The article presents the strategic guidelines of the financial mechanism for state regulation of the domestic agricultural sector development: state regulation methods of the agricultural sector development do not directly relate to this sphere, but affect the efficiency of its operation; protection of agricultural producers in the domestic market, stimulation of the export of agricultural products and food, promotion of the creation of a single agricultural market, creation of favorable conditions for import of machinery and technologies that increase the competitiveness of domestic agricultural producers; development of the regulatory framework for the functioning of the agricultural sector of the country; improvement of land relations; ensuring the development of production infrastructure, which involves the allocation of public funds for long-term activities: subsidies for the construction of farm buildings, land reclamation, as well as promotion of the establishment of farmers' associations; development of integration processes in the agricultural sector; promotion of the intensification of investment processes in agriculture; provision of commodity producers with agricultural machinery, development and improvement of leasing activities; regulation of rational use of natural resources; regulation and support of research activities. The financial mechanism of state regulation of the development of the agricultural sector in Ukraine is represented by a set of organizational and functional institutions, among which public authorities occupy a prominent place. The basic and determining institution for the agricultural sector development in Ukraine is the institution of the state, which covers the system of legislative, executive and judicial authorities, functioning of which affects all components of public life. Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

One of the most important directions in this context is the problems of organizational and legal forms of development of entrepreneurial activity in agriculture. Effective development of entrepreneurial activity in agriculture is hindered by poor adaptation to market conditions and low investment attractiveness of agrarian production and economic formations, unsystematic and dispersed revenues for modernization of production activities, insufficient state support, imperfection of the organizational and economic mechanism for managing the development of various organizational and legal forms of entrepreneurial activity activities in the agrarian sector. In the historical aspect of the development of entrepreneurial activity there are the following forms: private farms, individual holdings, households, peasant farms, private and state agricultural enterprises, collective farms, in particular peasant unions, agricultural companies, inter-farm enterprises and associations, of various kinds and types societies that are divided in form of association and level of responsibility. The most important of these, which have become accustomed and function in agriculture, are agricultural enterprises, in particular private ones, and households. However, today the state of development of entrepreneurial activity in the agroindustrial complex remains rather complicated and requires complex comprehensive reforms, the main role of which should be owned by the state. That is why among the objects of state regulation a special place should occupy the agrarian sector of the economy and the forms of entrepreneurial activity, in particular the agrarian market and the formation of its infrastructure, which is conditioned by the state regulation. The main problems of the agrarian sector development include the low efficiency of agricultural production and the problem of deformation of price proportions, the solution of which is directly related to the perfection of the infrastructure and mechanisms for regulating the agricultural market. The process of establishing enterprises on the basis of co-operation and their integration with processing enterprises will reflect the interests of agricultural producers and promote their stable and efficient development. The most effective form of co-operation is production, sales and service cooperatives, created on the basis of cooperation of shares and natural forage lands, fixed assets, livestock of animals that unite agricultural producers, households, purchasers, enterprises of the processing industry, various catering enterprises, institutions and organizations. Co-operation, by its very nature, is an economic and voluntary phenomenon. Integration is the next stage of effective economic forms of cooperation among the participants in the agrarian market.

The purpose of the article is to develop practical recommendations for improving the tools of state regulation of the agricultural insurance market. Research methods. The research was based on general scientific research methods, scientific works of domestic and foreign economists on insurance in the agricultural sector of the economy, regulations and Internet resources. The application of the method of comparison, the monographic method in combination with the method of induction made it possible to systematize and generalize the foreign experience of state support for agricultural producers. Research results. The reasons for the need to improve the system of state regulation of the agricultural insurance market are systematized. The international practical experience of formation of systems of the state support of agricultural insurance is generalized. The normative-legal acts regulating relations in the field of insurance of agricultural products are considered. Emphasis is placed on existing programs to protect agricultural producers from the risks posed by the state. An assessment of the current state of the agricultural insurance market in Ukraine and identified prospects for its development using the tools of state regulation. Scientific novelty. It is proved that agricultural insurance is a new effective tool for state support of farmers in case of risks, which will help improve the economic performance of the agricultural sector of Ukraine. Practical significance. Measures to improve the instruments of state regulation of the agricultural insurance market are proposed. The introduction of state support for agricultural insurance will contribute to the growth of the domestic market of agricultural insurance, which will provide additional revenues to the state budget. Theoretical and practical approaches to the formation of land market in Ukraine are considered in the article. The views of scientists and practitioners on the problem of creating land market are summarized. It has been proven that land market is vital for agriculture and rural residents. It allows using land as collateral for agricultural enterprises. It is a source of income for farmers and allows land to move to a more efficient owner. It is investigated that during the transformations in the agricultural sector of Ukraine, the state monopoly on land was abolished, agricultural enterprises were privatized, new market structures were created, that is preconditions were created for the introduction of market land turnover and formation of the secondary market of agricultural land. Today it is obvious that further regulation of land relations is needed to ensure effective development of newly created economic agricultural formations. The lack of a real market for agricultural land hinders their efficient distribution and restrains long-term investment in land and agriculture in general. The history of reforming land relations of foreign countries is analyzed and systematized. Peculiarities of land markets formation and organization of lease land relations in the countries of the world are shown. It is studied that the state regulation of the agricultural land market of the EU member states is aimed at preserving land, preventing excessive concentration or fragmentation of land, sale of land primarily to farmers who have experience in agricultural production and live in the area. The issue of the land market is especially acute for countries with economies in transition, including Ukraine. Of particular note is the lease of agricultural land, which is the main form of land relations in many countries. The need to apply positive foreign experience in creating a market for agricultural land in Ukraine is indicated.

The effectiveness of the use of financial and credit resources is largely determined by the methods of their distribution in directions and methods of bringing them to the final recipient. The current level of development of financial and credit relations in agriculture indicates the relevance of the formation and development of an adequate system of state regulation and financial support for the agricultural sector of the economy.The system of state regulation and support of the agricultural sector of the economy is represented by a number of relevant mechanisms. This system is implemented in practice by mechanisms of price, tax, credit and financial regulation, mechanisms for regulating social development, direct budgetary support within the framework of special targeted programs.In the course of the research, the task was set to identify the relationship between the amount of financial resources received by agricultural producers in the form of government support and the amount of agricultural products they produce. To resolve this issue, we analyzed the volumes of gross agricultural production and the volume of financing of agricultural producers in the country as a whole and in the context of regions for the period from 2016 to 2020.The analysis showed that there are certain shortcomings in determining the amount of financing. So, for example, in a number of regions with the same volumes of gross agricultural output, the volumes of financing differ sharply with the same structure of resources used. And vise versa, in other regions, which are provided with an approximately equal amount of funding, the level of gross agricultural output differs sharply. From the point of view of ensuring a more rational and efficient distribution of state financial resources, first of all, they should be provided to those agricultural producers who achieve a stable annual growth of production indicators in crop and livestock raising.


The grain market of Ukraine plays the leading role in the processes of ensuring the food security, integration the Ukraine into the World and European economic systems. And institutional legislative environment of the grain market provides a framework for its development. To do this, it is necessary to adapt the institutional and legal environment to modern realities by forming appropriate economic and legal conditions for state regulation of the production and sale of grain on the domestic and world markets. At the same time, the balance of interests of agricultural producers and the state should be observed. The subject of research is represented by legislative framework and its impact on development of the entrepreneurship in agrarian sector of Ukraine. The goal is to substantiate the directions for further improvements of the legislative environment. The objective is to research the development of situation in the institutional legislative environment and reveal the points, which hinder the development of efficient entrepreneurship in agrarian sector. General scientific methods are used: system analysis – for determining important markers of legislative environment development, monographic – for researching the legislative environment dynamics, induction and deduction – for developing and substantiating the conclusions. The following results were obtained: main problems which have to be solved is the absence of complex approach, lagging with implementing needed legislative improvements, lack of financing the goals envisioned by adopted legislation. Conclusions: activities aimed to solving the aforementioned problem improve the legislative institutional environment in the direction of forming efficient entrepreneurship in agrarian sector, balancing its needs with the goals of local communities, regions and country as a whole.

В статье отмечается, что проблема совершенствования государственного регулирования сельского хозяйства - важнейшая составная часть рыночного механизма экономики в условиях неопределенности. Необходимость такого регулирования связана с такими особенностями АПК, прежде всего сельского хозяйства, которые не позволяют им на равных участвовать в межотраслевой конкуренции. Проведен анализ валового выпуска продукции (услуг) сельского хозяйства Казахстана, показана динамика расходов государственного бюджета, заܰтрܰаܰт республиканского и местного бюджетов нܰаܰ сельское, водное и лесное, рыбное хозяйство хозяйство за 2016-2020 годы, размер целевых текущих трансфертов, переданных в базу расходов местных бюджетов при определении трансфертов общего характера на развитие сельского хозяйства, структура средств на антикризисные меры в АПК. Авторы отмечают, что стратегическая значимость и специфические особенности сельского хозяйства требуют разработки особых подходов к управлению данной отраслью, её инвестированием на региональном уровне. Возникла необходимость в разработке системных экономических решений в поддержке аграрного сектора и продовольственной безопасности, требующих проведения определенной стратегии, принципов, положений, норм и мероприятий, направленных на преодоление накопившихся проблем. Государственная поддержка в виде субсидий и предоставления льготных кредитов будет стимулировать развитие сельскохозяйственных товаропроизводителей. The article notes that the problem of improving the state regulation of agriculture is the most important component of the market mechanism of the economy in conditions of uncertainty. The need for such regulation is associated with such features of the agro-industrial complex, primarily agriculture, which do not allow them to participate on an equal footing in intersectoral competition. The analysis of the gross output of products (services) of agriculture in Kazakhstan is carried out, the dynamics of state budget expenditures, expenditures of the republican and local budgets for agriculture, water and forestry, fisheries for 2016-2020, the size of targeted current transfers transferred to the base of expenditures of local budgets is shown when determining transfers of a general nature for the development of agriculture, the structure of funds for anti-crisis measures in the agro-industrial complex. The authors note that the strategic importance and specific features of agriculture require the development of special approaches to the management of this industry, its investment at the regional level. There was a need to develop systemic economic solutions to support the agricultural sector and food security, requiring a specific strategy, principles, regulations, norms and measures aimed at overcoming the accumulated problems. State support in the form of subsidies and the provision of concessional loans will stimulate the development of agricultural producers.

The purpose of the research is to substantiate the directions for improving program and target planning in the implementation of state programs based on the principles of project management. The article considers methodological aspects of development and implementation of program planning based on the principles of project management in agriculture in Russia. The article describes the domestic practice of program and target planning in the market conditions of management. The main drawbacks of the software planning tools used in the system of state regulation of agricultural production and development of rural territories are investigated. Special attention is paid to the target orientation of budget allocation. A model of program-target planning based on the principles of project management in agriculture has been developed, which includes a system of elements of strategic state planning. It is proved that the new management tools of state regulation of the agricultural sector, based on the project approach, will allow not only to focus the efforts of authorities at all levels on achieving specific results in the implementation of state programs, but also to transfer agricultural producers of various forms of management to the same level of development.

The study of financial balance is carried out in order to determine the supply and demand of financial resources for the agricultural sector and is to take into account the factors shaping the economic relations of the personified forms of capital movement. The balance of demand and supply of financial resources institutionally combines the resources of agricultural producers, credit institutions, financial institutions and the state and functionally it involves a set of the functions performed by financial regulation to achieve the goals of agricultural production. Since the concept of balance lies in the plane of financial and credit infrastructure, it is a system of normatively defined institutional and functional elements that form, regulate, mediate and develop financial relations and ensure the functioning of the agricultural sector by creating the resource potential of economic entities to carry out production on a permanent or extended basis. The methodological basis for the formation of the financial balance of the agricultural sector is enriched by new phenomena of domestic and foreign practice. Improving the methods of its formation and functioning is the basis for achieving sustainable long-term development of the agricultural sector and providing it with sufficient financial resources. On this way, it is necessary to take into account both domestic and international experience. If the volume of potential financial resources of the agricultural sector in 2017 amounted to about 1024 billion UAH (37 billion US dollars), then for the period up to 2020 it is predicted that it can grow annually by no less than 215 billion UAH (15-20%) in the next 3-5 years and by the end of 2020 against the level of 2015 will increase by 2.5 times. Sustainable agrarian development requires strategic planning of financial resources for a variety of their sources and state regulation of this process.

The purpose of the article is to reveal the essence and main directions of state regulation of the development of entrepreneurship in the agricultural sector in modern conditions. Research methods. The methodological basis of the study was a set of methods of scientific knowledge of the system and mechanism of state regulation of the development of entrepreneurship in the agricultural sector. The achievement of the goal was facilitated by general scientific methods: methods of empirical research (measurement, comparison, observation); methods of theoretical research (analysis and synthesis); as well as local (specific) methods: methods of situation analysis (computational-constructive method). Research results. It has been established that state regulation of the development of entrepreneurship in the agricultural sector is the integrity of the implemented protectionist measures that guarantee the financial, budgetary, legal, economic, investment security of the competitive functioning of business entities in a market environment in order to optimize the conditions and consequences of entrepreneurial activity, the formation of a decent level of food security of the state, adaptation of producers to modern conditions of instability and coronacrisis. It is substantiated that the financial costs for state support of agricultural producers should be at least 1% of the volume of agricultural production, but in reality they amount to 0.4%. It was revealed that agricultural producers do not have real tax support. It has been established that the implementation of the priority of state regulation of small business entities, individual entrepreneurs and households will only contribute to an increase in the integral efficiency of the use of budgetary funds. Scientific novelty. The essence and main directions of state regulation of the development of entrepreneurship in the agricultural sector in modern conditions are disclosed and a methodological approach to substantiating the main directions of modification of state regulation that contributes to solving the problems of the functioning of entrepreneurship in the agricultural sector of the economy is proposed. Attention is focused on the main components of expenditures for programs of state support for the development of entrepreneurship in the agricultural sector for 2021-2023. Practical significance. It is advisable to use the methodological approach as a base in the system of analysis of indicators of state regulation of entrepreneurship development in the agricultural sector according to the statistical reporting of business entities and macro-indicators of the socio-economic state of the country.
