven, administrative control of budgeting has the potential to have an inhibiting effect on the development of the potential of the village concerned, including the development of multiculturalism activities in the village. Such as overlapping regulations on financial accountability, lack of socialization of regulations and assume that village human resources have understood every multicultural development program (especially the deconcentration program), injustice attitude views the potential of the village and bias behavior rules that are biased. Various attitudes are often shown by vertical government officials, such as sub-districts, offices (OPD), and ministries, which are counterproductive to oversee the development of the attitude of the development of multiculturalism in the village. Villages are forced to translate multicultural development programs that are trapped in administrative accountability which in reality compartmentalize the potential of the resources within.

This article aims to find out how the level of public participation in the decision-making process in the Bendung Air Timur village development program. The method used is a descriptive method. 60 respondents were taken randomly as many as 238 households in the East Air Dam village. Data collection uses questionnaires / questionnaires and is assisted by interview techniques. The analysis technique used is descriptive analysis (frequency distribution analysis and percentage). The results of the study show: (1) In terms of the indicators used, most of the respondents had never participated in the decision-making process of development programs in the village/village; (2) In terms of the indicators used, most of the respondents had never participated in the implementation of development programs in the villages / villages. Based on the results of the research conclusions: (1) Public participation in the East Air Dam village in the decision making process for village/village development programs is generally low; (2) Public participation in the East Air Dam Village / Village in the process of implementing / implementing development programs, generally villages / villages are low Artikel ini bertujuan untuk mengetahui bagaimana tingkat partisipasi publik dalam proses pengambilan keputusan dalam program pembangunan desa Bendung Air timur. Metode yang digunakan adalah metode deskriptif. Responden sebanyak 60 kepala keluarga diambil secara acak (random) sebanyak 238 rumah tangga didesa Bendung Air Timur. Pengumpulan data menggunakan kuesioner / kuesioner dan dibantu dengan teknik wawancara. Teknik analisis yang digunakan adalah analisis deskriptif (analisis distribusi frekuensi dan persentase). Hasil penelitian menunjukkan: (1) Dari segi indikator yang digunakan ternyata sebagian besar responden belum pernah berpartisipasi dalam proses pengambilan keputusan program pembangunan di desa / desa; (2) Dari segi indikator yang digunakan ternyata sebagian besar responden belum pernah berpartisipasi dalam pelaksanaan program pembangunan di pedesaan / desa. Berdasarkan hasil kesimpulan penelitian: (1) Partisipasi publik desa Bendung Air Timur dalam proses pengambilan keputusan untuk program pembangunan desa / desa umumnya rendah; (2) Partisipasi publik Desa / Desa Bendung Air Timur dalam proses pelaksanaan / pelaksanaan program pembangunan, umumnya desa / desa rendah.

Abstract Purpose: This study describes and analyzes Social participation in Management of Village Fund in Sanleo village, East Malaka sub-district, Malaka regency. Research methodology: This study uses a descriptive research method with a qualitative approach. Social participation is analyzed using the views of Cohen and Uphoff (1977. Results: The results in this study are that the village society has been quite actively involved from the decision-making stage to enjoying the results. However, it is not even implemented at the evaluation stage, so the village government cannot confidently measure the success of a program being implemented. Limitations: This research only describes and analyzes social participation in the Management of Village Fund in Sanleo village, East Malaka sub-district, Malaka regency. Findings may differ in other areas. Contribution: This research becomes scientific information for public administration science.

Iklim komunikasi organisasi merupakan persepsi pegawai mengenai peristiwa yang terjadi di lingkungannya. Kantor Desa Cibalung, Kecamatan Cijeruk, Kabupaten Bogor merupakan salah satu kantor desa yang memiliki berbagai prestasi. Prestasi yang sudah diraih tentu saja tidak lepas dari peran kinerja aparatur pemerintahan desa dan masyarakat yang terlibat dalam menciptakan lingkungan kerja yang produktif dan kepuasaan kerja yang dirasakan. Maka dari itu, penelitian ini bertujuan untuk melihat hubungan iklim komunikasi organisasi dengan kepuasan kerja dan hubungan kepuasan kerja dengan kinerja aparatur pemerintahan desa. Penelitian ini menggunakan pendekatan kuantitatif melalui metode survei dengan kuesioner yang didukung oleh data kualitatif melalui teknik wawancara mendalam dan studi literatur dengan responden sebanyak 36 orang. Hasil penelitian yang diperoleh menunjukkan bahwa terdapat hubungan nyata antara iklim komunikasi organisasi dengan kepuasan kerja dan hubungan sangat nyata antara kepuasan kerja dengan kinerja aparatur pemerintahan desa.Kata Kunci: iklim komunikasi, kepuasan kerja, kinerja, komunikasi organisasi=====ABSTRACTOrganizational communication climate was the employee's perception of events that occurred in their environment. The Cibalung Village Office, Cijeruk Subdistrict, Bogor District was one of the village offices that had various achievements. The achievements that have been achieved certainly could not be separated from the role of the performance of the village government apparatus and the community involved in creating a productive work environment and perceived job satisfaction. Therefore, this study aimed to analyze the relationship of organizational communication climate with job satisfaction and the relationship of job satisfaction with the performance of village government officials. This study used a quantitative approach through a survey method with a questionnaire supported by qualitative data through in-depth interview techniques and literature studies with 36 respondents. The results obtained indicated that there was a real relationship between organizational communication with job satisfaction and the very obvious relationship between job satisfaction by the performance of the village government apparatus.Keywords: communication climate, job satisfaction, performance, organizational communication

The head of the environment is an extension of the head of the village head in assisting or providing services to the community both in the administration of administration in the village and to other problems. It is natural for a kepling to be appreciated for their performance during their special tenure in the kecamatan field area. Previously, the selection of a dipling in a sub-district was very inefficient and seemed unfair for this exemplary selection to use a system to produce an accurate value, and no intentional element. To overcome the process of selecting an exemplary kepling that experiences these obstacles by using an application called a Decision Support System. Decision Support System (SPK) is a system that can solve a problem, and this system is also assisted with several methods, namely the Rank Order Centroid (ROC) method that can assign weight values to each of the criteria based on their priority level. And to do the ranking or determine an exemplary set using the Additive Ratio Assessment (ARAS) method, this method provides decision making that takes decisions based on ranking or the highest value.Keywords: Head of Medan Area Subdistrict, SPK, Centroid Rank Order, Additive Ratio Assessment (ARAS).

This study examines the institutional strengthening Sokop village in the district of MerantiIslands. The village of institutional issues Sokop be a reflection of the condition of the villagesare located in coastal areas and outer islands in Indonesia. Limitations accessibility of informa-tion, transport and communication are key issues faced by the region (read-Village Sokop) sothat the development of institutional capacity and its derivatives is not as advanced and as fastas the accessibility of the region are within easy reach. By putting itself on the theoretical frame-work of institutional strengthening these studies focus to see phenomena institutional VillageSokop especially from the aspect of good governance and administrative capacity Sokop Vil-lage Government officials. This study used a qualitative approach and to optimize the study, theauthors used the strategy phenomenology.The results of this study indicate that the institutional capacity of the village governmentSokop not support in efforts to achieve regional autonomy, it is characterized by weak institu-tional role Desa Sokop in building independence of the village, institutional structuring andmanagement of village governance, weak financial management, and lack of community par-ticipation in development village (participatory development).
