Education as a learning activity or teaching and learning process can occur both inside and outside, as an educational activity can take place in the family, as well as in official educational institutions, activities or institutions are able to instill and make Islam as the basis for implementing education. The strategy implemented in facing the development of science and technology is the motivation of students' creativity towards the development of science and technology itself where Islamic values become a source of reference, educating skills, utilizing science and technology products, creating a strong link between religion and science and relationships with scientists who hold science and technology authority in their respective fields, Instill broad attitudes and insights into the future of humanity through the ability to interpret religious teachings. One of the priorities of national education development in relation to the development of the quality of human resources is related to improving the quality of each type and level of education so the existence of Islamic education in the face of the development of science and technology needs to be developed policies that emphasize improving the quality of human resources, intellectual intelligence, emotional intelligence, and spiritual intelligence.

Improving the quality of human resources (HR) is a need that can not be bargained again, especially in the face of changes and developments in the field of science and technology so rapidly. This need will be felt even more when entering the era of globalization which is highly oriented to the quality of human resources according to Busro. As it is known, the globalization of information and communication has the potential to improve human resources. The need for learning to a minimum need to be improved in isolated communities through original values ​​that have been established and are rooted in people’s lives. Local knowledge or local wisdom must be included in the education curriculum as a source of innovation and skills that can be empowered for the welfare of society. Every educational process essentially is an effort to direct and mobilize two forces; on the one hand the power to preserve and on the other hand the power to advance. Fulfilling the rights of citizens to obtain educational services, especially 9-year of basic education, the Indonesian Ministry of National Education develops two channels of education, namely education through schools and non-formal education. Non-formal education consists of package A (equivalent to elementary school), package B (equivalent to junior high school), package C (equivalent to senior high school) and various life skills. A non-formal education is more flexible than formal education in terms of curriculum, time, place, students and educators. A non-formal education is one of the alternatives because it does not undermine the activities of students to learn and to pursue real life in their environments.

The work considered a system of knowledge control of the Kharkiv National Automobile and Highway University. It was shown that the quality of higher education depends mainly on the level of student training, the qualifications of teaching staff, the organization of the learning process, the efficiency of monitoring the quality of the education, and also factors allowing to improve the quality of education in the university. Assessment of the knowledge quality received by the students in the "Chemistry" discipline was carried out among the students of the Automobile Faculty of the KHNADU, entered the first year of the Bachelor of full-time education, during 2014/15–2018/19 academic years. The control was carried out with the help of traditional pedagogical practice types – the main (preliminary, final, and control of residual knowledge) and periodical (current and thematic knowledge tests). Statistical research on the performance of the main types of students' knowledge control, as more significant, shows that the important part of educational activity in university is an effective organization of its control. It was established that main principles of the control of students’ knowledge received during learning subject are the regularity and systematical conduct, the objectivity of assessment of the level of students' skills, the ability to identify the actual level of learning educational materials by the students, the timeliness of identification of the gaps in the learning process by the teacher and applying ways to overcome them. The internal and external factors affecting the performance of students during studying the "Chemistry" discipline have been distinguished. The internal factors are the knowledge level before entering the university and the motivation for learning the subject. The external are an organization of the educational process, self-organization of student learning activity, teaching methods and forms and professionalism of the educator, quality of additional services (holding consultations and individual lessons), educator-student relationship. It was identified that during studying the "Chemistry" discipline, the influence of the factors that students had before entering the university is weakened, and the external factors, which appeared in the process of studying in university, have a significant impact.

This paper explores the student learning experience using technology as an e-learning tool during the COVID-19 pandemic. This article utilized qualitative methods to examine the quality of student learning using deep and surface approaches to understand what influences student engagement with technology. Interviews were conducted with 21 students from various academic majors using deductive content analysis to evaluate their responses. The findings show that technology increased student engagement with class discussion, and students became more informed about lecture material. It is noteworthy that there were some variations in the students’ interpretation of the learning experience with technology, indicating a gap in the quality of learning. Notably, there was an improvement in grades compared to the last online session and the face-to-face learning experience prior to the COVID-19 pandemic, and there were fewer missing quizzes and late assignments. These outcomes may be used to enhance teaching strategies and problem solving within teaching and learning to develop a new mode of delivery. In addition, these findings are important for the future of education in a post-pandemic world.

It is necessary for Islamic educational institutions to have the power of changing themselves to be able to take part in determining the ideal and success of national education. Precisely, today, Islamic educational sys­tem is perceived weak and powerless in the dynamic of social changes have been occurring in the society. Even, this situation, it is frequently assumed as the burden of national education. Why can it be so? Aren't Islamic educational providers are also referring to the only one Law, that is, Law Number 20 year 2003 regarding National Educational System? What is wrong with Islamic education ? How is the quality of human resources of these providers? This article tries to answer those questions. This article also deals with analogue of Islamic Education as a subsystem of national education with family system in Islam. Fam­ily is a system. Child is a subsystem of the family. The more the child is matured and independent the better his/her family is.

Education which is a system in the perspective of anthology is an attempt to humanize humans by an appropriate manner to achieve very high humane values as an attempt to change as well as to move the cultural values to any individual in society. But this view is difficult to achieve when the belief that a person's success will occur due to the efforts started early in order to organize their future without having an education. This paper will provide a breakthrough through leadership of education that is not only based on good intellectual ability, but also good emotional and spiritual. With the result that it will contribute qualified modern human resources. Modern human Resources is a human being who has the potential of ad equated intellectual quality. However, sometimes the potential is empty because it is not matched by the quality of the good faith or emotional. In the fact, they (modern humans) have good reasoning capability. However, the success which is useful in the future whether for themselves, the community, the nation and the state are not only enough by having logical thought only. But, it also requires EQ Emotional Quotient (level of emotional or personality) , CQ Creativity Quotient (level of creativity) and SQ Spiritual Quotient (level religiosities or faith and devotion to God. Thus , the national education system must be able to provide a solution- which is able to break of the empty circle of values and morals happening in education system around us . the empty circle we must combine as well as put the intellectual intelligence , emotional intelligence , and spiritual intelligence known as ESQ in order to get balance between the fulfillment of rights and vertical or horizontal obligations. ESQ is a role of the leadership of its resources which include Human Resources and Natural Resources with the organization as a model of leadership in education. ESQ if applied in educational leadership level, it would be beneficial along with the growth and development of the educational organization with the growth of moral values.

The industrial revolution 4.0 is a digital-based era that demands the quality of human resources (HR) who have high skills. The Education and Training Center (ETC) is one of the institutions that plays role in increasing the quality level of human resources. This study aims to see the effect simultaneously and partially between the competence of instructors and infrastructure on the quality of ETC graduates in the face of the era of the industrial revolution 4.0. in Indragiri Hulu Regency. The population in this study consists of all ETCs in Indragiri Hulu, there are 15 ETCs and all ETCs were sampled. Multiple regression and correlation analysis using SPSS 22.0 was used to determine whether or not there is an influence and relationship between variables. The results of the study concluded (1) the competence of instructors and infrastructure simultaneously had a significant effect on the quality of graduates. (2) Instructor competence partially has a significant effect on the quality of graduates. (3) Facilities partially has a significant effect on the quality of graduates. The variable that has the greatest contribution to the quality of ETC graduates in Indragiri Hulu Regency is the competence of the instructor followed by infrastructure. In this case, of education it will be very difficult for ETC graduates to compete in the world of work. Because this is a factor caused from within the ETC itself.

This chapter concerns the research project carried out in a confederation of Institutions of Higher Education (IHE) in seven Latin American countries. Considering the intercultural background of IHE, the universities defined a new profile of their teachers and other human resources by setting up a new model of teaching and learning based on a “learning process” and shifting the paradigm of learning to “centered teaching.” In this chapter, three characteristics of this process are presented: the first one refers to the profile built as the “product” of an Intercultural Community of Thought; the second one refers to a participatory process, called “the value cycle,” as a working model that allows one to co-construct profiles of university teachers, administrative staff, and human resources staff; the third one presents the tools and the technologies using both of them (Personal and Social Virtual Learning Environment based on Web 2.0, the Human Resource Management Tool, Video-Research, E-Portfolio). The project, carried out through action-research, defines a shared idea of the quality of teaching, a research based and supported by tools, that allows teacher self-assessment as well as the possibility to monitor the quality of universities and to develop plans for continuous improvements by building a community of learning. Qualitative and quantitative studies' data are given.

In PGMI Program STAIN Al-Fatah Jayapura quality of learning still little bit unsatisfied, because by following the acreditatuon score is C. Based on the fact, implementation management of strategy program PGMI still don't applied yet optimally. This matter affected by number of human resources still limited at homebase of PGMI and theres is not certain duty yet, even head of program education, so all the decision is centered on course department. The aim of this research is to find out the implementation ofmanagement strategy and instructional’s quality of PGMI study program. Based on the result of the data this research has management of strategy in the PGMI Program there were: a.) planning of the learning activity through making learning activity schedule that consist of kind of subjects and list of supported lecturer b.) conducting learning activity in PGMI Program when it conducted as learning schedule and RPS. c.)  controlling/supervising based on : lecturer journal, lecturer teaching daily journal, lecturer absent and lecturer questionaire. d.) evaluation learning activity was applied clearly from lecturer or students. For lecturer through first meeting and the last semester. Meanwhile, evaluation for students through ; active and present score, individual task nor group that given by lecturer, mid-term test, last-term test, and comprehensive test in the end of study.

This study aims to find out the position and role of lecturers in carrying out the task of implementing the national education system and realizing the goals of national education. Lecturers are one of the determinants of the quality of education. The success of the implementation of higher education is largely determined by the readiness of the lecturer in preparing their students through teaching and learning activities or the learning process. The strategic position of lecturers to improve the quality of educational outcomes is strongly influenced by professional abilities in teaching and their level of welfare. To realize this; then the strategy of empowering lecturers is needed in order to realize professionalism that can be accounted for. The empowerment strategy implemented will be able to raise the dignity and level, improve the quality of learning, improve the quality of national education and provide quality services. Empowerment of lecturers is intended to create a work atmosphere or climate that leads to the development of potential, empowerment, and protection.
