Teknologi Informasi dan Komunikasi digunakan saat ini akan memberikan manfaat dalam hal informasi pada pemerintahan. Pengelolaan pemerintahan saat ini sudah berbasis elektronik atau sering disebut E-Governance. E-Governance dapat berperan dalam proses perencanaan data geografis dalam batasan waktu, mengurangi partisipasi warga negara. POSDESKEL merupakan suatu aplikasi pemerintahan desa berbasis teknologi informasi. Kuliah Kerja Nyata (KKN) Kuliah Kerja Nyata (KKN) tahun 2020 bertemakan Profil Desa Berkelanjutan. Profil Desa Berkelanjutan sangat membantu instansi desa terkait pelaporan informasi mengenai berbagai bidang, seperti kesehatan, pendidikan, sumber daya manusia, dan lain – lain. Selama melaksanakan Kuliah Kerja Nyata (KKN) terdapat beberapa kendala yang dialami oleh mahasiswa antara lain, sulitnya perizinan, pengumpulan data, dan terbatasnya interaksi antara mahasiswa dan masyarakat. Metode yang digunakan dalam pelaksanaan Kuliah Kerja Nyata (KKN) tahun 2020 adalah metode observasi. Hasil yang didapat dari Kuliah Kerja Nyata (KKN) adalah terkumpulnya informasi mengenai kelurahan Adiarsa Barat dalam berbagai bidang.   Kata kunci : Kuliah Kerja Nyata, Adiarsa Barat, Profil Desa Berkelanjutan  Information and communication technology used today will provide benefits in terms of information on government. Currently, government management is based on electronics or often called E-Governance. E-Governance can play a role in the geographic data planning process within time limits, reducing citizen participation. POSDESKEL is an information technology-based village government application. Real Work Lecture (RWL) in 2020 with the theme of Sustainable Village Profiles. Sustainable Village Profiles are very helpful for village agencies in reporting information on various fields, such as health, education, human resources, and others. During the implementation of the Real Work Lecture (RWL) there are several obstacles experienced by students, among others, difficulties in licensing, data collection, and limited interaction between students and the community. The method used in the implementation of Real Work Lecture (RWL) in 2020 is the observation method. The results obtained from the Real Work Lecture (RWL) are the collection of information about the West Adiarsa village in various fields.  Keywords: Real Work Lecture, West Adiarsa, Sustainable Village Profile

AbstractMajor deficits, known as innovation gap or renewal paradox, related to the project-based production structures in construction, result in high knowledge waste and efficiency loss. Current innovation dynamics aim at overcoming these structural disadvantages by designing products and services set apart from the one-off project logic. They are heavily influenced by cross-sectoral knowledge combinations coming from the automotive industry, the service sector, engineering or information and communication technology (ICT), as well as by knowledge combinations which stem from integrating different trades into the planning process of a construction project. This paper argues that different kinds of knowledge combinations initiate various degrees of change within the existing sectoral structures. They indicate the sector’s path plasticity.

The objectives of this study are to: estimate African countries’ Government Openness Index (AGOI) to see the updated progress of open government in those countries, examine which areas African countries should further improve for sustainable development, and compare the performance of the Open Government Partnership (OGP) member countries to that of non-OGP countries in forming AGOI. This study developed the AGOI with 32 selected countries and four factors (ACC (accountability), TRA (transparency), CPF (citizen participation and freedom) and ICT (information and communication technology)) for the period of 2006–2019. The results show that African countries have continuously increased the values of AGOI for the period. ACC has barely changed, but TRA has increased slightly. Both CPF and ICT have increased at higher growth rates during the period. The OGP group reached much better scores than their non-OGP counterparts, with positive differences in AGOI, ICT, CPF, and TRA, except ACC. The results of this study suggest that the constantly increasing CPF and ICT levels in countries that have similar conditions as African countries should be further improved to function well enough to build accountability and transparency. It is also recommended that countries join the OGP in order to move towards improving government openness and creating sustainable development.

This study is entitled "Implementation of Gampong Online in Lhokseumawe City". Where the strengthening of information and communication technology is still considered a luxurious facility and requires very large costs, so only a small part of the village government has obtained it. The wide gap between the size of the budget needs and the limited budget that can be provided gives rise to budget allocations that lead to physical activities for the development of rural infrastructure alone without looking at the increasingly rapid technological developments and increasing the capacity of village apparatus resources to support the current government system. both in the administrative system, public services as well as on matters relating to community business development. This study aims to see and describe the implementation of technology to present online gampongs with basic information and communication technology training activities for gampong governments in Lhokseumawe City. A descriptive qualitative approach with observation and documentation data collection techniques has been carried out in this study with field assessments in 3 (three) Gampongs in the Lhokseumawe city area to see the application of technology, determine strategy, socialize and provide information and communication technology introduction materials. The results of the study found that training for 3 (three) gampongs in the Lhokseumawe city government, namely Gampong Hagu Barat Laot, Gampong Hagu Teungoh and Gampong Hagu Selatan, had provided an understanding and awareness of the importance of using information and communication technology in gampong government for the smooth running of public services, public relations and public relations. internal organization as well as improving the business of the village community in the field of technology, where technology can help the village government connect with the city government and the village community online.

Information and Communication Technology (ICT) Governance is increasingly necessary and present in organizations aiming to improve the maturity of their ICT processes. This paper presents an analysis of the ICT Governance processes of a Brazilian Federal Public Administration agency. To assess the maturity of the ICT Governance processes, we surveyed and diagnosed the processes performed by the agency and organized a series of meetings/discussions to assist in the improvement and modeling of the processes related to the ICT Contract Planning process. As a result, we proposed improvements and identified the maturity level of the existing ICT processes, also assessing the awareness of employees of the General Coordination of Information Technology regarding these processes. Our findings reveal that the agency still needs to implement the following processes: (1) ICT People Management; (2) Business Process Modeling (Automated/to Automate); (3) Change Management; (4) Execution Monitoring of the ICT Projects and Services Portfolio; and (5) ICT Service Continuity Management. We also identified several artifacts that need to be implemented by the agency in different processes and collected survey participants’ suggestions about new processes to improve the maturity in ICT Governance.

Internet network has become a basic need for all government offices, from central to village governments. This is because the Indonesian government has built an integrated online system. Therefore, this service aims to assist all village governments in Sembalun District in improving services for the community in information technology. The target of the activity is Sembalun District which is the leading partner. The target and outcome of this service are establishing an internet network facility of a village government in Sembalun District to improve services in information and communication technology. The method used is a participatory approach to community development or Participatory Rural Appraisal (PRA). The results of this service are: 1) The internet network facility greatly helps the village government, 2) Village officials can complete their work based online, 3) The village government can improve services in information and communication technology. With the community service that has been carried out, it is hoped that it can help all village governments in Sembalun District carry out their duties to the maximum and improve services for the community.

The study aims to analyze and describe the ability of village officials in understanding information and communication technology towards (e-Desa) in the Village Government. This type of research is descriptive qualitative. Data collection techniques were carried out through interviews with the Kedungbocok Village Apparatus supported by literature studies related to village apparatus ability. The research location at the Kedungbocok Vil- lage Office in Tarik District, Sidoarjo Regency, with consideration that the physical devel- opment in the Kedungbocok village office was fairly good in this case it was shown in the completeness of the facilities and facilities that the technology in the field was good enough. One of the interesting things to study is the ability of the village apparatus in understanding information and communication technology to the (e-Desa). The results of this study indicate that intellectual ability is still in the learning stage in understanding technology, physical ability is still in the stages of training held continuously to get the intended results, and the last cognitive abilities are still less than optimal due to the age factor of the Village Apparatus

Information and communication technology achieved mass improvement on ATMs cyber-security but there is a strong need to strengthen all parts of operation. ATM skimmers are card readers that collect the data from magnetic card stripe that is attached to the real payment terminals; especially criminals can create cloned cards to steal money from the bank account. After these also we think that ATM is the safest place. But, nowadays in ATM, robbery happens easily by damaging the system for money. In this paper we bring an idea about biometric based system to enhance security. There is signal processing which alerts the police and gives information to bank.

Information and Communication Technology (ICT) is known to facilitate governance and citizen participation in States' decision making processes. However, e-governance researchers have argued that beyond the current use of ICT to facilitate already existing means of governance lays the possibility of its use to fundamentally revolutionise public administration. There is the ideation and aspiration for ICT-based States (E-states) which exist without governments, and whose citizens can self-organise and self-govern without the need for institutions. This is a conceptual paper which discusses the viability and prospects of this aspiration. The study reviews literature in the areas of politics, public administration and Information Technology in the context of governance and public administration. This study ultimately argues that the possibility of establishing an E-state will be dependent on changing existing political ideologies and systems of governance to anarchism. As it is, ICT cannot be a substitute for governments and certain governmental institutions but can only help them.

Fast, accurate and accurate information needs to be one of the basic development of information and communication technology. The type of service and support in the field of information and communication technology (ICT) on governance is a strategic part in ensuring the improvement of service quality and support in applying e-Government to Village Governance.Village Governance and clean, transparent public services are challenges that the village government must answer in performing its functions as a public servant. With infrastructure facilities in the field of ICT already available in the village and administrative issues that need to get serious attention, thereby encouraging Researchers to utilize existing ICT infrastructure by analyzing and designing e-government applications that suit the needs of the village and in accordance with the Village Law article 4 letter f which reads to improve public services for the villagers to accelerate the realization of general welfare, and article 7 paragraph 3 letter c which reads accelerate the improvement of public service quality.Based on the above study, the public service and e-Government support provided by the Village Government through the application of information and communication technology is the focus of the researcher in this research, with the aim of improving the service to the village community and improving the performance of village government apparatus, for the analysis and design of e- government Researchers are based on policies and National Strategy e-Government development is done in several stages namely, Level 1 - Preparation, which is making the website as a medium of information and communication at each institution. Level 2 - Maturation, which is the creation of an interactive public information web portal. Level 3 - Stabilization, which is the creation of a web portal that is a public service electronic transaction. Level 4 - Utilization, ie application creation for Government to Government (G2G), Government to Business (G2B), Government to Consumers / community (G2C) services.The method of this study using the usual research methods used in the development of system life cycle system development (SDLC). The main stages may consist of system planning stages, system analysis, system design, system selection, system implementation and system maintenance.As for the method of data collection using the method of observation, interview, and literature study. The final step in this application development process is system testing. The system tested using 2 ways, namely: Blackbox test and Alpha test. Blackbox test, performed by system programmers while Alpha test performed simultaneously with user training.
