Berpegang pada asas desentralisasi, yaitu dalam penyelenggaraan pmerintahan di Indonesia, menyerahkan kekuasaan kepada kepala daerah untuk menyelenggarakan otonomi daerah, Negara kesatuan republik Indonesia. Undang-undang otonomi daerah telah mengalami beberapa kali perubahan, setelah diundangkannya pemerintah daerah nomor 23, tahun 2014, dengan adanya otonomi daerah diiharapkan dapat membuka peluang bagi setiap daerah untuk lebih mampu memberdayakan segala potensi yang dimiliki daerah dan masyarakat dalam mewujudkan kesejahteraan dan daerahnya kemajuan. Untuk itu, pemekaran Pulau Sebatik Sebatiksangat diharapkan masyarakat di pulau tersebut sehingga dapat mempermudah beberapa hal seperti proses administrasi, pelayanan kesehatan dan lain sebagainya. Dalam penelitian ini penulis mengumpulkan data melalui angket, observasi dan dokumentasi di Pulau Sebatik. Berdasarkan hasil hukum kepulauan sebatik maka layak dilakukan pembinaan karena syarat-syarat pembentukannya sudah terpenuhi, aspirasi masyarakat sebatik, dan potensi potensi daerah yang cukup. Daerah Otonom Pulau Sebatik sesuai dengan peraturan perundang-undangan dan aspirasi masyarakat telah terpenuhi Sehingga pelaksanaan pembentukan. Daerah Otonomi Pulau Sebatik masih kurang memadai, Terkait Sumber Daya Manusia Dalam Pembentukan. Adhering to the principle of decentralization, like in the administration of government in Indonesia, hands over power to the regional head to carry out regional autonomy, the Unitary State of the Republic of Indonesia. The regional autonomy law has undergone several changes after the promulgation of the Regional Government Number 23 of 2014. With this regional autonomy, it is hoped that it will open up opportunities for each region to be more capable of empowering all the potential that the regions and communities have in realizing the welfare and progress of their regions. For this reason, the expansion of Sebatik Island is highly expected by residents on the island so as to facilitate several matters such as administrative processes, health services and so on. In this study the authors collected data through questionnaires, observations and documentation on Sebatik Island. Based on the results in the sebatik island law, it is appropriate for the formation to be carried out because the requirements for formation have been met, which are the aspirations of the sebatik community and the potential for regional potential that is sufficient. So that the implementation of the formation of the autonomous region of the Sebatik Island in accordance with statutory regulations and the aspirations of the community have been fulfilled. Those related to human resources, infrastructure, and capital in the formation of the Sebatik Island Autonomous Region are not yet adequate.

Encoding is one of the mandatory matters that is not related to basic services. To elaborate regional authority related to coding matters, mapping of coding affairs is carried out in the context of structuring the Provincial / Regency / City Regional Institutional Apparatus in the Field of Encoding according to the direction of Law No. 23 of 2014 concerning Regional Government. With the enactment of Law Number 23 Year 2014 in the Jambi Provincial Government, especially in the Bungo District, realizing harmonization of policies between the center and the regions that synergize with each other and will achieve the goals of Regional Autonomy in the welfare of people's lives. In the Bungo Regency in the coding activity supported by 17 sub-districts within the Regency area, the implementation was not yet optimal. This research uses qualitative research methods, qualitative research has a flexible nature. This research found that the implementation of the duties and functions of the Bungo Regency coding team in maintaining confidential government information in the context of efforts to realize the integrity of the Unitary State of the Republic of Indonesia (NKRI) had not gone well. This is evidenced by the lack of awareness and responsibility of the coding team on the duties and functions of the coding field. Obstacles or obstacles facedby the coding team in carrying out their functions in safeguarding confidential government information in an effort to realize the integrity of the Unitary State of the Republic of Indonesia, including lack of awareness and full support from superiors or officials authorized to carry out coding functions and functions, there is no means from the government in the implementation of duties and functions in the coding field.

This study aims to explore the role of Pancasila values in building the personality of the Indonesian people. Building and awakening human resources with Pancasila personality is done together with more peace, mutual respect, respect, understanding one culture with another culture, loving others, creating kinship and kinship. This research is a literature review by gathering various sources of information and facts from several literatures and documents directly related to the discussion. The results of this study Pancasila has provided a strong bond of unity in the midst of changes in people's lives in the era of globalization, Pancasila provides the power to deliver the Indonesian people to the era of glory as a dignified nation in civilization. Pancasila is able as a pillar of life such as economic, social, political, cultural, and defense and security directed towards the Unitary State of the Republic of Indonesia which has a personal Pancasila that embodies an advanced and religious Indonesia. Penelitian ini adalah review literature dengan mengumpulkan berbagai sumber informasi dan fakta dari beberapa literatur dan dokumen yang terkait langsung dengan pembahasan. Hasil penelitian iini Pancasila telah memberikan ikatan persatuan dan kesatuan yang kuat ditengah-tengah perubahan kehidupan masyarakat dalam era globalisasi, Pancasila memberikan kekuatan untuk mengantarkan bangsa Indonesia menuju era kejayaan sebagai bangsa yang bermartabat dalam peradaban. Pancasila mampu sebagai pilar kehidupan seperti ekonomi, sosial, politik, budaya, dan pertahanan keamanan diarahkan untuk menuju Negara Kesatuan Republik Indonesia yang memiliki diri pribadi Pancasila yang mewujudkan Indonesia yang maju dan religius. Indonesia is the Unitary State. It is understood that within a unitary state, the central government operates a high state sovereignty. In order not to be arbitrary, the activities of the central government are supervised and limited by the constitution. The government which is divided from the Central Government to the Regional Government included Regional Autonomy therein, as well as the authority of the Regional Government, is on duty to manage the Regional Property. In carrying out its authority as an administrator of local property, there are still many abuses or omissions committed by the local government in operating its authority in managing regional property, such as the negligence of the Regional Assets, the misuse of authority in the revocation of rights already granted by the regional government on the right to use of local property, using local property for personal interest. In the management of regional property required planning, implementation, and supervision by the local government in accordance with applicable laws and regulations in the constitution. The existence of the Regional Representative Council (DPD) which is regulated in Article 22D of the 1945 Constitution of the Republic of Indonesia (UUDNRI of 1945) with the authority of the DPD as regulated in Law Number 2 of 2018 concerning the Second Amendment to Law Number 17 of 2014 Regarding the People's Consultative Assembly, the People's Representative Council, the Regional Representative Council and the Regional People's Representative Council (MD3), in particular Article 249 Paragraph (1) letter e. Article 22D of the 1945 Constitution places the position of the DPD as an institution that has the authority to submit a Bill relating to regional autonomy, central and regional relations, the formation and expansion of regions and the merger of regions, management of natural resources and other economic resources as well as related also by placing the DPD position to monitor and evaluate the Draft District / City Regional Regulations and Regency / City Regional Regulations according to Law Number 2 of 2018 concerning the People's Consultative Assembly, the People's Representative Council, the Regional Representative Council, and the Regional People's Representative Council (DPR) ( MD3). This authority will cause problems especially those regulated in Law Number 2 of 2018 concerning MD3, because the Regency / City Regional People's Representative Council and the Governor as representatives of the central government do the same thing as is done by the DPD as regulated in Law Number 23 2014 concerning Regional Government, particularly in the provisions of Article 149 Paragraph (1) and Article 153 Paragraph (1). While the form of coordination that will be carried out by the DPD and the Regional Government has yet to exist, in addition to the DPD's position as a high state institution will cause problems when coordinating with the Regency / City DPRD as an element of the regional government.Keywords: The telescope, Position, DPD, State Administration, Republic of Indonesia

Dinas Komunikasi, Informasi, dan Persandian Yogyakarta is a combination of 3 assignments used to be handled by 4 different divisions : (1) Telematics and Information Technology, (2) Promotion, Publication, and Public Relation, (3) Coding, and (4) Sectorial Statistics. The merging of those 4 divisions weren’t followed by addition of resources. All human resources, equipment, and technical rules used are those already available at the time. Based on Yogyakarta’s Mayor’s Rules number 79 year 2016 about Organization Structure, Position, Duties, Function, and Working Procedures of Dinas Komunikasi, Informasi, dan Persandian Yogyakarta, the duty of Dinas Komunikasi, Informasi, dan Persandian is to carry out regional government matters based on the principle of regional autonomy in communication, information, coding, and statistics area. Dinas Komunikasi, Informasi, dan Persandian Yogyakarta must have some strategies in order to carry out its duties and functions, especially to support the acceleration of implementation of smart city for Yogyakarta City Government. Some matters that need to be prepared in order to support the program are (1) Human Resources who are competent in information technology (e-skills) and implementation of electronic based services concepts, (2) Infrastructures of communication and information technology which include infrastructures for network & data centre, information system, and data integration & integrated application development.

Abstrak: Dengan diberlakukannya otonomi daerah di Indonesia, maka urusan pembangunan pun tidak lagi dijalankan satu arah dari Pemerintah Pusat. Keberadaan dari otonomi daerah ini memberikan kendali kepada Pemerintah Daerah untuk mengatur daerahnya masing-masing. Namun, pelaksanaan dari otonomi daerah yang terkesan terburu-buru menimbulkan beberapa kendala dalam pelaksanaannya. Kendala yang dihadapi meliputi ketidakmerataan sumber daya manusia, berkembangnya kesenjangan antar daerah, dan sulitnya menyinkronkan pembangunan daerah dan pusat. Sehingga, untuk mengurangi permasalahan yang muncul tersebut, maka perlu dilakukan seleksi atau rekrutmen ketat terhadap sumber daya manusianya dan dilakukan pendampingan secara seksama terhadap proses pembangunan di daerah. Abstract: With the enactment of the regional autonomy in Indonesia, some of the development affairs are no longer implemented one-way from the Central Government. The existence of regional autonomy has given some controls towards the Regional Government to manage their region. However, the implementation of regional autonomy that seems to be rushed has resulted in the emergence of problems during its execution. The issues that emerged are the discrepancy of human resources between regions, regional inequality, and the difficulty in synchronizing the development between the area and central. To reduce the number of problems that arose because of that, there should be a strict recruitment process for human resources and implementation of a careful accompaniment for the development process in the region.

Consequences of the implementation of the Act Number 23 of 2014 on Regional Government spawned extraordinary complexity of the problems in some areas. One of the problems that arise is a rampant discourse of regional expansion that occurs both at the provincial and district/city. In essence, the establishment, merger, and abolition of the area aim to improve public services to be more optimal, shorten the span of control, and accelerate the welfare of society in strengthening the integrity of the Unitary Republic of Indonesia. The purpose of this study was to determine the implications of the establishment of new autonomous regions in the frame of the Republic of Indonesia based on Act Number 23 of 2014 on Regional Government; and to understand the implications of the establishment of new autonomous regions preparation for improving people's welfare by Act Number 23 of 2014 on Regional Government. This type of research is a normative legal research. Methods and techniques of data collection through library studies or studies document. Mechanical analysis of legal material is a descriptive qualitative. Conclusions from this research are that the implications of the establishment of regional preparation of new autonomous within the framework of the Unitary Republic of Indonesia before Act Number 23 of 2014 on Regional Government due to the local communities feel there is an imbalance of equity and fairness between regions with each other in the local government areas. Implications of the establishment of new autonomous regions preparation for improving people's welfare by Act Number 23 of 2014 on Regional Government that in order to establish an area or region of the expansion needed a measure as the basis for the determination. Establishment and expansion of new areas should be based on the divisions that are objective with those aspects of the financing of Human Resources and other support facilities

District head's elections as implementation realization of sovereignty of the people undertaken in democratic system, for sure, shall subject to principles and concept of district head's elections. KPUD and Regional Bawaslu as the district head's elections organizers are obliged to execute professional and quality district head's elections based on the 4 (four) conceptual elements of district head's elections as follows: (1) as a means of sovereignty of the people, (2) it is conducted in a direct, general, free and secret as well as honest and fair manner, (3) it is conducted in Unitary State of the Republic of Indonesia, and (4) it is based on Pancasila and the 1945 Constitution of the Republic of Indonesia.   Implementation of district head's elections, in reality, is full of various violations, especially for the number of votes obtained by foul manner such as vote distension. This condition is obviously seen by the people showing that KPUD and Regional Bawaslu are not capable in performing their duties as the agency of district head's elections. Definitely, it affects quality of district head's elections or legitimation of the elected district head. In fact, lots of factors affect professionalism of KPUD and Regional Bawaslu such as capability of human resources, low alimony rate compared to their responsibility load, and also integrity of KPUD and Regional Bawaslu. Other factor which has escaped attention is morality of the members of KPUD and Regional Bawaslu.

Negara juga menghormati kesatuan-kesatuan masyarakat hukum adat serta hak-hak tradisonalnya sepanjang masih hidup dan sesuai dengan perkembangan masyarakat dan prinsip Negara Kesatuan Republik Indonesia, yang diatur dalam undang-undang. Dengan adanya hal tersebut di atas maka pelaksanaan pemilihan kepala daerah di daerah tersebut terpengaruh oleh kesatuan-kesatuan masyarakat hukum adat serta hak-hak tradisonalnya sepanjang masih hidup dan sesuai dengan perkembangan masyarakat. Dengan adanya Undang-undang Keistimewaan Daerah Istimewa Yogyakarta menggambarkan keadaan Daerah Istimewa Yogyakarta yang merupakan daerah khusus atau istimewa dan negara menghormati daerah yang mempunyai sifat khusus atau istimewa. Pengisian jabatan gubernur dan Wakil Gubernur Daerah Istimewa Yogyakarta sudah sesuai dengan asas demokrasi, karena hakikat demokrasi itu sendiri adalah kehendak rakyat itu sendiri.</p><p><em>The Unitary State of the Republic of Indonesia recognizes and respects special or special regional government units compiled by law.
