scholarly journals Capacity Level of Extension Worker and Institutional Support in Developing the Capability of Extension Worker to use Information Technology

The extension is an essential part of fishery sector services. Hence, efficient service of extension is necessary to support fishery activities to contribute to the increasing socio-economic level of fishery business players. These business actors, namely fish processors, fish farmers, and smallholder fishermen in Lampung Province, generally obtain such a little information as they are considered to be the passive group in seeking for information. Their primary concern is still to meet their daily needs, and this information is not yet a priority. In fact, a technological limitation also does not facilitate farmers to obtain information which results in a situation where extension worker is forced to be the main source of information for fishery business players. Therefore, it is essential to investigate how extension workers’ capacity in using non-cyber and cyber information technology also the role of institutional support in the utilization of information technology to increase extension workers’ capacity. This study was descriptive analysis research consisted of primary and secondary data. The method of data analysis used to answer the objective of this study was descriptive statistical analysis. The result of the analysis showed that extension workers’ capacity level in using non-cyber information technology to perform their task was considered excellent, and extension workers did not only depend on the information provided by the related institution in using cyber information technology. Extension workers were found to use a smartphone and other media to obtain information. Institutional support, such as higher educational institutions, NGOs, Fishery Agency, and BPTP, was still low. Therefore, institutions should increase the use of information technology, assist in using cyber information technology, provide information of using cyber information technology, provide a specific location for conducting training of cyber information technology, and provide regular training schedule for extension workers to increase the capacity of fishery extension workers.

LSM Kusuma Buana is one of social institution which focus with countermeasures on sex worker problem in Bongas Vilage, Indramayu, Jawa Barat. The purpose of LSM Kusuma Buana to be effort autonomous for PSK. Purpose of this reseacrh are: 1). To description profil of LSM Kusuma Buana as social institution to handle PSK problem. 2). To description character of LSM Kusuma Buana to handle PSK problem in Bongas, Indramayu, Jawa Barat. This research uses kualitatif research methods. Were used primary and secondary data sources. Technique obtained in this research is descriptive analysis that is the data which obtained in this research presented the analyzed descriptively to get an idea about the facts. Information obtained by using purposive sampling tecnique, that is sampling based on speatic objectives. Informats in this study is the LSM Kusuma Buana, prostitutes and former prostitutes. Data was collected by interview methocl, passive participant observation, documentation and literature studies. To examine the validity of this data source using triangulation techniques source and methods. Techniques which used in analyzing the data is data colection, data reduktion, data presentation, and conclusion. The result showed that: 1). LSM Kusuma Buana as social institusion is the first in Bongas Vilage in assitance prostitutes. 2). The role of LSM Kusuma Buana or Kusuma Bongas as home and friend for sex worker, besides its role as facilitator and catalyst, coach and education, as well as colector of capital. 3). Assistance by LSM Kusuma Buana formed a working group named Kusuma Bongas to empower sex worker by providing mentoring programs, such as community empowerment in the form of revolving capital and education about the worse effect of prostitutions and AIDS, health service and skills activties. Form of empowerement that was given to comecrial sex worker and sex worker make increasingly independent and empowered. 4). Empowerment was given to the prostitutes greated positively by them, because the program can empower prostitutes in Bongas Vilage, Indramayu, Jawa barat. Small business enterprises are widely recognized as a driving force of economic growth and development in any nation. Empirical evidence has shown that they contribute to job creation, help to alleviate poverty, and increase a nation’s level of productivity. In the exponential increase of small businesses, the role of the financial sector is crucial. This paper aims to identify the role of formal financial support in small business employment generation in Bouddhanath, Kathmandu. The study adopted a descriptive research design. Purposive sampling was used to select 285 business owners. A structured questionnaire was designed to collect their responses. Primary and secondary data was employed to analyze user status. Data analysis was performed with the help of descriptive analysis and a financial support index. The results showed that financial support plays a critical role in the enhancement of the small business sector, allowing businesses to create employment opportunities which further helps to maintain the Nepalese economy. The major challenges to the growth of small businesses in Nepal lie in securing initial funding and overreliance on credit. In addition, the ability to afford quality staff has an equally strong effect on the success of small businesses. Business growth clearly depends on the role of the formal financial sector to achieve the desired outcomes.

Background: The population growth rate of Central Java Province is considerably above the ideal. Therefore, the Provincial and Regional Governments need to carefully plan the development programs by analyzing the family knowledge of population issues. This study aims to determine the family knowledge of population issues.Design and Methods: This research used the secondary data analysis (SDA) method. The data were taken from the 2019 Performance and Program Accountability Survey (SKAP) of the Population of KKBPK (Population of Family Planning and Family Development), Central Java Province. The data included in the 2019 SKAP Keluarga on population issues will be analyzed using descriptive quantitative analysis.Results: According to the research data, 51.5% of respondents understood population issues. The commonly recognized issues are unemployment (95.5%), employment (97.1%), and poverty (97.1%). The source of information widely used by respondents is the television (91.9%). Additionally, officers or communities that provide abundant information about population issues are friends, neighbors, and relatives (72.8%). Furthermore, formal educational institutions, including schools (47.8%), and community organizations (youth organizations, PKK/Family Welfare Program, Integrated Health Service Post, and religious organizations) (49.6%) provided information.Conclusions: In conclusion, efforts to increase the knowledge about population issues can be done by optimizing the function of television, close circles, the role of formal educational institutions and social organizations.

The Planting of Islamic Religious Education Values ​​in the Formation of Environmental Concerned Characters is a process to be achieved by educational institutions because by planting these noble values, one can know the extent to which students' awareness of caring for the environment by looking at the character development that grows in themselves gradually. This research is a type of descriptive qualitative research, with data collection techniques through observation, interviews and documentation. In this study using descriptive qualitative data analysis. The source of data in this study is primary data that is data obtained through observation and interviews with informants, while secondary data is obtained through documentation. Based on the results of the study showed that the inculcation of Islamic religious education values ​​in the formation of environmental care characters in Syabab Al-Fatih Sri Mulya Middle School, Pampangan District, Ogan Komering Ilir District was sufficient because the training, guidance, and learning efforts undertaken by all school members were able shape the character of caring for the environment through religious activities, SEMUTLI cleanliness program, and clean Friday conducted at school Likewise, factors that influence the formation of character consisting of internal and external factors. And also, can’t be separated from the role of teachers, students, the environment, and parents, who provide positive guidance and direction to foster the character of environmental care in students.

Frequently, research on management education does not take into account the role of Information Technology as a key resource to support teaching and learning processes. In this article, the authors explore the current applications of Three Dimensional Virtual Worlds (3DVW) for Management education. The authors researched the educational institutions subscribed to Second Life (SL) (http://secondlife.com/), as it is one of the most popular open 3DVW available worldwide. The results reveal that only 31% of the institutions that answered the authors’ questionnaire actually use SL in Management education. Regarding the acceptance of SL in Management education, one third of the 15 institutions using it claim that it has been well received and accepted both by students and lecturers/professors. These results lead to several questions for further research and development of practices concerning the use of 3DVW for Management education.

Penetration of information technology (IT) in almost every sector of the Indian economy is occurring at a very rapid pace. This has brought about a great transformation from a paper world to a digital world. Employees face new technological changes in their workplace almost every day. Some employees welcome the changes brought about by technology while others resist it and become defensive. These differences in employees’ reactions are influenced by a host of moderating variables existing in the environment. For the purpose of the present study, the researchers have adopted three moderating variables, namely, age, gender and experience (from the unified theory of acceptance and use of technology [UTUAT] model of Venkatesh, Morris, Davis, and Davis (2003, MIS Quarterly, 27, 3, 425–478). Hence, the article attempts to study the influence of the aforementioned moderating variables on the employees’ acceptance of IT at their workplace. The study has been conducted in the post offices falling under the Nalbari-Barpeta division of the Assam postal circle. The study is based on both the primary and secondary data.

The role of agriculture in the economic development of this country is still very important, besides being a fuel provider, this sector also contributes significantly to the development of workforce which is expected to have an increase in the change in the level of poverty. The Ministry of Agriculture has a vision and mission in alleviating poverty by rolling out various forms of programs to increase capital for farmers. Farmers who have developed their level of education, improved changes in the economic and political structure, began to understand to form a farmer group that had the goal of obtaining and obtaining mutual assistance included in the agricultural program of the government, such as the UPSUS Pajale Program. Farmers who are members of farmer groups will strengthen the ability of their groups to manage and channel the Pajale UPSUS Program assistance that requires improving farm safety consisting of indicators; the role of members of farmer groups, suitability of group services, collectivity, and resolution of local wisdom that still requires in its farming activities. The success of farmer groups can not be separated from social capital which is the main foundation that must be owned by farmers as group members. Mangkuprawira (2010) describes the support of social capital in farmers such as social norms, mutual trust, networking, cooperation, mutual relations, participation, and commitment that will be directly connected to the success of the UPSUS Pajale (soybean) program being rolled out by the government, and seen from three indicators namely; successful output, successful results, and successful benefits. The UPSB Pajale Program in East Lampung Regency is held from February to March 2019. The data used are primary and secondary data with the Mix-method research method. The sampling technique used was the Proportional Stratified Random Sampling with a total sample of 140 farmers who were members of a farmer group receiving the 2017 UPSUS Pajale Kedelai Program in East Lampung Regency. Data processing is done qualitatively and quantitatively. Data is arranged qualitatively using descriptive analysis, while quantitative data is processed using Structural Equation Modeling (SEM) analysis, which uses the LISREL 8.80 program. The results showed the value of R2 = 0.71, which means that the second variable namely Farmer Institutional Performance and the Existence of Farmer Social Capital contributed 71 percent and was significant to the Success of the UPSUS Pajale Program in East Lampung Regency.Keywords: Farming Institution, Existence of Social Capital, and UPSUS Pajale Program

The success of developing a village cannot be separated from the role of the Village Head and the entire community. A developed village can be seen from the adequate facilities and infrastructure. The head of government has a big responsibility for the progress of his village in order to create a prosperous society. The formulation of the problem in this study is how the role of the village head in the implementation of development in Li-Eue Village and how the Siyasah Fiqh and Village Law review the role of the village head in the implementation of development in Li-Eue Village. This type of research is classified as field research (field research), which is descriptive analysis, namely research that tells and describes data sourced from primary data through interviews, observations and reports in the form of documents and secondary data by conducting library research in the form of Al- Qur'an, Hadiths, opinions of scholars, laws and regulations, documents and books and other scientific works. Based on the results of the analysis, it can be concluded that the role of the Li-Eue Village head in the implementation of development in Li-Eue Village is generally less than optimal so that it is less trustworthy or responsible for the duties as village head. Judging from the existence of several developments that have not been implemented. And less transparent and less mobilizing community participation. Review of Siyasah Fiqh and Village Law, namely leaders who are less trustworthy and less responsible.

The paper titled "Deradicalisation Crime Of Terrorism Actors By Police", aims to identify and analyze the role of the National Police in the process of deradicalization of the criminal terrorism in Indonesia, the benefits of deradicalization, as well as the challenges and solutions faced by the National Police in the implementation of the deradicalization.This study uses the Juridical Sociological Approach, with descriptive analysis models, which use the type and source of primary data that is the result of interviews with police personnel and ex-terrorist, as well as secondary data source that literature on the various sub - laws that exist in Indonesia. Also in this study, the authors also used the descriptive method of analysis. That in the end all results were analyzed by using the theory of Aristotle and theory of Justice usefulness of Jeremy Bentham.Based on the research that has been analyzed, then it was concluded that the role of the National Police in deradicalizing the task is enormous, as evidenced by the reduction in the number of terrorism cases in Indonesia from year to year. In addition, the benefits of deradicalization can reduce the number of perpetrators of terrorism by changing the target ideology. But it is undeniable that the Police still face many obstacles, which in this study the authors provide some solutions to these obstacles.Keywords: Deradicalisation; Ideology; Police; Terrorism.

Administrative Court has an absolute competence to settle administrative disputes. Sustainable Development Goals is a program conducted by United Nations with seventeen goals and the aims is no one left behind. The difficulty to get access to justice is one issue of SDG’s. This is normative legal research and research data used are secondary data, and data will be analyzed using descriptive analysis. Research questions are how the role of administrative court in e-court is, and how access to justice from is administrative court perspectives. Development of technology gives benefits also in litigation process, and judiciary systems in Indonesia have implement the use of technology into regulations. Judiciary system developed the e-court with aims to increase the public service of judiciary system. Implementation of e-court for Administrative Court cannot fully electronically, since there are two processes which cannot implement using the technologies. The absolute competence of Administrative Court become broaden, after Law Number 30 Year 2014 of Governance Administration stipulated, which gives access to justice become easier for people to protect their rights. The novelty is Administrative Court using hybrid system between the conventional and modern system, since dismissal process and preparatory examination should be done before enters the court room. The shifting paradigm of administrative law gives more access to justice for justice seeker, because it gives more competence to Administrative Court.
