The article considers approaches to determining the importance of human capital for the socio-economic development of the territories of the Russian Federation, as well as determining its place in the structure of the territorial socio-economic potential. The article shows that human capital is the basis for the formation of the regional economic system and serves as the basis for the implementation of the regional socio-economic potential. The authors define human capital as a key socio-economic and productive factor in the development of not only the modern economy, but also modern society. Regional human capital is defined as a set of human resources with their knowledge, abilities, skills, etc., formed both within the framework of individual human capital and within the framework of corporate human capital, localized on the territory of the region and able to provide reproduction processes within the regional socio-economic system. The article shows that the regional human capital in the structure of the socio-economic potential of the region has both quantitative (population size, including population migration; the gender and age composition of the population of the region, etc.), and the quality characteristics (the level of education and qualifications of the population of the region, the effectiveness of the use of human capital, etc.), reflect the importance of human capital in the state’s program documents. The article proposes the author’s vision of human capital as a resource for the socio-economic development of the region and proves that from the point of view of the realization of the socioeconomic potential of the region, the human resources of a particular region should be considered by regional authorities and management not only as a key resource that ensures the socio-economic development of the region, but also as a resource that imposes certain requirements necessary for the direct realization of human capital (potential).

Canada has grossly neglected the development of her human resources. In addition, she has failed to establish the very basic requisites for the efficient functioning of the labour market. Considering that both labour and the labour market have been attributed significant roles in the process of economic growth, what must we do to ensure the attainment and maintenance of a balance between the qualitative and quantitative occupational composition of the labour force and the manpower requirements of the economy?

In the ten years of Communist rule since late 1949 a thoroughgoing revolution has taken place on the Chinese mainland in economic organisation, savings and investment, and distribution, with profound effects on the daily lives of the people. Peking has claimed that immense progress has been made on all economic fronts, including the real income of industrial and agricultural workers. It has felt confident enough to shorten from fifteen to ten years (beginning 1958) the target period at the end of which its output of electric power and certain major industrial goods would match or exceed that of Britain. In the non-Communist world, commentators vary greatly in their judgments; they range from those who reject all the official statistics and consider no important progress to have been made during the period, to those who not only accept the claims in tato but have advanced all sorts of arguments to defend even those claims that Peking has later had to repudiate.

Subject. The economic position of households is determined by expenditures out of public income. The standard of living of people correlates with phases of the cyclical development of economy. Objectives. We examine the consumption in Russia, considering the nominal and real income of the Russian people, expenditures incurred for the ultimate consumption. We also trace how standards of living change, as well as trends in the consumer demand in Russia during the economic crisis. Methods. Studying households' consumption in Russia given the economic cyclicality, we applied methods of logic and statistical analysis. Results. As the crisis aggravated in Russia during the coronavirus pandemic in 2019–2020, Russia's GDP insignificantly decreased by 3.1 percent, however households' consumption dropped by 8.6 percent. The consumer demand was found to distort in Russia, as people consumer less non-food products and tend to decline expensive food products. Such consumption trends stems from a decrease in income and, consequently, expenditures as people working as employees have their salaries cut and jobs become more scarce during the COVID-19 pandemic. Conclusions and Relevance. It is vital to bring the economy to its recovery and raise the standard of living by developing the middle class, which considerably shrank during the pandemic. Negative trends in people's wellbeing somewhat preserved macroeconomic indicators of the Russian economic development, since net export increased, currency remained within the countries because people mainly spend less on food and traveling. However, the Russian policy for economic development should pursue interests of the people, whose standard of living should be a priority.
