In the conditions of modern economy, factors that affect the security of the business, but relate to external resources in relation to the company or opportunities, become significant. These resources and opportunities in economics have traditionally been identified with macro-economic (economic growth, inflation, exchange rates, government support) and institutional parameters (regulatory framework, transaction costs). The influence of the quality of economic space on economic security of business through the evaluation of opportunities that are tied to the specifics of the economic space is the least researched, including in our country. In this case, according to the latest research in the field of economic geography, economic space acts as a structure-forming platform that can form local markets, with intensive interaction of business agents. The purpose of this study is ensuring of economic security by building business networks in a single economic space. The research area focuses on indicators that characterize economic space, which are successfully used in international practice to determine the quality of economic space. The realization of this approach requires the use of traditional methods of scientific research, such as analysis, comparison, graphical method for visualizing obtained results, which allows determining the agglomeration zone and the space of business networks in it. When considering economic space in relation to building a business network in improving business security, main focus is on the quality of economic space that the region has. The proposed methods of evaluating the quality of economic space are actively used to determine the possibility of building business networks in this space. The authors conclude that business networks play a crucial role in improving the economic security of business in a particular economic space. The set of proposed measures provides additional opportunities and increases the influence of economic space on business security and creates the zone of maximum external security.

New business opportunities rarely conform to the way the industry traditionally approached the market, which is an opportunity for newcomers and flexible small and medium-sized enterprises to be the first in recognizing and taking advantage of emerging market opportunities. However, newcomers and small and medium-sized enterprises may be too young or too small to possess all the required competencies and resources. They need to organize themselves in business networks, in which business partners complement each other. This article suggests a sketch of the form and methods of a framework that allows the ‘Quality of Information’-based discovery of potential business partners who can offer resources like sensors, actuators, and processing services. In the Real World Internet, this would enable small and medium-sized enterprises to create an appropriate business network and to quickly react to emerging business opportunities.

Introduction. The authors clarify and expand the concepts of heterogeneity properties of regional socio-economic and digital spaces. Heterogeneity of space is associated with the regional uneven development and results in their socio-economic and digital differentiation, which, in turn, determines unequal conditions for ensuring the population’s life quality. In the context of the study, heterogeneity of the regional space is defined as a property of uneven spatial development of the Russian Federation’s constituent entities according to the territorial, sectoral, and temporary characteristics that determine and affect the level and quality of life of the population. The citizens’ life quality throughout the country is an absolute priority of economic development at the federal and regional levels. Indeed, only then should we speak of a positive assessment of economic growth when it does not follow the path of the previous inefficient development, but is aimed at achieving a real improvement in people’s wellbeing [3; 4; 17]. Taking into consideration the particular importance of social priorities and their implementation throughout the country, the authors think it necessary to study the properties of the economic space, to determine their impact on the population’s life quality. The aim of the study is to analyze the effect of heterogeneity of the regional socio-economic and digital spaces on the population’s life quality in the Russian Federation’s constituent entities. Methods. To conduct the study, the authors make use of statistical analysis based on the data of the Russian Statistics Agency, Moscow School of Management Skolkovo, Russian Information Agency Rating; content analysis, methods of comparative analysis and positioning of regions. The scientific novelty of the study consists in expanding ideas about heterogeneity of the regional space from the standpoint of the regional socioeconomic situation and the level of their digitalization, which result in differentiating the Russian Federation’s subjects and unequal conditions for the people’s life, to a different extent affecting the population’s life quality throughout the country. In methodological terms, the study is supplemented by a pairwise comparison of the regional space characteristics and the multivariate positioning of regions in the coordinates: socio-economic space - quality of life; digitalization is a quality of life. Results. The authors study the impact of integrated indicators of the socio-economic situation of the regions, their digitalization level on the population’s life quality in the Russian Federation’s constituent entities. At the same time, the authors apply a comparison of various integral nature of the regional space indicators used, as a rule, autonomously, for multi-characteristic typologies (groups of regions I—IV and groups of regions A—D), by means of which a group of the most powerful regions was identified where the life quality is associated with the best socio-economic situation and active digitalization of these regions. Conclusions. It was found that uneven economic and digital territory development leads to interregional differentiation of the population’s life quality, as a result of which the leading regions and the outsider regions are distinguished, characterized by unequal conditions for the citizens’ life. The typology made it possible to identify groups of regions for which selective measures are needed to increase the level and quality of the population’s life. For some regions, the priority is to use their economic potential and new digital technologies, for others, active interregional interaction; the third (the weakest) cannot provide a decent standard of living without profound government support.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.

An integral part of the implementation of any reform is the emergence of the risks of its negative impact on one or another area of region development. The decentralization reform in Ukraine is not an exception. In its the context the most probable occurrence of negative phenomena is in the border regions, which could be prevented by first detecting them. In the scientific article, the authors focus on the analysis of a number of challenges for the development of border regions in the context of decentralization reform. Given the territorial remoteness of the central regions of the country and the capital, which today serve as areas of concentration of investment and economic activity, the border regions traditionally (this is typical for the border areas of the EU member states) lag behind the rest of the regions by the main socio-economic indicators of development. Among the main challenges facing the border regions of Ukraine today are the following: the provision of competitiveness in the context of European integration processes and reduction of the border barrier function; low level of economic security; the outflow of human capital and the issue of ethnic minorities. Based on an expert survey of representatives of the fifteen united territorial communities (UTCs), the possibility of such risks of decentralization in the border regions were defined as following: groundless use of local budget funds; emergence of significant imbalances between delegated new authority and available financial resources of the community; increasing uneven development of territories within the community; increasing uneven development of communities within the country; deterioration of the availability and quality of providing educational and medical services; deterioration of the quality of local government; reducing of the state influence on the management of local development processes; radicalization of political unions representing the interests of ethnic minorities in places of their compact residence; further economic decline of the territory of communities and so on.

Materials science and engineering (MSE), as a field as well as a discipline, has expanded greatly in recent years and will continue to do so, most likely at an even faster pace. It is now well-accepted that materials are crucial to the national defense, to the quality of life, and to the economic security and competitiveness of the nation. Mankind has recognized the importance of manmade materials to the quality of life for many centuries. In many cases, the security and defense of tribes and nations have substantially depended on the availability of materials. It is not surprising that historical periods have been named after materials—the Bronze Age, the Iron Age, etc. The major requirements from materials in those days were their properties and performance. Today, in this age of advanced materials, the importance of materials to defense and quality of life has not changed. However, the critical role of materials has taken an additional dimension: it has become essential to enhancing industrial competitiveness.The knowledge base within MSE has also expanded vastly throughout these years and continues to do so at an increasing rate. We are constantly gaining a deeper understanding of the fundamental nature of materials, developing new ways to produce and shape them for applications extending from automobiles to supersonic airplanes, optoelectronic devices to supercomputers, hip implants to intraocular lenses, or from household appliances to gigantic structures. We are also learning that, in many of these applications, we need to depend on the combinations or composites of different classes of materials (metals, ceramic, polymers, and electronic materials) to enhance their properties.

Ensuring the economic security of municipalities is one of the key conditions for stable socio-economic de-velopment of the region. Recently, intraregional differentiation of territories has been growing, which increases the risk of the formation of negative factors that reduce the quality of life of the population. In order to neutralize and prevent acute social and economic problems, constant monitoring of the current state of the municipal econ-omy is necessary. As such a management tool, a rating assessment of the economic security of municipalities in the region can be used. The ranking of territories allows you to visualize the relative advantages and disadvantages of the development of territories. In addition, a systematic comparative analysis of controlled socio-economic pa-rameters will allow regional authorities to evaluate the results of the activities of local governments and improve the effectiveness of regional socio-economic policy. The article proposes a methodology for rating the economic security of municipalities, during which it is possible to visually assess the depth of the threats studied at the level of each territory. To this end, the proposed methodology is based on a system of indicators that identify the main problem areas of the socio-economic condition of the territories. To form the rating, the studied indicators are normalized and integral indices characterizing the level of economic security of municipalities are calculated. The methodology proposes criteria for assessing the level of municipal economic security (high; above average; aver-age; crisis; critical). According to the results of the study, a rating of municipal districts of the Khabarovsk Terri-tory was compiled. The study showed that the territories of the region are characterized by an unstable socio-economic condition. The leading positions in the rating are occupied by areas with an average level of economic security. Most municipal districts of the region have a crisis level of economic security, which provides for the de-velopment of a set of measures aimed at eliminating existing problems.

The article highlights the impact of information technology on the economic security of regions and threats to economic security of the region that arise from the use of information technology. The system of economic security of the region in the context of development and application of information technologies is considered, which should include the following elements: diagnostics and identification of the existing state of economic security of the region; identification of threats to the economic security of the region from the use of information technology by business entities and from trends and problems in the development of the IT sector in the region; assessment of identified threats; development of effective mechanisms for their prevention; ensuring the increase of the level of economic security of the region with observance of the balance of national, regional and local interests; monitoring the level of economic security of the region. The main tasks of monitoring the economic security of the region in the context of development for the use of information technology are analyzed: monitoring the state of development of the IT sphere of the region and the level of ICT use in the activities of enterprises; timely detection of changes occurring in the IT sphere of the region and in the activities of economic entities of the region in the process of using information technology, and the reasons that caused them; prevention of negative trends leading to the formation and development of tensions in the IT sphere and socio-economic space of the region to prevent threats to its economic security; implementation of short-term forecasting of trends in the most important processes in the IT sphere of the region and in the functioning of economic entities from other sectors of the economy, due to the widespread use of IT in commercial, management and production activities; assessment of the effectiveness of methods, organizational structures and processes of managing the economic security of the region in terms of information development of society and the deep penetration of IT in various areas of management and economic activity at the regional level. The principles of monitoring the economic security of the region in the context of development and application of information technologies are revealed. The requirements to be met by the mechanism of economic security of the region, related to the intensification of informatization processes and the development of the IT sphere, are described. The functions that should be performed by the mechanism of economic security of the region (MESR) related to the intensification of informatization processes and the development of the IT sphere are substantiated. The main groups of computer crimes with the use of information computer technologies are identified, which have an extremely sharp impact on the economic condition of both a particular enterprise and the region as a whole.

Any project consists of a set of interconnected and interrelated activities in a specific order that are carried out at a specific time. The size of the projects, their high costs, and the complexity of their activities made it necessary to make a careful and prior planning. From here came the idea of ​​business networks, where scientific analysis was adopted for project planning, scheduling and reviewing by representing these projects with a network that shows the sequence of their activities at appropriate costs and times. Since such networks need time and effort to implement, the researcher used one of the smart techniques (the weed algorithm) and applied it to some business network issues that require great time and effort that increase as the size of the project increases. By applying the algorithm to some of these issues, it succeeded in achieving the required results in a record time (a few minutes) and according to the size of the issue, and hardly a little effort, in the first issue, the results (the expected time for each activity, determining the critical path, calculating the time needed to complete the critical path) achieved results in approximately one minute, and the second issue took less than two minutes. As for the third issue, the results were given in approximately two and a half minutes. Thus this smart technology has achieved the desired results in the least possible time and effort. Such a technique can be used and implemented on problems in different fields due to its accuracy, efficiency and speed in solving problems.

The article “Economic Security of Small Agricultural Enterprises” aims at exploring the theoretical foundations of economic security for small agricultural enterprises. The basic approaches to definition of the category "economic security of the enterprise" are investigated. The theoretical bases of the definition of "economic security" are considered. The integration of Ukraine into the global economic space implies the modernization of the modern financial and economic system, which envisages the transition of market entities to a new level of relations and the leveling of traditional geographical boundaries. At the same time, the conditions of functioning of enterprises in a market environment become more stringent due to the expansion of the range of probable threats and dangers, which increase the risk level of conducting business activities, increasing uncertainty, and increasing competition. It is economic security that can provide the enterprise with effective functioning, economic stability, development and improvement of its competitiveness level. The main purpose of this work is to research and analyze the major achievements of economic science in the economic security of a small business and to present the author's vision of the essence of this concept. The set of research methods is the methodology of analysis and organization of major publications, legislation and laws, namely methods of generalization, comparison, chronologization, analysis and generalization. The author's vision of interpreting the concept of "economic security of enterprises" is a scientific novelty. The practical value of the study is to analyze the main publications on the definition of the essence of the concept of “economic security of the enterprise”, because today there is no single approach that would clearly interpret this concept.
