This research backgrounded by achievement Nagari Simarasok government to role model villagein Indonesia at 2011. This study describes implementation Nagari Simarasok government sosuccesfull to get predicate the best village in national level. It used qualitative method withinformation and date were obtained indepth interview key persons likes wali nagari, kepalajorong, socialite, local government, private sector, and civil society and from the documentsavailable in the village office. The results form research show that Nagari Simarasok governmenthas been practiced the principle of good governance and coordination with private sector andcivil society. ABSTRAK Direvisinya Undang-Undang Desa No. 6/2014 menjadi harapan banyak warga desa, khususnya untuk menjadi institusi mandiri dalam mengelola sumber daya milik desa. Namun banyak kalangan yang meragukan sumber daya manusia desa mampu untuk memenuhi amanat undang-undang tersebut. Menariknya, dari sekian banyak permasalahan implementasi UU Desa, juga tidak sedikit desa yang berhasil berkat otonomi yang diberikan peraturan baru tersebut. Dalam studi fenomenologi ini, peneliti mencoba menggali keberhasilan Desa Dlingo, Bantul, Daerah Isitimea Yogyakarta yang dulunya menjadi desa terpuruk dan kini menjadi desa percontohan dalam pengelolaan dan tata kelola desa. Gagasan ideologi dan pandangan Lurah Dlingo tentang pembangunan desa kemudian dapat digali oleh peneliti. Dalam Pembangunan organisasi, termasuk pemerintahan desa, memahami konsep modern seperti New Public Management atau Good government Governance saja tidak cukup. Bagi beliau tidak hanya soal sistem dan strukturyang perlu dibenahi, tetapi upaya membangikitkan jiwa dan semangat masayarakat desa untuk berdikari (berdiri di atas kaki sendiri) dan saling bergotong-royong adalah yang paling fundamental. Beliau menambahkan, membangun desa adalah membangkitkan kesadaran dan semangat warga desa bahwa mereka ada untuk “benar-benar ada” di tanahnya sendiri, bukan menjadi obyek pembangunan, yang kadang tidak mampu menghadirkan keadilan. Kata kunci: Undang-Undang Desa; Pengelolaan; Tata Kelola; Fenomenologis; Berdikari ABSTRACT The revision of Village Government Law no. 6/2014 is the hope of many villagers, especially to become an independent institution in managing the village's resources. However, many people doubting that human resources in village are able to fulfill the mandate of the law. Interestingly, from the many problems of implementation of the Village Law, there are several villages are successful due to the autonomy given. In this phenomenology study, researcher tried to explore the success of Dlingo Village, Bantul, Daerah Isitimea Yogyakarta which used to be a slumped village where now become role model village in village management and governance. The idea of Dlingo Village ideology and views on village development can then be explored by researcher. In the development of organizations, including village administrations, understanding modern concepts such as New Public Management or Good Governance is not enough. For him it is not just about systems and structures that need to be addressed, but the effort to inculcate the spirit of the village community to be “berdikari” (autonomous) is the most fundamental. He explains that build the village is raising awareness and spirit of the villagers to understand that they exist have to be "really exist" in their own land, rather than being the object of development, which sometimes could not bring justice. This research will further explore the practice of Good Financial Goverance (GFD), with case studies on the partnership process that took place between the city government of Makassar with PT.GMTD in managing the finances for the participation of local government capital. The research will focus on actor relationships taking place between actors involved in capital partnerships as a recipe offered by Good Financial Governance. The research used qualitative method with researcher location in Makassar South Sulawesi, Indonesia.The main argument of this study is to question the claims of Good Financial Governance, which relies on economic development issues and good financial governance by opening investment shells and the involvement of actors outside the government. For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Exclusion of Actors Governance impact on the limits of power between governance actors to be biased, depending on the composition of capital in partnership.Keyword : Exclusivity of Actor, Good Financial Governance, Capital Governance

Public services in recent years become a central issue has forced all parties, both state and public institutions to perform again in its implementation regulations. Although the provision of public services is an obligation that must be done by the government as the organizer of the state. However, the obligation to provide such services are still not able to give satisfaction to the user community. To realize good governance requires the synergistic partnership between agencies both within and outside the government bureaucracy. The agencies include the private sector and civil society. Partnerships must be built in an environment that is transparent, which is built with good communication, especially in any decision-making. This meant that the policies are formulated to meet the expectations of society. Thus, the partnership between government, communities and businesses are expected to promote the establishment of governance, development and public services more democratic and more professional.Pelayanan publik dalam beberapa tahun terakhir menjadi isu sentral telah memaksa semua pihak, baik negara dan lembaga publik untuk tampil lagi dalam peraturan pelaksanaannya. Meskipun pelayanan publik adalah kewajiban yang harus dilakukan oleh pemerintah sebagai penyelenggara negara. Namun, kewajiban untuk menyediakan layanan tersebut masih belum mampu memberikan kepuasan kepada masyarakat pengguna. Untuk mewujudkan tata pemerintahan yang baik membutuhkan kemitraan sinergis antara lembaga baik di dalam dan di luar birokrasi pemerintah. Badan-badan termasuk sektor swasta dan masyarakat sipil. Kemitraan harus dibangun dalam lingkungan yang transparan, yang dibangun dengan komunikasi yang baik, terutama dalam pengambilan keputusan. Ini berarti bahwa kebijakan yang diformulasikan untuk memenuhi harapan masyarakat. Dengan demikian, kemitraan antara pemerintah, masyarakat dan bisnis diharapkan untuk mendorong terwujudnya pelayanan pemerintahan, pembangunan dan publik yang lebih demokratis dan lebih profesional.

The activity of the socio-economic society can be seen in the daily activities on the environment where the people live, especially people who live in the border area. The village Aji Yellow into the study site is located in Kabupaten Nunukan or commonly called the Island of Sebatik. People in Sebatik Island imposed a two currencies in the region, namely currency ringgit and indonesian rupiah. The purpose of this study untukmenjelaskan the value and meaning of the ringgit and the indonesian rupiah in the view of the Village community Aji Yellow;type-type of commodity goods traded; the practice of buying and selling transactions using the ringgit and the indonesian rupiah in the community of the Village Aji Yellow. The study used a qualitative method through interviews and participant observation. The results of the research show the value and meaning of the orientation of currency applied by the community in the Village of Aji Yellow which includes: historical aspects, ease of access, commodity, practical, security. Goods that becomes a commodity trading almost the entire starting from primary needs to tertiary. The value of the ringgit and the indonesian rupiah in the view of society is the result of consensus that can be beneficial in the social and cultural environment on the border of the two countries, Indonesia and Malaysia.

The lack of standardised thematic maps in Indonesia has lead to many land ownership conflicts on the ground. The problem began since Indonesia started to exploit its natural resources by giving up its management to the market in the early 1960s. Concessions to exploit natural resources were given out without adequate assessment to real potential value of the resources. Mapping of concession areas by respective ministries without any standardised method or reference lead to the production of multiple official maps that conflict one another. Efforts to standardise the conflicting maps were initiated in 2011 and is currently still ongoing. This study aims to derive governance performance indices that directly or indirectly affect the map standaridising process. This study interviewed sources related to either the policy making process at the national level; government officials executing the policy at the provincial level and those affected by the conflict and other stakeholders advocating their rights. Interviewees include a number of officials in the central government both current and when the initiative were launched, provincial government and at the village level. To achieve sustainable development in environmental management, good governance is a prerequisite. However, the study found that sectoral ego and low government performance including, among others, corruption played a big role in hindering the process. By adding governance performance indices along with natural and economic variables to a forecast model, it can be predicted when Indonesia will likely to achieve its ideal level of harmonised maps.

Hasan Basri Agus was the winner of the Jambi local election in 2010. Start his career from civil servant, and then became head of subdistrict before he was choosen as regent of Sarolangun and the last he was elected as Jambi governor in the period of 2010-2015.  In the applied of his government, Hasan Basri Agus applied the principles of political communication as an important way to build interaction relationship with Jambi communities. The research uses a qualitative method by using a constructive paradigm. Based on constructive paradigm, the next approach the researcher use in a dramaturgical analysis. This research sought to give an objective analysis of the political communication of the Jambi Governor in the applied of his government. The result of the research show that Hasan Basri Agus succesfully represented him self as people protector, religious, and charismatic leader.

This study aims to describe the Socio-Economic Study of Coconut Farmers in Mangaran Village, Kabupdate Subdistrict, Talaud Islands Regency. The research method used is a qualitative method with a descriptive approach. Data collection was carried out through observation, interview and documentation techniques. The results showed, namely: 1) the socio-economic existence of coconut farmers in the village of Mangaran has many benefits and uses for meeting their daily needs as well as main income besides cloves and nutmeg; 2) the existence of land accessibility is still inadequate so that coconut farming communities experience difficulties, especially in transporting coconut processing products to be marketed; 3) accessibility by sea still does not support, especially the existence of ships for the outbound transportation of the Talaud Islands district; 4) the selling price of coconut (copra) has decreased in 2018, below the standard of five hundred per kilo, so that the farming community is in trouble and is even embarrassed because they have to fail the panel; and 5) the role of the local government of the Talaud Islands district is still not empowering and striving for accessibility, both land and sea, and is not even able to minimize the existence of the selling price of coconut which has decreased below the standard of five hundred per kilogram. Therefore it is suggested that there should be efforts, especially by the local government of the Talaud Islands district, so that the existence of accessibility can support both land and sea, and even be able to maximize the selling price of coconut as the main income of coconut farming communities.

This study aimed to determine the negotiation model and system of tourism partnership between the local government and the private sector to develop the “Wisata Bahari Lamongan” (WBL). This research used the qualitative method and negotiation theory part of public diplomacy. This research found that the negotiation and collaboration system used was the Public-Private partnership model with a built/operate/transfer (BOT) system. The private sector was allowed to build tourism facilities according to specified specifications. Then, the facility was built and operated by a private party for 25 years. After the period ended, Wisata Bahari Lamongan ownership was transferred to the local government.

The Indonesian Nation is part of the world community that has to participate in realizing a good government to support in the competition in the current era of globalization. Ministerial Regulation No. 113 of 2014 on the management of village finances. As referred to in Article 5 of the Minister of Home Affairs Number 113 of 2014 on preparing and implementing polices on the management of the Village Revenue and Expenditure Budget. Budget revenue and village spending is one of the things that must be considered to realize good governance in the village. The purpose of this study is to find out whether the implementation of revenue and expenditure budget policies runs well in accordance with Ministerial Regulation number 113 of 2014, and any constraints faced in implementing the policy of the village income and expenditure budget. The method used is qualitative descriptive method that is analyzing how the implementation of Village Revenue and Expenditure budget policy from planning to accountability. The result of the research show that the implementation of Village Revenue and Expenditure Budget policy in Lowian Village is good enough and has been in accordance with Ministerial Regulation No. 113 Year 2014 on the management of village finances but the problem is on the external side where the trees are located next to the road and plots of land owned by citizens, as well as village officials who still do not really understand the technical reporting making. Village income and expenditure budget is one of the things that must be considered to realize good governance in the village. The purpose of this study is to analyze the adequacy of the accounting system implementation of APBDes organized by the Kopandakan I village government and whether it is in accordance with the Minister of Home Affairs No. 113 of 2014 on the management of village finances. The method used in this research is qualitative descriptive that is analyze the adequacy of accounting system implementation of APBDes. The results of the research show that 1) Internal control in terms of producing transaction evidence executed by Kopandakan I village government has been running quite well, 2) Recording of APBDes implementation in Kopandakan I village has been done well 3) Reallocation Report of Implementation of APBDes in Kopandakan Village I has been in accordance with Permendagri Number 113 Year 2014; but village officials have problems in the process of implementing APBDes in this case tax cutting activities but directly in consultation with the tax office.Keywords : Accounting system, implementation, APBDes
