The article examines some historical and legal prerequisites for the formation and development of transport law as a complexbranch of law. It is emphasized that the regulation of transport activities in the ancient and medieval world was carried out mainlythrough trade and maritime customs, and points to the application of legal customs in transport law today.Transport law is a complex branch of law, and depending on the prevailing legal relationship, it can be considered as part of civil,commercial or administrative law. There was no separate school of transport law in the former USSR and Ukraine. Today, research onthe problems of transport law and the development of proposals to overcome them are carried out by scientists belonging to the scientificschools of commercial, civil and administrative law. Within these schools, there are separate groups of scientists or research departmentsthat carry out research to improve transport legislation.In transport law, the regulation of shipping and maritime trade developed first of all. It was there that the first legal customsappeared. Among the legal customs used in transport law, port customs (customs of the port) stand out.In Russia, trade was conducted mainly by river and sea “from the Vikings to the Greeks”, which ran from the Scandinavian Peninsula,the Baltic Sea, the Dnieper and the Black Sea to Byzantium. Thanks to this trade route, the inhabitants of Kievan Rus built boatsand developed a transport system. In addition to sea and river routes, the territory of modern Ukraine was a land route from Asia toEurope, stretching from southeast to northwest of our country – the legendary “Aryan route”, which according to some historians thousandsof years ago from the Indian subcontinent to Western and Northern Europe came the Aryan tribe, which gave development to theEuropean peoples. The possibility of applying port customs is provided by Art. 78 of the Code of Merchant Shipping of Ukraine. In addition to ports,the customs of merchant shipping are widely used. For example, in accordance with Art. 6 (concerning the permission to include in theagreements provided by the Code of Merchant Shipping of Ukraine, conditions on application of foreign legislation and customs ofmerchant shipping in case the parties may deviate from its rules in accordance with the current Code); art. 71 (in emergency cases, whenthe vessel has to be on the high seas for a long time and the body of the deceased cannot be saved, the captain of the vessel has the rightto give the body to the sea according to maritime customs, about which the corresponding act is made and the corresponding record ismade; Art. 146 (cargo is placed on the ship at the discretion of the captain, but can not be placed on deck without the written consentof the sender, except for cargo, the carriage of which on deck is allowed in accordance with applicable rules and customs); art. 293(concerning the possibility of determining the type of accident, calculating the size of the general accident and compiling the dispatchby the dispatcher in conditions of incompleteness of the law) of the Merchant Shipping Code of Ukraine of May 23, 1995.

The Three Seas concept has returned in Polish foreign policy in the form of regional projects implemented by the countries of Central and Eastern Europe. Covering primarily transport, energy security and digitization, but not forgetting about military security. The goal of jointly undertaken undertakings is to quickly catch up the region's many years of arrears with Western Europe. Twelve countries from the region, from the Baltic Sea to the Black Sea and the Adriatic Sea, got involved in Three Seas stating that the agreement does not constitute competition for the EU or NATO. At many common points of this action differences arise due to personal interests of some countries. Polish-Lithuanian relations are part of the Three Seas project, which improved after a long time, after the presidential election in Lithuania won by Gitanas Nauseda. The first meetings of the presidents of Poland and Lithuania have already shown their similar positions on many issues concerning both countries. It is hope for further favourable development of bilateral and multilateral contacts in the region.

The economic expression of the Romanian-Polish military and political alliance undoubtedly had to be represented by the rebirth of the Baltic-Pontic commercial road, as the flow of products coming into and towards the Polish space had been artificially directed, during the 19th century, as a result of understandable political and economic interests, towards the North and the Adriatic Seas, instead of the Baltic and Black Seas. A Polish commercial road towards the Balkans obviously comprised economic, financial and strategic components. One of them referred to building an alternative to the continental routes dominated by Germany (Rhine, Main, Danube); the aim was chiefly to break a dangerous monopoly in the region of Central Europe and the Baltic area. Foreign commerce on the two relations did not enjoy, in any period between the two world wars, a spectacular evolution and never reached an important point. The arguments are based on strictly economic and financial elements: 1. Romania and Poland produced largely the same type of merchandise: there were basically similar raw materials (cereal, coal, oil), the products had a very low degree of processing, and one could earn more and more assuredly with the export type-products on traditional markets (mainly Western Europe); 2. Even if there was a great interest in a partner or a product on the other market, the transport thereof took a very long time. Between Warsaw and Bucharest there was a simple, inefficient and unsafe railroad; there was no preoccupation in the ’20s for the revamping or modernizing of the transport and service infrastructure (telephone, telegraph, post) between the two states; 3. Last, but not least, although the two states had a great number of inhabitants – and, thus, an extremely important potential for buying and consumption – the potential was strongly handicapped by the standard of living. The scanty Polish projects and investments on the Baltic – Black Sea axis have completed – and have not influenced – the general frame of Romanian – Polish relations, essentially based on political, diplomatic and military interests.

The article analyzes the influence of the concepts of the Intermarium and the Baltic-Black Sea Arc on the formation of Ukraine’s foreign policy in 1990 – early 2000. The use of these concepts in American, European and Ukrainian geopolitical thought, which historically included the idea of opposing Russian influence in the region, contributed to the increase in tension and was aimed at further disintegration of the Western flank of the post-Soviet space. The article proves that the design of the Euro-Atlantic vector of Ukraine’s foreign policy was already active under the first two Ukrainian presidents – Leonid Kravchuk (1991–1994) and Leonid Kuchma (1994–2005). One of the concrete attempts to implement the idea of forming a common political, economic, transport and logistics space of the Black Sea-Caspian region with a promising expansion of the cooperation zone to the whole of Eastern Europe and the Eastern Baltic during the presidency of Leonid Kuchma was the foundation and launch of a new regional organization, Organization for Democracy and Economic Development, better known as GUAM (composed by the initial letters of names of member states – Georgia, Ukraine, Azerbaijan, Moldova; when Uzbekistan was also a member of Organization for Democracy and Economic Development, the name of the organization was GUUAM), which is an alternative to Eurasian projects with the participation of Russia.

The article is devoted to the participation of natives of the Uzbek Soviet Socialist Republic in the Baltic operation of 1944. The author states that Soviet historiography did not sufficiently address the problem of participation of individual peoples of the Soviet Union in the Great Patriotic War, and therefore their feat remained undervalued for a long time. More specifically, according to the author, 40–42% of the working age population of the Uzbek Soviet Socialist Republic fought on the fronts of the Great Patriotic War. Such figure was typical only for a limited number of countries participating in the anti-fascist coalition. Analyzing the participation of Soviet Uzbekistan citizens in the battles for the Baltic States, the author shows that the 51st and 71st guards rifle divisions, which included many natives of the Uzbek Soviet Socialist Republic, were particularly distinguished. Their heroic deeds were noted by the soviet leadership – a number of Uzbek guards were awarded the title of Hero of the Soviet Union. In addition, Uzbekistanis fought as part of partisan detachments – both in the Baltic States, Belarus, Ukraine, the Western regions of the Russian Soviet Federative Socialist Republic and Moldova. Many Uzbek partisans were awarded the medal “Partisan of the Patriotic War” of I and II degrees.

Sea radiance coefficient, defined as the ratio of the sunlight reflected by the water bulk to the sunlight illuminating the water surface, is one of the most informative optical characteristics of the seawater that can be obtained by passive remote sensing. We got the sea radiance coefficient spectra by processing the data obtained in measurements from board a moving ship. Using sea radiance coefficient optical spectra it is possible to estimate water constituents concentration and their distribution over the aquatory of interest. However, thus obtained sea radiance coefficient spectra are strongly affected by weather and measurement conditions and needs some calibration. It was shown that practically all the spectra of sea radiance coefficient have some generic peculiarities regardless of the type of sea waters. These peculiarities can be explained by the spectrum of pure sea water absorption. Taking this into account a new calibration method was developed. The measurements were carried out with the portative spectroradiometers from board a ship in the five different seas: at the north-east coast of the Black Sea, in the Gdansk Bay of the Baltic Sea, in the west part of the Aral Sea, in the Kara Sea with the Ob’ Bay and in the Philippine Sea at the coast of Taiwan. The new method of calibration was applied to the obtained spectra of the sea radiance coefficient that enabled us to get the corresponding absorption spectra and estimate the water constituents concentration in every region. The obtained concentration estimates were compared to the values obtained in water samples taken during the same measurement cycle and available data from other investigations. The revealed peculiarities of the sea radiance coefficient spectra in the aquatories under exploration were compared to the corresponding water content and some characteristic features were discussed.

Powerful antioxidant α-lipoic acid (LA) exhibits limited therapeutic efficiency due to its pharmacokinetic properties. Therefore, the purpose of this work was to evaluate the ability of silica-based composites of LA as well as its amide (lipoamide, LM), as new oral drug formulations, to control their release and maintain their therapeutic concentration and antioxidant activity in the body over a long time. The composites synthesized at different sol–gel synthesis pH and based on silica matrixes with various surface chemistry were investigated. The release behavior of the composites in media mimicking pH of digestive fluids (pH 1.6, 6.8, and 7.4) was revealed. The effects of chemical structure of the antioxidants, synthesis pH, surface chemistry of the silica matrixes in the composites as well as the pH of release medium on kinetic parameters of the drug release and mechanisms of the process were discussed. The comparative analysis of the obtained data allowed the determination of the most promising composites. Using these composites, modeling of the release process of the antioxidants in accordance with transit conditions of the drugs in stomach, proximal, and distal parts of small intestine and colon was carried out. The composites exhibited the release close to the zero order kinetics and maintained the therapeutic concentration of the drugs and antioxidant effect in all parts of the intestine for up to 24 h. The obtained results showed that encapsulation of LA and LM in the silica matrixes is a promising way to improve their bioavailability and antioxidant activity.

For a long time, the pharmaceutical industry focused on natural biologically active molecules due to their unique properties, availability and significantly less side-effects. Mangiferin is a naturally occurring C-glucosylxantone that has substantial potential for the treatment of various diseases thanks to its numerous biological activities. Many research studies have proven that mangiferin possesses antioxidant, anti-infection, anti-cancer, anti-diabetic, cardiovascular, neuroprotective properties and it also increases immunity. It is especially important that it has no toxicity. However, mangiferin is not being currently applied to clinical use because its oral bioavailability as well as its absorption in the body are too low. To improve the solubility, enhance the biological action and bioavailability, mangiferin integrated polymer systems have been developed. In this paper, we review molecular mechanisms of anti-cancer action as well as a number of designed polymer-mangiferin systems. Taking together, mangiferin is a very promising anti-cancer molecule with excellent properties and the absence of toxicity.

By the North European Trade Axis is meant the trade route from Ushant and Land's End, up the English Channel, through the Dover Strait fanning out to serve eastern England, the north coast of continental Europe and leading to the Baltic Basin. Recent events in this area have left a feeling that some form of tightening of control is not only desirable, but is rapidly becoming imperative. There is a basic conflict between the two forms of shipping using the area: the local users who use the area more or less constantly, and the long-distance traders, usually much larger, which arrive in the area for a brief stay after a prolonged period at sea, which has usually been in good weather conditions. Frequently these latter ships have a very poor notion of the hornet's nest into which they are steaming when they arrive. The net result is all too often the same: the local users, with familiarity breeding contempt, wander about as they see fit, with scant regard for routing or the regulations; all too often the big ships arrive from sea with navigating staffs who are too confused, sometimes too ignorant—and sometimes too terrified—to do much more than blunder forward in a straight line hoping for the best. Quite obviously this is not a total picture, and there are large numbers of ships which navigate perfectly competently, but the minority of those which do not seem to be rising rapidly, and show every sign of continuing to increase.

For a long time I have adopted a process for separating the glycogen of the liver consisting in boiling with potash, pouring into alcohol, and collecting the precipitate. For the purpose of estimation, the precipitated glycogen was converted by means of sulphuric acid into glucose, the determination of which gave the information required. I afterwards applied the process to blood, and the various organs and tissues of the body, with the result that a more or less notable amount of cupric oxide reducing product was obtained, which I at the time looked upon as taking origin, as in the case of the liver, from glycogen.
